OPENING CEREMONY

1. The Eleventh Extraordinary Session of the Conference of Ministers of the Sub-RegionalFisheries Commission (SRFC) was held in Dakar, Republic of Senegal, on 26 and 27 October2007. Cape Verde, Gambia, Guinea, Guinea Bissau, Mauritania, Senegal and Sierra Leonetook part in this important session, as well as representatives of the World Bank, the AfricanDevelopment Bank, the 'United Nations Food and Agriculture Organization (FAO), theEuropean Union, and of the German respective French Cooperation. The list of participants isattached as Annex 5 to this report.

2. The opening ceremony of the session was presided over by His Excellency Mr. DanielGOMES, Minister of Fisheries and Maritime Economy of the Republic of Guinea Bissau,Chairman of the Conference of Ministers of the SRFC.

3. At the opening of the meeting, His Excellency Mr. Souleymane NDéné NDIAYE,Minister of State, Minister of Maritime Economy of the Republic of Senegal welcomed theparticipants on behalf of His Excellency Maître Abdoulaye Wade, President of the Republicof Senegal, and of the whole nation of Senegal (see Annex 2).

4. In his opening speech, His Excellency Mr. Daniel GOMES, Chairman of the Conferenceof Ministers of the SRFC, thanked the Senegalese people for their hospitality. He stressed theneed to modernize the SRFC to ensure its credibility vis-à-vis its development partners, andsupported the introduction of a coherent policy for the management of human resources. Onthis, he declared open the meeting.

ADOPTION DE L’ORDRE DU JOUR ET ORGANISATION DES TRAVAUX

5. The Permanent Secretary of the SRFC presented the draft agenda (see Annex 1), whichwas unanimously adopted.

DECLARATIONS BY THE HEADS OF DELEGATIONS

6. The Conference of Ministers was presented with important statements by the Heads ofDelegations of the Sub Regional Fisheries Commission who all thanked the Government andpeople of Senegal for their hospitality. Representatives of the governments of Member Statesstressed the importance of the current meeting, and affirmed their determination to strengthenthe Permanent Secretariat of the SRFC.

7. Delegates from Cape Verde, Guinea and Sierra Leone informed the Conference ofMinisters of the decisions taken by their respective governments concerning the settlement ofarrears of contributions to the budget of the SRFC.

DECLARATIONS BY THE PARTNERS IN DEVELOPMENT (see (Annex 3)

8. His Excellency Mr. Gilles HERVIO, Head of Delegation of the European Commissionto the Republic of Senegal, speaking on behalf of the European Commission and EU memberstates, including Germany and France, reiterated the EU’s commitments in support of thefisheries sector in the sub-region. Recalling the key recommendations of the institutional andfinancial audit of the SRFC, he emphasized the convergence of the opinions of the partners onthe need to strengthen the Permanent Secretariat of the SRFC. He also appealed to the SRFCto arrange for regular meetings with its partners to ensure consistency in their interventions.

9. Mr. Mohamed H'MIDOUCHE, Regional Resident Representative of the AfricanDevelopment Bank (ADB) in Dakar, Senegal, recalled the history of interventions by hisinstitution in the fisheries sector in the sub-region. He confirmed that the current strategy ofthe ADB favours a regional approach, and informed the Conference of Ministers of itscommitment to take part in the West African Regional Fisheries Project.

10. Mr. Yves PREVOST, of the World Bank, presented the objectives of the West AfricanRegional Fisheries Project (WARP) and the main stages of its preparation. Speakingspecifically to the Member States, he expressed his hope that the SRFC can support them inthis preparation and in the coordination of partnerships, which – as a prerequisite – requiresthe strengthening of capacities at the level of the Permanent Secretariat.

11. Mr. Amadou OUATTARA, Resident Representative of the FAO in Dakar, reminded theaudience of the longstanding cooperation of his institution with the SRFC, and declared hiswillingness to continue this support.

READING OF THE REPORT OF THE 19th EXTRAORDINARY SESSION OF THECOORDINATING COMMITTEE OF THE SRFC AND ADOPTION OF ITSRECOMMENDATIONS

12. Mr. Cirilo VIEIRA, Chair of the Coordinating Committee, presented the report of the19th Extraordinary Session of the Committee (see Annex 4).

13. Following this presentation, the members of the Conference of Ministers retired toreview this report. After discussions behind closed doors, the Conference of Ministers hasdecided to adopt all the recommendations of the report of the Coordination Committee, withamendments in respect to the following points:

Point 3, Paragraph 1, to be reformulated to read: "The Coordinating Committeerecommends the confirmation of M. Ball as acting Head of SOCU. In this respect, ithas expressed its hope that the current Presidency of the Conference of Ministers, inconsultation with the Permanent Secretary, will – before the end of this year –undertake all necessary steps to resolve the issues related to the suspension of Mr.Jones."

Point 3, paragraphs 1 and 4. The Conference of Ministers places a reserve on itsdecision until such time that a policy and corresponding procedures for therecruitment, promotion and dismissal has been introduced, in order to remain incompliance with Point 2.

