1. Introduction

Since 2007, helmet wearing among motorcycle riders and passengers has been made

mandatory.[1] In April 2010, Prime Minister signed an amendment to Resolution 32,

Decree 34/2010/ND-CP. All drivers and passengers on motorcycles from the age of six

must wear a helmet properly under penalty of a fine from 20 May 2010. Adults carrying

children without a helmet or without it properly buckled will be fined 100,000 – 200,000

VND.[2] Following the regulation, helmet use among motorcycle riders and passengers

improved significantly, from around 40% before the regulation to approximately 90% in

2010.[3-7] Helmet has been found to be as one of the most important measures to prevent

head injury in motorcycle crashes. Evidence from many studies indicates that the death

rate and incidence of lethal head injury have decreased among helmet riders compared

with those non-helmeted motorcyclists. Besides, f rom four higher quality studies

helmets were estimated to reduce the risk of death by 42% (OR 0.58, 95% CI 0.50 to

0.68) and from six higher quality studies helmets were estimated to reduce the risk of

head injury by 69% (OR 0.31, 95% CI 0.25 to 0.38).[8]

In spite of the improvement in the helmet use, quality of the helmet appears to be another

issue in controlling road traffic injuries in Vietnam. In April 2008, the Viet Nam

Consumer Safety Association found that approximately 80% of the helmets on the market

did not meet national standards. In November 2008, Viet Nam revised its national helmet

standards to address this widespread market infiltration of substandard helmets. In

particular, revisions were intended to strengthen the quality assurance and inspection of

helmets to insure they met national standards.

2. Objectives

• To estimate the situation of helmets being used by motorcycle riders including

the types, styles and quality,

• To assess the quality of “qualified” labeled helmet in circulation,

• To identify issues and recommendations for the assurance and control of

helmet quality in circulation.

3. Method

3.1. Location

The study was implemented in Hanoi and in three RS10 project provinces including Bac

Giang, Ha Nam and Ninh Binh.

3.2. Time

The study was conducted from July to December 2011.

3.3. Study design and implementation

a) Exchange survey (helmet exchange component)

This component employed a cross sectional design based on the sample of the road side

study in the research project collaborated with Johns Hopkins University and World

Health Organization Vietnam. The study was conducted in 3 RS10 project provinces

including Bac Giang, Ha Nam and Ninh Binh provinces. The sample size in this

component was based on the one for road side survey on road safety knowledge and

drink-drive. In that survey, the sample size in each city/province is estimated by the

following formulae:

Using SSize 2.0 software, a WHO software to calculate sample size for health studies,

with an alpha of 0.05 (z21- α/2 = 1.96), the anticipated proportion of alcohol uses in the

male population of Vietnam of 45% (p = 0.45), an absolute precision of 7%. Rounding up

the estimate, the final sample size was about 200 motorcyclists in each province.

Motorcyclists were asked to exchange their helmet with a new and qualified one. All

exchanged helmets (used helmets) were then tested for quality in a certified laboratory,

The Vietnam Safety Products and Equipment Company Laboratory. Helmets were made

blind and uniquely coded before taking into the lab for testing by dark paint on the label

and brand. In addition to collecting used helmet from participants, they were also

administered a pre-design questionnaires including questions on the helmet such as type,

brand, time of use, location bought the helmet, questions on demographic information

and knowledge on road safety.

b) Quality of “qualified” labeled helmet (market survey component)

The cross sectional design was used in this component. According to the Directorate for

standards, metrology and quality (STAMEQ), as of May 2011, there have been 444

helmets from approximately 80 manufacturers qualified for the national standard QCVN

2:2008/BKHCN. This list of 444 helmets was used as sampling frame for this component

of the study. The sample size determination was based on the formula to estimate a

proportion for simple random sampling. In this case, a proportion to be estimated is the

proportion of unqualified helmet among “qualified” labeled helmets.

with an alpha of 0.05 (z21- α/2 = 1.96), the anticipated proportion of unqualified helmet (P

= 0.8, the proportion estimated by Viet Nam Consumer Safety Association in 2008), the

relative precision (ε = 10%) and the population size (N = 444), the minimum sample

required was 80.

