Minutes of Called Meetings of April 22 & 23, 2017 Called Meeting of Second Presbytery
22 April 2017 at 11:00 a.m. at Unity ARP Church
CALL TO ORDER: Minister & His Work Chair Steve Kern called the meeting to order.
QUORUM: Quorum established (see attached).
MOTION: Parliamentarian Patrick Malphrus made the motion to elect Steve Kern as
Moderator Pro-tem in absence of Moderator and Vice-Moderator; seconded by Reading
Clerk John Paul Marr. Motion approved unanimously.
PRAYER: Prayer offered by Moderator Pro-tem Steve Kern.
MINUTES: Reading Clerk Marr to take minutes of the meeting.
Reading Clerk Marr presented the call of John Cook by the Session and members of White
Oak ARP Church to become the pastor of White Oak ARP Church. John Cook accepted the
call (see attached).
MOTION: Peter Waid made the motion to approve the call of John Cook as the Minister of
Word and Sacrament of White Oak ARP Church effective 1 May; seconded by Craig
Wieberdink. Motion approved unanimously.
John Cook made comments of appreciation.
MOTION: Craig Wieberdink made the motion to dissolve the pastoral relationship between
John Cook and Peachtree Corners ARP Church effective 30 April and declare the pulpit
vacant; seconded by Peter Waid. Motion approved unanimously.
MOTION: Peter Waid made the motion to grant the Committee on Minister and His Work
commission status to install John Cook as Minister of Word and Sacrament at White Oak
ARP Church date and time to be determined; seconded by David Griffin. Motion approved
unanimously.
MOTION: David Griffin made the motion to dissolve the associate pastoral relationship
between Mackay Smith and White Oak ARP Church to enable him to accept a call from
Lake Wales ARP Church; seconded by Peter Waid. Motion approved unanimously.
Peter Waid commended Mackay Smith for his diligent work at White Oak ARP Church and
in serving our Presbytery, particularly as the Chair of the Committee on Christian Education.
Craig Wieberdink prayed for White Oak ARP Church and their search for an Associate
Minister, for Peachtree Corners ARP Church as they establish a search committee and in this
time of transition, and for John Cook and Mackay Smith and their families.
MOTION: Craig Wieberdink made the motion to adjourn; seconded by David Griffin. Motion
approved unanimously.
Moderator Pro-tem Steve Kern thanked Unity ARP Church for hosting the Called Meeting.
PRAYER: David Griffin closed the meeting with prayer.

Mr. Steve Kern Mr. Kern is an elder at the Devenger Road ARP Church and currently serves as mod-
erator of the Minister and His Work Committee for Second Presbytery. Derek would
like to thank Steve for overseeing this ordination service.
Rev. David Griffin Rev. Griffin is an ordained minister of Second Presbytery and currently serves as the
Associate Pastor of the Greenville ARP Church. Derek would like to thank David for
his faithful pastoral support and prayers throughout this process. He would like also like
to thank his wife Sharon for being a model of godliness to the Wells family.
Rev. Matthew Miller Rev. Miller is an ordained minister of Second Presbytery and currently serves as the
Senior Pastor of the Greenville ARP Church. Derek would like to thank Matt for his
brotherhood and the experience of shared joy in life and ministry.
Mr. John Wingate Mr. Wingate is an elder of the Greenville ARP Church. Derek would like to thank
John for his graciousness in always reaching out to support him. His relationship as
an elder and friend have been a highlight in Derek's time of service at Greenville ARP.
Rev. Andy Lewis Rev. Lewis is the Senior Pastor at Mitchell Road Presbyterian Church. Derek would like
to thank Andy for his years of service as his pastor and friend. Andy's willingness to
walk with Derek in learning what it means to love Jesus and others while helping him
discern his sense of calling to ministry will never be forgotten.
Dr. Mark McDowell Dr. McDowell is the minister of Young Adults and Christian Education at First
Presbyterian Church in Columbia, SC. He is also the newly appointed Executive
Director of Reformed Theological Seminary in Dallas, Texas. Derek would like to thank
Mark for the consistent witness of a wise and gracious friendship.
Rev. Blair Smith Rev. Smith is the Assistant Professor of Systematic Theology at Reformed Theological
Seminary in Charlotte, NC. Derek would like to thank Blair for his friendship,
expressed in his steady affirmation, faithful presence, and wise counsel over the years.

Report of the Stated Clerk I owe the court an apology as I neglected to include a vote for the following change to the FOG
in the agenda for the spring meeting:
Moderator's Committee on Memorials Recommendation #2: That in light of the concern for clarity the following changes be made to the FOG 5:11: remove the sentences in bold and replace them with the sentences underlined.
5:11 current The congregational treasurer, who is entrusted with the regular offerings of the congregation, shall be responsible to the oversight of the diaconate. A monthly financial report of the congregational treasurer shall be included in the minutes of the diaconate. An outside entity, someone not directly connected to the congregation, shall conduct a financial review to ensure full accuracy and disclosure of church finances. Such a review shall be paid out of the church's funds, made part of the sessional record, and made available to any member who wishes to view it. Such a review shall be conducted no less frequently than every third year.

