Cumulative Impacts• Impact of regulations and industry activities

on nuclear facilities• NRC SRM:…..”NRC to consider more

completely the overall impacts of multiple rules, orders, …. other regulatory actions on licensees and their ability to focus effectively on items of greatest safety import.”

Industry Response Initiatives

• Industry response Framework: NEI, INPO, EPRI- Incorporation of

several lessons learned

- Training and drills – part of core business

- Integrate with National Response Framework

Page 9: Sue Perkins-Grew Senior Director, Emergency Preparedness

Beyond Design Basis External Events

“BDBEE”

Page 10: Sue Perkins-Grew Senior Director, Emergency Preparedness

Beyond Design Basis External Events

• New assumptions:- External Event- Multiple units affected- Extended loss of AC power- Impeded access to the units

Page 11: Sue Perkins-Grew Senior Director, Emergency Preparedness

Industry Response Initiatives• Assessment of current capabilities• Enhancing and adding capabilities

- Communications & staffing- Training, drills- Facilities, equipment- Multi-unit/source dose assessment- Emergency response procedures- Extended loss of AC power coping

• Strengthening industry response capability …

Page 12: Sue Perkins-Grew Senior Director, Emergency Preparedness

Flexible & Diverse Coping Strategies - FLEXObjective: establish an indefinite coping capability ….by using • installed equipment, • on-site portable equipment, and• pre-staged off-site resources

Page 13: Sue Perkins-Grew Senior Director, Emergency Preparedness

FLEX Approach Enhances Safety• FLEX is a system of comprehensive, tailored safety

measures to respond to extreme events• 64 sites around the country maintain backup

portable safety equipment- More portable, backup safety equipment being added at

all 64 plant sites- Regional response centers being developed and equipped

in Memphis and Phoenix• INPO’s expanded emergency center will facilitate

equipment sharing

National Network for Equipment Sharing

Page 16: Sue Perkins-Grew Senior Director, Emergency Preparedness

• SAFER Committee - All utilities serve as members

• Steering Committee- makes decisions on equipment procurement

• Program Manager- Authorizes engineering contractors (AREVA ) to perform

work as approved by the Committee- Develops POs & procures equipment- Stores the equipment in the Regional Response Centers

Page 17: Sue Perkins-Grew Senior Director, Emergency Preparedness

Regional Response Center Milestones• 2013

- Finalize equipment list- Select Phoenix facility- Tabletop Callaway & Diablo Canyon- Deliver equipment to Memphis facility

• 2014- Deliver equipment to Phoenix facility- Series of dry runs; 2 air/ground drills

• 2015-16- Phase in RRC support to all sites