Helmets selected into this component were selected by systematic random strategy from

the STAMEQ list (Appendix 1). Exact series name and manufacturer of selected helmet

were used to buy from helmet vendors in Hanoi. Since the STAMEQ list included all

helmets that had met the quality, there were also ones which were no longer in

circulation. Helmets which were not available were replaced by the next one on the

STAMEQ list. These new helmets were then tested on impact protection at The Vietnam

Safety Products and Equipment Company Laboratory. Similar to exchanged helmets,

these new ones were also coded and blinded before taking into the lab for testing by dark

paint on the label and brand,

4. Results

4.1. Exchange survey

Overall, there were a total of 582 motorcyclists participated and exchanged their helmet

in this study. Specifically, the number of recruitment was 193 in Bac Giang, 192 in Ha

Nam and 197 in Ninh Binh. In all three provinces, majority of participants was in the age

group of 18-29 years old and 30-39 years old (69.9% in Bac Giang, 75% in Ha Nam and

63.4% in Ninh Binh). On the other hand, age groups with lowest proportions were

younger than 18 years old and more than 60 years old. In terms of gender distribution,

male motorcyclists accounted for larger proportions in all three provinces. This was

55.4% in Bac Giang, 62.0% in Ha Nam and 68% in Ninh Binh. These were all higher

than the gender structure in the population. According to the national census in 2009,

males represented 49.6% of the population in Bac Giang, 48.8% in Ha Nam and 49.7% in

Ninh Binh.

Regarding educational level, most participants had completed high school. Those

completed college or higher was also relatively high in Bac Giang and Ninh Binh. For

example, the proportions of participants completed college and higher was 36.0% in Ninh

Binh and 30.1% in Bac Giang. However, this was only 18.8% in Ha Nam. In terms of

occupation, most participants were office workers and self-employed (over 52.0% in Bac

Giang and Ninh Binh and nearly 40.0% in Ha Nam). Others included students, self-

employed, housewives, retired and unemployed.

Table 4.2 shows participants’ frequency of motorcycle use, years of driving and having

driving licenses. Generally, majority of them used their motorcycles on a daily basis in all

three provinces (91.2% in Bac Giang, 93.8 in Ha Nam and 93.4 in Ninh Binh). There

were a few people using motorcycles 1-3 times a week (under 8.5%). In terms of driving

experience, less than 30% of participants have been riding for less than 5 years. The

proportions of riding 6-10 years and more than 10 years were 44.6% and 26.9%

respectively in Bac Giang; 41.7% and 29.2% respectively in Ha Nam; and 35.0% and

45.2% in Ninh Binh. Looking at the driving license ownership, more than 90% of

participants have already got their license. In which, the largest proportion was in Bac

Giang (97.9%), followed by Ninh Binh (95.4%) and lowest in Ha Nam (90.6%).

Characteristics of exchanged helmet are presented in Table 4.3. The most common type

of helmet in use was tropical (over 65.0% in all three provinces). In addition to the

tropical type, it is important to note that the cap style helmet was also common. It was the

type with the second largest proportion, 14.5% in Bac Giang, 16.1% in Ha Nam and

15.2% in Ninh Binh. However, the difference among province was not statistically

significant (p=0.91). Other types include half-head/open face and full face, whose

proportions were less than 10% in all three provinces. Regarding the age of helmet,

around 50% of participants reported that they have used their helmet for 1-3 years.

Specifically, proportion of 1-3 year old helmets was 64.2% in Bac Giang, 52.6% in Ha

Nam and 49.7% in Ninh Binh. The proportion of participants reported that they have used

their helmet for more than 3 years was relatively high, particularly in Ha Nam (30.7%)

and in Ninh Binh (37.6%). When asking on the buying price of the helmet, generally,

about 95% of participants provided the price range. Helmets bought in the price range of

50-100 thousand VND were the most prevalent, 61.1% in Ninh Binh, 54.2% in Ha Nam

and 39.1% in Ninh Binh. The proportions of participants buying their helmet at the price

of less than 50 thousand VND was highest in Bac Giang (20.2%), followed by Ninh Binh

(16.8%) and lowest in Ha Nam (13.0%). Regarding the place where they got their

helmets, indoor shop was the most place. It was 64.2% in Bac Giang, 56.8% in Ha Nam

and 63.5% in Ninh Binh.

