South Korea The Department of Labor andEmployment (DOLE) thru Philippine Overseas

Labor Office (POLO) sent a formal letter via email tovarious Filipino communities (Filcoms) includingFilipino EPS Workers Association (FEWA) last Dec.9 announcing its monitoring to any allegedly dis-placed OFWs in South Korea resulted by the currentglobal financial crisis.

In his email, Labor Attach Delmer Cruz said thatPOLO has attached two different forms to be filled upby the affected workers. The first form will be filled upby those who were laid off, terminated, or whoseworking time was reduced but will remain and con-tinue to work in Korea. The second form or the so-called National Reintegration Center for OFWs

However, SSS Member Relations Department HeadEugenia De La Cruz informed FEWA thru email that

the said letter was forwarded to Mr. Neri and tothe International Affairs & Expansion (IABE) of-fice and subject for immediate response.

Meanwhile, Overseas Workers Welfare Admini-stration (OWWA) Welfare Officer EsperanzaCobarrubias told SULYAPINOY of the tentativeschedule of SSS representative to visit Korea onFebruary 15 of next year.

Also, the Philippine Embassy released a state-ment that the agreement is still pending with thecommittee on foreign relations of the Senate ofthe Philippines while there is no schedule yet ofany public hearing to discuss the provisions ofthe Agreement.

MOL: Minimun Wage

Lee Ki-kwon, director general of the Labor Stan-dards Bureau at the MOL said that in cooperationwith workers' and employers' organizations, theMinistry will make its utmost efforts in education,publicity, guidance and inspection to ensure that the

agreed new minimum wage shall be strictly ob-served among industrial sites even during the diffi-cult economic situation.

Global economic crisis resulted to layoffs, lowsalary and unpredicted immediate repatriation,

National Pension Scheme-Social Security System(NPS-SSS) bilateral agreement, planned abolishment ofbenefits of EPS workers on accommodation and food,inhumane crackdown and other issues like physical and

verbal abuses, discrimination, worsening poverty andcorruption in the Philippine government are intenselythreatening around 52,000 OFWs in South Korea.

These scenarios that deeply put Juan dele Cruz intofear would challenge our worth as Filipinos and believ-ers in celebrating the yuletide cheers and in welcomingthe brand new year. Is there any reason for hope andkeep the celebration more meaningful?

Despite the crucial challenges that affect the workersworking overseas, we keep on finding ways to celebratethe joy as we keep the spirit of sharing it thru our tal-ents, time, resources and love.

The gift of love is truly the best gift we can share toeveryone for Jesus Christ is the greatest gift we re-ceived from our Almighty Father as men celebrated theFirst Christmas in Bethlehem with Joseph and Marywho used to be migrants, too.

Christmas is more than an occasion but a tradition ofevery Filipino family who keeps the love and share withamong members of the family and uphold the Christianfaith and values which have been the main reason ofhaving the most important celebration of the year.

As we share the joy and the blessings of what wevebeen receiving for the year round though threatenedwith global economic crunch, we are extremely optimis-

tic that thru our values like communal services(bayanihan), industry, resilience, faith in God, we canovercome the anticipated predicaments and the ex-pected crisis no matter how worse it will be in thecoming year.

As migrant workers, our continued sacrifice in spite ofdetermination, inspiration and courage is the reasonenough to make the yuletide season worth-celebrating. Our sacrifices have become the gift oflove weve been sharing to our family out of love.

Celebrating Christmas by giving love to our family isthe true meaning of the celebration amid the currentglobal economic crisis and other concerned issuesand we can surely achieve our goals and better op-

portunities to come as we join altogether in welcomingthe brand new year-2009-full of hope and Faith inGod.

In the vicious cycle of migration, people seek forcomfort, security and opportunity. Conducive work-place, good salary and benefits, personal growthand skills development were considerably some ofthe vital factors that gave birth to people like us-

EPS workers.

South Koreas global contributions have becomeunprecedented with the 8th United Nations Secre-tary-General Ban Ki-mun, astronaut Yi So-yeon,Olympic medalists, World Cup, Korean movies,culture and the arts and the Employment PermitSystem have gained the nation as Asias fourthlargest economy.

