FOREWORD
The rapidly changing global socio-economic trends have necessitated organizations to re-examine their mandates and reasons for their existence. Livestock sector plays a key role in the growth of our economy as it contributes to food security, employment, wealth creation and provides raw materials for related industries. Kenya is committed to achieving the Sustainable Development Goals (SDGs) and despite challenges experienced in meeting the desired targets, aspires to be a newly-industrializing, middle income country providing a high quality of life to all its citizens in a clean and secure environment by the year 2030. This therefore calls for Kenya Animal Genetic Resources Centre (KAGRC) to re-examine its strategic direction and make the necessary changes in order to improve on performance. This strategic plan will therefore, not only seek to accelerate achievement of the SDGs but will inevitably contribute towards realization of Vision 2030.
In a devolved system of governance as provided for in the Kenya Constitution 2010, focus has shifted to the Counties. In this strategic plan for the period 2018-2022, the Centre plans to continue working closely with the County Governments to revitalize the livestock industry.
Production, conservation and distribution of superior animal genetic resources is critical for development of livestock industry. However, the undertaking is costly as it requires skilled manpower, adequate and sustainable financial resources and expensive equipment and other inputs which are not locally available. KAGRC Board of Directors is committed to enhancing capacity building, financial sustainability and ensuring that the organization attracts and retains trained and skilled human resources during the implementation period. It is anticipated that this strategic plan will inspire interest and serve to move KAGRC into making greater impact to the livestock industry. All staff and stakeholders are expected to play their rightful role for successful implementation of this strategic plan.

PREFACE
Kenya Animal Genetic Resources Centre strategic plan 2018-2022 charts out new direction that it will take to deliver on its mandate as stipulated in Legal Notice No.110 of 5th September, 2011. This includes establishment of a national livestock resources gene bank and production, preservation, distribution and conservation of livestock genetic material to meet national demand and for export.
In developing this strategic plan, KAGRC adopted a participatory approach where both internal and external stakeholders’ views and comments were sought. The process involved comprehensive review of the previous strategic plan to determine the successes and challenges experienced in its implementation. Identification of priority areas was informed by Medium Term Plan III, Kenya Vision 2030, Agricultural Sector Development Strategy, Agriculture Sector Transformation Growth Strategy, the Big Four Agenda and other government policies.
A situation analysis that entailed detailed assessment of the internal strengths and weaknesses as well as the external opportunities and threats was conducted. This Strategic Plan identifies four strategic objectives. Under each strategic objective, clear strategies and specific activities for implementation have been identified. Implementing this plan will entail development of annual operational plans and a robust monitoring and evaluation framework that will ensure realization of the planned activities.
I wish to express my deep gratitude and appreciation to the Board of Directors, the technical working group, staff and all those who contributed in the preparation of this Strategic Plan. I am confident that this plan will serve as a framework for annual work planning, performance contracting, resource mobilization and utilization and performance monitoring and evaluation during the planned period. It is my hope that we will work together in enhancing KAGRC’s role as a world class producer of animal genetic resources.

NOTES TO THE FIRST REVIEW OF THE 2018 - 2022 KAGRC STRATEGIC PLAN
This review was informed by the stated need in the fi rst issue to “constantly review the plan in the face of changing environment” under which KAGRC operates. Part of this change was the need to align the strategic plan to the Big Four Agenda and Medium Term Plan III and other emerging government policies. The review also took into considerati on the revised strategic objecti ves i.e. four as opposed to seven as it appears in the original document. This naturally resulted in changes in the original chapter four of the Strategic plan and ulti mately aff ected subsequent chapters.
However, it is important to note that those changes did not in any way aff ect the main thrust of the original strategic plan but only enriched it. In the implementati on matrix for example, the major omission of the strategy for enhancement of germplasm diversity to include other animal species was included. Some editi ng of the main text was undertaken to make the plan easier to read and understand and also to avoid repeti ti ons where they occurred.
It is my hope that all will enjoy reading the revised strategic plan and it will be easier to understand and implement. I wish to thank the Managing Director-KAGRC for making this review possible and the able team as follows:-

