Western Cape Language Committee – Strategic Plan 2015–2020
FOREWORD
In terms of the requirements of the Public Finance Management Act, 1999 (Act 1 of 1999), and the
National Treasury Regulations, the Western Cape Language Committee (WCLC) submits its
Strategic Plan for the five year period 2015/16 – 2019/20.
The proposed strategic goals and objectives of the Language Committee are in accordance with
the powers and duties as set out in the Western Cape Provincial Languages Act, 1998. The main
goals are that of monitoring the implementation of the Western Cape Language Policy and
advising the Provincial Minister responsible for language and the Pan South African Language
Board (PansALB) on language matters in the Western Cape.
It is the goal of the Language Committee to achieve its vision through the values of accountability,
excellence, respect, responsibility, transparency, reconciliation, awareness of diversity and
cohesion, equality and redress. I support these values and endorse the strategic plan of the
Language Committee as set out in the strategic objectives.

PART A: STRATEGIC OVERVIEW
Vision 1
The empowerment of all the people of the Western Cape through language; the enhancement of
human dignity through mutual respect for language; and the promotion of multilingualism.
Mission 2
To monitor the use of the three official languages of the Western Cape; to monitor the
implementation of the Western Cape Language Policy; and to advise the MEC [member of the
(Provincial) Executive Council] tasked with language matters and the Pan South African Language
Board on language matters in or affecting the province.

4.1 Constitutional mandates
Section Description
Constitution of the Republic of South Africa, 1996
Section 6(3) and (4): Language The Western Cape Government must, by legislative and other measures, regulate and
monitor its use of official languages. All official languages must enjoy parity of esteem
and must be treated equitably. The WCLC, in collaboration with the Department of
Cultural Affairs and Sport (DCAS), is responsible for monitoring and evaluating the
implementation of the Western Cape Language Policy, adopted in 2005, and must
report to the Western Cape Provincial Parliament on this mandate at least once a year.
DCAS has oversight of the WCLC and provides the Committee with administrative and
financial support.
Section 30: Language and
culture
The WCLC facilitates opportunities for the people of the Western Cape to exercise their
language and cultural rights through the programmes and projects that it presents and
supports.
Section 31: Cultural, religious
and linguistic communities
The WCLC must ensure that its programmes and projects respect the cultural diversity of
the population of the Western Cape.
Section 41: Principles of
cooperative government and
intergovernmental relations
The WCLC cooperates with all spheres of government in the execution of its mandate.
Schedule 4: Functional Areas of
Concurrent National and
Provincial Legislative
Competence
With regard to language policy and the regulation of official languages to the extent
that the provisions of section 6 of the Constitution expressly confer legislative
competence upon the Western Cape Provincial Parliament, the WCLC works closely with
the national Department of Arts and Culture and associated organs of state on
language policy matters.
Section 195: Basic values and
principles governing public
administration
DCAS officials responsible for executing the mandate of the WCLC must ensure the
efficient, economic and effective use of resources. Programmes undertaken in the
public sector should yield maximum benefits at the lowest possible cost.
Constitution of the Western Cape, 1997 (Act 1 of 1998)
Section 5 For the purposes of the Western Cape Government:
(a) the official languages Afrikaans, English and isiXhosa must be used; and
(b) these languages enjoy equal status.
The WCLC must monitor the use of Afrikaans, English and isiXhosa in the Western Cape.
The WCLC must also implement practical and positive measures to help elevate the
status and advance the use of those indigenous languages of the Western Cape whose
status and use have historically been diminished.

Act 1 of 1999 The WCLC must submit quarterly and annual reports on its performance
delivery and audited financial statements based on the strategic objective
annual targets for each financial year.
Use of Official
Languages Act, 2012
Act 12 of 2012 This Act specifically applies to national departments, national public entities
and national public enterprises. If aspects of the Act were to have an impact
on language policy and practice in the Western Cape, the WCLC would have
a mandate to play a role.
Pan South African
Language Board Act,
1995
Act 59 of 1995 The Western Cape Language Committee is recognised by the Pan South
African Language Board as its provincial language committee for the Western
Cape. It provides PanSALB with advice on language matters in the province.

