(The writer is a Post Graduate from IndianInstitute of Human Rights, New Delhi.)

March 1-15, 2013

We are a democracy in which some are more equal than others. The democracy by definition is the government of the people, by the people and for the people .With all the tall talks of bill of rights, magnacarta & human rights and the demise of the divine right theory we are still in a state of subjugation by the mighty and by the manipulators. Way back in 1865 Abraham Lincoln through his emancipation proclamation through the 13th amendment of the American constitution abolished slavery, but we are still to be liberated from the 2nd rate citizen ships and unjust laws and practices

Long live the king, the king is dead and everybody is glorifying the crown and the throne with king or no king. If privileges and perquisites are withdrawn, proba-bly in our country we will not find any takers for the coveted posi-tions in government, bureaucracy and even in public and private sector .If status and dignity are important only to successful people or those in power with proximity to the throne, the crown, the prince or the king. With the abolition of princely states and kingly privileges we still find people basking in the glory of the crown or even the legacy of the crown left behind by the dustbin of history.

The craze for beacons on the cars and the number of armed guards escorting our VIP's are to be seen in this contest. It took almost half a century for our

Hon'ble Supreme Court to dubb the use of beacons on cars, the flash of authority and status by Ministers and Government offi-cials as 'ridiculous and synony-mous' with power. Even public sector bank managers are known to clamor for the use of this beacon lights over their cars. “Remove these red lights”. Advise the center and state governments to do it. Let this be allowed only to the five constitutional heads, armed for-ces, police and for medical emer-gencies, the court told the addi-tional solicited general.

Roads are public ways built at public cost, the use for which the vehicle owners are made to pay and therefore the public have an unrestricted and inalienable right for the use of it. It cannot be allowed to be arrogated by anyone under any pretext, ambulance being an exception. Our streets are crowded and the roads are overcrowded with the traffic mov-ing at snail's space, bumper to bumper with no room for maneu-vering even in an emergency, not to speak of a disaster. Our VIP's and VVIP's are obsessed with power and they care for the common man's human rights only during elections. It is high time the Hon'ble supreme courts directives are implemented in letter and spirit, to avoid the nightmare faced by the common man of this country. “If streets are unsafe then it has to be unsafe for the secretary of state's also”.

Media and Human Rightst is a well known fact that Ipolicy of transparency redu-

ces alleged excesses and violation of human rights but would the policy of transparency be possible without media publicising the abuses?

Some in our country are fearful of the criticism by organizations like the Amnesty International, Asia Watch etc, and some foreign Governments. We should not be over-sensitive to such criticism just as we should not be insensitive and indifferent to the alleged violations and abuses. Decent human behaviour demands it. Besides respect and regard for our Constitutional obligations and to treat all our citizens with dignity and honor. Above all, our Nation with a history of over 5,000 years has a conscience which will not allow us to turn a blind eye to this.

Human rights are rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or embodied in the International Covenants and enforceable by courts in India 'For this, media has

to be a powerful instrument to create awareness and to build pressure for positive action.

The National Human Right Commission (NHRC) may orga-nize meetings or seminars with media persons at Delhi, all State Capitals and other important Centres. This should not be a onetime effort. The NHRC may have interactive meetings with senior officers of AIR and Doora-darshan at regular intervals. This will help to spread widely, information and education about

human rights, It will be useful if NHRC had regular meetings with members of various media bodies like the Editors Guild, AINEC, AISNA, IENS. This will help to brief media persons on latest Scenario. Meetings should also be held with important functions of national and International news agencies like PTI, UNI, REU-TERS, AP, AFP etc. Equally fruit-ful will be meetings with Bureau Cheifs of BBC, VOA, NBC, ABC etc. and of TV news agencies like VISNEWS,WTN,BBC,ABC,CNN etc. The NHRC should establish a strong and active publicity, public relations and publication set-up, which should disseminate information and create awareness. A national award may be instituted by the NHRC to be given annually for the best piece on human rights published in the previous year. An annual Exhibition of photographs of the subject of human rights may be organized and prizes awarded. The Electronic and print media should be requested and persuaded to devote more time and space to matters concerning human rights

The flying beacons – The crowning glory in democracy

What's there in a Name ? name is a very very Apersonal insignia, an

identity and part of an address. A surname adds authenticity and peculiarity to a name. It also reflects the ancestry and the lineage of the individual with the one close to. There are names which are so sweet while there are also names which are quite repulsive. A name is a noun and also a pronoun when specific. The name shall soon loose its relevance by yielding to numbers just like the numbers given to the Jail inmates.