14. In addition, the Conference of the Ministers decides:

To engage in a dialog between Member States with the aim to initiate a process whicheventually would establish mechanisms for the joint negotiating of common aspects offisheries agreements between member states of the SRFC and the European Union,while taking into account the specificities of each Member State.

The management of projects of the SRFC should remain centralized at theheadquarters of the organization. Decentralization should be achieved through theinvolvement of project focal points in the Member States.

The Permanent Secretariat should develop an action plan to implement therecommendations of the institutional and financial audit. Particularly in respect to themanagement of personnel, the Permanent Secretariat is asked to establish objectivecriteria, independent of considerations reflecting national concerns. For this to beachieved, the Permanent Secretariat will rely on the services of specialized andindependent experts.

The Permanent Secretariat shall organize on a quarterly basis consultative meetingswith the partner in development.

15. The Conference of Ministers confirms the intention of the Member States to implementthe West African Regional Fisheries Project (WARP) in line with the proposed objectives andasks the World Bank to support the project preparation according to the time table developedby the Permanent Secretariat.

ADOPTION OF THE FIMNAL REPORT OF THE ELEVENTH EXTRAORDINARYSESSION OF THE CONFERENCE OF MINISTERS OF THE SRFC

16. The final report of the Eleventh Extraordinary Session of the Conference of Ministerswas unanimously adopted.

CLOSING CEREMONY

17. On behalf of his colleagues, His Excellency Mr. Mohamed YOULA, Minister ofFisheries and Aquaculture of Guinea, gave the vote of thanks to the Government and Peopleof Senegal for the expression of support and for the generous hospitality which they hadexperienced.

18. The closing ceremony of the meeting was presided over by His Excellency DanielGOMES, Minister of Fisheries and Maritime Economy of the Republic of Guinea-Bissau,Chairman, who expressed his satisfaction with the results of the 11th Extraordinary Session ofthe Conference of Ministers. He took upon him to ensure the monitoring and implementationof the decisions made.

19. The Chairman of the Conference of Ministers of the SRFC thanked his colleagues forthe outstanding work they had achieved as well as the partners in development for theircontinued support.

Madame, Messieurs les Ministres,

Mesdames Messieurs les Ambassadeurs,

Mesdames, Messieurs les experts,

Messieurs les Représentants des Organisations Professionnelles de la Pêche,

Honorables Invités,

Je voudrais tout d’abord me réjouir de l’occasion que m’offre cette cérémonie, pour vous exprimer, au nomdu Chef d’Etat, et de toute la nation sénégalaise, tout le plaisir et la fierté que le Sénégal tout entier éprouve enabritant cet important évènement.

Voilà plus de deux décennies que la Commission Sous Régionale des pêches (CSRP) a été portée sur lesfonds baptismaux par six pays côtiers de l’Afrique de ’Ouest, pour développer la coopération halieutique dans lasous région. Cette organisation qui s’est imposée au fil des années comme un cadre de concertation et de mise enœuvre de programmes d’intérêts communs, regroupe aujourd’hui sept Etats (Cap-Vert, Gambie, Guinée, GuinéeBissau, Mauritanie, Sénégal, Sierra Léone).

Permettez-moi, à ce titre, de saluer l’intérêt que la République sœur du Mali manifeste à l’égard de notreCommission

Depuis, plus de vingt ans se sont écoulés, durant lesquels, un immense travail a été effectué, des décisionsde grande importance prises et des transformations qualitatives opérées dans les secteurs halieutiques de nospays respectifs.

Cette volonté de regroupement et d’organisation pour relever ces défis va dans le sens de la vision de nosChefs d’Etats en matière de construction de l’Unité Africaine. Elle s’explique également par l’importance de lapêche dans nos pays respectifs, où elle joue un rôle déterminant au plan social, économique par sa forte,contribution au PIB et même culturel.

C’est pourquoi, la célébration du XXe Anniversaire de la Commission Sous-régionale des Pêches doit êtreperçue, moins comme le couronnement des efforts inlassables des dirigeants des pays membres et comme uneétape dans l’œuvre colossale de la construction de l’Unité Africaine, et donc comme un pas vers la conquête parnotre Continent, de sa véritable place dans le concert des Nations.

Je voudrais ici et solennellement vous dire toute l’attention dont bénéficie cette Organisation auprès desHautes Autorités de mon pays qui milite pour que le processus en cours, dans la CSRP, sous l’impulsion desMinistres chargés des Pêches soit fortement appuyé, et soutenu.

A cet effet, je voudrais saisir l’opportunité qui m’est offerte pour féliciter, le Président en exercice de laConférence des Ministres, de son brillant plaidoyer en faveur de la CSRP lors de la tournée importante qu’ilvient de boucler dans la Sous Région, tournée qui a permis d’apporter un élan nouveau à notre Organisation.