Provincial Languages
Act, 1998
Act 13 of 1998 The WCLC must, among other things:
monitor the use of Afrikaans, English and isiXhosa by the Western Cape
Government;
make recommendations to the MEC and the Provincial Parliament on any
proposed or existing legislation, practice and policy affecting language in
the Western Cape;
actively promote the principle of multilingualism;
actively promote the development of previously marginalised indigenous
languages;
advise the MEC and the Western Cape Cultural Commission on language
matters in the Province; and
advise PanSALB on language matters in the Western Cape.
4.3 Policy mandates
Policy Description
National Language Policy
Framework (2003)
This policy provides a national framework for the application of the provisions of the
Constitution and legislative mandates to all organs of state, including the Western
Cape Language Committee. It also sets out principles and implementation
strategies to be followed.

The WCLC is obliged to monitor the implementation of this policy.

Situational analysis 5
The Western Cape Language Committee was established in terms of the Western Cape Provincial
Languages Act, 1998. It was subsequently recognised by PanSALB as its provincial language
committee for the Western Cape in terms of the Pan South African Language Board Act, 1995. The
WCLC therefore also functions as the language committee that advises PanSALB on language
matters in the Western Cape and it works closely with the provincial office of PanSALB.
The WCLC was listed as a Schedule 3, part C provincial public entity on 1 June 2001 in terms of the
Public Finance Management Act, 1999. The Committee is under the strategic direction of the MEC
as the Executive Authority and reports via the Head of the Department of Cultural Affairs and Sport.
Its performance is monitored by DCAS.
The Use of Official Languages Act, 2012, was brought into effect on 2 May 2013 and regulations
were published on 28 February 2014. Among other things, the Act requires national departments,
national public entities and national public enterprises to submit language policies in respect of
their use of official languages to the national Department of Arts and Culture. It is expected that a

national language policy will be developed in order to guide the application of the Act. This may
have an impact on language policy and practice in the Western Cape, even though the Act
specifically applies to national departments, public entities and public enterprises.
It is hoped that the process that national departments, public entities and public enterprises use to
determine which official languages they will use in their language policies will:
(1) give effect to section 6(3) of the Constitution in such a way that the specific needs of
particular provinces are taken into account (isiXhosa, Afrikaans and English in the case
of the Western Cape); and
(2) take into account the language needs of members of the public accessing services,
especially the regionally specific needs that apply to particular provinces (isiXhosa,
Afrikaans and English in the case of the Western Cape).
5.1 Performance environment
The performance environment of the Western Cape Language Committee is determined by the
Western Cape Provincial Languages Act, 1998, and encompasses six main focus areas:
giving increasing effect to the equal status of the three official languages of the Western
Cape, namely Afrikaans, isiXhosa and English;
actively promoting the principle of multilingualism in the Western Cape;
actively promoting the development of the marginalised indigenous languages and South
African Sign Language;
monitoring the use of the three official languages by the Western Cape Government;
advising the MEC on language matters in or affecting the Western Cape as well as any
proposed or existing legislation, practice and policy directly or indirectly dealing with
language matters; and
advising PanSALB, its substructures and the Western Cape Cultural Commission on language
matters in or affecting the Western Cape.
In order to rise to the challenge of meeting its mandate, the Western Cape Language Committee
plans to continue to:
monitor and advise on the Western Cape Language Policy as outlined in the
implementation plan contained in the costing report;
advise departments and institutions of the Western Cape Government on language matters
through the MEC for Cultural Affairs and Sport;
promote the principle of multilingualism;
improve its working relationship with PanSALB and other language bodies and institutions,
provincially, nationally and internationally;
promote the development of marginalised indigenous languages and South African Sign
Language in order to increase awareness of these languages among the residents of the
Western Cape;
advise the MEC and PanSALB on language matters in, and affecting, the Western Cape;
consult all relevant stakeholders and remain abreast of relevant research in order to remain
informed on language matters in or affecting the province;
forge partnerships to develop multilingualism in the Western Cape; and
contribute to social inclusion by ensuring access to language and good communication
through supporting translation and interpreting in the three official languages of the
province.
The Language Committee has built a steadfast relationship with the Language Services
component of the Department of Cultural Affairs and Sport and will continue to cooperate with this
component to attain its objectives. It is also the aim of the WCLC to establish partnerships with
tertiary institutions, provincial departments and other language institutions in order to achieve its
goals.
5.2 Organisational environment
The organisational environment in which the Committee operates is illustrated by the organogram
below.

