Sub-Section 1(b)(i) of Section 4 of the Right to Information Act 2005 The particulars of its organisation, functions and duties A. Introduction: The Public Health Engineering Department of Govt. of Meghalaya was created under the Chief Engineer PWD (R&B)/PHE. This Directorate functioned as a separate wing of the PWD (R&B) headed by Additional Chief Public Health Engineer, Meghalaya, Shillong. Subsequently, the post of Additional Chief Public Health Engineer, Meghalaya, Shillong was upgraded to the post of Chief Public Health Engineer, Meghalaya, Shillong with effect from 2nd April, 1972 and since then the Public Health Engineering Directorate functioned independently and became fully a separate Directorate. The Chief Public Health Engineer was also appointed as Ex-Officio Additional Secretary to the Government of Meghalaya, PHE Department with effect from 13 th December, 1973, with separate Secretary for Public Health Engineering Department . Initially , the Public Health Engineering Directorate was headed by the Additional Chief Public Health Engineer with 1(one) Executive Engineer (PHE) Investigation and Planning with 2(two) SDOs (PHE) attached to the office of the Additional Chief Public Health Engineer, Meghalaya, Shillong. The Public Health Engineering Directorate, Govt.of Meghalaya started functioning with 2(two) numbers of working Divisions with limited staff, i.e. PHE Hills Division, Shillong and PHE Tura Division, Tura. Subsequently, due to increase of volume of works 7(Seven) Circles, 21 (twenty one) working Divisions and 41(forty one) working Sub-Divisions have been created as shown in the “ORGANISATIONAL STRUCTURE”. B. Functions: The main function of the Public Health Engineering Directorate is to undertake Rural and Urban Water Supply Schemes, Rural and Urban Sanitation & Sewerage Disposal Schemes. The District Level Administration ofthe Public Health Engineering Directorate under-takes field investigation, survey, data collection, preparation, execution of schemes as well as operation and maintenance of completed schemes are also done by the Public Health Engineering Directorate at the District level. The salient objective and function of the Public Health Engineering Directorate in the Government of Meghalaya are: 1. To plan and execution of water supply schemes for adequate safe drinking water supply to Rural & Urban population. 2. To provide sanitary facilities to the Rural and Urban areas by using appropriate Low cost Technologies.

The particulars of its organisation, functions and duties

A. Introduction:

The Public Health Engineering Department of Govt. of Meghalaya was created

under the Chief Engineer PWD (R&B)/PHE. This Directorate functioned as a

C. Administrative Set up:

The Administration of Public Health Engineering Directorate of the Govt. of

Meghalaya is under the Principal Secretary to the Govt. of Meghalaya, PHE

Department who is assisted by Commissioner & Secy. and one Under Secretary PHE

Department. The Directorate is headed by the Chief Engineer (PHE), Meghalaya,

Shillong (re-designated With effect from 7.4.1994). He is assisted by 4(four)

Additional Chief Engineer (PHE), one Deputy Chief Engineer and one Chief

Administrative-cum-Vigilance-Officer. The office of the Chief Engineer (PHE),

Meghalaya, Shillong has the following branches headed by the responsible personnel

as given below :-

(a) ESTABLISHMENT & GENERAL BRANCH : This

branch is headed by one Superintendent under the guidance of the Chief Administrative

Officer cum Vigilance Officer.

(b) ACCOUNTS BRANCH : This branch is headed by one

Superintendant under the guidance of Finance & Accounts Officer who is assisted by

one Divisional Accounts Officer.

(c) BUDGET BRANCH : This branch is headed by Registrar and

assisted by one Superintendent (Budget & Accounts). The branch deals with the

requirement and allotment of funds, preparation of Budget, dealing with Audit

reports, etc.

(d) MONITORING CELL : This branch is headed by the

Additional Chief Engineer, Planning & Monitoring Cell, and assisted by the

Superintending Engineer, PHE, Monitoring Cell for looking after preparation of

Progress report and Monitoring the Progress of works.

(e) TECHNICAL BRANCH : The Technical Branch is headed

by the Additional Chief Engineer, PHE., Zone I/III, Shillong and assisted by the

Executive Engineer,(PHE) Investigation & Planning under the supervision of the

Chief Engineer, PHE.

(f) H.R.D. CELL. : The H.R.D. Cell started functioning with effect

from 14.2.1997 and headed by the Executive Director of the rank of Addl. Chief

Engineer (PHE) who is attached to the office of the Chief Engineer (PHE)

Meghalaya, Shillong and assisted by one Deputy Director and 2 (two) Managers for

preparation of Action Plan as regards to various training programme for Rural Water

Supply and Sanitation.

(g) SANITATION CELL : The Sanitation Cell started functioning

with effect from 26.11.2002 , headed by the Addl. Chief Engineer (PHE)

Environment & Sanitation Cell and assisted by the Executive Engineer, PHE,

Environment & Sanitation Cell to oversee the Rural & Urban Sanitation throughout

the State of Meghalaya.

D. District level Administration:

The Administration at the District Level is divided into 7 (Seven) PHE Circles and

21 (twenty one) working Divisions, covering whole State of Meghalaya, as Shown in

the “ORGANISATIONAL STRUCTURE” separately under the administrative

control of the Chief Engineer (PHE), Meghalaya, Shillong.