Mesdames, Messieurs les Ministres,

Durant ces deux décennies passées, sous votre impulsion et avec l’appui de des partenaires audéveloppement, la CSRP a gagné le pari de l’élaboration des instruments juridiques nécessaires à sonfonctionnement, de la mise en œuvre de projets communs, et de l’affirmation de sa personnalité au planinternational.

Un des résultats phares de la CSPR a été la prise en considération du secteur de la pêche dans le voletagriculture du NEPAD, de la suite de la Conférence Ministérielle de la FAO, tenue en mars 2005 à Rome.

Au cours de cette réunion, il a été également réaffirmée la détermination des Etats membres de la CSRPcontribuer résolument dans la lutte contre la pêche illicite, non déclarée, non réglementaire.

Cependant, le chemin qu’il reste à parcourir est encore long. C’est pourquoi, je voudrais vous exhorter àœuvrer pour relever d’autres défis dont les principaux sont :

l’achèvement du processus d’harmonisation de la gestion des ressources halieutiques au niveau sousrégional ;

la coordination voire l’intégration des systèmes de contrôle, suivi, et surveillance de l’espace maritime etson corollaire la lutte contre la pêche illicite, non déclarée et non réglementée.

La conceptualisation et la mise en œuvre d’un dispositif relatif à l’accès aux ressources de l’espace maritimedes pays de la Commission Sous Régionale.

Je voudrais vous assurer de l’appui et du Soutien du Président de la République du Sénégal, son excellence,Maître Abdoulaye WADE, et de mon pays à œuvrer inlassablement pour faire de notre coopération dans ledomaine des pêches en général et de notre Commission en particulier, un bel exemple de partenariat, en Afriqueet dans le monde.

Je ne pourrais pas terminer, sans remercier les partenaires multilatéraux et bilatéraux de la CSRP qui ont,durant ces vingt années, mis à sa disposition des moyens techniques, humains et financiers qui ont permisd’atteindre les résultats obtenus aujourd’hui. Permettez moi, Mesdames et Messieurs, de faire une mentionspéciale à la FAO en général et à son Directeur Général, en particulier pour le rôle déterminant joué dans cedomaine.

Monsieur le Secrétaire Permanent,

Mesdames et Messieurs partenaires au développement,

Honorables invités,

Je tiens à vous remercier tout d’abord de me permettre d’intervenir dans le cadre de cette conférence. Ils’agit en effet d’une réunion extrêmement importante pour l’action future de la CSRP et pour les bailleurs defonds qui la soutiennent.

Je voudrais tout d’abord préciser que je prends la parole aujourd’hui non seulement au nom de laCommission européenne mais aussi au nom des Etats Membres engagés auprès de la CSRP, la France etl’Allemagne.

Comme vous le savez, l’Union européenne a toujours attaché une importance particulière au secteur de lapêche. Cette attention se traduit aussi bien dans sa politique de développement - aux niveaux national et régional- que dans son partenariat commercial par le biais des accords de pêche.

L’Union européenne soutient dans la plupart des pays représentés ici les autorités du secteur de la pêche afinde favoriser une gestion durable des ressources, dont les intervenants ici ont marqué l’importance. Nous sommesaussi convaincus de l’intérêt d’une approche régionale afin de traiter certaines questions et sommes ici pourappuyer les initiatives prises par les Pays membres de la CSRP visant à développer cette approche régionale.

La préservation et la gestion des ressources halieutiques sont désormais les objectifs que s’est fixée laCSRP. La conférence des Ministres de 2001 a adopté la « Déclaration dite de Nouakchott » et marqué sonengagement de poursuivre la lutte contre la pêche illicite non déclarée et non réglementée. Prendre desengagements de ce type est quelque chose d’essentiel, les mettre en œuvre reste un défi parfois plus difficile àréaliser. Comme nous savons tous dans cette salle beaucoup de progrès restent à faire dans ce domaine et ladégradation de la ressource reste réelle.

Je l’ai dit, nous estimons que la CSRP a une fonction essentielle à jouer au niveau de la sous région, et c’estpourquoi l’Union européenne, les Etats Membres et la Commission, est prête à vous appuyer et à vousaccompagner.

Au cours de cette semaine, les différents projets de coopération en cours ou en préparation en appui à laCommission sous Régionale des Pêches (CSRP) ont été passés en revue, permettez-moi de revenir brièvementsur ceux qui nous concernent.

En ce qui concerne l’Allemagne, la CSRP bénéficie depuis 2006 de l´appui de la Coopération TechniqueAllemande pour la mise en œuvre du projet "Appui à la gestion des ressources halieutiques en Afrique del'Ouest". La durée totale du projet est de 5 ans, sa deuxième phase avec un budget de 2.3 millions € commenceraen janvier 2008.

L’appui-conseil allemand pour cette deuxième phase vise des volets techniques tel que la mise en œuvred’un système d’information régionale sur le secteur pêche, l’harmonisation des stratégies sur la gestion durabledes ressources halieutiques, ainsi que l’installation d’un registre sous régional et des registres nationaux denavires de pêche industrielle. En plus, le projet comprend un appui institutionnel à la CSRP, visant àl’amélioration du fonctionnement interne du Secrétariat Permanent de la CSRP.

