English Language Centre

Dear Student,This handbook has been prepared to brief you on the structure of the English Language Programs, the facilities available at this Centre, the rules and regulations you have to be aware of and where to go when you need help.

Dear Students, Welcome to the English Language Centreat Al Musanna College of Technology.

Once you enter the Language Centre, you will be immersed in an English speaking environment. You will be encouraged to study hard and use every opportunity to practice the English language and improve your study skills. The English Language Centre will provide you with the facilities which promote independent learning. During the day, you will have some free time. We recommend that you use this time for your benefit in the Self-Access Centre, Multimedia Labs, and the TV Room.The English Language Centre is open from Sunday to Thursday from 8 p.m to 4 p.m. Apart from your regular classes, you will be able to meet your English teachers during their office hours and participate in extra-curricular activities. In order to become a successful student, first of all, you need to become autonomous learners and devote more time to self-study.

We wish you success in your studies and your future careers!

ELC ProfileWhat Should You Know about the English Language Centre (ELC)? This college was established in 1993 to train and qualify Omani youth to occupy various positions in the labour market to participate in the expansion of the national economy. The programmes offered by the Centre are planned and designed in order to keep up with the latest developments in the field of technical education and to equip Omani nationals with up-to-date knowledge and education for a diverse national economy.

ELC FACILITIESSelf-Access Centre (SAC) The Self-Access Centre, or the SAC, as the name suggests, is a place where students are free to access, i.e., to choose and use the books, magazines and newspapers according to their interests. In books, magazines and newspapers according to their interests. In other words, it is a place where students work independently in order to improve their English language proficiency.

Multimedia Labs The ELC has two multimedia computer labs. Each lab is equipped with 25 workstations that are connected to the Internet. The labs are used for classroom lessons or individual access.

Keyboard Skills Labs IT courses are conducted within the Keyboard Skills Labs.

TV Room The TV Room is equipped with 40 TV screens, DVD players and headphones to be used by both classes and individual students for self-study. This lab also doubles as a listening lab with a variety of audio lessons available.

Cafeteria The Male Cafeteria is open from 8:00 a.m. to 4:00 p.m. daily. The Female Cafeteria is open from 8:00 a.m. to 4:00 p.m. daily.

Clinic A nurse will be available for initial consultation, first aid and minor health problems. He/she will direct you to the appropriate clinic for conditions which require special attention. The Clinic is open from 8.00 a.m. to 2.00 p.m. during normal working days. It is located on the ground floor, next to the Students Affairs Centre, in the ELC building

ADMISSION AND PROGRESSIONAll registered students are eligible to enter the Programme. The students are required to take an English placement test:

Student Progression Prior to enrollment in the specialization, the student has to spend a year in the foundation program, where he/she will study the English language, Mathematics and Information Technology, for the purpose of providing the student with the basic knowledge, developing his/her skills and preparing him/her to follow college programs. The foundation year comprises four semesters. In case the student fails in any of the semesters, they will have the opportunity of repeating only one semester.

1. The student moves from the foundation program to the specialization program after passing the English Level Exit Exam of level 4, Math and Information Technology. 2. A student is suspended from the college in the case of failing twice in the English language foundation program.3. A suspended student, who failed in the foundation program at the colleges of technologies, will be readmitted within a maximum of one year from the start of their suspension provided that he/she passes the level 4 exit exam.

THE ASSESSMENT SYSTEM The English Language Centre applies the following assessment system for the Foundation Programme.

ENGLISH PROGRAMME To pass a level, you must pass both the Level Exit Exam and the Accumulative Grade (AG). The pass grade is 50%. Accumulative = LEE (50) + CA (50) = 100If a student fails the CA but passes both the LEE and the AG, s/he is given a PASS grade. If a student passes the CA but fails the LEE and the AG, s/he is given a FAIL grade.

Grading Scale The Level Accumulative Grade is represented as a letter grade, and results or each level are announced accordingly. This table reflects the Level Accumulative Grade:

The assessment process incorporates a variety or assessment methods. All language skills are assessed through formative and summative assessment. If a student fails the Final Exam, he/she can appeal to have the exam reevaluated. Appeals within three days of the announcement of exam results. During the four levels of the Foundation Year, students may repeat one of the four levels only once. If they repeat a level and later fail another level, they will be asked to leave the program.

MATH & IT COMPONENTS

Foundation students should be aware of the following important points regarding the Math & IT courses that they will be studying: 1- If a student fails in any of the above courses, s/he has to re-study that course. 2- If a student fails for the second time, s/he can take the Re-sit Exam only once. 3- If a student fails in the Re-sit Exam, s/he will be suspended for one semester only. 4- After the suspension period, a student can be re-activated upon his request, and s/he has to pass the Exit Exam. Otherwise, s/he will be dismissed from the College.5- A student has to pass ALL the courses mentioned above, or s/he cannot proceed to First Year Diploma. High-Flyer students also have to pass the Exit Exam for all the mentioned courses, or they cannot proceed to First Year Diploma.

