DESCRIPTION: This project provides for the undergrounding of electrical facilities and the installation of street lighting in conjunction with small undergrounding projects at various locations throughout the City. It also provides refunds to property owners for underground conversions in residential areas.

JUSTIFICATION: This project will enhance the aesthetic quality of the streetscape by removing unsightly utility poles and overhead wires. Undergrounding the utilities will also improve system reliability.

SCHEDULE: This is an ongoing project which is based on small undergrounding projects that are not part of an established underground district.

RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Mobility Element/Power Facilities in that to improve the visual environment of the City through improved streetscapes, conversion of existing overhead to underground facilities will be encouraged.

HISTORY: This project was originally created and received initial funding in FY 1983 as project number 74569. It was segmented into a five-year project in FY 2011 as project number 74480. Starting in FY 2016, the name of this project changed and it became an annual project. This project was created and fully funded in FY 2016.

DESCRIPTION: This project provides for the electrical undergrounding work on La Loma Road between San Rafael Avenue and Arroyo Boulevard necessitated by the La Loma Bridge Rehabilitation project.

JUSTIFICATION: The La Loma Bridge Rehabilitation project requires the transfer of electric loads and the replacement of electrical conduit in the bridge and installation of new underground electrical conduit and vaults in La Loma Road. The new electrical conduit and vault system will provide for future electrical 17kV service to replace existing the 4kV system and provide better reliability and quick service restoration.

SCHEDULE: In FY 2016, construction of electrical undergrounding associated with the La Loma Bridge Rehabilitation project will begin. Construction of underground conduit on La Loma Road between San Rafael Avenue and Arroyo Boulevard to transfer the electric load in connections until the completion of the La Loma Bridge project will also be completed.

RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with Land Use Element Policy 5.7 by implementing development that improves the environment for the public; supporting the distinctiveness of the locality and region as well as the special characteristics of the existing fabric of the site’s immediate surroundings.

HISTORY: This project was created and fully funded in FY 2016.

JUSTIFICATION: Street lights enhance public safety through improved lighting levels. The energy efficient lights will reduce the City's environmental carbon footprint. The energy efficient street lamps have a longer life than other lamps and consume approximately 50 percent less energy. Undergrounding the power facilities improves streetscape aesthetics and system reliability.

SCHEDULE: Design will be completed in FY 2016 and construction of street lighting will be completed in FY 2017 by the Department of Public Works. In addition, electrical design and construction in streets will be completed in FY 2016 by the Department of Water and Power.

RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Mobility Element/Power Facilities in that to improve the visual environment of the City through improved streetscapes, conversion of existing overhead to underground facilities will be encouraged.

SPECIAL CONSIDERATION: On August 12, 2013, City Council approved a transfer of $2.9 million in Undergrond Surtax to the Power Capital Projects Fund. The $2.9 million is part of the total estimated cost of the project, but not calculated in the section summary totals to avoid duplication.

HISTORY: This project was created in FY 1986, received initial funding in FY 2004, and fully funded in FY 2014. This underground district was established in FY 2005. Design of street lighting was completed in FY 2013. Construction of the underground conduit and vault electric system began in FY 2014 and was completed in FY 2015.

Electrical construction in streets is expected to be completed in FY 2017.

RELATIONSHIP TO THE GENERAL PLAN: This project is consistent with the Public Facilities Element Objective 2 by providing more efficient development and utilization of public facilities. In addition, the project is consistent with Public Facilities Element Objective 5 by providing a high level of design quality in all public streets.

HISTORY: This project was created in FY 2007, initially funded in FY 2008, and fully funded in FY 2014. The establishment of the district was completed in FY 2008 and the electric system design was completed in FY 2009. Design of the street lighting was completed in FY 2010 and construction was completed in FY 2014.

HISTORY: This project was created and received initial funding in FY 2004. The underground district was established in FY 2006.

Undergrounding the power facilities improves streetscape aesthetics and system reliability.

SCHEDULE: The establishment of the district and design of the street lighting system and underground factilities is currently on hold pending an agreement between Southern California Edison, Time Warner Cable, and the cities of Sierra Madre and Arcadia.

RELATIONSHIP TO GENERAL PLAN: This project is consistent with the Mobility Element/Power Facilities in that to improve the visual environment of the City through improved streetscapes, conversion of existing overhead to underground facilities will be encouraged.

SPECIAL CONSIDERATIONS: This project will require the cooperation of two other cities since the eastern half of the street is located within the cities of Arcadia and Sierra Madre.

HISTORY: This project was created in FY 1986 and received initial funding in FY 2004.