EXECUTIVE SUMMARY
The Kenya Animal Geneti c Resources Centre (KAGRC) plays a criti cal role in the economy through provision of high quality disease free germplasm to livestock producers. KAGRC is a state corporati on established through Legal Noti ce No. 110 of 5th September 2011 with a mandate to engage in producti on, preservati on and distributi on of livestock geneti c material to meet nati onal demand and for export. Its expanded mandate also includes cryo-conservati on of animal geneti cs. KAGRC has developed a fi ve year strategic plan for the period 2018-2022 to eff ecti vely deliver on this mandate. The plan sets out vision, mission, core values, strategic objecti ves and strategies. The Centre will focus on four key strategic objecti ves namely; increase capacity for germplasm producti on and preservati on; strengthen Insti tuti onal Capacity, infrastructure development and legal framework; expand market share of KAGRC products and strengthen fi nancial base; and strengthen research, innovati on and development in animal geneti c resources.
Animal producti on contributes about 5.5% of Kenya’s GDP and accounts for about 22% of the country’s agricultural GDP and over 40% of farm gate value of agricultural commoditi es (Economic Survey, 2015). The true proporti on of the contributi on of the livestock industry to the economy is likely to be higher, esti mated to be 12%, if unrecorded slaughter and home consumpti on is taken into account. The industry supplies the domesti c requirements of meat, meat products, milk and other dairy and livestock products. It accounts for about 30% of the total marketed agricultural products and earns the country substanti al foreign exchange through export of live animals, meat, germplasm, hides, skins, dairy products, processed pig products among others. It also employs about 50% of the country’s agricultural sector labour-force and contributes substanti al earnings to households through sale of livestock and livestock products and provides raw material for agro-industries.
The Strategic Plan includes an implementati on matrix with specifi c acti viti es for implementati on under each strategic objecti ve. The matrix gives the esti mated cost and ti me frame for each acti vity. The total cost of implementi ng the plan during the fi ve years is esti mated at Ksh. 4.270 Billion. This is way beyond the resources that are available to KAGRC for implementati on of its projects. The plan has therefore identi fi ed resource mobilizati on strategies that will ensure availability of additi onal resources. It has also advocated for effi cient uti lizati on of available resources and embracing cost saving measures.
The implementati on of this Strategic Plan will be achieved through development of annual work plans and performance contracti ng systems. An elaborate monitoring and evaluati on framework has been developed to track implementati on of identi fi ed acti viti es and provide the necessary feedback for decision making.
The Strategic Plan was prepared through a parti cipatory approach that ensured consultati ons and involvement of a broad spectrum of internal and external stakeholders at all stages. Its successful implementati on will require commitment by staff and collaborati on with stakeholders. The strategic plan has taken into considerati on the risks that KAGRC is likely to face as it operates in a dynamic environment. In doing this, a risk analysis has been undertaken, with risk miti gati ng factors.