La France, pour sa part, intervient à différents niveaux.

L’Agence Française de Développement, intervient dans l’appui au développement des initiatives decogestion et d’intégration des Aires Marines Protégées (AMP). Elle prépare un projet d’un montant de 5 millionsd’euros, en phase de signature et, dont le démarrage est prévu pour début 2008. Les effets attendus de ce projetsont la mise en place de mécanismes de gestion participative et concertée des ressources halieutiques, la créationet le financement durable d’Aires Marines Protégées et, enfin, le renforcement des capacités de gestion de laCSRP.

La mise en œuvre de ce projet requiert, de la part de la CSRP, la mise en place effective de procéduresinternes de passation de marchés, devant lui permettre de jouer pleinement son rôle de maîtrise d’ouvrage.

Le Service français de Coopération (SCAC), outre la mise à disposition d’assistance technique au sein duSecrétariat, a identifié un projet de 2 millions € d’appui à la recherche halieutique. Ce projet, s’il est sollicité parla CSRP, permettra grâce à la création d’un fonds compétitif de financer des recherches nécessaires àl’élaboration et à la mise en œuvre de plans d’aménagement des pêcheries

La Commission européenne, pour sa part, s’apprête à financer deux projets importants en appui à l’action dela CSRP. Il s’agit notamment d’un projet d’appui au Suivi, au Contrôle et à la Surveillance de la Pêche, dit projet« SCS », et d’un projet d’Appui à la Gestion des Pêches en Afrique de l’Ouest, dit « AGPAO ». Les deux projetsseront financés par des fonds régionaux du 9ème Fonds européen de Développement, pour un montant de 5millions d’Euros chacun.

La prise des décisions de financement concernant ces deux projets est aujourd’hui acquise, suite à unprocessus de préparation long et difficile. Mais je suis content de noter qu’à ce jour, nous sommes enfin prochesd’un lancement effectif des activités.

Toutefois, je me permets de rappeler ici, certains préalables au démarrage des actions prévues.

Tout d’abord, la question des arriérés des contributions des Etats Membres de la CSRP doit être évoquée etje me félicite que cette question ait été abordée ce matin notamment par la Guinée et le Cap Vert, pour qu’unesolution durable soit trouvée. C’est ainsi que la Convention de Financement du projet SCS prévoit qu’unprotocole d’accord soit conclu entre la CSRP et la Commission qui précisera les modalités d’absorption de cesarriérés, avec un planning de paiements précis.

Je comprends que le Secrétaire Permanent a déjà largement attiré l’attention des Etats Membres de la CSRPsur cette question et j’espère que votre réunion sera justement mise à profit pour préciser et formaliser lesengagements dans ce sens. Un tel engagement, qui devra être réaliste et crédible, est un préalable à nos appuis àla CSRP car sans perspective claire pour une autonomie financière et une couverture adéquate de son proprefonctionnement, la pérennité de votre institution nous parait compromise.

Votre Comité de Coordination a été aussi l’occasion de discuter les résultats de l’audit institutionnel etfinancier qui vient d’être mené et qui est déterminant pour le bon fonctionnement de la CSRP et pour nos futursappuis à la CSRP. Là aussi je me félicite de ce que j’ai entendu ce matin.

Concernant cet audit, Messieurs les Ministres, je me félicite de l’initiative que vous avez prise lors de votre10ème Conférence à Banjul en mai 2006 pour lancer cet exercice. Et évidemment, je suis satisfait que laCommission européenne ait pu appuyer financièrement cette opération dont on mesure l’opportunité et l’utilité.

Les recommandations de cet audit sont claires. La CRSP doit se doter très rapidement des outils de gestionet d’une capacité administrative suffisante pour gérer de façon adéquate à la fois ses propres fonds et les fondsque les différents bailleurs entendent mettre à sa disposition. Concrètement, ceci veut dire que pour laCommission européenne – et je comprends que pour la plupart des autres bailleurs - un certain nombre demesures essentielles doivent être prises rapidement pour assurer une gestion des fonds conforme aux normesinternationales en la matière et pour donner aux bailleurs les assurances fiduciaires requises.

La mise en œuvre d’un tel « plan d’action », largement inspiré des recommandations de l’auditeur estnécessaire pour permettre la mobilisation des fonds désormais disponibles, notamment à travers des contrats desubvention qui sont prévues pour financer les opérations de surveillance.

Je comprends que l’engagement est pris de remplir ces conditions dont j’ai encore entendu ce matin lavolonté politique et vous savez que la Coopération allemande et française, sont, dores et déjà, en traind’apporter leur soutien à la mise en place de ces mesures.

Ceci m’amène à la question de coordination des actions des bailleurs.