Responding to the question on the primary reason for wearing a helmet, nearly 48.0% of

participant in Bac Giang and Ha Nam reported that it was to avoid police’s penalty.

These figures was statistically significantly higher than that in Ninh Binh province

(34.5%, p<0.01). There were also large proportion of participants reported the primary

reason as to protect their head. Specifically, it was 52.3% in Bac Giang, 49.5% people in

Ha Nam and 60.9% people in Ninh Binh. These figures were not statistically significantly

different among provinces.

The difference in proportions of types of helmet used among age groups in three provinces is illustrated in Figure 4.1. In all three

provinces, tropical helmet was the most common type used by all age groups. They were used by more than 50% of participants in all

age groups in all three provinces. Cap style helmet was generally used by all age groups. However, the trend by age varies

significantly among provinces. In Bac Giang, cap style helmet use statistically significantly decreased with age (p<0.05). In Ha Nam,

however, the trend was not clear and in fact, proportions among age groups were not statistically significantly (p=0.515). In Ninh

Binh, there was statistically significant difference in the proportions among age groups (p<0.01). While it was also highest in the less

than 29 year old group, the proportion was lowest among 30-49 year old group, not the 50 year old and older group.

Comparisons of proportions of types of helmet used by males and females in three provinces are illustrated in Figure 4.2. It can be

seen that for both males and females, tropical helmet was the most common type. It was used by more than 70% of females and more

than 60% of males in all three provinces. Regarding the half-head/ open face helmet, it appears to be more commonly used by males.

However, it was statistically significant in Ninh Binh (pBG=0.21, pHN=0.44, pNB<0.05). Cap style helmet was generally used by both

males and females. In Bac Giang, the proportions among females was statistically significantly higher than that among males

(p<0.01). In Ha Nam and Ninh Binh, females also had higher proportions, however, they were not statistically significant (pHN=0.62,

pNB=0.86).

Figure 4.3 shows the proportions of type of helmet by motorcycle use frequency in three provinces. In Ha Nam, there was little

variation in the type of helmet used between two major motorcycle use frequency categories, namely daily and 1-3 times per week. In

Bac Giang and Ninh Binh, daily riders used tropical helmet more commonly than 1-3 time-per week riders on the one hand, but used

cap style helmet less commonly on the other hand. However, these differences were not statistically significant (In Bac Giang:

ptropical=0.07, pcap=0.62; In Ninh Binh, ptropical=0.74, pcap=0.68).

Analyses of type of helmet used by riding experience in three provinces are illustrated in Figure 4.4. Generally, all four types of

helmet were used by all riding experience categories, with largest proportion of tropical helmet, followed by cap style, then half-

head/open face and full face. In all three provinces, the proportions of cap style helmet was highest among least experienced riders

(less than 5 years of motorcycle riding), more than 20%. These proportions seems to decreased with years of riding, particularly Bac

Giang and Ninh Binh. However, the trend was statistically significant only in Bac Giang, but not in Ha Nam (p=0.22) nor Ninh Binh

(p=0.22).

Figure 4.5 shows the proportion of helmet types by helmet price in three provinces. It can be seen that the most common helmet type,

tropical helmet, had been bought at all price ranges from less than 50,000 VND to more than 200,000 VND. On the other hand, cap

style helmet cap style helmet had been bought at all price range of less than 200,000 VND. Moreover, it accounted for the largest

proportion all price range of less than 50,000 VND in all three provinces. For instance, in the less than 50,000 VND helmet group, the

proportion was more than 60% in Bac Giang, more than 40% in Ha Nam and more than 30% in Ninh Binh.