CHAPTER ONE
INTRODUCTION
1.1 Organiza� onal Success and StrategyOrganizati ons operate in a very competi ti ve and dynamic business environment and thus the need to positi on themselves to meet market needs. The reason why organizati ons practi ce strategic management is to develop and sustain competi ti ve advantage in their fi rms. Strategic management process is important for a fi rm’s success since it enables a fi rm to defi ne a future directi on, provides the means to achieve its mission, and ulti mately leads to value creati on. Firms that adopt strategic management generally improve their performance. One of the most important management’s tasks is to constantly search for the best strategy to enhance performance. Managers in organizati ons think of strategies and detailed acti ons and acti viti es to break down the strategy in implementati on throughout the organizati on and lead the fi rm to success. They ask themselves some perti nent questi ons such as: where are we? Where do we want to go? And how do we get there? The concept and practi ce of strategic management has been embraced worldwide and across various sectors because of its perceived and proven contributi on to organizati onal eff ecti veness.
This Strategic Plan is developed to provide strategic directi on and ensure coordinated approach in delivery of KAGRC’s mandate. It identi fi es the key prioriti es for implementati on during the planned period and provides a framework for resource mobilizati on and stakeholder engagement.
1.2 Context of Strategic PlanningKAGRC is alive to the fact that it does not operate in a vacuum. It is aff ected by the operati ng environment which comprises of legal, policy, regulatory, and governance frameworks. The process of developing this 2018-2022 strategic plan has therefore been informed by a number of policies, provisions, goals and guidelines envisioned in Kenya Vision 2030, Medium Term Plan II and III, Sustainable Development Goals, Agricultural Sector Development Strategy (ASDS, 2010-2020), Agriculture Sector Transformati on Growth Strategy and The Big Four Agenda among others.
1.2.1 Kenya Vision 2030Kenya’s current development agenda is guided by Vision 2030, which is the offi cial government long-term development strategy. The vision is anchored on three key pillars namely; Economic, Social and Politi cal and aims at transforming Kenya into a newly industrializing, middle-income country providing a high quality of life to all its citi zens in a clean and secure environment.
This Strategic Plan is aligned to the overall thrust of Kenya’s development as defi ned in the Vision 2030. Arti fi cial Inseminati on (AI) services are covered under sub-secti on 4.2 in the Economic pillar of Vision 2030. This sub-secti on identi fi es improvement of delivery of extension services and improvement of producti vity by re-energizing the use of AI services. It also identi fi es the provision of quality animal breeds and livestock breeding programs as key support initi ati ves in the sector towards the realizati on of stated objecti ves.1.2.2 Medium Term Plan (MTP II and MTP III)The government of Kenya envisioned delivering through MTP II accelerated and inclusive economic growth, higher living standards, commercialized agriculture providing higher rural incomes and aff ordable food, bett er educati on and health care, and increased job creati on especially for youth. All this is necessary in order to address the acute challenges of poverty, joblessness, and inequality and to facilitate faster realizati on of Kenya Vision 2030. The Third Medium Term Plan (MTP III) outlines the main policies, legal and insti tuti onal reforms as well as programmes and projects that the Government plans to implement during the period 2018-2022. It builds on the achievements of the fi rst and second MTPs.
1.2.3 Big 4 AgendaThe Big Four Agenda is anchored in the MTP III and includes Aff ordable Housing, Manufacturing,

