Dear Mr. Welch and Mr. Comorre:

Environmental Intelligence, LLC (EI) has been retained by the City of Beverly Hills (COBH) and the Los

Angeles County Metropolitan Transportation Authority (Metro) to serve as the independent compliance

monitor (ICM) during construction of the Purple Line Extension Project. Monitoring is required to ensure

that construction is in compliance with (1) the Permit titled "Demolition and Public Right-of-Way Use

Permit for the Los Angeles County Metropolitan Transportation Authority and its Contractor to Clear All

Buildings and Existing Improvements at 9430 Wilshire Boulevard, Install Noise Monitoring Equipment

and Sound Walls for Future Construction and a Laydown Area for the Wilshire/Rodeo Station of Section

Two of the Purple Line Extension Project" (Dated June 5th, 2018); (2) the Permit titled "The Demolition

and Clearing of all Buildings and Existing Improvements at 9383-9393 and 9395-9399 Wilshire Boulevard,

Installation of Sound Walls, and Relocation of City Owned Utilities in Preparation for Construction and

Staging for Section Two of the Purple Line Extension Project" (Dated November 6th, 2018); and (3) the

"Memorandum of Agreement for Contract C1120 of the Purple Line Extension Project - Between the City

of Beverly Hills and the Los Angeles County Metropolitan Transportation Authority" (Final Version 62).

The following information summarizes the ICM monitoring activities that occurred at the Segment 2 site

(Rodeo Station site) during the week of June 23, 2019 – June 29, 2019. Construction activities were not

conducted on June 23 or June 29, 2019.

Construction activities during the week included setting up lane closures, installing manhole, pouring

slurry, cold patching and welding in the intersection of Wilshire Blvd and Crescent Dr, sawcutting the

sidewalk, grading and hauling spoils in N Canon yard, grading in the trench within Wilshire Blvd between

Crescent Dr and Canon Dr, installing the electrical system within the Reeves yard, excavating, installing

shoring, dumping spoils in N Canon yard, exposing and digging out AT&T lines, digging out slurry line,

transporting equipment from Reeves yard to work site, sweeping/cleaning work sites, sand delivery, grading

and compacting the sewer line trench, installing steel plates, drilling sites for pilings in the Canon yard, jet

drilling on Beverly Dr, and installing the electrical system within the Reeves yard, and water application

for fugitive dust control throughout the site. In addition, EI ICMs conducted sound monitoring near the

back alley of the Beverly Hills High School bungalows adjacent to the project site. EI ICMs were present

during all construction activities and conducted routine noise measurements at selected noise monitoring

locations as well as compliance checks in accordance with the MOAs and associated attachments, exhibits,

traffic closure notifications, and traffic management plans. At the conclusion of each work shift, daily

monitoring reports were prepared by each ICM. Attachment B (Daily Monitoring Reports) provides

detailed daily monitoring reports and photographs of construction activities.

VIOLATION SUMMARY

During the week, EI ICMs identified one (1) violation during construction activities. Table I provides a

summary of the violation identified during the week of June 23, 2019 to June 29, 2019 and Exhibit 1

provides a location map for the submitted violation. Details for the violations are included as Attachment

A. Daily monitoring reports and photographs of construction activities are provided as Attachment B (Daily

Monitoring Reports). Daily noise monitoring data are provided in Attachment C (Noise Monitoring Data

Log).

CONCLUSION

To date, 71 violations have been issued, four (4) of which have been rescinded since the beginning of

construction of the Purple Line Extension Project – Segment 2. Project construction activities are ongoing

and EI ICMs continue to monitor all construction activities applicable to the MOA on a daily basis.