Figure 4.6 illustrates the type of helmet by buying place in three provinces. Regarding the two most common buying places, indoor

shop and street vendor, tropical helmets had been more likely bought from indoor shop while cap style ones had been more likely

bought from street vendor. However, the trend for tropical helmets was statistically significant in Bac Giang (p<0.01), but not

significant in Ha Nam (p=0.70) and Ninh Binh (0=0.84). Regarding the trend for cap style helmets, it was also statistically significant

in Bac Giang (p<0.001) and in Ninh Binh (p<0.01), but not in Ha Nam (p=0.99).

Helmet types by primary reason of wearing helmet in three provinces are presented in Figure 4.7. In all three provinces, there were

little variations in the proportions of using tropical helmet among reasons for avoiding penalty, avoiding dust/ wind/ sun shine or for

protecting their head. However, it is important to note that there were participants reported their use of cap style helmet for protecting

their head. For instance, among this primary reason group, the proportion of using cap helmet was almost 10% in Bac Giang and

around 15% in Ha Nam and also nearly 15% in Ninh Binh

Table 4.3 shows the results of the standard quality tests for actual exchanged helmets

from 581 participants. Tests conducted include those on required parts, weight, size and

protection area and impact absorption. The overall result was considered as qualified if a

helmet passed all individual tests. According to the QCVN2-2008/BKHCN, the national

technical regulation on protective helmets for motorcycle and moped users, a helmet

should have all necessary parts as required, including shell, foam liner and the retention

system. Once having all required parts, the helmet is weighed and it should be in an

appropriate range in accordance with its size. Then, the coverage of protected area was

measured and impact absorption test was done. A helmet is considered qualified if it

meets the minimum requirements for all standards. Impact test could not be done for cap

or other helmets that did not have a foam liner as it would cause substantial damage to

the testing equipment. A helmet without a foam liner does not meet the criteria of

necessary parts and neither would it pass the impact testing so absence was recorded as

an instant failure. Some other cap helmets (with foam liner) underwent the impact test,

with standard drop height.

It can be seen from the table that, overall more than 80% of exchanged helmets passed

the first test (82.9% in Bac Giang, 78.5% in Ha Nam and 80.2% in Ninh Binh). In terms

of size and protection area tests, 89.0% of helmets met this qualification. Specifically, it

was 86.0% in Bac Giang, 89.0% in Ha Nam and 91.9% in Ninh Binh. Regarding the

weight test, the proportions of helmets passing this test were slightly lower than the

previous one. It was 78.2% in Bac Giang, 80.1% in Ha Nam and 80.9% in Ninh Binh.

The most obvious change was the result on impact absorption test, only 19.7% helmets in

Bac Giang, 20.4% in Ha Nam and 16.8% in Ninh Binh passed. As a results, these were

also the proportions of helmets meeting the minimum standards. Statistical tests for in

quality (specific criteria and overall quality) across provinces did not show any

significant difference. All p-values were greater than 0.05 (pparts=0.94, psize=0.88,

pweight=0.91, pimpact=0.72 and poverall=0.72).

Figure 4.8 and 4.9 show the proportions of helmets qualified for specific tests and overall

quality by helmet type in three provinces. For tropical helmets, in all three provinces,

more than 90% met the required-part, size and protection area and weight tests. However,

about 25%, which was also the proportion of qualified ones, met the impact absorption

test (24.1% in Bac Giang, 25.2% in Ha Nam and 18.6% in Ninh Binh, p=0.547). For half-

head and open face helmet, despite very high proportions (more than 80%) passing the

required-part, size and protection area and weight tests, the proportions passing the

impact absorption test was 7.1% in Bac Giang, 0.0% in Ha Nam and 14.1% in Ninh Binh

(p=0.29). For full face helmets, most of them also pass the first three tests, but only

16.7% in Bac Giang, 25.0% in Ha Nam and 50% in Ninh Binh (p=0.602). For cap style

helmets, their proportions passing all four tests were similarly low, including the impact

absorption test (3.6% in Bac Giang, 9.7% in Ha Nam and 0.0% in Ninh Binh, p=0.21).

