On January 26, Commissioner Stewart appointed Hershel Lyons as the K-12

Public Schools Chancellor. He brings nearly three decades of education

experience, having most recently served as Alachua County’s Deputy

Superintendent of Schools.

Chancellor Lyons has dedicated his professional career to educating

Alachua County students, having started as a teacher’s aide and coach at

Gainesville High School before being promoted to a variety of leadership

positions, including Assistant Principal of Santa Fe and Buchholz High

Schools, Principal of Oak View Middle School, and Principal of Newberry

High School. Over the last decade, he served in administrative roles at the

district level, including Assistant Superintendent for Human Resources,

Deputy Superintendent, and also Interim Superintendent during the 2013-

14 school year.

He has a successful track record of applying innovative approaches to

improve outcomes as well as a myriad of experience, and DOE is fortunate

to have him on their team.

Keynote Speaker

Jayne Ellspermann, 2015 National Principal of the Year

Jayne Ellspermann, 2015 National Principal of the Year, has been

involved in public education in Marion County for nearly 35 years.

During her 10 years as West Port Principal, she has developed a

college-going culture personalized for students. At West Port, lunchtime

is often “PowerHour,” a student-empowerment initiative she launched

giving students autonomy over an hour of their school day for academic

enrichment, open labs, clubs, and other creative opportunities. Three years

of PowerHour has produced a more personalized and successful school

environment: course failure has nearly disappeared, the graduation rate has

jumped 15 points, and participation in activities has increased seven-fold to

nearly 70%. West Port students can also graduate with an associate's degree

before graduating from high school thanks to an on-campus college program

that she also spearheaded.

She holds a bachelor’s degree in psychology from the University of Georgia

and a master’s degree in education from the University of Florida.

The purpose of this presentation is to share with districts the process they can engage in to develop and implement user-friendly, customized Early Warning Systems (EWS). This session will feature three brief presentations that highlight the spending parameters for dollars received from the Digital Classroom Plans (DCP), E-Rate, and Instructional Materials funds. Florida Collaborative on Operational Data for Educators (Florida CODE)

The mission of Florida CODE is to provide a modern data infrastructure to greatly simplify the integration and use of education data at all levels (district, school and classroom). NEFEC and the District School Board of Pasco County founded the Florida Collaborative on Operational Data for Educators (CODE) to make multiple sources of data available for all educators in one location. Each district within Florida CODE is provided with modified versions of the Ed-Fi operational data store and dashboards that have been customized to store and report Florida data (e.g., FCAT, FCAT 2.0, EOCs, etc.). Participants will learn about how to become part of Florida CODE and how a uniform data structure will help build a sustainable framework for future data needs. They will be immersed in STEM learning and examine the research on what is required to move schools and districts forward with STEM. Data Governance - Understanding the Importance of Data Quality and Data Verification for Funding and Accountability

School districts are charged with making split second decisions based on data, therefore it is imperative to have systems in place to ensure data quality. Data is used to drive instruction, determine funding, guide the legislature, and inform the Florida and US Departments of Education. The concept of data governance has been around for years but is just now being considered in public education. Data governance is a framework of controls and rules that ensures quality administration and integrity of the data. As school districts have to do more with less, it is critical that the data be accurate in order to give parents, administrators, legislators, etc., confidence to know they are making decisions based on the best possible data available. This panel of educators will share lessons learned and proven strategies regarding data governance. Standards-Based Grading: Using Collaborative Inquiry to Lead School Change

During this presentation participants will hear a brief overview of the importance of standards-based grading and the way in which implementation of a standards-based system connects to other critical school goals. The session will focus on the design and implementation of a three-year Collaborative Teacher Inquiry project that will lead to a schoolwide transition to K-12 standards-based grading and reporting at the beginning of the 2016-17 school year. The focus of this work is on meaningful professional learning for teaching faculty and school leaders resulting in teacher-led and sustainable school change. P.K. Yonge has completed year one of the three year implementation plan and is looking forward to sharing preliminary results including data reflecting change in teacher practice and student outcomes. The New Aim of AIM: Accessible Instructional Materials

Accessible Instructional Materials (AIM) are materials that are designed or converted in a way that makes them usable across the widest range of student variability regardless of format (print, digital, graphical, audio, video). Flexible digital materials can support all students within a Universal Design for Learning framework, not just students with disabilities. Concurrent Sessions Risk Factor Analysis: Preventing District Grade Drop through Targeted Support

Simply targeting schools with a “low school grade” does not always allow for sustained improvement for the school in question and certainly results in some schools “falling through the cracks” or “not being recognized” as needing support until the situation has become critical. This in turn is often a reason that district grades drop despite some schools making significant academic progress. With a focused plan involving tiered support based on results from the Risk Factor Analysis, each school can receive the support needed based on unique identifiers. Come to this session to learn more about the process, and understand how it can improve outcomes for schools in your district. Presenter: Wayne Green, DA Region II Executive Director, FLDOE Building Capacity for Lesson Study through the Lens of the Florida Standards

