1. PREQUALIFICATION APPLICATION

1.1 INTRODUCTION

1.1.1 Qatar Rail issues this Prequalification Document (PQD) to Applicants interested in bidding for the Services described in this PQD.

1.1.2 An Applicant is any company submitting a prequalification application, either on its own or as part of a joint venture or consortium.

1.1.3 The PQD consists of parts 1, 2 and 3 and should be read in conjunction with any addendum issued by Qatar Rail, where:

a) Part 1 Prequalification Application states the procedures that must be followed and information to be provided by Applicants.

b) Part 2 Briefing Document describes the services required and provides background information on the project.

c) Part 3 Prequalification Forms includes the forms and attachments that must be submitted by the Applicant.

1.1.4 Qatar Rail accepts no responsibility for the completeness of the PQD and its addenda unless obtained directly from Qatar Rail.

1.1.5 The Applicant is expected to examine all instructions, forms, and terms in the PQD and to furnish all information or documentation required by the PQD.

1.1.6 At any time prior to the deadline for submission of applications, Qatar Rail may amend the PQD by issuing addenda.

1.1.7 Any addendum issued shall be part of the PQD and shall be communicated in writing to all who have obtained the PQD from Qatar Rail.

1.1.8 To give prospective Applicants reasonable time to take an addendum into account in preparing their applications, Qatar Rail may, at its discretion, extend the deadline for the submission of applications.

1.1.9 The Applicant shall bear all costs associated with the preparation and submission of its application. Qatar Rail will not be responsible or liable for those costs, regardless of the conduct or outcome of the prequalification process.

1.1.10 The application as well as all correspondence and documents relating to the prequalification exchanged by the Applicant and Qatar Rail, shall be written in the English language. Supporting documents and printed literature that are part of the application may be in another language, provided they are accompanied by an accurate translation of the relevant passages in the English language, in which case, for purposes of interpretation of the application, the English translation shall govern.

1.2 GENERAL INSTRUCTIONS

COMMUNICATION WITH QATAR RAIL

1.2.1 A prospective Applicant requiring any clarification of the PQD shall contact Qatar Rail via the designated contact email address: [email protected]. All communications with Qatar Rail for this prequalification will use this email address, Qatar Rail will not respond to communication sent to any other email address.

1.2.2 Qatar Rail will respond in writing to any request for clarification provided that such request is received no later than 1200 noon local Qatar time on Thursday, 28 February 2019.

1.2.3 Qatar Rail shall forward copies of its response to all applicants who have acquired the PQD directly from Qatar Rail including clarification questions raised by Applicants without identifying them explicitly.

1.2.4 Applicants should use the following table when submitting queries to Qatar Rail.

SUBMISSION

1.2.5 The Applicant shall prepare one original of the documents comprising the application and clearly mark it “ORIGINAL”. The original of the application shall be signed by a person duly authorized to sign on behalf of the Applicant.

1.2.6 The Applicant shall submit two copies of the signed original application and clearly mark them “COPY 1 of 2” and “COPY 2 of 2”. In the event of any discrepancy between the original and the copies, the original shall prevail.

1.2.7 The prequalification application hard copy documents shall be submitted to Qatar Rail in lever arch files with the front and the spine clearly marked with:

1.2.8 The original, two hard copies, and one electronic copy (on a CD or Flash Drive and in Adobe Acrobat Reader “.pdf” as well as “Source” Format) shall be submitted by hand or by courier to Qatar Rail at the following address:

1.2.9 The application must be enclosed in a sealed envelope clearly marked:

1.2.10 The closing date for submitting the prequalification application is Thursday, 21 March 2019, no later than 12:00 noon local Qatar time (GMT +03:00).

1.2.11 Qatar Rail will accept no responsibility for not processing any envelope that was not marked as required.

1.2.12 Qatar Rail reserves the right to accept or reject applications received after the deadline for submission.

EVALUATION

1.2.13 To assist in the evaluation of applications, Qatar Rail may, at its discretion, ask any Applicant for a clarification of its application which shall be submitted within a stated reasonable period of time. Any request for clarification and all associated responses shall be in writing.

1.2.14 If an Applicant does not provide clarifications of the information requested by the date and time set in Qatar Rail’s request for clarification, its application may be rejected.