100% Universal Health coverage and Food & Nutriti on security. KAGRC hopes to contribute to the Big Four Agenda through provision and distributi on of high quality animal germplasm to improve on animal breeds that will ensure increased producti on and producti vity in the agricultural sector.
1.2.4 Sustainable Development Goals (SDGs)KAGRC is committ ed to enhancing food security and poverty eradicati on by addressing issues related to quality animal producti on. This is in line with Sustainable Development Goals that aspire to alleviate poverty through food security by 2030. This strategic plan is aligned to the fi rst three SDGs namely: No poverty- end poverty in all its forms everywhere; Zero hunger- end hunger, achieve food security and improved nutriti on and promote sustainable agriculture; and good health and well-being-ensure healthy lives and promote well-being for all at all ages. This calls for investment in infrastructure, producti on and supply of high quality animal geneti cs and combati ng infecti ous breeding diseases.
1.2.5 Agricultural Sector Development Strategy (ASDS, 2010-2020)/ Agriculture Sector Transforma� on Growth Strategy (ASTGS, 2019-2029)The Agricultural Sector Development Strategy (ASDS, 2010-2020) outlines a broader vision for the agricultural sector and identi fi es increased commercializati on, producti vity and competi ti veness as key outcomes within the agriculture sector. The ASDS outlines a set of acti viti es that will enable the achievement of the goals outlined therein. These include creati ng an enabling policy environment for the livestock sector, increasing market access, improving livestock support services, and ensuring effi cient input supply. The development agenda is also described in the various government policies such as draft Veterinary Policy and Nati onal Livestock Policy in compliance with the Consti tuti on of Kenya 2010.
In order to achieve the desired development, the Ministry of Agriculture, Livestock and Fisheries has identi fi ed four priority areas namely:-
i. Increasing producti on and producti vity;ii. Increasing Market Access;iii. Enhancing Nati onal food security; andiv. Sector and insti tuti onal reforms.
1.3 Regional Outlook of Livestock SectorAcross Africa the livestock sector provides a large proporti on of agricultural value added products. Close to 60% of the value of edible livestock products is generated by catt le while sheep, goats and poultry contribute the rest in form of meat, milk and eggs (FAO, 2006). Pigs only play a minor role in food producti on. In Eastern and Central Africa region, livestock is a vital resource in promoti ng development and plays a crucial role in inter-state trade. Nutriti on security is an emerging global concern and Livestock products have been established to signifi cantly provide the much needed nutriti onal values in milk, meat, and blood.
1.4 Livestock Sector in KenyaThe livestock sub-sector plays a major role in Kenya’s economic development. It contributes to food and nutriti onal security, income, employment and wealth creati on and is a major source of raw materials to agricultural-based industries. Recent esti mates indicate that the sub-sector contributes 12% of the Nati onal GDP and provides employment to 50% of the agricultural labor force. Over 10 million people living in the arid and semi-arid lands (ASALs) derive their livelihood from the sector. It also supplies the domesti c requirements of meat and meat products, milk and other dairy products. The sector accounts for about 30% of the total marketed agricultural products and earns the country substanti al foreign exchange through export of live animals, meat, germplasm, hides, skins, dairy products, processed pig products among others. Majority of our Animal Geneti c Resources (AnGR) are indigenous identi fi ed with the communiti es and regions where they are found. These include catt le, sheep, goats, bees, camels, pigs, chickens, turkey, donkeys, rabbits, and horses. Over ti me, other species previously not conventi onally

used as livestock have been adapted for producti on. Among these are ostriches, crocodiles, guinea fowl, butt erfl ies, chameleons, snails, termites and snakes commonly known as emerging livestock. KAGRC will conti nuously improve on its producti on and conservati on capacity for sustainability of the livestock industry.
1.4.1 Ar� fi cial Insemina� on Services in KenyaArti fi cial Inseminati on (A.I) was introduced in Kenya in 1935 as a tool for combati ng infecti ous breeding diseases and maximizing on use of high quality animal geneti cs. It was organized by breed associati ons and was concentrated in large-scale dairy farms and commercial ranches. In 1946, Central Arti fi cial Inseminati on Stati on (CAIS) was established to centralize semen producti on and provide A.I. services countrywide.
A.I services were fi rst made accessible to African farmers in 1952 with the objecti ve of upgrading the indigenous zebu catt le and by 1961, 50% of semen from CAIS was used by African farmers. The desire to serve more smallholder farmers whose number increased aft er independence resulted in government establishing the Nati onal Arti fi cial Inseminati on Services (NAIS) in 1965. Negoti ati ons with the Swedish Government for assistance were made and an agreement was signed in May 1966 and on 1st July 1966, Kenya Nati onal A.I Service (KNAIS) was launched with a purpose of expanding A.I. service provision in the country to meet the increasing demand.
The French straw method of packing Deep Frozen (DF) semen in Liquid Nitrogen (LN2) was introduced in 1966. This technology of semen preservati on enabled the stati on to preserve the semen for a longer period of ti me and facilitate its distributi on in view of the growing demand. However, the provision of liquid nitrogen has been a major challenge. From an initi al producti on of 50,000 doses of catt le semen in 1966, KAGRC is currently producing over 1,000,000 doses of semen against a potenti al nati onal demand of 2,000,000 doses annually.
1.5 Kenya Animal Gene� c Resources Centre The privati zati on of A.I. services in 1991 led to decline in catt le semen demand due to withdrawal of government subsidy. However, from 2003 there was marked increase in demand which led to importati on of semen to meet the short fall. The transformati on of CAIS to KAGRC in 2011 was partly to address this challenge.
KAGRC is a state corporati on established through Legal Noti ce No. 110 of 5th September, 2011 as a successor to Central Arti fi cial Inseminati on Stati on established in 1946. It is governed by a Board of Directors that off ers policy guidance and a Managing Director who is responsible for day to day operati ons of the Centre. Plans are at an advanced stage to have KAGRC anchored in the proposed Livestock Bill to give it legal status through an Act of Parliament.
1.5.1 MandateKAGRC derives its mandate from Legal Noti ce No. 110 of 5th September 2011. The mandate provides for:-
i. Establishment of a nati onal livestock resources gene bank for conservati on of livestock ti ssues, DNA, semen and embryos of all livestock and emerging livestock species for posterity;
ii. Conservati on for posterity and avail livestock ti ssues, DNA, semen and embryos of all livestock and emerging livestock species in Kenya for both research and Breeding;
iii. Engagement in strategic semen producti on;iv. Serve as a reference laboratory for certi fi cati on, testi ng of semen, embryos and related
livestock producti on materials for purpose of use and export;v. Either alone or in collaborati on with other insti tuti ons, develop and produce chemicals
and laboratory products for use in the producti on of semen;vi. Either alone or in collaborati on with other insti tuti ons, provide informati on on the
suitability and eff ecti veness of animal breeding products; andvii. Provide training in animal resource conservati on procedures, semen, in-vitro embryo
producti on and transfer and related technology transfer.