I have called the Rev. Beard, the clerk of synod, and he tells me we can vote on this in our
summer meeting. So I am recommending that a vote on this change be taken at this meeting.
In the package is a tribute to James T. Corbitt. I am recommending that this be included in our
Presbytery minutes.
Mackay Smith has transferred to Florida Presbytery.
RECOMMENDATION 1. The above change to the FOG be voted at the Summer 2017 meeting of Second Presbytery.
2. The tribute to James T. Corbitt be included in the Minutes of Presbytery.

A Tribute to James T. Corbitt Born in Ashland, KY, married to Nancy for 56 years, a graduate from Virginia Tech with a
degree in chemical engineering, a chemist for 11 years, Jim Corbitt was an atheist who became a
twice-born son of God through faith in the blood of Jesus. As an MDiv graduate of Reformed
Theological Seminary/Jackson, MS, he became the church planter and Pastor of the Grier
Memorial Presbyterian Church (now the Devenger Road Presbyterian Church) for 18 years. He
served the Associate Reformed Presbyterian Church as the Moderator of the General Synod in
1991, as the Director of Outreach North America for 10 years, as an adjunct professor of pastoral
theology at Erskine Seminary, and as a member of the Erskine Board of Trustees. He was a
loving and faithful husband, the father of Mark and John, and the grandfather of two grandsons.
Jim Corbett was also my friend, and I shall sorely miss him.
My memories of Jim are vibrant with the joyful and deep colors of a life well-lived. As a Pastor,
Jim possessed a genuine concern for others, and those he counseled and mentored readily tell of
a magnanimous heart as he lead them to Jesus and taught them the ways of the Bible. He was a
man of uncompromising faith in the God of the Bible whose Reformed and evangelical vision
greatly impacted the direction of the Associate Reformed Presbyterian Church. As the Director
of Outreach North America, he demonstrated gritty perseverance as a churchman administrator
who was implacable in his vision and determination to see the Associate Reformed Presbyterian
Church grow. Indeed, during his tenure at Outreach North America, he led the Associate
Reformed Presbyterian Church to a time of remarkable growth.
Jim Corbitt was responsible for recruiting me to move to Seneca, SC, and plant the Oconee
Associate Reformed Presbyterian Church in 1985. What most folks do not know is that earlier, in
1973, I attempted to recruit Jim. At the time, he was in his senior year in seminary, as I was
developing Faith Associate Reformed Presbyterian Church in the Cape Canaveral/Merritt Island
area of Florida’s Space Coast for Florida Presbytery before I attended seminary. I needed
someone to follow me. I drove to Jackson, MS, to speak with him and Nancy. As we sat at their
kitchen table and talked over hotdogs, the phone rang. It was Buford Estees in Greenville. As I
listened to the conversation, I realized Jim’s heart was set on Greenville. Later, Florida
Presbytery found Wayne Frazier to replace me, and the Faith and Grier Memorial congregations
prospered under godly and determined leadership.
Jim had a great sense of humor and loved to tell a good story on himself. Most of us remember
his Cheshire Cat-like smile, the big white teeth and sparkling eyes. In those days at RTS/Jackson,
after a “Senior Sermon,” the speech instructor from Belhaven College was brought in to evaluate
and give input on public speaking for the seminarians. Jim’s sermon was on the doctrine of hell.
The instructor cautioned him about his smile. As Jim told it, the instructor said, “Get rid of that
smile when you preach on hell!”
I enjoy teasing my friends, and Jim did not escape my notice. Not long after he was presented
with an honorary doctorate from the American Theological Seminary in Los Angeles, CA,
Erskine also presented him with an honorary doctorate. I said to Jim, “Well, you’re a
‘pairofdocs’ now. I suppose you want me to call you ‘Doctor Doctor.’”

Jim’s last years were hard on him and for those who loved him. We watched his body wither, the
sharp intellect of a chemist fade, and the voice of a gregarious and witty conversationalist
languish. Nevertheless, his impact on the Associate Reformed Presbyterian Church continues
unabated.
Many speak of the Associate Reformed Presbyterian Church as unique. They say we are the only
mainline denomination in America which drifted left theologically and then turned back to
orthodox evangelicalism. The assertion is correct! However, the “turning back” would not have
occurred without the ministry of a former atheist who was found by Jesus, who turned from
chemistry to theology, who turned from promoting evolution to vigorously defending six-day
creationism, who, as an agent of change, was indefatigable in advancing his vision for a restored
Associate Reformed Presbyterian Church, and, who, as the Director of Outreach North America,
demonstrated measurable growth in congregations and in the number of faithful men in ministry.
On Monday, May 1, 2017, Jim left this earthly home and his family and many friends whom he
loved deeply for our Father’s house in heaven. I think I can hear words of approval: “Well done,
good and faithful servant!”

