1. General

Luther Forest Station is a new outdoor electrical substation facility being constructed by the Luther Forest Technology Campus Economic Development Corporation (LFTCEDC). When construction is completed, the station ownership and operation will be transferred from LFTCEDC to National Grid USA Service Company. The substation is a 115kV Switchyard located at the Wright Malta Site, 10-60 Hermes Road, Malta, NY 12020. The drawings furnished with Specification E-1053 are for the substation steel structures required.

2. Scope

This specification covers the general requirements for materials, fabrication and coating for switch stands, CVT stands, CT/VT stands, PT stands, surge arrester stands, low and high bus support structures, lightning masts, reactor stands and miscellaneous assemblies for field erection at Luther Forest Station. Any deviation from the steel details provided with this document requires approval from the user before fabrication.

1.1. Scope

This specification covers the material, fabrication, quality assurance, and delivery of fabricated steel structures used in electric stations. The reference to specifications of organizations (such as ASTM, ANSI and others, latest revision unless otherwise specified), together with any drawings included, supplement one another and all shall be considered as part of this specification.

A copy of all revisions to the quality control program will be submitted if the quality control program has been accepted within the past 18 months.

1.3.2. Vendors Final Submittal for Design

1.3.2.1. Schedule – Progress Within 10 days following the Notice of Award, the Vendor shall resubmit this schedule denoting any changes and actual dates and durations. Thereafter at thirty (30) day intervals, the Vendor shall submit a revised schedule showing any changes that may have occurred.

3.0 FABRICATION

3.1. Materials:

3.1.1. General

Exceptions to specified materials and materials not identified in the specification shall be submitted as exceptions by the bidding Vendors with their quotation. Detailed material specifications including reference to Standards, chemistry, mechanical properties, heat treating, quality level, tolerances, Charpy “V” notch requirements when specified, and certification, shall be submitted to the Owner for review and acceptance.


3.1.2. Shapes and Plates

All structural steel except tube shall conform with the latest edition of ASTM A36. All tube shall conform to the latest edition of ASTM A500, Grade B.

When the structure design and/or the Owner’s specific requirements require that certain structure component parts be fabricated from Bent Flat Plate to form the required specific geometric shape, the selected steel shall, in addition to all ASTM requirements, satisfy the Charpy “V” notch energy values of 15 ft-lbs at 20˚F.

3.1.3. Weld Material

Weld material shall be compatible with the parent material and comply with the requirements of the AWS Structural Code D1.1.

3.1.4. Fasteners

All fasteners shall conform to the latest edition of the ASTM:

Bolts: ASTM A325, Type 1 or A394, Type 1 (Bolts shall have

ND Microspheres 593S Blue pre-applied per manufacturers recommendations).

Nuts: ASTM A563, Grade DH or A194, Grade 2H. Flat Washers: ASTM F436, Galvanized Galvanizing: All fasteners shall be galvanized to ASTM A153.

3.1.5. Tightening

All nuts shall be tightened by the turn-off nut method in accordance with American Institute of Steel Construction (AISC) Specification for Structural Joints using ASTM A325 or A490 Bolts, Section 8.d.1 and Tables 4 & 5, dated November 13, 1985. All bolts and nuts shall be supplied with an excess of 5% of actual count.

3.2. Material Preparation:

3.2.1. General

All structures shall be fabricated from approved or accepted detail drawings. All work shall be in accordance with the latest edition of the AISC Manual.

3.2.2. Identification for Erection Identifying mark numbers shall be clearly stamped, at indicated locations, on all steel members with steel dies before galvanizing. Letters and numbers


shall be approximately 3/8 inch high. Identifying mark numbers shall also be clearly written with a paint marker after galvanizing at stamped locations.

3.3. Welding:

3.3.1. General

All welded connections shall conform to the latest edition and addenda of ANSI/AWS D1.1 “Structural Welding Code”.