That is, across provinces, there was no statistically significant difference in the

proportions of qualified tropical, half-head/ open face, full face and cap style helmets.

price groups in three provinces are shown in Table 4.4. For all tests, these numbers and

proportions increase with helmet price. In other words, the proportions of qualified

helmets were higher in the more expensive ones. In Bac Giang, among helmets at the

price of more than 50,000 VND, more than 85% passed the first three tests. However, for

helmets at the price of less than 50,000 VND, less than 45% qualified for these tests. For

the impact test, which also implies the overall quality, the proportion of qualified helmets

was 7.7% among those less than 50,000 VND, 24.6% among those 50,000-100,000 VND

and 17.6% among those 100,000-200,000 VND. However, there was no statistically

significant difference in these figures (p=0.15). In Ha Nam and Ninh Binh, on the other

hand, there was also a statistically significant trend of higher proportions of qualified

helmets among those bought at higher price. Specifically, in Ha Nam, the proportion of

qualified helmets was 12.0% among those less than 50,000 VND, 16.5% among those

50,000-100,000 VND and 34.0% among those 100,000-200,000 VND (p<0.05). In Ninh

Binh, this was 6.1% among those less than 50,000 VND, 11.7% among those 50,000-

100,000 VND and 16.9% among those 100,000-200,000 VND, and 53.5% among those

more than 200,000 VND (p<0.001).

Table 4.5 presents numbers and proportions of helmets passing specific tests and overall

quality by helmet buying place in three provinces. Comparing the two most common

buying places, indoor shop and street vendor, it is obvious that the proportions of passing

quality tests were higher among helmets buying from indoor shops than those buying

from street vendors. However, these differences were statistically significant in Bac

Giang for the first 3 tests, but not the impact absorption test and overall quality (p=0.36).

In Ha Nam, all p-values were greater than 0.05. In other words, there was no statistically

significant difference in the proportions of qualified helmet on all quality tests. In Ninh

Binh, on the other hand, difference in the proportions on all quality tests except the one

on weight were statistically significant.

4.2. Market survey

This section provides the results of quality tests for helmets in circulation. Systematic

random selection was used to select 80 helmets from STAMEQ list. The list of selected

helmets was then send to helmet vendors. Those helmets no longer in circulation were

replaced by the next one in the STAMEQ list. They were all CR labeled helmets,

indicating they met national standard QCVN2: 2008/BKHCN. For the objectivity of the

lab tests, all stamp, label, name and logo of the helmets were blinded by dark paint before

taking to the lab.

Figure 4.10 shows the distribution of newly purchased helmets by type and buying price

range. Most of them were tropical helmets (75.0%), followed by half-head/open face

helmets (12.5%), full face helmets (10.0%) and cap style helmets (2.5%). Regarding the

price, nearly 60.0% of the helmets was bought with prices of less than 200,000 VND, and

only 20.0% of the helmets was bought with the higher prices of between 200,000VND

and 300,000VND and 21.3% helmets with price of over 300,000 VND.

Table 4.6 shows the results of helmet quality tests based on four individual standards

including required parts, weight, size and protection area, impact absorption and overall

quality. Generally, almost all new helmets pass the test on required-part, weight and size

and protection area. However, test result of impact absorption showed that only 46.3% of

these new helmets were qualified. Therefore, for the overall quality, 46.3% of new

helmets was considered as qualified. Looking at the test results by helmet type, the

proportion of passing the impact absorption test was 38.3% among tropical helmets, 60%

among half-head/open face helmet, 100% among full-face helmets and 0% among cap

helmets. With p<0.001, there was a statistically significant difference in the proportions

of qualified helmet across helmet type.

