heard via skype. (I was previously overseas and was not aware this was possible).

This submission opposes the placement of the proposed Outstanding Natural Landscape (ONL) boundary line on LOT 36 DP 323886
The positioning of the proposed PC114 ONL line on this site will compromise theability to develop this residential site. The section was was purchased withthe intent to build a residential property and the placement of the ONL throughthe middle of the section as currently proposed will compromise the ability todevelop approximately 60% of this residential section - which has already beendeveloped as part of an approved subdivision.

Note to person making submission - If you are making a submission to the Environmental Protection Authority, you should use form 16B. If you are a person who could gain an advantage in trade competition through the submission, your right to make a submission may be limited by clause 6 (4) of Part 1 of Schedule of the Resource Management Act 1991.
The placement of the ONL through the middle of the section will clearlycompromise, discourage and/or prohibit development of the site. This will have a significantly detrimental effect on the ability to develop (i.e build on) the site and negatively impact the value of the property. Retrospectiveimplementation of this plan on private property which has already been approved for residential purposes (within existing planning constraints) effectively imposes additional unforeseen constraints on development that may prevent future development of the site.
In summary, the ONL line positioning (as proposed) for this site compromises the ability to develop the property and will negatively impact the value of the property.
Relocate the proposed ONL line on LOT 36 DP323886 to the southern boundary of the lot.
The proposed ONL runs through the middle of the section discouraging development on a significant portion (over 50%) of the section. This clearly compromises development on the site - which is already compromised due to terrain. Furthermore, the site had already been cleared, during subdivision development, calling into question the legitimacy of the ONL categorization on this site.
Move the position of the proposed ONL line on LOT 36 DP323886 to the southern boundary of this site

My sincere apologies I realise I have missed the deadline for submissions by 24 hours. I thought this email
had gone, but found it sitting in my out box this afternoon. I was working off a mobile t stick internet
connection as I was in Christchurch for business and it seems that it had not succeeded in sending the
message.
I very much hope you will consider our submission as the Ross Family and Rukuwai Family Trust own
significant land holdings in the centre of Parua Bay and the District Plan has direct impact on our
properties.
NB: the online submission form showed an error message so we had to copy and paste the
template/format into a Word document and then save it as a PDF.

My submission is:
· The Rukuwai Family Trust, Anne and Mervyn Charitable Trust, Jennifer Ross, Murdoch Ross
and family are significant landholders in the Parua Bay Village area and as such we wish to
maintain a close dialogue with Council as the draft provisions are developed further towards
proposed status. We look forward to that further engagement.
· Ross Charitable Trust Fields are indicated as being Rural Village. This is incorrect as these
fields where gifted to the community for recreational and charitable purposes by the Annie
and Mervyn Ross Charitable Trust. They cannot be developed under Rural Village
Environment and therefore should be designated as open space for public use. This open
space is currently used as sports fields for the Parua Bay community, and accordingly should
be zoned ‘Open Space’ to fit the existing character and land use. It is noted on the zoning
map that there are inconsistencies in zoning of the land between the Parua Bay community
centre and the Parua Bay Garage.
· Residential expansion in Parua Bay is inevitable. As guardians of the land the District Plan is
set to identify, maintain and where appropriate protect the existing character. Therefore it is
important to manage development as nodes or clusters in order to ensure the existing
character of the Rural Production Environment. For these reasons we feel the land between
the community centre and the gas station as far back as the play centre be designated Rural
Village Environment, to cluster urban development and ensure adjacent Rural Production
Environment character is maintained.
· Rukuwai Family Trust owns property to the Eastern side of Pataua South Road from opposite
the Whangarei Heads cross roads. In this latest iteration of the District Plan this land has
been zoned Rural Production. This is clearly incorrect and should be Rural Village or Rural
Village Centre.
· This land should be zoned Rural Village or Rural Village Centre as it is set between two
existing residential dwellings (one a bed and breakfast). Therefore ‘rural character’ of a Rural
Production zone is not met. As you approach this land coming into Parua Bay along
Whangarei Heads Road it is evident that this land should be Rural Village or Rural Village
Centre. This is due to the number of dwellings already built around it.
· Further to this point, land on the south western side of Kiteone Road off Whangarei Heads
Road, is zoned rural village. In the interests of consistency we recommend that the Ross
Land on the other side of the Heads road be zoned rural village too.
· This land parcel is also too small for a significant income to be made off the land through
agricultural means. Therefore we wish to have the option of subdivision in the future as
Parua Bay Village develops, allowing opportunity to meet future growth needs.
· Parua Bay’s population is growing now at approximately 3% per annum and has been clearly
identified in a number of WDC strategic planning documents as a future coastal growth node
for the Whangarei Heads area including the Whangarei District Growth Strategy 30/50, the
WDC Coastal Management Strategy 2003, and the Urban Form Options Report that
supported the previous Proposed Plan Change 92.
· It seems Parua Bay has not been effectively analyzed in terms of existing land use, future
growth and the community’s needs and development areas. We recommend and strongly
advocate for a Structure and Concept planning process to capture the qualitative
characteristics that local residents living in or using village environment value. Community
consultation will also aid in this process, allowing best results with thoughtful analysis for
residents of this community.
State the decision you wish Council to make to ensure the issues you raise can be dealt with:
· Ross Charitable Trust Fields behind the community centre to be changed from Rural Village
to Open Space as per there existing use. This seems like a mapping oversight on the part of
WDC.
· Rukuwai Family Trust land on the eastern side of Whangarei Heads Road after the Pataua
South Bridge on the approach to Whangarei is changed from Rural Production to Rural
Village to fit the existing character of residential dwellings in this environment.
· Specifically the land parcel between the Parua Bay Bed and Breakfast stretching north east
to Lamb Road is re zoned Rural Village to fit the adjacent land use character.
· Land on the south western side of Kiteone Road off Whangarei Heads Road, is zoned rural
village. In the interests of consistency we recommend that the Ross Land on the other side
of the Heads road be zoned rural village too
· The land in the ownership of Murdoch Ross between Parua Bay Community Centre and
Lamb Road as far back as the Pukekoe Play Centre is changed from Rural Production to Rural
Village Centre. Again this seems like an oversight by WDC as it is located in the centre of
Parua Bay and offers an opportunity to enhance amenity value of Parua Bay. There is also
opportunity to create linear open space walkways through the wetland area in this land
parcel.
· Overall we recommend that Whangarei District Council seeks to further analyse Parua Bay
as a future growth node through Structure and Concept plans and further community
consultation to ensure Parua Bay as a great destination and place to call home.