3.4. Fabrication Tolerances:

3.4.1. General

Fabrication tolerances of all parts of the steel structure shall comply with AISC “Steel Construction Manual” and ASTM Specification A-6, latest revision.

3.5. Surface Coating – Galvanizing:

The finished weldment shall be hot galvanized per the latest edition of ASTM A123.

3.6. Quality Control*:

3.6.1. Responsibility and Functions

Quality Control is the responsibility of the Vendor. Quality Control functions shall be clearly defined and available on request. The Vendor shall be able to demonstrate general compliance with ANSI standard C-1 or equivalent and shall submit a signed affidavit that all material complies with these specifications.

3.6.2. Records:

The Vendor shall maintain permanent record for at least 5 years after delivery of all pertinent information for all component parts. This may take the form of a “Traveler.” The “Traveler” shall contain pertinent information such as materials, welding procedure, welder’s identification, types of inspection, inspector’s test result, records of all visual and nondestructive testing, etc.

3.7. Packaging and Delivery:

3.7.1. General

Unless otherwise specified, each delivery shall be composed of all parts necessary to assemble complete structures and each shipping invoice shall be accompanied by a bill of materials with all parts individually identified including structure identification.

3.7.2. Packaging

3.7.2.1. Materials and Procedures

All packaging shall be done using materials which will not deteriorate under handling and up to eighteen (18) months of exposure to outdoor weather conditions. Cartons, crates and other containers; binding tapes, straps, wires and ropes shall be of types which are designed to withstand the loads and exposure to which they may be subjected. Labeling tags shall be moisture proof and shall be securely attached in readily visible locations.

3.7.2.2. Preassembled Structures

All preassembled structure components shall be packaged so as to prevent damage to the component parts. Extreme care shall be exercised when handling, loading, blocking and strapping preassembled components for shipping. Each component shall be clearly labeled as to structure type.

3.7.2.3. Unassembled Structures

All unassembled structures shall be bundled for ease of handling and shall be loaded with proper dunnage to protect the material during shipment and to facilitate unloading. The maximum bundle weight shall be 2 tons/bundle.

3.7.2.4. Miscellaneous Items

All miscellaneous items shall be packed in appropriate boxes or kegs, clearly marked with the quantity and description.

3.7.3. Delivery

3.7.3.1. General

Vendor shall deliver goods to the site specified by the Owner in accordance with the Owner-accepted delivery schedule and procedure. All shipping and freight charges shall be included as part of the Vendor’s total contract price.


Any expense incurred by the Owner due to improper marking, packaging, and shipping of structure material will be back charged to the Vendor.

3.7.3.2. Notice of Delivery

The Vendor shall give the Owner seventy-two (72) hours of notice of the time and mode of delivery for each delivery.

3.7.3.3. Inspection, Unloading, and Ownership of Goods

Title or ownership of the goods shall pass from the Vendor to the Owner when the Owner’s Inspector shall inspect and make written acceptance of the goods from the Vendor’s carrier or agent. The vendor shall ship the goods in open top trucks or other vehicles which are compatible with the Owner means or method of unloading. The Owner shall be responsible for unloading the goods from the Vendor’s carrier or agent during the normal business hours of 9 AM to 2 PM Monday thru Friday except holidays. The Owner shall not be responsible for any demurrage and/or similar charges which may be incurred by the Vendor.

4.0 QUALITY ASSURANCE

Quality assurance is the responsibility of the Owner. The Owner’s Engineer and Inspector shall have full entry at all times to all parts of the Vendor’s facilities. In addition, the Vendor shall arrange for access of the Owner’s Engineer and Inspector to all Vendors’ suppliers. The Owner reserves the right to execute a Quality Assurance Program complying with ANSI/ASQC C-1.

5.0 DRAWINGS

5.1. Drawings Furnished by Owner:

5.1.1. The Owner-approved drawings for structures requiring fabrication only are identified in the purchasing documents. The Owner considers these drawings as accepted shop drawings. The Vendor shall NOT submit, for review and acceptance, additional shop drawings for these structures.