1.5.3 KAGRC’s Role in Na� onal development AgendaIn pursuit of the nati onal development agenda, KAGRC will focus on the following prioriti es:-
i Increase semen producti on and preservati on; ii Establish regional distributi on points for semen and liquid nitrogen;iii Establish strategic semen reserves and gene bank; andiv Seek legal recogniti on through a parliamentary Act before expiry of legal noti ce.
The above will result in food and nutriti on security, employment and wealth creati on and improved livelihoods for the Kenyan people.
1.6 Strategic Planning ProcessThe success of KAGRC depends on proper planning and charti ng its strategic directi on. It is as a result of consistent and focused hard work by a committ ed team of stakeholders intending to move KAGRC from its present positi on to its desired future. The process involved careful considerati on of the aspirati ons of KAGRC leadership, arti culati on of the vision and mission statements, careful strategic analysis, highlighti ng strategic issues, objecti ves and designing means of achieving them.
This exercise involved incepti on meeti ngs with the top management of KAGRC followed by a series of interacti ons and responses to questi onnaires. This was followed by sessions aimed at charti ng the strategic directi on. A situati onal analysis was undertaken to review the strategic directi on (vision, mission statement and core values). Throughout the planning process the context within which the Centre operates and how the future is likely to unfold under the changing environment was taken into considerati on. An implementati on framework, with corresponding control process has also been developed to off er KAGRC an opportunity for periodic reviews. KAGRC Board and Management staff were involved at every step of the Strategic Plan development.