Note: In terms of section 17 of the Western Cape Provincial Languages Act, 1998, officials in the
Language Services component of the Department of Cultural Affairs and Sport of the Western
Cape execute the administrative work of the WCLC. The administrative work entails managing and
making all arrangements necessary for the effective functioning of the Committee. Certain
financial functions are performed by the DCAS finance component.
5.3 Description of the strategic planning process
The Language Committee had a strategic planning session in 2014 with members of the Western
Cape Language Committee and officials of the Department of Cultural Affairs and Sport.

Strategic Outcome-
Orientated Goal
To monitor the implementation of the Western Cape Language Policy.
Goal Statement To facilitate the monitoring of achievement in respect of the goals of the Language Policy within
the Western Cape Government, and to provide appropriate advice in this regard.
Linkage to provincial strategic goals
The Provincial Strategic Goals for 2015 to 2020 are as follows:
The strategic objectives of the Language Committee are in alignment with two Provincial Strategic
Goals (PSGs) of the Western Cape Government:
PSG 3: Increase wellness, safety and tackle social ills.
PSG 5: Embed good governance and integrated service delivery through partnerships and
spatial alignment.
PSG 3 The WCLC supports equal treatment for the three official languages of the Western Cape; redressing past
linguistic imbalances; and developing and promoting the previously marginalised indigenous languages of the
province and South African Sign Language. The practical implementation of the Western Cape Language Policy
includes the provision of professional editing, translating and interpreting services to departments of the Western
Cape Government. This enhances the ability of departments to communicate with people in the language they
can best understand. Better communication leads to improved service delivery. Better service delivery increases
wellness and safety in the Western Cape and contributes to tackling social ills in the province.
PSG 5 The WCLC monitors and supports the implementation of the Western Cape Provincial Languages Act, 1998, and
the Western Cape Language Policy. By enhancing the ability of the Western Cape Government to communicate
with people in the language they can best understand, this enhances the quality of governance and improves
integrated service delivery through mutually beneficial partnerships.

IKomiti yeeLwimi yeNtshona Koloni yamiselwa ngokoMthetho weeLwimi wePhondo leNtshona
Koloni, we-1998. Yaye yanakanwa kamva yi-PanSALB njengeKomiti yayo yePhondo yeeLwimi
yaseNtshana Koloni ngokoMthetho weBhodi yeeLwimi yaseMzantsi Afrika, we-1995. I-WCLC ke
ngoko kwakhona isebenza njengekomiti yeelwimi ecebisa iPanSALB ngemiba yeelwimi eNtshona
Koloni kwaye isebenzisana ngokusondeleneyo ne-ofisi yephondo yePanSALB.
I-WCLC yadweliswa njengeShedyuli yesi-3, icandelo C lequmrhu likarhulumente wephondo
ngomhla woku-1 kweyeSilimela yowama-2001 ngokoMthetho wokuLawulwa kweMali
zikaRhulumente, wowe-1999. Le komiti iphantsi kwesikhokelo esinobuchule sika-MEC njengelungu
leSigqeba esisemaGunyeni ize yenze ingxelo kwiNtloko yeSebe leMicimbi yeNkcubeko
nezeMidlalo. Umsebenzi wayo uhlolwa yi-DCAS.
Ukusetyenziswa koMthetho weeLwimi eziseMthethweni, kwaqalwa ngomhla wesi-2 kuCanzibe
wowama-2013 kwaye imithetho yaye yapapashwa kweyoMdumba yowama-2014. Phakathi
kwezinye izinto, loo Mthetho wawufuna amasebe esizwe, amaqumrhu karhulumente wesizwe
kunye namashishini karhulumente wesizwe angenise imigaqo-nkqubo yawo ngokuphathelele
ekusebenziseni kwawo iilwimi ezisemthethweni kwiSebe lezoBugcisa neNkcubeko lesizwe.
Kulindelekile ke ukuba umgaqo-nkqubo wesizwe uza kuphuhliswa ukuze ukhokele ukusetyenziswa