Names are losing its signifi-cance largely on account of the

The names are also loosing its significance on account of the invasion of the alpha numeric system or the degiana or anadigi .New values are yielding place to old and this is also reflected in the kind of new names coming in. The insufficiency or the inadequacy of the name is also reflected in the adoption of numbers. Today we have street numbers, room numbers, building numbers, plot numbers, pin code numbers and pan numbers to suffice. The new adhar card number is sure to bring in a revolutionary change in our identity

disintegration of the joint family system and the close bondage developed therein over the years.

drew comparisons with the 1980s scandal in which Swedish defense firm AB Bofors is alleged to have paid $11.6 million in kickbacks to top Indian politicians and defense officials in a contract for 155-mm howitzer field guns. An arms dealer in New Delhi who asked not to be identified said it was difficult to secure major contracts in India, the world's largest weapons importer since 2011; without paying bribes and wielding political leverage. It has been seen that after the Bofors scandal, there have been hardly any opposition by the so called opposi t ion leaders agains t corruption in arms pur-chases. Is it because the opposition parties are getting a fatter piece of the cake than what they used to get during the time of the Bofors scandal is a question that is being asked in several quarters.

Even this Finmeccanica case which should be causing raised eyebrows and screaming opposi-tion parties, has elicited hardly any reaction. In fact Antony's die-hard opponents in Kerala, those dyed-in-red-wool comrades, too have no problem with him and the helicopter deal. "Antony is above board. Neither do I believe that he abets corruption," according to CPM polit bureau member and former state home minister Kodiyeri Balakrishnan. "But even in Kerala he had shown a certain inclination to leave everything to

his officers... This generosity is consistently misused by people close to him. In Kerala, this had even led to police chiefs mishandl-ing situations while he was CM with additional charge of home," adds Balakrishnan. But he does not go beyond that. Another CPM politburo member, MA Baby, says, Antony's "biggest capital is the faith that people have in his honesty. At a time when Congress is grappling with several scams, he is a beacon of hope for the tainted party". On the one hand these Marxist politicians spare no effort to taint any ruling Congress Minster and in Antony's case they just dole out excuses for him. This shows that they are a 100% sure that Antony has nothing to do with the corruption in the deal. How-ever, they are not blaming the corrupt army officials which they should have rightfully done.

The Italian media reported that Roman prosecutors have named former Indian Air Chief Marshal Shashindra Pal Tyagi in the bribery probe of Italian aircraft company Finmeccanica. Italian prosecutors reportedly suspect that the company paid some $68 million under the table, around 10% of the total price, to ensure that its Agusta Westland helicopters won the India contract. Finmeccanica's chief executive was arrested in Rome, and the head of its British-based Agusta Westland subsidiary is

Travelling in the city of Kochi is a different experience from travelling in other cities. The first thing that strikes you when you land at the Nedumbassery airport is the absence of taxis. Those who are accustomed to seeing rows and rows of black and yellow cabs at other airports would wonder why there are no cabs at the Kochi airport. But the fact is that though the familiar sight is missing, there are a number of motor cars operating at the airport which are called private taxis. The same is the case with railway stations at Thiruvanathapuram, Kochi or Kozhikode. These private cabs are not fitted with fare meters and one has to pay what the driver demands. It has always been so and there has been no attempt to regulate this service. Perhaps the government thinks that the high profile transport needs no control, those who want to travel in style should pay through the nose.

It is obvious that in the absence of a system of public taxi service, travelling in Kerala, even in major cities like Kochi is neither pleasant nor easy. There are taxi operators in every town who provide different types of cars, A/C or non A/C, but you should book your trip in advance over the phone. It is not possible to find a taxi while waiting on the road as you do in Mumbai or

Kolkata. There are no such taxis here. One who has lived in Mumbai will wonder how easily one can hail a cab from anywhere to anywhere in Mumbai city at all hours of the day and night and pay by the meter. No bargains, no arguments.