1.2.15 Qatar Rail may reject any application which is not responsive to the requirements of this PQD.

1.2.16 The submitted prequalification information will be used by Qatar Rail in determining the suitability of the Applicant to perform the services described in Part 2 of this PQD.

1.2.17 An Applicant will not be prequalified unless, in the judgment of Qatar Rail, the said Applicant has demonstrated the required capacity, capability, experience and financial stability sufficient to successfully execute the Services safely and to acceptable technical and quality standards.

1.2.18 Only the information submitted as part of the prequalification application or in any interview pursuant to Section 1.2.19 may be considered in the evaluation of an Applicant.

1.2.19 Qatar Rail reserves the right to interview any Applicant. Any travel expenses or other costs associated with such an interview shall be at the Applicant’s own account.

1.2.20 Qatar Rail will notify all Applicants of the outcome of the prequalification process. Only Applicants that have been successfully prequalified by Qatar Rail will be invited to participate in the next stage of this procurement process, namely the tender process. Future tender documents will only be made available to those Applicants whose qualifications are considered acceptable to Qatar Rail in its sole judgment and discretion.

1.2.21 The decision of Qatar Rail will be final. By submitting an application, the Applicant agrees to be bound by this decision and shall not seek to challenge or overturn any such decision.

1.3 APPLICANT ELIGIBILITY

1.3.1 Applicants shall have no conflict of interest. Applicants shall disclose any situation of actual or potential conflict that may impact on their capacity to serve the best interest of Qatar Rail, or that may reasonably be perceived as having this effect. Failure to disclose said situations may lead to rejection of the application, tender, or eventual termination of the Contract.

1.3.2 An Applicant shall submit only one application in the same prequalification process, either individually as an Applicant or as a member of a Joint Venture (JV) or Consortium. No Applicant can be a subcontractor while submitting an application individually or as a member of a JV/Consortium in the same prequalification process.

1.3.3 In the case of a JV/Consortium (i) all members of the JV/Consortium are to be jointly and severally liable, and (ii) there shall be no limit on the number of members, and (iii) the JV/Consortium shall nominate a representative who shall have the authority to conduct all business for and on behalf of any and all the members of the JV/Consortium during the prequalification and bidding process and, in the event the JV/Consortium is awarded the Contract, during Contract execution.

1.3.4 Where an Applicant is a JV/Consortium, Qatar Rail reserves the right to prequalify all, some or none of the members of the JV/Consortium.

1.4 QUALIFICATION CRITERIA AND REQUIREMENTS

1.4.1 In the case of a JV/Consortium, the requirements listed in this section shall be assessed against the experience and qualifications of all members combined.

MANDATORY REQUIREMENT

1.4.2 The Applicant should demonstrate meeting the mandatory requirement through completing Form F Experience.

1.4.3 The Applicant shall have at least ten (10) years' experience in the preventive and corrective maintenance and repairs of civil asset structures.

RECOMMENDED REQUIREMENTS

1.4.4 The Applicant shall demonstrate meeting each of the following requirements (1.4.5 to 1.4.7) through providing relevant case studies of similar projects, (within the last 10 years), which clearly demonstrate the Applicant’s credentials.

1.4.5 The Applicant shall have the capacity to mobilise within 24 hours to execute emergency repairs works on the Qatar Rail civil asset structures. For other civil asset maintenance and minor civil, MEP and architectural finishes works the Applicant shall have the capacity to mobilise at short notice in compliance to the timeframes specified in the call-off mechanism and to Qatar Rail requirements.

1.4.6 The Applicants shall be able to demonstrate their ability and experience to carry out engineering, design, coordination, supervision, permitting and 3rd party approvals required for the execution of the works or as required by Qatar Rail. The Applicant shall have experience in structural design and assessment to international standards such as EN 1992 and EN1993.

1.4.7 The Applicant shall have the evidence of well-developed Quality assurance systems including defect rectification, commissioning and handover procedures

as well as established Health, Safety and Risk management processes and procedures.

1.4.8 The Applicant shall have experience working within operational environment. Experience in rail operational environment will be an advantage.

