RESOLUTION OF THE CITY OF PASCAGOULA, MISSISSIPPI,APPROVING OVERSTREET & ASSOCIATES TASK ORDER NO. 1-B FOR SERVICES
REGARDING INGALLS AVENUE IMPROVEMENTS PROJECT
WHEREAS, on or about December 18, 2018, the City Council of Pascagoula, Mississippi,
approved a General Services Consulting Contract with Overstreet & Associates; and
WHEREAS, the City Engineer has submitted for approval the attached Overstreet & Associates
Task Order No. 1-B for professional services to be performed regarding the replacement of storm drain,
sanitary sewer, and water infrastructure along Ingalls Avenue from the intersection of Desoto Street to a
point approximately 300 feet east of Market Street for the Ingalls Avenue Improvements Project; and
WHEREAS, the City Manager requests approval of Task Order No. 1-B contingent upon
securing necessary funding for the Ingalls Avenue Improvements Project from the Mississippi
Development Authority and the Jackson County Board of Supervisors.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1. That the City Council of Pascagoula, Mississippi approves the attached Overstreet
& Associates Task Order No. 1-B for professional services to be performed regarding the Ingalls Avenue
Improvements Project in the lump sum of $640,000.00, and a $200.00 hourly rate, and authorizes the
City Manager to execute said Task Order No. 1-B.

City of Pascagoula
The City of Pascagoula seeks proposals from qualified firms or individuals to provide project and contract management professional services related to Engineering and Public Works.
Minimum Qualifications:
Hold appropriate certifications as it relates to civil, electrical, mechanical, structural, environmental, and/or geotechnical engineering, with civil engineering required.
Meet or exceed the State’s required insurance coverage, if any. If no such requirement exists, then provide evidence you have a minimum of $250,000 of professional liability insurance coverage.
Have municipal, governmental and utility experience.
Scope of Services, include but not limited to:
Report directly to the City Manager, or his designee, on a daily basis, and be present and prepared to give report to the City Council as necessary.
Attend City Council meetings on the first and third Tuesday of each month, and as requested by the City Manager, or his designee, at other times for workshops or special called meetings of the City Council.
Coordinate all public works activity in partnership with a representative from Utility Partners.
Preparation of all documentation or contracts necessary to complete projects in-house or to procure bids for a project.
Evaluation of bids and recommendations of award for contracts.
Review and recommend acceptability of contractors and subcontractors, as well as suitability of materials, substitute materials and/or equipment.
Coordinate with City staff and other City contractors to administer contracts and subcontractors’ work.
Preparation or review of change orders.
Perform routine site inspections.
Certification of final construction as to acceptability.
Surveying and GIS mapping services.
Assist in the completion of grant applications.
Submit requisitions and oversee project budgets.
Attend meetings to represent the City of Pascagoula’s interest as requested by the City Manager, or his designee.
Provide all services in a timely manner, without unreasonable delays.
Coordinate complaints and issues of need with citizens and City staff.
Represent the City of Pascagoula in a professional manner at all times.
Any other related activities or services related to municipal engineering, project management, and coordination of public works not specifically outlined herein.

The City of Pascagoula seeks proposals from qualified firms and individuals to provide municipal legal professional services.
Minimum Qualifications:
If the applicant is an individual, then he/she must be licensed to practice law in the State of Mississippi and in good standing with the Mississippi Bar. If the applicant is a firm, then all professionals who will be providing legal services must be licensed to practice law in the State of Mississippi and in good standing with the Mississippi Bar.
Possess a minimum of $100,000 of professional liability insurance coverage.
Have proven municipal or other governmental legal experience.
Scope of Services, include but not limited to:
Serve as general counsel for the City of Pascagoula and its City Council, render legal opinions upon request by the City Council and the City Manager, or his designee.
Report directly to the City Council but coordinate with the City Manager, or his designee,on a daily basis, and be present and prepared to report to the City Council as necessary.
Attend City Council meetings on the first and third Tuesday of each month, and as requested by the City Council, at other times for workshops or special called meetings of the City Council as set by the City Manager or otherwise in accordance with Mississippi law.
Attend meetings to represent the City of Pascagoula’s interest as requested by the City Council or the City Manager, or his designee, including staff meetings as set by the City Manager, or his designee.
Advise the City Council, City Manager, and other City staff on the legalities related to municipal operations.
Assist preparing, reviewing and/or negotiating all legal documentation on behalf of the City.