Figure 4.11 shows the percentage of helmets classified as qualified by price. It can be

seen that almost all new helmets off any price passed the tests on required-part, weight,

size and protection area. However, as can be seen in the figure, the proportion of passing

the impact absorption tests was just 25.5% among helmets of less than 200,000 VND,

68.8% among 200,000-300,000 VND helmets and 82.4% among those greater than

300,000 VND. With p<0.0001, the trend of higher proportion of qualified helmets for

higher price one was statistically significant

5. Discussion

5.1. Exchange survey

Tropical helmets accounted for the majority of exchanged helmets in Bac Giang, Ha Nam

and Ninh Binh. There were a few participants using half-head/open face helmets and full

face ones. Why people favored using such types of helmets is associated with the tropical

climate pattern in Vietnam. It is likely that the respondents purchase helmets that are

convenient and keep them cool. Most of the chin cover helmets collected in this study

were used by old people (over 60 years old) while, no one in the age group of 18-29 years

old used this type of helmet. It may be due to young people’s habits and characteristics.

They tend to buy the fashionable and soft helmets like tropical ones. Similarly, the

proportion of the retired people wearing full face helmets and half-head/open face

helmets was higher than that of other occupation groups.

Most participants using motorcycle from one to three times per week wore cap style

helmets. Moreover, years of using cap style helmets were under five years. It is likely

that quality of cap style helmets is low. With regard to helmet price, most of participants

bought tropical helmets with price of between 50,000VND to 100,000VND. Only a few

people buy full face helmets with price of over 200,000VND. Especially, participants

commonly bought cap style helmets with price of under 50,000VND. That can be seen

that people tend to buy helmet with cheap price due to their low income.

About place of buying helmet, most of participants bought helmets from indoor shop and

street vendors. Especially, cap style helmets were commonly bought from street vendors.

It may be shown that people can be easy to find helmets by street vendors. Regarding

reasons for buying helmet, majority of people considered that wearing tropical helmets is

to avoid penalty and dust. Moreover, participants also aware the effect of helmet’s

protection. For cap style helmets, people supposed that using this type of helmet only is

to to avoid penalty and dust. They do not think about the effect of helmet to protect their

head in case of accident.

The result of helmet quality test of exchanged helmets based on some specific standards

such as required parts, weight and size measurement and protection area was relatively

good in three provinces. However, the result of impact absorption test and overall

qualification was still low (under 21.0% of helmets passing helmet quality test). This can

be explained that only over 40.0% of the exchanged helmets were verified to be meet the

national technical standards. Moreover, the biases resulting from the collection of used

helmets at selected petrol stations are inevitable. The local people might exchange their

old and poor quality helmets with the new ones. Consequently, the result of helmet

quality test could be negatively affected.

The low percentage of qualified helmets implicated high risk of injury in case of a crash.

The poor impact absorption of a helmet may not protect the wearer’s head. As a result,

the helmet cannot reduce the consequences of a collision related to the head in the event

of a crash. Moreover, the status of using cap helmet without foam liner was still observed

in three provinces (over 10.0%). This can be due to participants’ poor knowledge of

helmet quality standards and the lack of strict control from market control agencies in

three provinces. It is undeniable that cap helmets are fashionable; therefore, young people

prefer it. A variety of cap helmets with the cheap prices are increasingly sold in the

market 1. Consequently, although these helmets did not meet national standards, they

were widely used in three provinces. Similar to the result of helmet observation in

February 2011 in Binh Duong, Da Nang and Yen Bai, wearing cap helmets among adults

accounted for a lower percentage. Generally, the quality of exchanged helmets was poor.

The result of helmet quality test shows that cap style helmet is the worst quality on

criteria of required part, weight, size and protection area and impact absorption. Tropical

helmets has good result of helmet quality test of required part, weight, size and protection

area. But under 30.0% tropical helmets passed test of impact absorption. In comparison

with tropical helmets, there was more full face helmet passed test of impact absorption

(accounting for 50.0%). It can be due to its hard design.

With regard to helmet with cheap price (under 50,000VND), the proportion of the helmet

passing test of required part and impact absorption was so low. Meanwhile, proportion of

helmet with price of over 200,000VND passing test of required part, size and protection

area and impact absorption was better than those with lower price. It can be shown that

the quality of cheap helmet was so poor. Regarding helmets which were sold by street

vendors, the result of test on required part, weight, size and protection area and impact

absorption was worse than that among helmet which were sold in shop.