En effet, la présente conférence, et la réunion du Comité de Coordination qui l’a précédée, sontd’excellentes occasions pour échanger l’information et coordonner l’action des bailleurs. Mais ces conférencesannuelles ne sont pas suffisantes pour assurer la synergie indispensable entre les appuis apportés par plusieursbailleurs de fonds. Il nous semble indispensable que la CSRP s’engage à réunir régulièrement, sur une base bimensuelle ou trimestrielles, l’ensemble des partenaires, de permettre un dialogue régulier mais aussi d’assurer latransparence, la cohérence et la complémentarité de toutes les actions d’appui à votre institution. A cet effet, desmécanismes de coordination et d’harmonisation doivent être mis en place et institutionnalisés et une visionconsolidée de l’ensemble des actions financées doit être mis à la disposition de tous.

Messieurs les Ministres,

Avant de terminer, laisser moi exprimer mon espoir que cette réunion constitue un point marquant dans lacoopération de la CSRP et ses Etats Membres avec les bailleurs de fonds qui sont prêts à les accompagner. Cetespoir a été conforté par ce que j’ai entendu ce matin.

Nous avons aujourd’hui des perspectives d’amélioration substantielle de la fonctionnalité et de l’efficacitéde la CSRP. La confiance que les bailleurs de l’Union européenne, Etats Membres et Commission européenne,pourront apporter à la CSRP dépendra en grande partie des conclusions et des résolutions que vous allez prendrepour mettre en pratique les recommandations de l’audit.

L’avenir et l’efficacité des actions que vous financez en tant qu’Etat Membre et que nous finançons en tantque bailleurs de fonds dépendent de la capacité d’action, de la rigueur dans la gestion et de la pérennité del’institution à laquelle vous avez délégué des fonctions si importantes.

Laissez-moi enfin vous assurer de notre entière disponibilité pour poursuivre et approfondir le dialogue siutilement entamé ces jours-ci.

Honorables invités,

Permettez-moi tout d’abord de vous remercier au nom de la Banque Africaine de Développement pour avoirbien voulu nous inviter à cette 11 ème Session Extraordinaire de la Conférence des Ministres de la CSRP.

Le Groupe de la Banque Africaine de Développement (BAD) comme le stipule l’article premier de l’accordportant sa création a pour mandat de « contribuer au développement économique et au progrès social des PaysMembres Régionaux (PMR), individuellement et collectivement ». Ainsi, depuis sa création, il s’est attelé àintervenir dans différents secteurs d’activités prioritaires pour les PMR.

Au niveau Continental, le Groupe de la BAD a financé, de 1967 à 2005, environ 65 Programmes, Projets etEtudes dans le cadre de la pêche et de l’aquaculture, pour un coût total de l’ordre de 401 millions d’UC, ce quien fait un des principaux bailleurs de fonds du secteur halieutique en Afrique. Cette intervention a connu unaccroissement significatif depuis 2000. En effet, de 2000 à 2005, la Banque a mobilisé 190,2 millions d’UC pour financer 25 projets de développement de la pêche et de l’aquaculture. Ce montant a représenté 13,67% des prêtset dons alloués aux projets agricoles (1389,09 millions d’UC) pour la même période, contre environ 1% dans lesannées 80 et 3% dans les années 90.

Ces financements ont été orientées vers les infrastructures d’appui à la pêche, (39%), le renforcement descapacités institutionnelles (38,8%) ; l’aménagement des pêches, la surveillance, la protection de l’environnementet l’aquaculture (13,5%) et le crédit (8,7%). La plupart des opérations financées sont nationales et ont mobilisé86,1% des financements accordés, contre 13,9% pour les projets multinationaux.

Au niveau Sous-régional, la BAD a financé des projets et études sur la pêche dans les sept (7) paysmembres de la CSRP, pour un montant d’environ 109 millions d’UC, soit 27,2% des interventions de la Banquedans le sous-secteur halieutique en Afrique. A titre d’exemple, nous pouvons citer :

Cap Vert : deux projets de pêche, actuellement clôturés pour un coût d’environ 13 millions d’UC.

Gambie : un projet en cours d’un montant de 2,89 millions d’UC ;

Guinée : deux projets de pêche et d’aquaculture, d’un montant de 35 millions d’UC dont un est en cours,

Guinée-Bissau : deux projets de pêche pour un montant d’environ 17 millions d’UC, dont un estactuellement en cours.

Mauritanie : trois projets d’un montant de 24,4 millions d’UC dont un est en cours,

Sénégal : un projet et une étude d’un montant de 6,8 millions d’UC, actuellement clôturés

Sierra Leone : un projet en cours d’un montant de 10 millions d’UC,

D’autres opérations sont dans la réserve des projets de la Banque, dont le financement pourra intervenir enfonction des disponibilités en ressources financières et des priorités exprimées par les gouvernements. Dans cecadre nous pouvons citer le projet d’ajustement des capacités de pêche du Sénégal et le programme d’appui auxcommunautés de pêcheurs du Cap Vert.