belungelelene ngophando olufanelekileyo ukuze bahlale benolwazi ngemicimbi yolwimi
nechaphazela iphondo;
benze ubambiswano ukuphuhlisa ukuba lwimi-ninzi eNtshona Koloni; baze

VOORWOORD
Ingevolge die vereistes van die Wet op Openbare Finansiële Bestuur, 1999 (Wet 1 van 1999) en die
Nasionale Tesourieregulasies, lê die Wes-Kaapse Taalkomitee hiermee sy strategiese plan vir die vyf-
jaar-tydperk 2015/16 – 2019/20 voor.
Die voorgenome strategiese doelstellings en doelwitte van die Taalkomitee stem ooreen met die
magte en pligte soos uiteengesit in die Wes-Kaapse Provinsiale Taalwet, 1998. Die hoofdoelstellings
is dié van monitering en implementering van die Wes-Kaapse Taalbeleid en advisering van die
provinsiale minister verantwoordelik vir taal en die Pan-Suid-Afrikaanse Taalraad (PanSAT) oor
taalsake in die Wes-Kaap.
Dit is die oogmerk van die Taalkomitee om sy visie deur die waardes van verantwoordbaarheid,
uitnemendheid, respek, verantwoordelikheid, deursigtigheid, rekonsiliasie, bewustheid van
diversiteit en kohesie, gelykheid en regstelling te bereik. Ek ondersteun hierdie waardes en
onderskryf die strategiese plan van die Taalkomitee soos in die strategiese doelwitte uiteengesit.

DEEL A: STRATEGIESE OORSIG
1 Visie
Die bemagtiging van al die mense van die Wes-Kaap deur taal; die verstewiging van
menswaardigheid deur wedersydse respek vir taal; en die bevordering van veeltaligheid.
2 Missie
Om die gebruik van die drie amptelike tale van die Wes-Kaap te moniteer; om die implementering
van die Wes-Kaapse taalbeleid te moniteer; en om die LUR [lid van die (provinsiale) uitvoerende
raad] wat met taalsake belas is en die Pan-Suid-Afrikaanse Taalraad oor taalsake in of met ʼn impak
op die provinsie van raad te dien

4 Wetgewende en ander mandate
4.1 Grondwetlike mandate
Artikel Beskrywing
Grondwet van die Republiek van Suid-Afrika, 1996
Artikel 6(3) en (4): Taal Die Wes-Kaapse regering moet, deur middel van wetgewing en ander maatreëls,
sy gebruik van amptelike tale reguleer en moniteer. Alle amptelike tale moet
gelyke status geniet en moet gelykwaardig behandel word. Die WKTK, in
samewerking met die Departement van Kultuursake en Sport (DKES), is
verantwoordelik vir die monitering en evaluering van die implementering van die
Wes-Kaapse taalbeleid, soos in 2005 aanvaar, en moet ten minste een keer per
jaar oor hierdie mandaat aan die Wes-Kaapse Provinsiale wetgewer verslag
doen. DKES hou toesig oor die WKTK en verleen administratiewe en finansiële
steun aan die komitee.
Artikel 30: Taal en kultuur Deur die programme en projekte wat hy aanbied en ondersteun, fasiliteer die
WKTK geleenthede vir die mense van die Wes-Kaap om hul taal- en kultuurregte
uit te oefen.
Artikel 31: Kultuur-, godsdiens- en
taalgemeenskappe
Die WKTK moet toesien dat sy programme en projekte die kulturele diversiteit van
die Wes-Kaapse bevolking respekteer.
Artikel 41: Beginsels van
samewerkende regering en
interowerheidsbetrekkinge
In die uitvoering van sy mandaat werk die WKTK saam met alle regeringsfere.
Bylae 4: Funksionele gebiede van
gelyklopende nasionale en provinsiale
wetgewende bevoegdheid
Ten opsigte van taalbeleid en die regulering van amptelike tale tot die mate
waartoe die bepalings van artikel 6 van die Grondwet uitdruklik wetgewende
bevoegdheid aan die Wes-Kaapse provinsiale parlement verleen, werk die WKTK
ten nouste saam met die nasionale Departement van Kuns en Kultuur en
geassosieerde staatsorgane aan sake wat met taalbeleid verband hou.

