DESCRIPTION
Plaintiffs Gary Sund and Denice Irish challenged the constitutionality of Washington's Health Technology Clinical Committee (HTCC). The HTCC had the power to set health care policy but was subject to no procedural safeguards as a check on its power. The superior court ultimately granted the plaintiffs' motion, agreeing that the HTCC law, as enacted, was unconstitutional.