The EPS is a government labor program of the hostSouth Korea and the sending countries like thePhilippines which allowed foreign workforce includ-ing me who is highly determined though catego-rized as low-skilled to achieve my plans withoutfully understanding of what might come along theopen gateway of opportunities and prestige.

As I spent summer time in the Southern part of thepeninsula fully geared enough to protect myselffrom hot metal debris as I ground the heavy metalpiece in the shipyard. Culture shock, Korean lan-guage difficulty, abuse of ppalli-ppalli or the quick-quick culture, homesickness and long exposureto3D (dirty, difficult and dangerous) jobs haveshattered my dreams and impression of thehallyu- of working in South Korea which is an idealplace to work and live in, with kind-hearted co-workers, high salary, having fun and enjoy onesstay,

Downcast due to complexities and culture shock, Iwas almost convinced of going back home. How-ever, I firmly believed that there was no turningback for worse was waiting. But whats next for adistressed like me?

Nearly giving up, the lovely image of Korea couldntget off my tired and confused mind. Until, the phonerang with the voice of a friend saying: How areyou? Come and visit me in Hyehwadong. Likemusic, it paved the way to rekindle my lost me anduphold my Korean dream. Im going to meet myfriend in Hyehawadong! I told myself. But, howcould that possibly be to me with insufficient Koreanwords and didnt even know where Hyehwadongwas?

The five-hour bus trip convinced that I was on myway to a new journey tiresome yet feisty. The voicewithin me called the innermost thought towards themetropolis where chilly winds of autumn blew thefallen yellow leaves. As they fell on the ground, Ihad my first step to St. Benedict Church ofHyehwadong as I was struck by the skyline of high

glass buildings as they hailed me with cool breezeand in high spirit. Ultramodern structures festoonedwith Christmas decors and holly, dazzled with fun,shimmering, glittering stuffs to welcome the yuletideseason and the first timers. Until, I found hopeevery time I had my visit to St; Benedict Churchwhere the Hyehwadong Filipino Catholic

Community (HFCC) hailed all believers who asked forgraces and blessings to nourish oneself and pickingup all the broken pieces of the helpless soul.

I remember the Sambayanan Newsletter where Idreamt to be a contributor and it did happen when Ireceived the copy of my first published article. Astrange feeling of fulfillment came in for I couldntexplain and I decided to become a member of theVisayas-Mindanao Organization (Vismin) where I met

Grace Boiser who gave me the courage and helpedme find home during crossroads.

Grace inspired me to become a regular churchgoeruntil I observed and appreciated the committed volun-teers of the community every Sunday. An idea ofbecoming a volunteer came in but I couldnt for prox-imity reason for I was 3-hour far by bus and subwaytravel.

I love to become a volunteer but I didnt know how.Until, Fr. Glenn Giovanni Jaron, MSP invited EPSworkers to join the Filipino EPS Workers Association(FEWA) and I was curious and astonished about the

group but I didnt know how. It was, until, Amie Sisonintroduced me to a leader who eventually became mymentor and brother in Korea- Rebenson Recana.

It was Sir Reeve who gave me the strength to relivemy passion to write. A passion which I never thoughtwould put me into a different perspective, in contrast

to what Ive been working in the factory. Thru him, Ibegan my way through as one of the editors ofSULYAPINOY Newsletter

As editor, there are so many that beset me with much

problems but I treat them as challenges just like mywork in the factory. I usually get tiresome after workso what I usually do is finding time to write whileworking but I neither have to be careful of not gettingan accident nor caught by our supervisor. And thismade me feel more appreciative over scratch ofpaper or empty boxes of snack food where I usuallywrite my articles, from trashes to riches. And Improud to say that the newspaper survived thoughunderstaffed since we are blessed with gifted andcompassionate writers and contributors who areindeed shared most of their time and resources forthe needed information and inspiration of thecommunity.

The publication has taught me life. Knowing person-alities and appreciating their contributions to variousFilipino communities from Seoul to Busan have en-couraged me more to love my worth as a writer of thisinfluential and highly regarded group in Korea,FEWA, which was unreachable for someone likebefore.