L’évolution positive récente notée dans les interventions de la Banque dans le secteur halieutique est larésultante de plusieurs facteurs parmi lesquels on peut citer :

L’adoption d’une Nouvelle Vision : La Banque a élaboré en 1999 une nouvelle vision dont le défi majeur estla réduction de la pauvreté en Afrique. Au terme de cette vision, toutes les opérations devront être articuléesautour de trois thèmes sectoriels (Agriculture et Développement rural, Valorisation des ressources humaineset Promotion du secteur privé), et des thèmes génériques et trans-sectoriels (Gouvernance, Intégration etCoopération économique, Problématique homme-femme et Environnement).

L’élaboration d’une Nouvelle Politique de Développement Agricole et Rural : La nouvelle politique a étéapprouvée en janvier 2000 et accorde une place importante à la Pêche et à l’Aquaculture, notamment dansles domaines suivants : gestion durable des ressources halieutiques, développement des infrastructures debase et des mécanismes de financement, prise en compte de la dimension femme dans le développement dela pêche, développement de la coopération régionale, développement de l’aquaculture, renforcement descapacités de recherche, de planification et de mise en œuvre des projets et programmes, etc.

La revue du Portefeuille de la Pêche. La Banque a entrepris en 2000 une revue du portefeuille de la pêche,qui a permis de faire une analyse critique de la performance du portefeuille, d’analyser les difficultésrencontrées et de faire des recommandations en vue de son amélioration. Une deuxième revue duportefeuille de la Banque est actuellement en cours. Les premiers résultats indiquent davantaged’interventions dans des projets et programmes intégrés de gestion durable des ressources et del’environnement, de même que les programmes multinationaux pour un renforcement de coopérationrégionale. Les résultats finaux de la revue seront partagés avec l’ensemble des PMR, dan s le butd’améliorer les interventions de la Banque dans le secteur halieutique et la performance de celles-ci.

Monsieur le Président, Honorables Délégués,

Si jusque là les interventions de la Banque ont porté principalement des opérations nationales, elle est d’avisqu’une bonne coopération sous-régionale halieutique entre le Cap-Vert, la Gambie, la Guinée, la Guinée-Bissau,la Mauritanie, le Sénégal et la Sierra Leone est primordiale pour promouvoir une gestion durable des ressourceset garantir la sécurité alimentaire et les emplois de la sous-région.

Pour cette raison, la BAD entend prendre une part active dans la mise en œuvre du Plan d’ActionStratégique (PAS) de la CSRP, dont l’objectif global « d’assurer la durabilité de l’utilisation des ressourceshalieutiques » est en cohérence avec sa politique de Développement Agricole et Rural. A cet effet, elle a marquéun intérêt à participer à la formulation et à la mise en œuvre du Programme régional des Pêches initié par laCSRP.

C'est pour moi un grand honneur et un réel plaisir de prendre la parole au nom du Docteur Jacques Diouf,Directeur Général de la FAO, pour vous transmettre ses sincères remerciements pour avoir invité son institutionà participer à cette session extraordinaire de la Conférence des Ministres de la Commission Sous Régionale desPêches.

L'Organisation que j'ai l'honneur de représenter ici, la FAO, entretient depuis de nombreuses années unecollaboration très étroite avec la CSRP et ses États membres.

La FAO a plus particulièrement, appuyé la Commission et ses États membres à travers plusieurs projetsdans les efforts qu'ils mènent pour assurer un développement durable de l'exploitation des ressourceshalieutiques et pour harmoniser leurs politiques d'aménagement et leurs législations des pêches.

En effet, dans la plupart des pays membres de la CSRP, le rôle du secteur des pêches dans l'économienationale est important et a des répercussions à plusieurs niveaux, notamment au niveau de la sécuritéalimentaire, de l'emploi, du développement régional et de la contribution du secteur au budget de l'état.

Il convient de rappeler que la situation mondiale des pêches reste caractérisée par une augmentation intensedes captures des principales ressources, dont certaines sont soumises à une surexploitation. Outre la dégradationdes ressources, on observe aussi une réduction du potentiel de production alimentaire, un gaspillage économique.Cette situation sur l'état des ressources halieutiques mondiale est préoccupante et n'épargne pas la sous région del'Afrique de l'ouest.

D'où, l'importance de la coopération sous-régionale en matière des ressources halieutiques qui nécessitentune gestion concertée transnationale, de ces ressources et d'autres activités économiques qui pourraient s'ydévelopper. En effet, la nature commune et sans frontière des ressources halieutiques, la mobilité et leredéploiement des capacités de production, l'internationalisation des marchés, la demande mondiale croissante enproduits de la mer, induisent une compétition accrue sur les ressources halieutiques souvent difficilementcontrôlables et maîtrisables à l'échelle d'un pays.

Les réalisations conjointes comme celles entreprises en matière de Suivi, Contrôle et Surveillance, montrentà quel point la coopération dans le domaine halieutique est une nécessité, voire un impératif, car elle obéit à desraisons objectives pour une meilleure application des mesures d'aménagement des pêcheries.

Dans cette optique, le Code de conduite pour une pêche responsable adopté par les États membres de laFAO en novembre 1995 et ses plans d'action figurent parmi les accords récents qui traduisent et résument defaçon globale cette prise de conscience de la communauté internationale.