RESOLUTION OF THE CITY COUNCIL OF PASCAGOULA, MISSISSIPPIAUTHORIZING TRANSFER OF 2013 E-ONE CLASS 8 VOCATIONAL TRUCK
COMMERCIAL CAB TO JACKSON COUNTY OFFICE OF EMERGENCY SERVICES INRETURN FOR FERRARA FIRE TRUCK
WHEREAS, the City of Pascagoula Fire Department has a surplus 2013 E-One, Class 8
Vocational Truck Commercial Cab (Heavy Rescue Truck) VIN: 1HTMKAZR6EHOZ1885, which is no
longer needed by the Pascagoula Fire Department to conduct City business; and
WHEREAS, the Jackson County Office of Emergency Services can utilize this City surplus
vehicle; and
WHEREAS, the Pascagoula Fire Department requests an even trade with the Jackson County
Office of Emergency Services for a
WHEREAS, Section 31-7-13(M)(vi) Mss. Code Ann., provides authority for intergovernmental
sales and transfers of property at a below market price which is in the best interest of the taxpayers to do
so; and
WHEREAS, the City of Pascagoula has determined that providing surplus 2013 E-one Class 8
Vocational Truck Commercial Cab (Heavy Rescue Truck) for an even trade with the Jackson County
Office of Emergency Services is in the best interest of the citizens of Pascagoula, Mississippi.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1: That the City Council of Pascagoula, Mississippi, hereby determines that the 2013
E-one Class 8 Vocational Truck Commercial Cab (Heavy Rescue Truck) is not needed for City purposes
and that any value is negligible and it is in the best interest of the citizens of Pascagoula, Mississippi, to
transfer this surplus item to the Jackson County Office of Emergency Services, and the Jackson County
Office of Emergency Services shall formally accept a bill of sale of personal property and/or transfer of
title to the2013 E-one Class 8 Vocational Truck Commercial Cab (Heavy Rescue Truck) and in return for
the trade, the City of Pascagoula is to receive the new fire truck.
SECTION 2: That City Council of Pascagoula, Mississippi, hereby authorizes the Acting City
Manager to execute all documents necessary for the transfer to the Jackson County Office of Emergency
Services and authorizes the removal of the 2013 E-one Class 8 Vocational Truck Commercial Cab
(Heavy Rescue Truck) from the City’s inventory.

a Grant Agreement with the Mississippi Department of Environmental Quality (MDEQ); and
WHEREAS, the grant Period of Performance ended on October 31, 2019 and the grant
scope of work has been completed; and
WHEREAS, approval is requested to authorize the City Manager to sign the Release of
Claims relating to MDEQ No. 15-00067, authorizing the closeout of this grant.

RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PASCAGOULA
URGING THE MISSISSIPPI LEGISLATURE TO FILE LEGISLATION
ON BEHALF OF THE CITY DURING THE 2020 SESSION
WHEREAS, the City Council of the City of Pascagoula, Mississippi is actively pursuing all options to
revitalize the City, retain and grow the population of the City, encourage investment in the City, and
provide incentives for business and residential developments within the municipal boundaries; and
WHEREAS, it is the desire of the City Council of the City of Pascagoula to see positive growth in
population, ad valorem tax, and sales tax through these efforts; and
WHEREAS, the Mississippi Legislature has previously partnered with the City of Pascagoula to
encourage such activity by introducing legislation that would help the City achieve this vision.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Pascagoula that it
strongly urges its local delegation to the Mississippi Legislature to file the following legislation in the
2020 session to support the City and its citizens:
General legislation to amend the date of municipal elections in Mississippi for all municipalities
to allow for candidate qualifying from January to March in the prescribed year for such elections,
with party primaries in August and the general election in November of the same year, and
elected officials to be seated and sworn-in the January following the November election. Such a
change is necessitated by the unreasonable time currently required for newly elected municipal
officials when elected in June and sworn-in in July to adopt a legally balanced budget by
September 15. This change would allow sufficient time for these newly elected officials to vet
and audit the municipality’s finances prior to adopting a budget, as well as bring municipal
offices and their elections in line with all other state and county offices currently afforded this
schedule.
General legislation, or direct appropriation in a state bond bill, for the City of Pascagoula to
upgrade and repair the necessary infrastructure, i.e. water, sewer, roads and bridges, to continue
to support local industries such as Huntington Ingalls Shipbuilding, Chevron Refinery, the Port of
Pascagoula, and others, understanding that without such funding thousands of Mississippi’s
workers could be negatively impacted.
General legislation, or direct appropriation in a state bond bill, for $2 million for the City of
Pascagoula to fund Phase 2 of the Lowry Island Access Road Project aimed at increasing
economic development on this state owned land leased to the City, providing west bound access
to Highway 90 to compliment the Phase 1 appropriation received in 2019 for the east bound
access from Highway 90 to Lowry Island.
General legislation, or direct appropriation, for the Mississippi Department of Transportation to
replace the street lighting along Highway 90 in the City of Pascagoula once their current project
is completed. This request should be appropriated based on MDOT’s required level of funding,
and should be requested from MDOT for verification of cost. This is necessitated by the arbitrary
population requirement set forth forcing the municipality to fund replacement of the lighting
removed by MDOT for said project. This causes an undue burden on the City and our taxpayers,
and should be factored into MDOT’s budget to insure said lighting is replaced.
Direct appropriation to support the City of Pascagoula’s requests for funding from the Gulf Coast
Restoration Funds, to disperse said funds in a more equitable manner between the Coast
municipalities and Coastal counties than has been recommended by the Advisory Committee, and
to establish a more effective set of application metrics to provide clarity to the process and insure
