Strategy and Finance Officer The Global Center on Adaptation seeks a Strategy and Finance Officer (full time, based in Rotterdam, The Netherlands)

The Global Centre on Adaptation is an international organisation headquartered in the Netherlands with a regional office in Beijing and further offices scheduled to open in Africa, the Americas and South Asia.

We are looking for a motivated and dynamic Strategy and Finance Officer to work as a core team member to drive forward the Global Center on Adaptation’s role as a solutions broker in the field of adaptation action.

The Strategy and Finance Officer will report to Mike Girling, Director of External Affairs, and will work closely with the Senior Advisor, Jaehyang So, as well as staff across the organisation. S/he will sup-port efforts to position the GCA in innovative programmatic responses by working on the conceptual-ization and preparation of business development efforts including trust /grant fund management technical design, writing process, as well as participating in strategic planning within thematic areas. The Strategy and Finance Officer will work closely with the Senior Advisor, who will provide strategic direction and technical advice on the following:

Responsibilities:ꞏ Proactive involvement within the international development industry and proposal management profession to stay abreast of latest developments, innovations, and best practices.

ꞏ Research on relevant frameworks and protocols required to access funding from government, MDBs, and philanthropic sources; managing the process of being gaining and retaining membership of these frameworks.

ꞏ Work with technical leads, country representatives, and other staff to conceptualize and design proposals for new project activities and/or amendments to current projects.

ꞏ Participate in business development planning including technical brainstorming, competitive land scape analysis and “win theme” sessions.

ꞏ Contribute to the drafting process, refinement and implementation of the Business Development strategy, Trust/Grand fund proposals.

ꞏ Coordinate the proposal production process including the bid/no-bid decision phase and developing and implementing proposal schedules.

ꞏ Produce high-quality technical and cost proposals, ensuring successful on-time submission.

ꞏ Play a key role in responding to strategic opportunities, including developing strong and compliant technical annexes for priority bids.

ꞏ Develop quality control processes and GCA-related protocols for proposal development and submission.

ꞏ Prepare information and analysis for Director of Operations and Finance for budget reviews.

ꞏ Support management team on internal post-submission debrief sessions to glean lessons learned.

Desired Qualifications/ Experience:ꞏ Excellent written and oral communications skills

ꞏ Excellent analytical skills, basic spreadsheet analysis, Powerpoint and presentation skills

ꞏ Experience in working with trust funds preferred

ꞏ Masters’ Degree in Finance, international development, environmental science, or a related field

ꞏ Experience with fundraising, public-private partnerships, or corporate ESG