Pour appuyer la CSRP dans ces efforts, la FAO a souvent mis à la disposition des États membres de laCSRP son expertise et est intervenue dans le cadre de projets à l'échelle nationale et sous-régionale.

Dernièrement, au titre du Programme de coopération technique, un projet TCP financé directement par laFAO a contribué à la redynamisation de la CSRP. Ce projet a appuyé la CSRP dans l'opérationnalisation du Pland'Action Stratégique et de son premier Programme de développement de la pêche responsable et dansl'élaboration des documents de projets. La FAO s'est également proposée, à la requête des États membres de laCSRP, à appuyer la mise en œuvre technique des nouvelles initiatives comme pour le SCS (Suivi Contrôle etSurveillance) et l'aménagement.

Mesdames, Messieurs,

Cette session extraordinaire revêt une importance particulière, en ce sens qu'elle ouvre des nouvellesopportunités pour la CSRP en matière d'aménagement des ressources halieutiques et de la gouvernance despêcheries. La FAO est disposée à vous accompagner dans ce processus y compris le renforcement de vosorganes de décisions.

Comme vous le savez, la FAO à travers le Programme de Coopération Technique a entamé une réflexiondans ce sens avec les représentants des organes permanents de la CSRP. Les propositions faites dans le cadre dece programme s'inscrivent pleinement dans cette préoccupation de redynamisation et qu'elles s'inspirentlargement du fonctionnement de la plupart des institutions internationales qui agissent dans le domaine despêches.

Enfin, l'intervention de la Banque Mondiale ouvre de nouvelles perspectives pour la CSRP et je suis certainet vous saurez saisir cette nouvelle opportunité pour approfondir et consolider la coopération en matièred'exploitation durable de vos ressources.

A OPENING CEREMONY

The nineteenth Extraordinary Session of the Coordinating Committee of the Sub-RegionalFisheries Commission (SRFC) was held in Dakar, Senegal, from 23 to 25 October 2007. AllMember States were present at this important meeting as well as representatives of the WorldBank, of the African Development Bank, of FAO, the European Union, the German andFrench Cooperation, and of USAID. The list of participants is attached as Annex 1.

The opening ceremony was presided by His Excellency Mr. Souleymane NDéné NDIAYE,Secretary of State, Minister of Maritime Economy of the Republic of Senegal.

Mr. KANE Ciré Amadou, Permanent Secretary of the SRFC, welcomed the participants,stressing the trust placed by the partners who helped to organize this session, in particular theWorld Bank and the German Cooperation.

In his address (see Annex 4), Mr Cirilo VIEIRA, Director of the Industrial Fisheries ofGuinea-Bissau, and President of the Coordinating Committee of the SRFC, thanked all theparticipants and mentioned the positive development in the number and diversity ofpartnerships of the SRFC, and the responsibilities imparted to its various organs during thisperiod so crucial for the organization.

In his opening speech (see Annex 3), His Excellency Mr. Souleymane NDéné NDIAYE,Secretary of State, Minister of Maritime Economy, first welcomed all the participants andwished them a pleasant stay in Senegal. After briefly recalling the achievements in the area ofsub-regional fisheries cooperation, he identified the many challenges that still need to beaddressed to ensure the good performance of the SRFC and its organs. This includes amongothers the importance of selecting and retaining competent personnel. He stressed the impactof illegal, unreported and unregulated fishing on the resources and the national economies. Assuch, he has appealed to Member States to fully engage in the fight against this activity, andin this context urged the Member States to regulate their contributions to the SRFC. Hethanked the donors for their support, and declared open the current Extraordinary Session ofthe Coordinating Committee of the SRFC.

B PRESENTATION AND ADOPTION OF THE AGENDA AND ORGANIZATION OFWORK

Mr. Cirilo VIEIRA introduced the draft agenda, which unanimously was adopted by theMember States (see Annex 2).

C DELIBERATIONS OF THE COORDINATING COMMITTEE

Point 1 Presentation of the status of current and future projects of theSRFC

With respect to point 1 of the agenda all current and future projects were presented in acomprehensive way in a technical note (see Annex 5).

Regarding the West African Regional Fisheries Project (WARP), to be funded by the WorldBank, the main events since the workshop in Dakar in April 2007 were:

endorsement of the concept paper of the project by the GEF focal points in five states(Cape Verde, Guinea, Mauritania, Senegal and Ghana) ;

a request submitted by the Government of Liberia to the SRFC to be associated withthe project;

a proposed timetable prepared by the Permanent Secretariat; introduction of a note by the WB concerning the main steps of the project preparation.

Following these exchanges, the participants agreed on the establishment of an ad hoc workinggroup responsible for finalizing the request to the Global Environment Facility (GEF) duringthe current meeting. The report of this ad hoc group (Annex 8) covers the following subjects:

the methodology and the reference documents; the composition of the working groups during the preparation phase; the preparation steps at national and regional level.

