INTRODUCTION

While quality assurance schemes for food and agriculture are constantly growing in number, the overall volume of agricultural production covered by schemes regulated at European level remains small. The European Parliament initiative aimed to analyse existing schemes and identify the different approaches that can be taken in the future to ensure that a greater share of agricultural production is covered, and that farmers producing to higher standards retain a fair share of the added value.

The objective of this study is the creation of an inventory as exhaustive as possible of existing food quality assurance scheme (FQAS) within the EU25. For the purposes of this study, FQAS were defined as schemes implying a voluntary participation and enabling stakeholders involved in the food chain to claim that products or processes fulfil defined quality requirements. FQAS include the category of schemes known as “quality management systems” or “within-chain standards’, sometimes known as “liability schemes”, as well as those schemes that explicitly aim to segment the final product market by differentiating the product(s) covered under this schemes, using labelling or branding to signal specific quality attributes to consumers. Given the purpose of the study, European Union Quality Systems (PDO, PGI, TSG) are excluded, because data are already available and well organised.

The first part of this report provides a detailed description of the means and methods used for both the identification of schemes and the collection of data. The second part is dedicated to the "Structured inventory of existing food quality assurance schemes within the EU-25".

I. METHODOLOGICAL APPROACH

Identification of initial list of Schemes:

The following steps were undertaken for the identification of an initial list of schemes: 1. Pre-screening of the previous deliverables of the Food Quality Project 2. As the previous deliverables referred to specific schemes for specific countries,

they were supplemented by other information sources available to the partners 3. The other sources were identified through desk based research (including web

based research, report/ publications review, leaflets, etc) for the countries in question.

4. An initial list of schemes was identified (almost 330 schemes) after the completion of the desk research which ended up to 386 schemes after the completion of the data collection phase.

Finalisation of the list and validation of results to be included in the inventory:

Each of the team members was responsible for contacting and interviewing representatives of relevant agencies, organisations, associations, food authorised organisations at local, regional or national level, owners and users of schemes, accreditation and certification bodies, etc. Through these activities, the team members were able to validate the collected information (The respective list of organisations and people contacted is presented as Annex 2). Grouping/Classification of the schemes listed in the inventory:

The final set of criteria for the classification selected was:

1. Proposer typology (type of the scheme owner) 2. Focus of the scheme 3. Main target of the scheme ( final beneficiary / user of the scheme) 4. Food supply chain level of the scheme ( part of the food supply chain the

scheme refers to) 5. Products/ processes covered by the scheme 6. Benchmarking (whether there are schemes accepted as being equivalent) and

mutual recognition (whether there are schemes with similar characteristics that could be used instead of this scheme

Each of the above scheme categories are grouped in one excel table. Then, using filters for each category we combine them with specific variables:

1. Proposer typology 2. Focus of the scheme 3. Main target of the scheme 4. Food supply level of the scheme 5. Products and processes covered 6. Origin of the scheme (National/ Regional/European/ International) 7. Country of origin of the scheme

In order to be able to produce comparable results for the information gathered, for the above entries, the answers were classified in specific categorisations, giving specific options that allowed quantitative as well as qualitative analysis.

The options provided for the above 7 variables were discussed and decided in collaboration with an expert in database development and analysis and are the following:

1The principal aim was to evaluate "Quality" and "Safety". However, as the data collection had to depend on the declaration of the scheme owners and most of them describe their focus "food quality and safety", at the end it was not possible to differ and this terminology has been appeared in the final inventory.

ANNEX 2: VALIDATION

Validation process per country

Austria: the completed information for Austria was sent to the Austrian Federal Ministry of Agriculture, Forestry, Environment and Water Management, the Quality Austria Organisation, and KWI Consultants. The Ministry has promised to contact us to discuss the data while Quality Austria Organisation did not respond to our request. KWI Quality Consultants reviewed positively the data gathered for Austria. Belgium: we have sent the data collected to VLAM after having contacted them on the phone (as most schemes are controlled by VLAM). Cyprus: for Cyprus all schemes are similar as the ones applied in Greece. Mr Tsimilis from the Ministry of Commerce, Industry and Tourism reviewed positively the list of schemes. Czech Republic: The list of schemes has been validated with the schemes’ owners along with the Academy of Sciences of Czech Republic (responsible team member for Czech Republic). Denmark: the data was validated by the following persons and organisations:
