1. a) Develop and implement a WMO Secretariat pilot QMS for the Applications of Meteorology Services Program to achieve certification of compliance with the ISO 9001:2008 Quality Management Standard.

• Conduct appropriate ISO 9001 Demystifying training for all appropriate staff

• Develop and publish a Quality Manual

• Perform as appropriate, internal audits to prepare the Program for external audit and certification of compliance with the ISO 9001:2008 Quality Management Standard.

• Develop terms of reference, required qualifications and competencies as well as selection criteria for volunteer WMO QM Team Expert / Lead Auditor positions that would be sourced from Members

• Ask for expressions of interest from Members already operating mature QMS’s

• “Recruit volunteers“ from Members based on their clearly demonstrated ability to meet the selection criteria

Overarching Framework Aspects

QMS for met-ocean services for international maritime navigation

• Definition of user/costumer requirements (IMO recommendation) – establishment of an IMO/WMO World-wide Met-ocean Information and Warning Service (Rec. 8.3/1 (JCOMM-III))

• BoM (Australia) and Météo-France initiated the process to implement QMS for met-ocean services (pilot projects). The process will be documented with a view to facilitating and expanding QMS implementation (Rec. 11/1 (JCOMM-III)

• JCOMM-III (Nov 2009) appointed an Activity Leader on Quality Management as member of its Management Committee (Res. 14.4/1 (JCOMM-III)

• JCOMM Expert Teams and Groups are reviewing WMO Technical and Regulatory Publications to be compliant with ISO standards

• A Training Workshop (to METAREA coordinators) on Quality Management Systems for Marine Meteorological Services for international maritime navigation, is planned to be held in Melbourne, Australia, in April 2010.

Aim of WIGOS

In accordance with Cg-XV Res. 32 and WMO Quality Policy:

To embrace QMF & the development, use & maintenance of the relevant WMO technical regulations to ensure that:

• observations, records & reports on weather, water, climate & the natural environment are of documented quality for international exchange through the WMO coordinated systems & relevant joint standards with other international organizations;

• the best possible products and services are delivered to end users; and

• based on agreed-upon quality assurance and quality control standards, with the goals of developing & implementing an integrated quality management system that delivers reliable & timely data streams with adequate quality control and relevant metadata

WMO Quality Management Framework:

NMHSs were requested to:

• Ensure quality control of on-site observations and

• ensure the traceability of measurements to recognized world standards approved for the

use of WMO Members.

Responsibility of owners of observing systems

• Ensure quality control at point of observation generations & document the quality

• Provide all relevant metadata in accordance with WMO regulatory material

• Implement quality management systems (QMS) at all points of their observing system (i.e. planning, installation, operations, maintenance, inspection, field testing, calibration, training, data processing, dissemination, management, archiving; performance monitoring, evaluation, feedback & follow-up actions)

• Implement relevant observing system interoperability & data compatibility arrangements

QMS and Climatology

• Climatology is based on collecting, quality controlling and archiving climate data. The information ultimately provided by climatologists depends on the quality, in terms of accuracy, consistency, timeliness and robustness of these data, and on using methods and tools based on best practices in statistical analysis, climate data Management, climate modeling and predictions

• The processes used in all these activities constitute already an excellent domain where Quality Management (QM) has existing foundations and rational for implementing QMS at NMHs, Regional Climate Centres and Global climate producing centres.

The WMO Commission for Climatology (CCl) has an advisory role for WMO Members in climatology. During its fifteenth session, held in Antalya,Turkey from 19-24 February 2010, the Commission discussed a strategy for implementing QMS to the entire climate products and service process with the aim of continuously documenting the procedures, steps and changes for an improved service.

1) Climate observations including, in-situ and remote sensing measurements;2) Climate data exchange, including time-critical and non real time exchange through WIS;3) Climate data base development and maintenance, including global, regional and national data bases and

homogenized data sets;4) Climate product generation and development, including climate analysis, predictions, climate advisories

and watches; 5) Climate service delivery, user interactions and promotional activities;6) Publications including Guidelines and the Guide to climatological practices;7) Capacity building including educational and training material, curricula as well as e-learning;8) Research and Development

BENEFITS TO MEMBER STATES ...

Although there are many benefits in today’s competitive resource environment (both the public & private sectors) to Certification of compliance with the ISO 9001:2008 Quality Management Standard, the 2 primary ones are as follows:

• It provides a strong “marketing tool” to assist in obtaining the appropriate resource level for NMHSs to enable the ongoing provision of high quality products & services.

• External audit by a 3rd party provides a powerful tool to establish credibility & accountability providing confidence to stakeholders of the quality of products & services

Conclusion:

As part of a new , service oriented & customer-focussed approach to seamless services from now-casting to climate predictions.

WMO could learn from not only the world of business but also from some of its Members that:

(i) Holistic management systems encompass QMS, Risk Management, Safety Management, Transparent Accounting Principles; and

(ii) To be taken seriously by partner organizations, industry & societal/community sectors, we must be able to consistently apply & operate internationally recognized management systems, procedures & practices.
