Minutes of the meeting of Programme Approval Board - Mid Day Meal (PAB-MDM)
on 15*^ February, 2017:Tamil Nadu
The meeting of the Programme Approval Board-Mid-Day Meal (PAB-MDM) was held
in New Delhi on 15*^ February, 2017. The list of participants in the meeting is enclosed at
Annexure-I.
The agenda before the PAB-MDM was;
1. To review the status and progress of the implementation of Mid-Day Meal Scheme for
the State of Tamil Nadu,
ii. To consider the Annual Work Plan and Budget (AWP&B) 2017-18 proposal of
Tamil Nadu for MDM Scheme.
2. Shri G. Vijaya Bhaskar, Director MDM, Department of School Education and Literacy,
Government of India welcomed the members of PAB-MDM and other participants. He requested
Joint Secretary (EE. I), Department of School Education & Literacy to make his opening remarks.
Joint Secretary (EE.I) appreciated State Government's good practices/initiatives viz.Coverage of
children of class IX and X under Mid - day meal, provision of variety meals twice a week and
serving of egg / banana five days in a week, funds for lEC activities, supply of rice, dhal, oil & salt
directly to schools by TN Civil Supplies Corporation etc. He further applauded State's efforts for
payment of honorarium to CCH with special time scale along with other financial benefits and
making contribution from State budget in Cooking cost higher than the Central assistance.
3. Dr. K. Manivasan, Principal Secretary, Social Welfare and Noon Meal Program
Department, Govt. of Tamil Nadu briefed the PAB about the implementation of MDMS in the
State. Smt. V. Amuthavalli, Director, Social Welfare. Government of Tamil Nadu, made a
presentation on the performance of Mid-Day Meal Scheme during the first three quarters of
2016-17 and the initiatives taken by the State Government for improving the effectiveness of the
scheme. Dr. Mridula Sircar, Consultant, Technical Support Group-Mid Day Meal (TSG-MDM), Ed
CIL India Ltd also presented an analysis of the performance of the State in the implementation of
Mid-Day Meal Scheme during the first three quarters of the year 2016-17.
4. The following issues were discussed during the meeting:
4.1 Automated Monitoring System: Joint Secretary (EE.1) raised concern over delay in
launching of Automated Monitoring system in the State and advised the State officials that
Automated Monitoring system (AMS) will help the State in better and effective monitoring of
MDMS. He mentioned that 23 States have adopted AMS and suggested that Tamil Nadu
may adopt HP-NIC model. Principal Secretary, Government of Tamil Nadu informed that the
work has been entrusted to State e-governance agency of Tamil Nadu and Data has been
collected for all the 43143 schools and provided to BSNL. He assured that Automated
Monitoring system will commence before 30.04.2017.
4.2 Coverage of children: Joint Secretary (EE.I) mentioned that there is a significant
difference in the proportion of children covered at primary and upper primary level against
the State level coverage of 88% against enrolment in the districts of Madurai, Ramnad,
Tuticorin and The Nilgiris. Principal Secretary, Government of Tamil Nadu assured to look
into the matter. He, however, informed that there is some issue of data uploading as in
these 4 districts there is always a good coverage of children under MDMS as the scheme is
very popular in the entire State. He assured to look into the issue and reconcile the data.
4.3 Kitchen-cum-stores: Director (MDM) Govt. of India mentioned that construction of 7974
kitchen-cum-stores is yet to complete and mentioned that submission of proposal of kitchen-
cum-stores for 8056 Government aided schools is still awaited. The representative of IFD
informed State that, as per financial norms construction of Kitchen-cum-stores must be
completed in maximum of 2 years after sanction. Joint Secretary (EE.I) inquired about the
action plan for completion of in-progress Kitchen-cum-stores and advised to follow the time
line. Principal Secretary, Government of Tamil Nadu informed that out of 7974 kitchen
sheds 341 kitchen sheds sanctioned @ Rs. 60,000/- are very difficult to construct due to
cost escalation hence may be allowed to surrender along with the funds sanctioned for the
purpose. He further requested PAB to re-sanction 341 Kitchen sheds on the basis of plinth
area norms and State Schedule of Rates. He assured that 90% construction work will be
completed within March 2017 out of the remaining 7633 in progress kitchen-cum-stores and
by April 2017 we will review the issue of kitchen sheds in aided schools and will inform the
Ministry. Joint Secretary (EE.!) advised the State officials to surrender 341 kitchen-cum-
stores sanctioned at old rates along with the funds allocated for it and interest accrued on it
and seek fresh approval based on State Schedule of Rates and also review the issue with
aided schools.
4.4 MDM MIS-Web Portal: Joint Secretary (EE.I) observed that the Monthly data entry on MIS
Web portal was not complete upto December 2016 and also raised concern over mismatch
in the data entered in MDM-MIS and data provided in AWP&B 2017-18 viz Coverage of
children. CCH engaged, CCH payment, cooking cost & Food Grain utilization and IPG
usage. Joint Secretary (EE.I) advised the State to ensure that quality data is entered and
there should be proper synchronization of data provided by different sources.
4.5 Suggestion of the State : Principal Secretary, Government of Tamil Nadu informed that
Department of Evaluation & Applied Research has conducted a study on implementation of
the programme in three districts in the State. For the current year evaluation will be again
taken up during the 4th quarter. Joint Secretary (EE.I) advised the State to share the
findings of the evaluation study.
5. PAB-MDM approvals for the year 2017-18
It was clarified that the quantification of resources is only an estimate for release of Central
Assistance during 2017-18 under the MDM Scheme. The MDM Guidelines provide that
every child attending an eligible institution Is to be covered under the Scheme and shall be
served mid-day meal on all school days. In case the State Govt. finds that the average
number of children availing mid-day meal and /or the working days are more than the
approved numbers by PAB-MDM, they may approach the GOI at any time with justification
for additional Central Assistance. After discussions with State officials and based on the
performance during first three quarters of 2016-17 the PAB-MDM approved the following
number of children, number of school days etc. for quantifying the Central assistance for
Tamil Nadu.

During 2016-17, 128130 cook-cum-helpers were approved. The State has requested to retain thesame number of cook-cum-helpers for 2017-18.
6. The State is advised to disseminate the approvals of the resources to all the field functionaries
in the State and districts so as to enable all the eligible institutions to ensure that every child
attending an eligible school must be served hot cooked midday meals on all school days
irrespective of the approvals of PAB-MDM.
7. The quantification of central assistance of Rs. 444.1706 Crores has been done as per existing
norms on the basis of number of children and working days approved by PAB-MDM for the year
2017-18. The Component- wise approval of funds for 2017-18 is enclosed at Appendix-I If the
norms for cooking cost or any other component are revised during 2017-18, the quantification of
central assistance would also be revised accordingly.