CHAPTER TWOSITUATION ANALYSIS
2.1 Introduc� on
KAGRC does not operate in a vacuum and understanding the environment in which it operates is important. Its operati ons are infl uenced by both internal and external environment whose analysis was undertaken in developing the strategic plan. The process involved environmental scanning, strategic analysis, touching on external (PESTEL), internal (SWOT) and stakeholder analysis. The analysis was done in light of the strategic issues evident in various organizati onal functi ons. All the areas were identi fi ed and targeted for strategy through the gap analysis process. Lastly the strategic issues were grouped into themati c areas and strategic objecti ves and corresponding strategies developed. The outcome of this process is a fi ve-year strategic plan, which is a blueprint for managing and growing KAGRC.
2.2 Achievements of KAGRC in 2013-2017 Strategic Plan PeriodKey achievements of 2013-2017 strategic plan include:
i. Growth in semen producti on from 645,000 to 1,131,000 straws of semen annually; ii. Installati on of six (6) liquid nitrogen plants and operati onalizati on of three (3);iii. Recruitment of sixty two (62) distributi on agents;iv. Infrastructure development e.g. 0.7 kilometers of the internal road network (Cabro);v. Recerti fi cati on of ISO 9001-2008 QMS;vi. 3.6 SWOT AnalysisInternal and external analysis is very useful in clarifying conditi ons within which an organizati on operates. STRATEGIC DIRECTION
3.1 Introducti onTo realize its objecti ves, the Centre will strategically focus on its functi ons and operati ons as sti pulated in its vision, mission and core values. The vision of any organizati on gives an indicati on of what it desires to be. It gives a picture of what success will look like. A mission specifi es the purpose and the business of the organizati on. It gives it an identi ty by indicati ng what it will do, how it will do it, and for what purpose. KAGRC will be guided by appropriate core values which have to be internalized by all members of the organizati on and will form the foundati on of the organizati on’s culture.
3.2 VisionThe vision of KAGRC is:

3.6 STRATEGIC ISSUES, STRATEGIC OBJECTIVES AND STRATEGIES
3.6.1 Introducti on
Following a comprehensive situati on analysis for KAGRC, a number of strategic issues were

identi fi ed for acti on. Strategic issues are key areas of concern that need close att enti on by the top management and the enti re team of KAGRC in order to address emerging issues that may cause negati ve eff ects if neglected. These are issues that if not well addressed can aff ect the performance of the organizati on. Emanati ng from the strategic issues are strategic objecti ves and subsequently strategies that provide a roadmap for the future of KAGRC. The key strategic issues facing KAGRC include:
3.6.2 Strategic Issues
3.6.2.1 Strategic Issue One:Producti on, preservati on and conservati on
KAGRC is mandated to produce and distribute germplasm from all livestock species. The Centre is currently producing only bull semen and there is a growing demand for other species such as goats, pig, camel, poultry, rabbits and donkeys. Despite the expanded mandate, there are minimal infrastructural improvements to enable the Centre handle these functi ons. The current faciliti es at the Centre are intended for bull semen producti on only as per the World Animal Health Organisati on (OIE) standards.
The Centre has a producti on capacity of 1,500,000 doses annually which is inadequate to meet the potenti al nati onal demand of 2,000,000 doses and a growing export market. There is need for infrastructural improvement to enable KAGRC engage in germplasm producti on and conservati on of various species through establishment of separate stati ons and processing laboratories. KAGRC has three functi onal Liquid Nitrogen plants which cannot meet the increasing nati onal demand. In additi on, the Centre has one distributi on truck which is not suffi cient to serve the whole country. Furthermore, there is limited capacity at the Centre for gene banking and conservati on. To address this strategic issue the following strategic objecti ve and strategies have been developed:

