• the 2014 Mount Brydges Sewage Annual Report be received as information and filed.

Background: The Certificate of Approval for the Sewage Treatment Plant (STP) requires that an annual report be prepared prior to March 30, 2014 and submitted to the Director of the Ministry of Environment. A copy of this report is attached to this report. In summary, the wastewater treatment plant operated in compliance for the 2014 year except for the following monitoring results:

• Effluent Ammonia for November 2014 of 10.18mg/L exceeded the compliance limit of 5 mg/L.

The non-complaince of ammonia was related to the shaft failure of Rotating Biological Contactor (RBC) #1. Sewage flows were switched to RBC #2 but it did not have biofilm to allow the nitrification of the sewage resulting in an increase in effluent ammonia. The STP has a design capacity of 825 m3/day and had an average day flow of 75 m3/day for the 2014 year. Based on this flow, the plant operated at 9 % of the available capacity and has a current hydraulic reserve capacity of 750 m3/day. Comments: None Consultation: None Financial Implications: None

MOUNT BRYDGES WASTEWATER TREATMENT AND COLLECTION SYSTEM

YEAR 2014 ANNUAL REPORT Overview of the Mount Brydges Sewage Collection/Treatment System The Mount Brydges Sewage Collection System Consists of two pump stations. The main pump station is known as the Mill Road Pump Station and pumps 100 % of the sewage to the treatment plant via 938 m of forcemain. The collection system consists of 7.5 km of sanitary sewer/forcemain ranging in size from 200 mm to 600 mm. The average age of the collection system is 2010. The Mount Brydges Sewage Treatment Plant was constructed in 2011 and reached substantial completion on December 19, 2011. The treatment plant includes Rotating Biological Contactors, Final Clarifiers, Effluent Filtration and UV Disinfection with a with a rated capacity of 825 m3/day. The Sewage Collection/Treatment System currently provides service to 231 connections located in the Mount Brydges Urban Boundary. In accordance with Certificate of Approval Number 7788-8BJRL8, the Municipality of Strathroy-Caradoc is required to prepare any annual report within 90 calendar days of the completion of the calendar year. The following headings correspond with the reporting requirements per the Certificate of Approval:

1. Summary and Interpretation of Monitoring Data (10-6 (a)) Two summary reports have been prepared to document the overall success and adequacy of the sewage treatment program.

a) Table 1: 2014 Daily Flow Report. The average flow for the 2014-year was 75 m3/day. The treatment works is designed for a rated capacity of 825 m3/day, but the design includes provision to expand. The maximum day flow for the 2013-year was 212 m3/day and was experienced during maintenance to a clarifier with the contents being transfer to the treatment plant. The noted maximum day flow is well below the maximum peak design flow for the plant of 1,650 m3/d per the Design Brief. There were also no bypasses experienced at the treatment plant is 2014. The average day flow for all months is below the rated capacity of the treatment plant of 825 m3/day. Appendix A provides detailed flow data for the 2014 year.

Table 2 of this report titled”Mount Brydges Extraneous Flow Monitoring” as detailed on the next page provides a sewage flow comparision with respect to billing flows and precipitation. The Table details a slow increase in sewage flows to the plant and little to no extraneous flows at this point.

b) Table 3: 2014 Summarized Influent/Effluent Parameter Concentrations and Loadings Report.

This table demonstrates that the average BOD, SS, TP, E. Coli and pH all comply with the Certificate of Approval Limits. Appendix B provides detailed monitoring data for the parameters required per the Certificate of Approval. With respect to non-compliance, effluent Ammonia exceeded the limit in November 2014 with a monthly average of 10.18 mg/L. The exceedance was due a failure in the bearing on the active Rotating Biological Contactor (RBC). The back-up RBC was started but did not have the biofilm to establish immediate nitrification.

This report is included in Appendix B under the title “Total Suspended Solids Probe Daily Wastewater Summary”

3. Operating Problems (10.6(c)) It has been noted by the SCADA integrator along with Instrument Technician that bubbles in the sewage effluent are impacting readings on the total solids analyzer and the effluent flow meter. The effluent flow meter appears to read 15 m3/day higher than the flow entering the plant. It has been noted that the effluent solids meter spikes at times based on bubbles coming from the effluent filters. Discussions have taken place with BM Ross in regards to the bubble issue. There is little that can be done to resolve the problem at the moment. It is felt that as flows increase that the retention time in system will be reduced creating less opportunity for air to come out of the water in the filters. During May of 2014, we did experience problems with the Clarier #1 and #2 as they experienced problems with sprocket and pin failures which required staff switch tanks during for repairs. In October, the bearing on the active RBC failed. Staff switched the flow to RBC #2 for treatment and the ammonia for the month of November failed to meet compliance due to lack of biofilm as required for the nitrification process.

At times during the year, problems were noted with the SCADA radio system as it experienced periodic communication failures. It appears that the problem is more noticeable during summer month as it is believed that tree leaves could be impacting signal transmission at times. In late December, the effluent total solids meter showed an increase in solids concentration which was determined to be caused by a loss of set-point at the main pump station causing higher that design flow rates to the plant.

4. Maintenance (10.6(d)) A monthly summary of maintenance for Mount Brydges and Strathroy STP is detailed in a separate report and may be found in Appendix C.

5. Effluent Quality Assurance or Control Measures (10.6(e)) Regular monitoring of the treatment process and on site laboratory testing is performed by the operator to ensure effluent quality. The dissolved oxygen meter is calibrated monthly, the pH meter bi-monthly and the flow sensing devices are calibrated annually. Routine analyses are performed by SGS Lakefield Research Laboratories.

6. Calibration and Maintenance Effluent Monitoring Equipment (10.6(f)) The effluent flow meter was calibrated on February 14th, 2014 by R & R Instrumentation.

7. Efforts/Results achieved in meeting Effluent Objectives (10.6(g)) In 2013, a switch from Alum to Clarion 405 was made which has improved effluent solids results and increased effluent pH values. Staff have also improved the mixing in the channel where the Clarion 405 is added to promote floc formation. In 2014, the biggest challenge was dealing with Clarifier Equipment and an RBC Failure. It is difficult to start a new RBC with no biofilm and expect to achieve compliance. It would be considered in the same lines as plant start-up.

8. Sludge Generated (10.6(h)) Waste activated sludge is discharged into the tank located beneath the RBC. The RBC sludge was pumped out and transported to the Strathroy WPCP on two occasions in 2014 per the following:

• May 7th 50 m3 • October 29th 75 m3

9. Complaints and Actions taken to address Complaints (10.6(i)) The Operation Manual has a detailed procedure in regards to complaint response. In 2014, there were no complaints filed in regards to the Sewage Treatment Plant, Collection System or Sewage Pump Station Operation.

10. Summary of all By-pass, spill or abnormal discharge events (10.6(j)) There were no By-pass, spill or abnormal discharges to the natural environment in 2014.
