ITEM NO: D-2 DATE: February 21, 2012 SUBJECT: PUD Sirens CONTACT PERSON: Jeff Brand, Police Chief ISSUE: The issue before the Council is how to allocate the $250,000 from Snohomish County PUD #1 (PUD), which was received as a result of PUD’s relicensing of the Jackson Hydroelectric project and FERC permit approval process.
• Does Council want to spend all or part of the PUD agreement money for the purchase and installation of emergency sirens?
• Does Council want to purchase three or four sirens? • Do all of the sirens have to be installed within the city limits of Sultan?

SUMMARY: At the council retreat on February 4, 2012, the city council discussed whether to use the PUD settlement funds for purchasing additional emergency warning sirens. The council directed staff to return with additional information about the purpose of the proposed warning sirens. According to studies and inundation maps provided by PUD, if Culmback Dam were to collapse, depending on weather and water conditions, a wall of water up to 40 feet high would reach the city of Sultan between 45 minutes and 1 ½ hours after the collapse. Since 2009 Sultan City Council and staff have been educating the public and preparing for possible natural or manmade disasters. The City Council has been working for several years to purchase and install an updated

siren system to replace the now defunct sirens purchased and installed in the 1980s. The City Council approved surplusing the existing siren and the mounting pole at the Council meeting on July 22, 2010 in anticipation of installing the proposed mounting pole and siren. A new siren was purchased and installed at the elementary school in 2010 using grant funds from the Department of Emergency Management. City partners The city has partnered with Snohomish County Fire District 5, Snohomish County Department of Emergency Management, Snohomish County Public Utility District (PUD) and the Sultan School District on replacing the city’s emergency sirens. The partnership has been coordinated through the city, school, fire committee. Fire Chief Merlin Halverson, former School District Facilities Manager, Steve Becker, and the PUD staff have done the majority of the work to evaluate siren system alternatives and coordinate removal, purchase and installation of the proposed system. The proposed sirens (Attachment A) are the same sirens purchased and installed by Washington State and Snohomish County for earthquakes, tsunamis, lahars and other natural disasters. City staff recommends purchasing the same sirens as Snohomish County DEM and other agencies throughout Washington State. 2009 negotiated settlement with PUD As a part of the city’s negotiated settlement with PUD last December, the city received $250,000 from PUD. In the past the Council discussed using the funding from PUD to purchase and install up to three additional emergency warning sirens to place around the Sultan community. The proposed siren system has many upgraded features such as remote activation, voice and sound warning. Although the sirens are intended to mitigate the impact of the Culmback Dam on the City of Sultan the system may be used for other community emergencies. ALTERNATIVES:
1. Use the PUD funding to purchase and install up to four additional warning sirens as directed by the city council. PUD paid $250,000 to mitigate the impacts of the Culamback Dam on the City of Sultan. This was done as part of the FERC renewal process.

The proposed use of the funds is for the purchase and installation of four (4) additional warning sirens. The Public Works department, Police and Fire Departments are working together to determine the best location for the sirens. The total cost has not been determined. The first siren was approximately $56,000. Staff anticipates the remaining sirens should cost about the same. The sirens should be installed by December 2012. There may be some excess funds.
2. Do not use the PUD funding to purchase and install additional warning sirens and direct staff to areas of concern.
The city’s partners (fire district and school district) have an expectation based on previous discussions that the funding from the PUD will be used to purchase additional sirens. The city council should consider meeting with its local partners to discuss alternatives before directing the funds to another purpose.

Floods, avalanches, dam failure, hazardous
materials, fire, earthquake, drought, rural/
urban interface fires, winter storm, ice storm,
wind storms, landslides, Amber Alerts, power
outage, terrorism; these are all events that
have and could happen here.
Please take a few moments and consider
your personal preparedness plans and sup-
plies monthly. In many situations, residents
may be on their own for a number of days,
depending on the event. A critical part of the
recovery process happens after the warnings
have been issued; the residents of Sultan in
their usual manner, take up the challenge
and overcome the challenges until help can
arrive.

hensive alert and warning system.
All Hazards Alert Broadcast System (AHAB) Sultan, Washington
The City of Sultan is
proud to have installed
the first of four All
Hazards Alert Broad-
cast (AHAB) units for
the City.
Also known as “the
new siren,” it is most
noticed when at noon
each day, the West-
minster Chimes sound.
They system is configured with 12 prerecorded
messages, including dam break, hazardous materi-
als incident, hazardous materials emergency, se-
vere flooding, , all clear, and of course, the chimes.
It also has the ability to be used as a Public Ad-
dress system by a human being.
The system can be activated in a number of ways
locally and through the 911 center. Fire, police,
and city personnel are able to access and activate
the sirens in a very short period of time giving the
maximum amount of time in warning about im-
pending danger. Similar systems are activated by
NOAA Alert System. Sultan’s system is not. Your
weather radio may go off and the siren won’t.
The system ultimately will involve four AHABs
through the Sultan area, and has been purchased
through a number of federal and private entities.
“The New Siren” The first site is located at the Sultan Elemen-
tary school, and testing shows good audible
coverage through town and the Sultan River
Valley near town. Future AHAB speakers will
be located around Sultan and broaden the
coverage of the warning area. The site plan-
ning is currently in progress for other units,
and further information can be obtained at
the Sultan City Hall.
Public notification in times of quickly escalat-
ing emergencies is being improved with this
system. It integrates seamlessly with the
school notification phone system, reverse
911, National Weather Service Alerts, Emer-
gency Alert System, and local public address
systems. Combined, this creates the optimal
environment where the most people will re-
ceive the quickest alert to danger possible.
While the probability is low, an inadvertent
partial activation may occur during testing or
maintenance. An actual activation is noted by
the repeat of the same alert multiple times. If
an inadvertent activation occurs, the protocol
states that the ALL CLEAR message will be
repeated three times.