While you pay Rs.19/- as the minimum fare in Mumbai for a distance of a mile(1.6 Kms) the private taxis in Kochi Charge Rs.150/- as the minimum fare for 6 Km(3 km each up and down) irrespective of whether you return by the same cab or not. Beyond this distance it is Rs.20/- per km. Though this is the general rule, I was told it is not applicable for travel within the city of Kochi where the traffic was slow and they had to waste a lot of time on the roads. For the city they have a different table of calculation which is difficult to comprehend. It is based on the distance covered or the time taken or a combination of both (fare for distance and waiting time) whichever is more.

Auto-rickshaws are plenty and are a favourite form of transport here. There are three types of autos plying in the roads of Kochi, the large, the larger and the largest. All are supposed to carry three passengers. The large one is the Bajaj auto which you find in other cities too. The larger one is a slightly bigger variety with more legspace. The largest variety has not only more space for passengers but also has plenty of space for luggage behind the seat (as in the boot of a car). In this type of autos one can find several people travelling huddled together with children sitting on the laps of elders. Piaggio is the brand name which appears on most of these vehicles.

Kochi'sauto-rickshaws are invariably fitted with fare meters which are seldom put to use. Though the vehicles are on the roads as long as five decades, the government has not been able to regulate the service. It is something of a puzzle that the authorities are unable to enforce the payment of fare according to the meter. Even in the state's premier city of Kochi. In fact other state governments are in the same situation in the matter of auto rickshaws. For instance, in Dombivli, a major city in Maharashtra, autos don't run by the meter, the fare is what the driver fixes and can vary from one auto to the other for the same distance. It is not known what is so special about auto drivers and their unions that the state governments are afraid of them.

The K.S.R.TC (Kerala State Road Transport Corporation) runs a few city services connecting Kochi and places like Aluva a distance of 20 kms.A few of the buses for this service are the long low-floor buses. It should be mentioned here that the buses are comfortable. In fact these buses are ideal for round trips in the city.

Recently I happened to travel by such a city bus for the first time and again for the first time the conductor happened to be a woman. In Mumbai though the BEST had plans to employ women, I doubt whether anyone has been employed so far. In Kochi, there are women plying autos. In Kerala the state transport has a few women drivers too.

The private buses however continue to run recklessly with an over load of passengers.

under house arrest. Italy has also issued arrest warrants for two consultants living in Switzerland who allegedly helped broker the deal. It would have been a different matter had a probe against the company been started by the Indian Government. However that is not the case. The company was accused of bribing Indian officials by the Italian Government. How easy it is, to bribe Indian army officials can be seen in Tehelka tapes. What is most surprising is that nobody wants to blame army officials who always had devious ways and means to get commi-ssions without the know-ledge of their political masters. Antony was made the Defense Minister only to reduce corruption but the army officials seem to have outsmarted him too.

AK Anthony on his part threatened to cancel the $750-million helicopter deal with an Italian defense company if an official investigation proves contracts were secured through kickbacks. Defense Minister A.K. Antony told reporters in New Delhi that, "If we find any evid-ence of corruption, then we will blacklist the company and even cancel the deal. We can get our money back at any stage." According to reliable sources, many corrupt officials in the army have been eagerly waiting for Antony's resignation. But Antony's rebuff against the rumors of his pending resignation shows that he is determined on dealing with such elements in the army one step at a time. So AKA should fight it out inside of thinking of quitting. Way not Sushilkumar Shined a role model for A.K.Antony.

Activists and supporters of Aam Aadmi Party (AAP) of Navi Mumbai descended on the Vashi railway station to express their anger and frustration against surcharge of five rupees levied per railway ticket since January 22ndthis year.

More than 500 passengers supported the movement which might spread to other railway stations of Navi Mumbai in days to come.

CIDCO funded Railway Vashi Creek Bridge was constructed in 1995. In order to recover the cost of construction, stated to be Rs. 100 crore, the administration is believed to have decided to impose a surcharge of Rs. 2 per ticket till the amount is paid back with interest by Railways to CIDCO.