PRIOR CONTRACT PERFORMANCE

1.4.9 The Applicant shall complete Form D Historical Contract Non-Performance.

1.4.10 Based on all information on fully settled disputes or litigation, the Applicant should demonstrate that an instance of non-performance of a contract did not occur within the last five (5) years prior to the deadline for application submission. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the applicant have been exhausted.

1.4.11 The Applicant should demonstrate that all pending litigation shall in total not represent more than ten (10) per cent of the Applicant's net worth, assuming that all pending litigation is treated as resolved against the Applicant.

FINANCIAL PERFORMANCE

1.4.12 The Applicant should demonstrate the current robustness of their financial position and its prospective long term profitability through completing Form E Financial Standing.

1.5 APPLICATION SUBMISSION

1.5.1 The forms attached to this PQD shall be completed by each Applicant who wishes to be prequalified.

1.5.2 Prequalification applications that include forms that are not filled out completely and/or not submitted in the prescribed format may not be considered. It is important that the Applicants prequalification responses are structured strictly in accordance with the prequalification application numbering and format.

1.5.3 Applicants must answer all questions. Where a question is not applicable, the Applicant shall use “N/A” and provide an explanation if the reason for non-applicability is not readily evident.

1.5.4 The application must include an executive summary. The executive summary should be no more than 5 A4 pages highlighting the Applicant’s key offer in response to the PQD.

1.5.5 A page limit for the submission has been set at: 50 A4 pages, and this limit must be adhered to. Font smaller than 10 point shall not be used. Each side of a page shall count as one page.

JOINT VENTURE / CONSORTIUM

1.5.6 In the case of a JV/Consortium, all members in the JV/Consortium shall respond to all questions. The JV/Consortium shall designate one of the members as Lead Member, through whom any correspondence between the JV/Consortium and Qatar Rail will be channelled.

1.5.7 All JV/Consortium submissions shall be collated by the Lead Member into a single, coordinated document, using the same format and layout as those found in the PQD.

1.5.8 Applications submitted by a JV/Consortium must meet the following requirements:

a) All JV/Consortium members shall respond to all the questions in the appropriate sections, using each separate form. All responses must be collated under the relevant section headings into a single, combined submission;

b) All JV/Consortium members must submit the complete documentation, or portions applicable thereto, as though required of a company applying for individual prequalification; and

c) An application from a JV/Consortium must confirm that, if the JV/Consortium is successful, the resulting contract would be signed so as to be legally binding joint and severally on all members in the JV/Consortium.

2. BRIEFING DOCUMENT

2.1 DISCLAIMER

2.1.1 The Briefing Document is issued to provide potential Applicants with information on the Civil Asset Maintenance, Emergency Repairs and Miscellaneous Minor Works for Asset Enhancement, including a brief on the railway network. The Briefing Document will not form part of any future tender or contract and, whilst the information in the Briefing Document has been prepared in good faith, it does not purport to be comprehensive or to have been independently verified.

2.1.2 Qatar Rail makes no representation, warranty or undertaking in respect of the accuracy of the information provided. Qatar Rail does not accept any responsibility for the fairness, accuracy or completeness of the information provided and shall not be liable for any loss or damage arising as a result of reliance on the information provided in the Briefing Document or otherwise or on any subsequent communication. Additionally, Qatar Rail has no responsibility to update the Briefing Document for events and circumstances occurring after this date.

2.1.3 Qatar Rail reserves the right to contract for services in a manner that differs from that described in the Briefing Document and may, at its sole discretion, add, remove or amend the scope of services described in this Briefing Document.

2.2 PROJECT OVERVIEW

2.2.1 The Doha Metro is Qatar Rail’s most prominent project. Phase 1 of the Doha Metro is comprised of three lines (Red, Gold and Green) and 37 stations. The Doha Metro is expected to open to the public by 1st Quarter of 2020. The ridership is targeted to grow to approximately 495,000 per day by 2024.

2.2.2 The Lusail Tram will service the city of Lusail, just north of Doha. The Lusail Tram will connect with the Doha Metro at the northern end of the Red Line. The Lusail Tram is comprised of three lines and 25 stations, and is expected to open to the public by 2020.