It was agreed that the SRFC, in collaboration with the World Bank, shall finalize thedocument for requesting the preparation funds, which shall also comprise a detailed workschedule, the budget, and the terms of reference of the working groups.

The report was approved by the Coordinating Committee, which has made the followingrecommendations:

that the national focal points be the members of the SRFC Coordinating Committee; that Liberia should be associated with the project in the same way as Ghana.

It should be noted that during discussions on the project, the donors have expressed their wishto obtain from the SRFC more information regarding the projects with the GEF (CCLME)and UEMOA.

In respect to the project Support to the Management of Fisheries Ressources in West Africa,funded by the German Cooperation, all participants appreciated the concrete achievements inthe field of institutional support to the Permanent Secretariat. They hope that in the future theachievements of the project will be more visible at national level, especially with regard to theimplementation of national and regional registers for fishing vessels. The participants alsosuggested that the synergies with other projects should be strengthened.

Regarding the projects Support for Fisheries Management in West Africa (AGPAO) andMonitoring, Control and Surveillance (MCS), to be funded by the European Union,discussions focused on the requirements for the implementation of the two projects, i. e.:

payment plans by the Member States of the SRFC for the settlement of their arrears tothe SRFC budget;

the implementation of the recommendations of the institutional and financial audit inrespect to strengthening the capacity of financial management at the PermanentSecretariat and SOCU.

In respect to the project Support to co-management initiatives and the integration of MarineProtected Areas (MPA) in the management of fisheries, to be funded by the FrenchCooperation (AFD), the Coordinating Committee was informed of the imminent signing ofthe financing agreement, whereby the beginning of the project is expected for early 2008. Therequirements for the first disbursement are as follows:

the creation of the steering committee, whose composition has yet to be specified, and to put in place at the Permanent Secretariat the necessary conditions for the proper

management of funds.

In respect to the progress of the other ongoing projects, presentations were made on thefollowing projects:

Towards regional policies for a sustainable fishery of small pelagics in North-WestAfrica, funded by the Netherlands,

Strengthening of regional capacities in fisheries management, a project of which thesecond phase will focus on the revision of the Convention on the minimal access, andissues related to international fish trade;

Support to the implementation of the sub-regional action plan for the conservationand management of shark populations.

The Coordinating Committee was informed of the identification of a project to be funded bythe French Cooperation for the establishment of a competitive fund to finance researchprojects in the region. To this end, the Coordinating Committee asked the PermanentSecretariat to prepare a funding request for signature by the President of the Conference of theMinisters.

Point 2 Review and analysis of the report on the institutional andfinancial audit of the SRFC (see technical note in Annex 6.)

After recalling the conditions for carrying out the audit, the Coordinating Committee hasreached a consensus on the following points:

The Committee has approved the recommendation concerning the amendment of theConvention of the SRFC, in particular the establishment of the Summit of Heads ofState and Government, in order to revitalize the institution.

The Committee referred the examination of the draft Deliberation concerning thestrengthening of the sub-regional cooperation to the next ordinary session which is tobe held in Cape Verde.

Members of the Committee provided information on plans for settling the arrears ofcontributions to the budget of the SRFC.

The Committee rejected the recommendation to increase the frequency of ordinarysessions of the Conference of Ministers.

The Committee has confirmed to retain the decentralized unit SOCU in Banjul. The Committee has recommended the recruitment of an External Auditor for

validation of the financial end-of-year report for 2006 before the end of 2007.

The Committee has approved the recommendation for the SRFC to have a policy andnecessary procedures for recruitment which should follow international standards. Italso approved all the recommendations which are to improve the financialmanagement procedures of the institution.

Point 3 Measures to strengthen the organs of the SRFC(see technical note in Annex 7)

The Committee has recommended the confirmation of Mr. Ball to the post of Head of SOCUas soon as the situation of Mr. Jones has been decided. To this end, it has expressed its wishthat the current Chairman of the Conference of Ministers, in collaboration with the PermanentSecretary, will undertake all necessary steps to resolve this issue before the end of this year.

The Committee approved the recommendation to separate the services of accounting andhuman resources management, including the hiring of an accountant.

The Committee has approved the recommendation to separate accounting from the sectiondealing with procurement.

The Committee has recommended the promotion of the current Executive Secretary, to thepost of Administrative Assistant at the Permanent Secretariat.

Point 4 Miscellaneous

Following information provided to the Committee by the Permanent Secretary regarding thestrengthening of the relations with UEMOA, the Committee recommends to the Conferenceof Ministers to mandate the Permanent Secretary to continue these efforts with the aim toconclude as soon as possible the signing of a Memorandum of Understanding.

The Committee has congratulated the Permanent Secretary and the personnel of thePermanent Secretariat on the progress achieved in the preparation of the meeting.

D Closing ceremony

After reading the vote of thanks to the host country on behalf of all participants by the currentChairman of the Committee, he thanked the partners, especially the World Bank, the Germanand French Cooperation for their willingness to cooperate. Upon this he declared thenineteenth extraordinary session closed.