Even Rs. 100 crore were paid from taxpayers' money since CIDCO is owned by Maharashtra government. Contract for construction of the bridge was given to M/s AFCONS. Surcharge was enhanced to Rs. three per ticket, by adding another component of one rupee for MUTP.

As a result, 2nd class railway ticket from Vashi to CST now costs Rs. 15 while for equal distance to other stations a ticket costs Rs. 10 only. For Navi Mumbaikars on every travel to and from Mumbai, a ticket costs Rs. 10 since every day lakhs of tickets are sold. Indian Railways has already recovered hundreds of crores of rupees from public in last 18 years. This surcharge is paid by first class passengers. It is noteworthy that suburban sector of Central Railways is one of profit generating ventures.

AAP convener Ravi Srivastava wrote to the minister of railways Pawan Kumar Bansal in the last week of January and also to railway board chairman to stop this surcharge instantly, but to no avail.AAP has asked Railways to withdraw this unjustified surcharge forthwith or in the Railway Budget to be presented on 26th Feb 2013. AAP proposes to collect more than 10000 signatures in support of their demand and submit to railway minister.

A Navi Mumbai resident was arrested Saturday for allegedly injuring a traffic police constable on duty while trying to avoid paying penalty for jumping a signal.

The constable sustained minor head injuries.Police said Rishi Mehta (25), employee of a private bank, was

going to his Navi Mumbai residence when he jumped the Powai Garden signal. Constable Sandip Sukale (42) of Sakinaka traffic post ordered him to stop.

“Mehta slowed down, but as Sukale approached, he sped away. As a result, Sukale fell. Another constable, Vijay Palve, chased and stopped Mehta 2 km ahead,” said senior inspector V Shinde.

Mehta tried the same tactic again. He suddenly reversed but was stopped and pulled out of his car. He was later arrested and charged with deterring a public servant from discharging his duty.

itself, if the claims made in this regard are to be taken on its face value. The new names are also indicative of a changing pattern and a cosmopolitan mind set in a secular frame work. The first name which comes to my mind is of Smt. Gouri Thomas . Miss. Gouri, a Minister in the erstwhile communist ministry of Kerala which ruled in the late 1950's. married her colleague Mr. Thomas who was in the same Ministry and came to prominence. That made the headlines for sometime. Much water has hence flowed down the ganges or is it Periyar? Another cosmopolitan wedlock hit the headlines was the marriage of Actor Miss. Sharmila Tagore with Nawab of Pataudi , which produced two shining stars Saif Ali Khan and his sister Soha Ali Khan. Not to be out done another redoubtable actor Shahrukh khan made Gauri his wife making it an ideal pair and a successful inter caste or inter religious marriage to boast off. India is changing and the secular India is emerging if the names are of any indication. We have celebrities such as Parvathi Khan, Saroj Khan, Padma Lakshmi Salman Rushdi, Kareena Khan, Kiran Rao Khan followed by the lesser known Nalini Thomas. In our politics Smt.Indira Nehru became Indira Gandhi after she got married to Mr. Firoz Gandhi and that tradition brought to the fore another Gandhi that is madam Sonia Gandhi who became a Gandhi by virtue of her marriage to Mr. Rajeev Gandhi. Today you cannot think of Indian politics minus Sonia Gandhi. If this cosmopolitan tradition in Indian matrimonial alliances continue, we shall soon have a plethora of celebrities such as Nargis Sunil Dutt, Suhasini Haidar and many such Shobha George, Shiny Nair, Muhammad and Ahmad Patil and Bhaskar & Sharath Dalvis, Dinesh & Sanjay Dezousa etc. Such combination names signifies a trend in social reform in which the cobs and webs of our secular fabric

is getting starched by a powerful political and socio economic enzyme. People often tend to take advantage of their new found names to suit the occasion, if the regular newspaper announcements are of any indication. A name has often an added advantage and some names are condemned for ever. Therefore the search and hunt for a popular and influential name or surname continues. A numerical name cloud change all these obsessions with names and it appears that the new adhar is a step in the right direction. Whether these changes are the result of a powerful motivation or of an impulsive cos-metic desire amongst individuals is for the sociologists to answer but whether these encouraging trends have any side effects or fallouts is to be seen in the long run. Till then what is there in a name shall remain a question to ponder over atleast for the present generation.