Moving to Specializations1. At the end of Level 4 of the Foundation Program, the students should be categorized into one of the three study programs based on their performance and given cut-o� scores for each program (see table above).2. During the course of study, students are entitled to upgrade to a higher study

program if they attain the required Academic IELTS band (5 for Bachelor & 4.5 for Advanced Diploma) or its equivalent TOEFL iBT providing that other college requirements are met. Institutional in-house TOEFL will not be accepted as it is not international. 3. Newly admitted students with IELTS band 5 or TOEFL iBT are eligible to skip the Foundation Program if they meet the requirements of Foundation Math & IT. Accordingly, they are eligible to study the bachelor program if they meet other College requirements. 4. Similarly, newly admitted students with IELTS band 4.5 or equivalent TOEFL iBT are eligible to skip the Foundation Program if they meet the requirements of Foundation Math & IT. Accordingly, they are permitted to study the Advanced Diploma program if they meet other College requirements.5. High-Flyers students who score 76+ on the Placement Test are eligible to sit for the High-Flyer Exit Exam and based on the cut-o� score achieved (see the above table) they will be categorized into one of the three study programs. 6. High-Flyers Students who score less than 50 on the High-Flyer Exit Exam are required to study Level 4.

Attendance System The English Language Centre applies the following attendance system:

AttendanceAttendance of all classes is obligatory. A student is terminated from the English Language Centre if s/he does not show up for two consecutive weeks without an acceptable reason.

Warning lettersWarning notices are issued according to the following criteria: First Warning is issued if a student’s absence reaches 5% of the total number of English Language Programme hours per semester. Second Warning is issued if a student’s absence reaches 10% of the total number of English Language Programme hours per semester. A student will be debarred form the Final Examination if his/her absence reaches 15% of the total number of English Language Program hours per semester. If a student gets the 15% warning (debarred) he/she should attend classes regularly. If he/she continue being absent for two continuous weeks, he/she will be dismissed.

Excused sick leaveIf a student is absent due to illness they must produce a sick-leave certificate including an official Ministry of Health seal. In the case of the death of an immediate family member (father, mother, grandfather, grandmother, uncle, aunt, brother or sister), students are allowed no more than three days off. On returning to the college, they must bring a letter from the Sheikh and endorsed by the "Wali", or a death certificate. The student must then take this document to be endorsed by Student Affairs and the HoC. A sick-leave note from a private clinic or a doctor’s office without a Ministry of Health seal is not acceptable. A sick-leave certificate must be submitted to the student affairs within three days of its issue. Late sick leave certificates will not be accepted.

LatenessFor morning classes beginning at 8:00 a.m., any arrival after 8:10 is considered late. If a student is late 3 times to a morning class, they will be marked absent for 1 class period. For all other classes, if a student arrives after the scheduled time for the class, they will be marked absent for 1 class period.

ELC POLICIESLevel Repeat and Dismissal PolicyEach student is allowed to repeat only once during the course of study at the English Language Centre. That is, if a student fails the Elementary Level, s/he is allowed to repeat that level. If s/he fails another time OR fails another level, s/he will be dismissed from the English Language Centre. PostponementStudents can apply for postponement of their studies provided they have a valid reason accepted by the Centre and the Student Affairs Department. Relevant forms can be collected from Student Affairs or online. Procedures for Postponement of StudyApplication for study postponement will be accepted for genuine cases from the beginning of the semester and before the commencement of the second progress test.Fill in the application form for the postponement of study in the Student Affairs Department or online. Get the approval of the Director of the English Language Center.Note: Submitting the postponement form does not mean it is approved, so the student should attend classes until he/she gets the final approval from Student Affairs Department. Procedures for Withdrawing from the CollegeFill in the application form for withdrawal from the College in the Student Affairs Department or online.Return your books to the ELC and get the clearance signatures of the SAC coordinator and the Director of the English Language Center. Then get clearance of the main Library Coordinator.Finally, go to Student Affairs Department.Appeal Policy (Exams & General)Exams Appeal: If a student fails a level, s/he has the right to appeal but this should be done within 3 days from the date of publishing the results. General Appeal: If a student has complained of any academic problems related to his studies at the Foundation level, s/he can report them to the ELC Director or the HoS’s. Relevant forms can be collected from the Student Affairs office.

ELC POLICIESMissed Exams and QuizzesStudents who fail to attend a section of an examination or the whole of it will be permitted, at the discretion of the ELC management, to sit for that examination or part of that examination at another time provided that evidence is provided by the student of a valid excuse accepted by the Centre.