In pursuing my passion to serve thru writing articles, Ihave found my family in this journey. Friendly andwarm FEWA President Sofonias Paragsa and volun-teers and my SULYAPINOY co-editors namely Re-benson Recana, Dondave Jabay, Edward Castro,

Amie Sison, Alden Balgos, Felix Ferrer and MariaRegina Arquiza who embraced and raised me updespite my weaknesses and being different. They arethe real heroes behind me and other migrants whoseek for truth, guidance and genuine commitmentand service.

Since November of 2007, Ive been exposed to anumber of issues concerning labor, human rights,human trafficking and inspiring stories of Gawad Fr.Glenn Gionanni Jaron awardees, missionaries, publicservants, community leaders and migrant workers. Iwould say that Im privileged to share their stories as Ihad my first interview with Fr. Glenn, our hero priest.

Also, the full support of Fr. Alvin Parantar, MSP toSULYAP and admire him for having the great andenormous talents and ideas in writing. It was Fr. Alvinwho suggested the newsletter its current name.

My stay here has been challenging yet fulfilling, notfor money reason, but for the worth-rememberingexperiences with such people whom I never expectedto meet and work with (You all know who you are.)

Fostering harmony and freedom, appreciating mypurpose, keeping my faith and upholding my Koreandreams which turned into goals are a few of the les-sons learned in living it up with fellow OFWs despite

struggles, hardship, distance and complexities whichare considerably paradoxical in search of faith,peace, compassion and freedom.

Indeed, I have found life and regained the strengththru writing in serving the community for the glory ofGod.

He explained the Philippine stand to the employersplan to abolish the free accommodation and foodbenefits currently enjoyed by most of the EPS work-ers. In our meeting together with other labor repre-sentatives of EPS sending countries, we agreed toraise this issue to our counterparts from the KoreaMinistry of Labor (MOL), Labatt Cruz said.

More so, he talked about the status of the pendingrenegotiation on EPS-MOU which was supposedlyfinalized last Oct. 20. In order to prevent the saidabolition of free accommodation and food benefits,the DOLE negotiating team with the support of Secre-tary Marianito Roque has included a stipulation onbenefits of workers to such basic needs in the Stan-dard Labor Contract (SLC). Negotiation conferencewith our counterparts from the Korea MOL is sched-uled on Jan. 12 to 13 next year in Manila, he added.

Labatt Cruz also gave the updates on RP-ROK SocialSecurity Agreement. He said that the agreement isstill pending with the Senate Committee on ForeignRelations and there is no schedule yet of any publichearing for the provisions of the agreement.According to our source from the office of the Depart-ment of Affairs in Philippines, there are 16 treatiespending for senate hearing and approval and the RP-ROK Social Security Agreement ranked sixteenth. Inaddition, we have also requested representativesfrom the SSS to come to Korea and personally an-swer all your questions and concerns on the agree-ment. We hope that they can come and participate to

have become undocumented worker for having nochoice. It is a clear manifestation that problems in theKorean labor system particularly in the EPS exist. Ihope this problem will be averted by the EPS-MOU,he said.

The Philippine government should provide concreteaction against this massive crackdown. It is a clearviolation of the migrants right. They should negotiate

the Korean government that the issue on undocu-mented workers is not only an immigration issue butmore on the labor aspect, he continued.

HFCC volunteer Jimmy Villaflor also asked LabattCruz if the pending EPS-MOU is affecting the quotafor Filipino EPS applicants to be hired. The pendingEPS-MOU does not affect the EPS quota to be hiredfrom the Philippines. In fact, according to the KoreaHuman Resource Department (HRD), the number ofworkers from the Philippines will increase, LabattCruz explained.

On the other hand, SULYAPINOY clarified the gaso-line tax refund in response to the question raised byMoreno de Isla, an officer of HRWOFC. The gasoline

tax refund is actually a Korean government subsidyincluding all foreign workers who have paid theirincome tax thru their employers in the year 2007 andwith a gross income of less than 36 million won. Andsince the official deadline of filing was on Oct. 31, weask POLO to request the NTS for filing extension asmany of our kababayans have not received yet theirtax refund due to lack of awareness of their respectiveemployers, SULYAP suggested.

Also, updates on RP-ROK 60th Anniversary of Friend-ship Celebration, the ongoing Overseas AbsenteeRegistration for 2010 Absentee Voting, and the ongo-ing Financial Education Program and Business Op-portunities in the Philippines were discussed.