Kumbh Mela is the largest gathering of humanity on the earth and a unique event that blends religious and social features of Indian society. Kumbh Mela at Allahabad is the biggest spectacle of faith wherein different cultures, religions, schools of thoughts come together and share informa-tion and knowledge. It is like an open university on religion.

According to Indian astrology, it takes place when the planet Jupiter enters Aquarius and the

Sun enters Aries. Kumbha Mela is a riverside religious fair held four times every 12 years, rotating between Haridwar on the Ganges, Ujjain on the Sipra, Nasik on the Godavari and Allahabad which lies at the confluence of the Ganges, the Yamuna, and the mythical Saraswati river. People assemble here to bathe in the holy rivers daily and on specified bathing days known as Snan Parvs. People from different parts of India and from abroad converge at these places to bathe on the auspicious occasion known as Kumbh Snan Yoga. LONDON: Consumption of up to one egg daily does not increase the risk of heart disease or stroke, a study published in the British Medical Journal has found. But higher intake significantly incre-ases risk of coronary heart disease among diabetics, but lowers that of hemorrhagic stroke, it has said.

Eggs are a major dietary cholesterol source and several epidemiologists have studied its relation to heart diseases. But whether they increase coronary heart disease risk and stroke was unclear till now.

"This meta-analysis identified no significant association between egg consumption and risk of coronary heart disease or stroke. Higher intake of eggs (up to one egg per day) was not associated with risk of coronary heart disease or stroke," the study has said.

Fortis C-DOC Center of Ex-cellence for Diabetes and Meta-bolic Diseases chairman Dr Anoop Misra said the study shows that daily egg consumption among people, without any other diseases, does not increase risk of heart

disease or stroke. "There has lately been a conceptual change regarding eggs. These are good source of high quality protein (which may be less in predomi-nantly vegetarian Indian population) and vitamin D (which is largely deficient in a majority of Indians),'' he said. "There is a possibility that high intake of protein may also lead to weight loss

as shown by some studies. Currently, Indian dietary guide-lines are silent in this context," he added. The study says that though the rate of death attributable to cardiovascular disease has declin-ed in developed nations in the past decades, it is still the leading cause of death globally.

The prevalence of cardiovas-cular disease has increased dramatically in low and middle income countries. By 2020, it is forecasted to be the major cause of mortality in most developing nations.

"In recent decades, concern has mounted regarding the high prevalence and costs associated with the cardiovascular disease, with growing interest in altering risk factors and reversing this global epidemic,'' the study says. "Among the known risk factors for cardiovascular disease, levels of low density lipoprotein (LDL) cholesterol have aroused particular attention,'' the study says.

Kumbha Mela is one of the seven holiest places to Hindus and is considered to be blessed by Lord Brahma, Lord Vishnu and Lord Shiva. Situated on the foothills of Shivaliks, Haridwar is the first place where the Holy Ganges meets the plains, after coming down from the Himalayas. It has the largest number of temples and is considered to be the gateway to the abode of Gods, as it provides the entry point to the Char Dham (four main centres of pilgrimage) in Uttarakhand, viz. Badrinath, Kedarnath, Gangotri and Yamu-notri. Worshippers bathe early in the morning at the ghats and participate in the spectacular Ganga Arti (worship of the River Ganges with lamps) in the

evenings. Mythological legends say that

at the beginning of creation, all the Gods were under a curse that made them weak and cowardly. Lord Brahma, the creator, advised them to retrieve the Kumbh containing Amrit, the nectar of immortality. The gods sought help from the demons, and together they churned the primordial ocean to bring up the nectar. Kumbha Mela derives its name from the immortal Pot of Nectar described in Vedic scriptures.Kumbha in Sanskrit means 'pot' or 'pitcher' and Mela means festival. Hence Kumbha Mela means festival of the pot. The observance of Kumbh Meladates back to the Vedic period when the river festivals first started. The Samudra Manthan episode finds its mention in the Bhagavata Purana, Vishnu Purana, Maha-bharata and Ramayana.