KAGRC aspires to boost revenue growth through cost minimizati on and proper resource uti lizati on. Proper management and uti lizati on of fi nancial resources will enable KAGRC to thrive even in harsh economic conditi ons. KAGRC’s concerns in regard to fi nancial sustainability include; unstable foreign exchange rates, infl ati on, unstable interest rates, and multi ple taxati on regimes. Unstable economic conditi ons aff ect the way KAGRC handles business operati ons including purchase and acquisiti on of goods and services and increasing wage bill. CHAPTER FOUR
CORPORATE STRATEGY
4.1 Introducti on.
KAGRC’s corporate strategy arti culates its response to the environment by positi oning itself strategically to produce, preserve, conserve and distribute animal germplasm while carrying out relevant research and training in the livestock sector. KAGRC is cognizant of the challenges facing the organizati on in its daily operati ons and thus seeks to strategically respond to the dynamic environment by craft ing a corporate strategy.
One of the main challenges facing the organizati on is inadequate resources to facilitate implementati on of its strategies. KAGRC will enhance its resource base through focused resource mobilizati on by forming partnerships and collaborati ons with stakeholders.
KAGRC will diversify its product range from bull germplasm to producti on of germplasm from other animal species that include goats, pigs, poultry, donkeys, and camels. The organizati on will increase its market share for its products both locally and regionally to ensure they reach and benefi t the farmer. This will be done through market penetrati on, merchandizing, market development, product development & diversifi cati on, conti nuous communicati on & adverti sing, trainings and farmer educati on. Research and Development (R&D) is a useful tool in generati on of knowledge to develop product lines and innovati on. KAGRC will build capacity in its employees through training, coaching & development and further improve its infrastructure to enhance research.
4.2 Co-ordinati on framework
KAGRC is organized into two (2) ti ers which comprise governance and management. The governance structure is composed of the Board of Directors formed under secti on 5 of the Kenya Animal Geneti c Resources Centre legal noti ce No. 110 of the Kenya gazett e supplement No. 112 of 5th September, 2011. The Board is the supreme decision making organ of the organizati on and provides policy and oversight. Management is responsible for the day to day operati ons of KAGRC, a role delegated by the Board, under the stewardship of the Managing Director/ Chief Executi ve Offi cer who is in charge of the management team. In order to execute its mandate eff ecti vely, KAGRC is structured from the offi ce of the Managing Director into various Directorates, Departments and Divisions as shown below:

The organizati on currently has 117 contractual/ permanent staff , 5 staff deployed by the Ministry of Agriculture, Livestock and Fisheries, 36 staff on temporary contract/ casuals against a staff establishment requirement of 171 staff . These staff numbers will be achieved once KAGRC implements its product diversifi cati on strategy that will result in producti on of germplasm from other animal species such as goats, pigs, poultry, donkey and camels. The Goat Arti fi cial project will therefore require employment of more staff that the organizati on currently does not have. At the commencement of the goat AI project KAGRC will deploy existi ng staff who will work in the technical areas at the Centre who will be managed by a Centre manager who will report to the Managing Director.

4.3 RESOURCE MOBILISATION
In order to carry out its functi ons as sti pulated in this strategic plan, KAGRC will embark on massive resource mobilizati on. This will involve coming up with strategies to enhance sale of its products i.e. semen from various animal species, liquid nitrogen, AI equipment, embryos. In additi on, funds will be mobilized from various donors that the organizati on can partner with parti cularly in areas of conservati on. KAGRC will also lobby for enhanced government funding to realize its mandate.