beginsels wat openbare administrasie
reël
DKES-beamptes verantwoordelik vir die uitvoering van die WKTK se mandaat moet
die doelmatige, ekonomiese en doeltreffende benutting van hulpbronne
verseker. Programme wat in die openbare sektore onderneem word, moet
maksimale voordele teen die laagste moontlike koste oplewer.

Grondwet van die Wes-Kaap, 1997 (Wet 1 van 1998)
Artikel 5 Vir die doeleindes van die Wes-Kaapse regering:
(a) moet die amptelike tale Afrikaans, Engels en isiXhosa gebruik word; en
(b) moet hierdie tale gelyke status geniet.
Die WKTK moet die gebruik van Afrikaans, Engels en isiXhosa in die Wes-Kaap
moniteer.
Die WKTK moet ook praktiese en positiewe maatreëls implementeer om die status
en gebruik van daardie inheemse tale van die Wes-Kaap waarvan die status en
gebruik histories afgeneem het, te help verhef en te help bevorder.
4.2 Wetgewende mandate

gemandateer om ʼn rol hierin te vervul.

impak op taal in die Wes-Kaap het;
die beginsel van veeltaligheid aktief bevorder;
die ontwikkeling van voorheen gemarginaliseerde inheemse tale aktief
bevorder;
die LUR en die Wes-Kaapse Kultuurkommissie van raad dien oor taalsake in
die provinsie; en
PanSAT van raad dien oor taalsake in die Wes-Kaap.
4.3 Beleidsmandate

Hierdie beleid lê ʼn nasionale raamwerk vir alle staatsorgane, met inbegrip van die
Wes-Kaapse Taalkomitee, neer ten opsigte van die toepassing van die bepalings
van die Grondwet en wetgewende mandate. Voorts stipuleer dit die beginsels en
implementeringstrategieë wat gevolg moet word