In this session, we will explore creative ways that lesson study is being used around the country to build capacity for shifts in instructional practice that align with our standards. This case study approach will also explore professional development and structures to empower administrators and teachers to implement lesson study with fidelity. Time considerations, protocols, and scheduling options will be explored. Participants will formulate an action plan to bring this powerful practice to life in their own educational setting. Presenter: Kathleen Schofield, Curriculum Coordinator/STEM Project Director Literacy Design Collaborative: Framework for Student Outcomes in Academic Writing

In this session participants will learn practical approaches to incorporating academic writing in content area courses. The primary focus will be practical approaches to designing instruction that leads to improvement in students’ writing. At P.K. Yonge, LDC is a primary tool for providing professional learning in academic writing instruction and supporting teachers in design and implementation of high quality, rigorous lessons in writing. This session will focus on four critical areas of academic writing: types of academic writing, effective use of evidence and quotations, creating coherence and completeness, and academic tone. The teachers leading this sessions will offer practical advice and model the instructional techniques they most frequently use when approaching these four areas in instruction. This session will focus on how to use effective presentation skills to engage teachers and adults in today’s growing world of technology. Concurrent Sessions Purpose Driven Professional Learning

Participants will explore ways to implement, assess progress, and evaluate the impact of solutions related to a district-wide professional development system. Examples from high performing NEFEC districts as well as specific examples from Levy County and Chiefland Elementary School will be shared. We will discuss how working with educational partners helped administrators and teachers develop teaching and learning expertise. Resources will be presented to assist administrators in maximizing their teachers’ potential. Presenters: Patrick J. Wnek, Asst. This session will provide an overview of The Responsive Classroom professional learning opportunity. Educators learn the correlation between critical teaching initiatives found in Florida’s Multi-Tiered System of Supports, including Universal Design for Learning, Differentiated Instruction, Specially Designed Instruction, Marzano and/or Danielson’s Framework, and the process for developing expert learners. Additionally, educators learn ways to proactively develop an environment that removes barriers to learning, responds to the needs of all learners, and increases student engagement and achievement. Presenter: Karen Geisel, FDLRS Virtual Learning Coordinator Preparing for the Future - Building Infrastructure in a District

Historically, small, rural school districts have been innovative leaders in developing and implementing unique solutions to teaching and learning challenges that public educators face. Now we are confronted with the challenge of bringing state-of-the-art technology to support the digital world to Florida’s rural schools with diminishing technology funds. To bolster technological competitiveness and to support the future needs of an increasingly digital world, we must find ways to design, fund, acquire and maintain an infrastructure that provides engaging and powerful learning experiences that is reflected in student achievement measured by assessment data. Leveraging e-rate funding and proper planning we can break down the barriers to create an infrastructure that enables Florida’s educators and students to benefit from the rapidly evolving advantages that can be achieved through digital technologies. Concurrent Sessions Lessons Learned: Media Relations Strategies

Effectively managing the media can be daunting, especially in today’s instant messaging and 24/7 news coverage. Attendees will be exposed to various media strategies to positively impact their organization through real-life incidents. Topics such as media and public records, social media, and crisis communications will be covered to provide an overview as districts seek to develop a media relations strategy. Presenter: Michelle Irwin, Director of Community Relations/PIO, Brevard Public Schools Columbia County’s Leadership Academy

This session is designed to showcase the work of Columbia County in revitalizing its administrator and teacher leader pipeline. Kitty McElhaney, who spearheaded the redesign effort, as well as Superintendent Terry Huddleston, will describe this detailed, multi-tiered program that interacts with and connects to both the NEFEC Regional Principal Leadership Academy and the NEFEC Aspiring Leaders Program. Participants at this session will see how this redesign, and the connections within now provide a pathway to leadership for educators in Columbia County. The E in STEM may fit comfortably in the 5E model. Wrapping the Engineering Design Principles around the “Evaluate” of the 5E model will provide the greatest success with content integration. This presentation will assist in gaining insight into digital classroom plans, new developments with the NAEP, integration tools out of USF, and strategies to introduce the engineering design process using current standards. Concurrent Sessions Legislative Updates and Implications

From 0 - 60, Implementing PLCs

During this session, Lafayette County High School will share their journey in creating, supporting, and sustaining Professional Learning Communities (PLCs) that were productive and meaningful to teachers. In the 2014-2015 school year, Lafayette High School went from having zero PLCs to having several fully implemented grade level and subject area PLCs. They will also share how they handled hurdles that arose along the way, and their plans for using best practices for implementation in the next school year. Building on the foundation of inquiry learning, this session will showcase student learning through design and modeling activities. Model-eliciting activities (MEAs) are open-ended, interdisciplinary problem-solving activities that reveal students’ thinking about embedded concepts. MEAs follow a problem-based, student-centered approach to learning, where students are encouraged to grapple with the problem while the teacher acts as a facilitator. MEAs utilize engineering design principles and often call on students to devise a model or process to analyze data. This session will provide an overview on using the Course Learning Center and Online District Assessments. The Course Learning Center functions as a blackboard for teachers to share attachments and facilitate online class discussions. Online District Assessments can be used to customize and administer local EOCs to students through their Student Access login. We will close out the session with a quick introduction of various Skyward tools/modules of which your district may not be taking full advantage.