CHAPTER FIVE
IMPLEMENTATION, MONITORING AND EVALUATION
5.1 Introducti on
This strategic plan will deliver expected results if successfully implemented. Implementati on will take two broad interrelated aspects namely; insti tuti onalizati on and operati onalizati on. Insti tuti onalizati on shall entail ensuring that a conducive environment in terms of culture, skills, structure, shared values, style of doing things and resources are available for the implementati on of the plan. In the same space, operati onalizati on shall entail breaking down acti viti es into tasks, assigning responsibility and allocati ng relevant resources. All the internal and some external stakeholders have a criti cal role to play for successful implementati on of this plan.
This will depend on how eff ecti vely the planned acti viti es and outputs are monitored and evaluated to ensure the plan implementati on remains on course. This will be achieved through work plans and performance contracti ng system and will be linked to staff appraisal, recogniti on and reward. Some acti viti es shall be fi nanced within one fi nancial year while others shall require progressive annual phasing before actualizati on. Phasing will allow for matching of expenditure to mobilized funds.
5.2 Acti on PlanningBi-annual reports giving implementati on details will be presented to the management and Board of Directors. Detailed work plans with clear performance indicators and responsibility for their achievement will be developed in line with this Strategic Plan. Heads of Departments will take responsibility to coordinate with other departments and secti ons where necessary. Key indicators will be monitored to guide management on implementati on of the strategic plan.
5.3 BudgetA link will be maintained between the annual budget, annual work plan and the strategic plan. Annual work plans will be completed in ti me to inform the relevant annual budgets. Every acti vity will have resources earmarked in the annual budget and lead department will include resource requirements in the Annual Work Plan. Material requirements will be worked out every year and procurement done as per the procurement plan. Actual results will conti nually be checked against planned results and variances investi gated and where necessary, acti on plans changed so that they are brought in line with the budgeted results or the budget amended to take into account new developments that require acti on.
5.4 Performance Contracti ngKAGRC uses the government of Kenya performance contracti ng system along the guidelines provided annually by the Offi ce of the President. The system entails target se� ng, negoti ati on, ve� ng, implementati on, monitoring and evaluati on. Most of the annual targets shall be drawn from the strategic plan. However, KAGRC shall incorporate and implement any targets that arise from the negoti ati on exercise. Further, KAGRC will conti nue to realign and fi t into any changes that subsequent performance contracti ng guidelines may require.
5.5 Monitoring and Evaluati on FrameworkThis strategic plan provides a robust Monitoring & Evaluati on (M&E) system to regularly assess implementati on and provide feedback on identi fi ed prioriti es. The informati on generated will be criti cal for decision making and taking correcti ve measures by the management. The framework will entail the following:-
i. Establishing M & E committ ee ii. Undertaking quarterly M & E acti viti es and holding meeti ngs to review the status of the
strategic plan implementati oniii. Providing quarterly reports to the Board on implementati on status of the strategic planiv. Undertaking periodic reviews of the strategic plan to incorporate changes in the
environment.

CHAPTER SIX
IMPLEMENATION RISK ANALYSIS AND MANAGEMENT
6.1 Introducti on
KAGRC is operati ng in a dynamic environment characterized by various risks or loss exposures related to producti on, quality of products, employee safety, liabiliti es, natural disasters and att acks by adversaries. KAGRC will identi fy and locate sources of risk not only in infrastructural or technological aspects and tangible variables, but also in human factor variables such as employee safety, health factors, and decision making. The interacti on between human factors and tangible aspects of risk emphasizes the need for KAGRC to focus closely on human factors as one of the main drivers for risk management.
6.2 Risk Analysis and Management
Management will use risk management as a strategic tool to miti gate the potenti al threats to property damage or loss of image to increase organizati on’s success. It will also embrace the culture of ti mely and scienti fi c identi fi cati on, assessment and proper handling of risk.
The following are recommended steps in the risk management process:i. Identi fy risk or loss exposures facing KAGRC;ii. Analyze/ assess/ evaluate risk (loss exposures) facing KAGRC;iii. Select appropriate techniques for treati ng these loss exposures;iv. Implement and monitor the risk management program.
Risks can come from various sources such as: i. Uncertainty in fi nancial markets;ii. Threats from project failures that may occur at any phase in the design, development, producti on, or sustainment stages;iii. Legal liabiliti es; iv. Credit risk; v. Accidents;vi. Natural causes and disasters; vii. Deliberate att ack from an adversary; viii. Events of uncertain or unpredictable root-cause.
Table 5 presents possible risks and miti gati on measures during the implementati on of this strategic plan.

7.1 Introducti on
Implementati on of the Strategic Plan requires identi fi cati on of what is to be done, how it is to be done, expected outcome, performance indicator and the persons responsible for making the acti viti es happen. From this acti on plan, the various departments will develop annual acti on plans which will form the basis for developing the annual budget.
The following matrix plan gives an indicati on of objecti ves, strategies, acti viti es, expected outcomes, the persons responsible and the budgets in the respecti ve years for implementati on of the various acti viti es.