5.2. Market survey

Among 80 newly purchased helmets which were randomly collected from the list of

helmets confirmed to meet the national technical standards, nearly 100% of the selected

helmets passed some of the specific standards such as required parts, weight and size

measurement and protection area. However, only nearly 50.0% of newly bought helmets

passed the impact absorption test and overall qualification, indicating a serious problem

related to the quality of helmets sold in market. The low percentage of helmets surviving

the helmet quality test may be due to the lack of helmet quality control. According to Ho

Chi Minh Market control office, helmets have been sold to people with low prices of

about 25,000 to 35,000 thousand VND, which may not ensure their protection capacity. It

is estimated that over 80% of helmets sold in market are not qualified2.

Low price helmets (under 200,000 VND) that met the quality test constituted a lower

percentage than those sold at higher prices. Helmets sold at over 300,000 VND passed

the quality test much more than those at cheaper prices. The full face helmets’ quality

was much better than other types of helmet such as half-head/open face helmets, tropical

ones and cap style ones. It can be due to the fact that a full face helmets are designed to

secure the helmets around the head and hold the lower jaw firmly in place to reduce the

possibility of injury during impact.

6. Conclusion and recommendation

6.1. Conclusion

In the study, 582 people in three provinces of Bac Giang, Ha Nam and Ninh Binh were

recruited for the study. Most people used tropical helmets in three provinces, especially

in the age group of over 60 years old (100.0% in both Bac Giang and Ha Nam province).

Over 60.0% of officer, housewives, students and the unemployed wore tropical helmets.

Participants who used motorcycles daily most commonly wore tropical helmets in three

provinces (65.2% in Ninh Binh; 76.7% in Bac Giang and 72.8% in Ha Nam). Regarding

helmet prices of under 50,000 VND, in Bac Giang and Ha Nam, over 30.0% of people

wearing tropical helmets used this type of helmet. Most respondents used tropical

helmets with price of between 50,000VND and 100,000VND and helmet price of over

200,000VND.

In Bac Giang province, 193 helmets were exchanged. Over 82.0% of the tested helmets

passed the test of required parts, weight, size and protection area. Only 19.7% of the

helmets passed the impact absorption test and overall qualification. In Ha Nam province,

191 helmets were exchanged. Many helmets passed the test of required parts, weight, size

and protection area (78.5%, 100.0% and 90.0%, respectively). Only 20.4% of helmets

passed the test of impact absorption test and overall qualification. In Ninh Binh, 197

helmets were exchanged. Over 80.0% of the tested helmets passed the test of required

parts, weight and size and protection area. Only 16.8% of the helmets passed the impact

absorption test and overall qualification.

Moreover, 80 newly bought helmets were tested. Nearly 100.0% of these helmets survive

the test of required parts, weight and size and protection area. Only 46.3% of them passed

the impact absorption test. Most of new helmets with any helmet prices passed the test

of weight and size and protection area and required part.. Only 25.5% of the helmets with

low prices (under 200,000VND) passed the two tests, Those with higher prices between

200,000 and 300,000VND and over 300,000VND passed the test with much higher

percentage (68.8% and 82.4%, respectively). 100% of tropical helmets passed three test

of required part, size and protection area and overall. Meanwhile, the percentage of new

helmets passed test of impact absorption and overall was about 40.0%. Especially, 100%

of cap style helmet passed the test of required part, size and protection area and weight

whereas, there was not any new cap helmets passed the test of impact absorption and

overall

6.2. Recommendation

− There should be increased enforcement quality control for helmets in circulation,

not only those without CR labels but also those already qualified by STAMEQ.

− The community should be provided more information on the risk and

consequences of head injuries associated with motorcycle crashes. So that, the

primary reason for helmet use is not just to avoid police penalty.

− The community should be aware of the uncertainty of the protection capacity of

the cap style helmet, which seems to become more and more common.