PlagiarismPlagiarism denotes the submission of the unacknowledged work of another as a student’s own work. Such work may originate from another student or another person and will include material taken without appropriate acknowledgment from printed and electronic sources, including the Internet. Plagiarised work submitted by the student will receive a zero.

CheatingCheating denotes the attempt by a student to copy from unauthorized sources. Such sources may be the examination paper of another student, a dictionary of any variety or a note or paper concealed on the student’s person or item of stationery. Students caught cheating will receive a zero, and may fail the course or be expelled from the Programme. It should be noted that the report of the invigilator in such instances will be taken as final.

Conduct and DisciplineLearning Commitment The students will undertake to follow a code of study and behavioural practice which, when coupled with the College and staff commitments, will enable them to achieve their maximum potential. The Code of Behaviour, which the student will be expected to observe, is as follows: To treat all members of the college staff with respect, consideration and politeness To avoid damage to or misuse of all buildings, equipment and fittings To attend classes according to the timetable To make every effort to meet the deadlines set for submitted work To read and follow all safety instructions provided in all premises of the college To wear the national dress according to Islamic requirements To keep mobile phones off in the classrooms, SAC, MMCs, TV Room, Not to smoke within the college Not to have food or drinks in classrooms, SAC, MMCs, TV Room, Not to disrupt the smooth administration of any examination, either individually or in association with others

College Exam PolicyGuidelines for Student taking the Examination (ADM-QA-SOP-01)The students must adhere to the following guidelines: Students should bring their college ID card with photo or national card. Students should be inside the examination hall 15 minutes before the start of the examination.Students are not allowed to enter the examination hall 30 minutes after the exam starts. Students should attend to their personal matters (i.e. going to the toilet) prior to the examination. They are not allowed to go out during examination except if they are finished. Students are not permitted to use the mobile phone in the examination hall, They must be switched off. Students should bring their own pen, pencil, calculator, drawing kit etc. Exchanging or sharing of these resources is not permitted. Students should write their exam using pen or pencil. Students can bring small water bottle to the examination hall. Advanced scientific calculator is not allowed inside the examination hall. Dictionary or any translator devices are not allowed inside the examination hall. Copying or cheating or malpractices of any kind are strictly prohibited. Violations will be immediately reported to higher authorities and serious actions will be taken according to the ‘Article 80, Bylaws of Colleges of Technology’ (see below), issued by Ministry of Manpower, Sultanate of Oman.

Article 80 In case an accusation of cheating during an examination is proved, the student will fail the course where cheating occurred, in addition to depriving him/her from studying for the following semester. If an accusation of cheating in examinations is proved for the second time, the student will be dismissed from the college.

Coming late for examsComing late for examsIf a student comes late more than 30 minutes and enters the exam without the center administration’s permission, the center’s administration has the right to get him or her out of the exam hall and he or she will be given zero for the whole exam

Visiting TeachersStudents are to visit teachers during scheduled office hours. Students visiting of scheduled hours may be asked to leave the teacher’s room or cubicle. Students should meet with their teachers individually and not in groups.

TextbooksAt the beginning of every semester students receive textbooks from their group tutors. A student may receive original textbooks or photocopies, depending on availability.Original TextbooksIf the student was issued original (not photocopied) textbooks and they are lost or damaged, the student will be required to purchase new copies and will be given the name of a Muscat bookshop where the replacement books may be purchased. Students are not allowed to write in original books. Each student must return all original books at the end of each semester or their final results will not be released. Photocopied TextbooksPhotocopied books are not returned at the end of the semester. However, students are required to bind all photocopied books. This can be done for minimal cost outside off campus.

Health & SafetyThe responsibility for student safety and that of others in the College lies with the student. Therefore, students have to consider the following: Students should read and follow all safety instructions in the college premises. Students’ conduct must not endanger any other person. If students suffer from any disability, they should inform their tutor.Stairways and fire exits must be kept clear at all times. Do not use any equipment without getting permission. Students should use students’ parking areas and observe all relevant signs. Students should keep their college, classrooms and labs clean.

Electricity Failure PolicyIGuidelines for Electricity Failure (ADM-QA-SOP-06)This guideline will establish clear procedures during electricity failure either due to an external or internal cause. The procedures shall be implemented to protect the safety of the students, staff and visitors in the college. It also applies to all machines and equipment in operation which must be properly managed at the time of electricity failure.

Procedures: Classrooms, Workshops, Labs and officesIn the case of an electricity failure, lecturers and students have to remain in their classroom for 30 minutes and the lesson or activity has to be continued. If electricity has not restored, the room temperature is unbearable and the rooms are dim, the class should be dismissed for that period. The students are then asked to return for the next scheduled class in case the power has restored. If there is still electricity failure in the next class, the same procedure in # 1 is followed. If the power has not returned, the students are dismissed for the rest of the day upon decision made by the management.