2.2.3 The Doha Metro and Lusail Tram civil assets comprise, but not limited, to the following:

2.2.3.1 Load-bearing asset or structure, including:

a) The reinforced concrete tunnel segments of bored tunnel structures;

b) The reinforced concrete walls of cut-and-cover tunnel structures;

c) Bridge and viaduct structures;

d) Load bearing walls, columns, beams and other structural components of stations and buildings;

e) Concrete waterproofing; and

f) Retaining walls.

2.2.3.2 Specifically, the term “Civil Assets” means the following:

a) all the Network stations;

b) depot buildings;

c) stabling yards;

d) bridges

e) tunnels;

f) viaducts;

g) power substations;

h) staff accommodation;

i) offices;

j) ancillary buildings;

k) car parks; and

l) structures (including entrance pods and footbridges) and associated roadways and embankments.

2.2.3.3 Internal and external architectural features described as “Building Fabric” and “MEP” are excluded from civil structures.

2.3 SCOPE OF WORK

2.3.1 Civil Asset Maintenance and Emergency Repairs

2.3.1.1 The works comprise preventative and corrective maintenance to civil and structural assets to ensure the structural capacity is maintained, and the design life is achieved. Preventative works will be as per the construction Operation and Maintenance Manual and include:

a) Periodic cleaning; and

b) Periodic re-application of protective coatings.

2.3.1.2 Corrective maintenance activities are varied in nature depending on the causation but will include first an assessment of the reduced load bearing capacity, and the necessary corrective action to restore the design capacity. The methodology should take due cognisance of the requirement to maintain availability for the ongoing support of railway operations and to minimise the impact to the service. Such corrective actions may include:

a) Dewatering;

b) Underpinning;

c) Tunnel ring drilling and grouting;

d) Tunnel ring pinning;

e) Reapplication of waterproofing;

f) Concrete removal and application of anti-oxidant to corroded steel reinforcement;

g) Crack injection;

h) Crack grouting and sealing; and

i) Stitching.

2.3.1.3 These works may require engineering, design, supervision, permitting and 3rd party approvals for the execution of the works and or as required by Qatar Rail.

2.3.1.4 The scope of works also includes but not limited to the following activities:

a) Repair of water seepage in underground structures.

b) Repair of pre and post-stressing elements.

c) Graffiti removal.

d) Removal of vegetation and repair of resulting damage to concrete.

e) Repair of spalled concrete.

f) Steel structures corrosion treatment and painting.

g) Repair of concrete subject to carbonation, chloride, alkali-silica and other chemical reactions.

h) Repair of grout.

i) Repair of zinc coating to steel elements.

j) Bridge bearing replacement.

k) Flooding mitigation, dewatering and repairs.

l) Architectural finishes and MEP repairs due to 3rd party damage or force major events.

2.3.2 Miscellaneous Minor Works for Asset Enhancement

2.3.2.1 The scope of works includes but not limited to the following:

a) Improvement to architectural finishes such as flooring, ceiling, handrails, doors, windows, etc..

b) Enhancement of impaired wayfinding instalments such as tactiles.

c) Improvement to MEP equipment such as additional and/or change in lighting fixtures.

d) The scope includes any engineering, design, supervision, permitting and 3rd party approvals required for the execution of the works.

2.3.3 Contract principles

2.3.3.1 The General Conditions of the Contract will include, but not limited to:

a) Framework Agreement with call-off mechanism.

b) Priced list of typical Civil Assets maintenance activities and priced schedule of rates for labour, plant/equipment and materials.

c) The duration of the Agreement will be three (3) years with an option for Qatar Rail to extend for two (2) additional years.

d) Payment link to the completion of each call-off order to the satisfaction of the Qatar Rail.

e) Parent Company Guarantee to be provided, where applicable.

f) Performance Bond (Bank Guarantee) to be provided.

g) Local content requirements.

2.4 LOCAL PARTICIPATION

2.4.1 It is the objective of Qatar Rail to drive local industry participation and knowledge transfer as part of their response.

2.4.2 During the tender process bidders will be required to propose their Local Industry Participation Plan and all related information, including the list of services that are to be supplied as Qatari industry local content.

2.4.3 Bids will be assessed on the value these plans will provide to Qatar therefore bidders are encouraged to deliver world-class local content proposals which show a clear and measurable enhancement of Qatari industry and skills.

2.5 PQD TIMELINE