Committee on Minister and His Work Report to Second Presbytery of the ARPC
Summer Meeting 2017 May 25, 2017
The committee has been very active in assisting a number of congregations since
the Spring Meeting. The following report is a synopsis of our activities.
1. First Tucker ARPC. The committee is approved as a commission to assist the
congregation. A new Elder has been vetted, elected, ordained and installed.
One Elder has been vetted and approved by the commssion to serve in
rotation with Craig Wieberdink and Jim Loughner in conducting worship
services as occasional supply. The committee is in the early stages of
discussion for securing the services of a potential stated supply candidate for
the long-term stability of the church. The church has secured new signage to
increase visibility and is preparing to have it installed. The membership is
stable and its outreach efforts are showing good results. The committee has
reached out to Tony Locke via telephone and a letter offering our assistance
and suggestions for his growth and future in ministry.
2. Greenville ARPC. Matt Miller has requested his pastoral relationship be
dissolved on June 30, 2017 to take a position with Erskine Seminary. See
recommendations 1 & 2.
3. Ebenezer ARPC. Craig Wieberdink and Carl Geisik are conducting training for
an Elder candidate with the goal of having this individual ready for ordination
by July 31, 2017. See recommendation 3.
4. White Oak ARPC. The date for the installation of John Cook is set for June 25,
2017 at 5:00pm.
5. Cedar Springs ARPC. The committee is approved as a commission to assist
the congregation. Steve Kern has worshiped with the congregation and is
moving forward with the possible vetting, ordaining and installing of a
second Elder.
6. Peachtree Corners ARPC. The committee is working with the Session in
helping them secure occasional supply pastors beginning on June 4th. The
committee has approved several persons to serve as occasional supply along
with the Presbytery’s approved list. Steve Kern met with the Session on April
20th and will be meeting with the pulpit search committee as soon as it is
elected by the congregation.
7. Young Memorial ARPC. The congregation is calling Robert Bell to be its next
pastor. The congregation voted unanimously on May 21st in support of the
call. Examination of Robbie and presentation of the call is anticipated at the
Summer Meeting. The Session and Search Committee are thanked for their
thorough and steadfast efforts.

Craig Wieberdink and Hank Wilson are planning for an area wide Elder Training class to be
conducted on July 28th and 29th at the Thomson ARPC. Any churches that may want to send
Elders should contact Craig or Hank for more information.
RECOMMENDATIONS
1. That with the concurrence of the Greenville ARPC congregation, the Presbytery dissolve
the relationship with Matt Miller effective June 30, 2017.
2. That David Griffin be approved as Moderator of the Session effective July 1, 2017.
3. That the Minister & His Work Committee be granted Commission status for vetting,
ordaining and installing an Elder at Ebenezer ARPC.

According the Manual of Procedure of Second Presbytery, the Committee on
Stewardship is tasked with preparing for and presented to our presbytery a budget
for the next fiscal year at the June meeting of Second Presbytery.
Your committee met on May 16 to formula a budget for FY2017/18. Attached and
below (pages 2 - 3) is the budge we prepared. By unanimous vote of the
committee, your committee recommends the adoption of the Budget for
FY2017/18.

WHEREAS, God gave the Presbyterian form of Church governance to the Church for His glory
and so that the Church may do all things decently and in order;
AND WHEREAS, The Form of Government in 2.10 and 2.12 states:
2.10 Ministers and elders serve together in the courts of the Church as presbyters. While
they hold different offices they maintain, as presbyters, parity of voice and authority in Church
courts.
2.12 The officers of the church exist to complement one another for the sake of the ministry
within the Body of Christ. No one office shall be construed to be of any less importance than
another, nor a prerequisite to service in another office. Nor should they be seen as existing in a
hierarchy.
AND WHEREAS, Parity between Ministers and Elders is desirable for faithfulness to God’s
command for Church governance;
AND WHEREAS, A careful reading of Church history shows that a lack of parity between Elders
and Ministers can lead to various calamities including but not limited to:
• The advancement of liberal agendas which violate God’s commands, thus
compromising purity.
• General discord, strife, and division between Elders and Ministers, thus
compromising peace.

• A lack of representation for congregations and presbyteries resulting in
denominational decline, thus compromising prosperity.
• Denominational schism, thus destroying unity.
AND WHEREAS, Generally speaking there are many more voting Ministers than voting Elders at
presbytery and General Synod meetings, and true parity through a balanced number votes of
Ministers and Elders cannot be achieved numerically or practically;
THEREFORE The Session of the Devenger Road Associate Reformed Presbyterian Church
memorializes Second Presbytery to memorialize the General Synod to amend The Form of
Government, Chapter 2 adding 2.13 to read as follows:
2.13 In order to promote the unity, peace, purity, and prosperity of the Associate Reformed
Presbyterian Church, presbyters have the right to invoke “Parity Challenge” at all presbytery
and General Synod meetings. A “Parity Challenge” may be called as a point of order
immediately after any action of the court. When challenge is called, the court’s action is
delayed until subsequent, immediate votes are taken of both Elders and Ministers by group. A
simple majority vote of both groups is required for the challenged action to stand, otherwise
the challenged action is revoked.