5 Situasionele ontleding
Die Wes-Kaapse Taalkomitee is kragtens die Wes-Kaapse Provinsiale Taalwet van 1998 opgerig. Dit
is sedertdien ooreenkomstig die Wet op die Pan-Suid-Afrikaanse Taalraad van 1995 deur PanSAT as
sy provinsiale taalkomitee vir die Wes-Kaap erken. Derhalwe funksioneer die WKTK ook as die
taalkomitee wat PanSAT oor taalsake in die Wes-Kaap adviseer en werk die komitee ten nouste
saam met PanSAT se provinsiale kantore.
Ingevolge die Wet op Openbare Finansiële Bestuur van 1999 is die WKTK op 1 Junie 2001 gelys as 'n
provinsiale openbare entiteit kragtens deel C van Bylae 3 tot daardie wet. Strategies staan die
komitee onder aanvoering van die LUR as die uitvoerende gesag en doen verslag via die
Departement van Kultuursake en Sport se departementshoof. Die komitee se prestasie word deur
DKES gemoniteer.
Die Wet op die Gebruik van Amptelike Tale van 2012 het in werking getree op 2 Mei 2013 en
bepalings is op 28 Februarie 2014 uitgevaardig. Die wet vereis dat nasionale departemente,
nasionale openbare entiteite en nasionale openbare ondernemings taalbeleide ten opsigte van
hul gebruik van amptelike tale aan die nasionale Departement van Kuns en Kultuur voorlê. Na
verwagting gaan ʼn nasionale taalbeleid ontwikkel word ten einde die toepassing van die Wet te
lei. Dit mag dalk ʼn impak op taalbeleid en -praktyke in die Wes-Kaap hê, selfs al het die wet
spesifiek betrekking op nasionale departemente, openbare entiteite en openbare ondernemings.
Hopelik sal die proses wat deur nasionale departemente, openbare entiteite en openbare
ondernemings gevolg word om te bepaal watter amptelike tale hulle in hul taalbeleide gaan
gebruik:
(1) ag slaan op artikel 6(3) van die Grondwet tot die mate waartoe daar aan die spesifieke
behoeftes (in die geval van die Wes-Kaap: isiXhosa, Afrikaans en Engels) van die
onderskeie provinsies voldoen word; en
(2) ag slaan op die taalbehoeftes van lede van die publiek wat toegang tot dienste verkry,
veral streekspesifieke behoeftes wat op sekere provinsies betrekking het (in die geval van die
Wes-Kaap isiXhosa, Afrikaans en Engels).
5.1 Prestasie-omgewing
Die prestasie-omgewing van die Wes-Kaapse Taalkomitee word deur die Wes-Kaapse Provinsiale
Taalwet van 1998 bepaal en omvat ses vername fokusareas:
om toenemend die genieting van gelyke status tussen die drie amptelike tale van die Wes-
Kaap, naamlik Afrikaans, isiXhosa en Engels, tot uitvoer te bring;
om die beginsel van veeltaligheid in die Wes-Kaap te bevorder;
om die ontwikkeling van gemarginaliseerde inheemse tale en Suid-Afrikaanse Gebaretaal
aktief te bevorder;
om die Wes-Kaapse regering se gebruik van die drie amptelike tale te moniteer;
om die LUR van raad te dien oor taalsake wat ʼn moontlike impak in of op die Wes-Kaap kan
hê, in ag genome enige voorgestelde of bestaande wetgewing, praktyke of beleid wat
regstreeks of onregstreeks met taalsake te make het; en
om PanSAT, sy substrukture en die Wes-Kaapse Kultuurkommissie van raad te dien oor
taalsake in of wat ʼn impak op die Wes-Kaap het.
Met die oog daarop om die uitdagings verwant aan sy mandaat die hoof te bied, is dit die Wes-
Kaapse Taalkomitee se voorneme om voort te gaan om:
soos uiteengesit in die implementeringsplan wat in die kosteberekeningsverslag vervat is, die
Wes-Kaapse taalbeleid te moniteer en advies daaroor te lewer;
via die LUR vir kultuursake en sport departemente en instellings wat ʼn verwantskap met die
Wes-Kaapse regering het van raad oor taalsake te dien;
die beginsel van veeltaligheid te bevorder;

op provinsiale, nasionale en internasionale vlak sy werksverhouding met PanSAT en ander
taalliggame en -instellings te verbeter;
die ontwikkeling van gemarginaliseerde inheemse tale en Suid-Afrikaanse Gebaretaal te
bevorder ten einde bewustheid van hierdie tale onder bewoners van die Wes-Kaap op te
skerp;
die LUR en PanSAT van raad te dien oor taalsake in die Wes-Kaap en wat ʼn impak op dié
provinsie kan hê;
alle tersaaklike belanghebbers te raadpleeg en op die hoogte te bly van tersaaklike
navorsing ten einde deurentyd ingelig te wees oor taalsake in en wat ʼn impak op die
provinsie kan hê;
vennootskappe met die oog op die ontwikkeling van veeltaligheid in die Wes-Kaap te
smee; en
ʼn bydrae tot sosiale insluiting te lewer deur by wyse van vertaling en tolking na/in die
provinsie se drie amptelike tale toeganklikheid ten opsigte van taal te verhoog en
kommunikasie te vergemaklik.
Die taalkomitee het ʼn bestendige verhouding met die Departement van Kultuursake en Sport se
taaldienstekomponent opgebou en sal aanhou om saam met hierdie komponent daaraan te werk
om sy doelwitte te bereik. Voorts is die WKTK van voorneme om ter bereiking van sy doelstellings
vennootskappe met tersiêre instansies, provinsiale departemente en ander taalinstansies aan te
gaan.
5.2 Organisatoriese omgewing
Die organisatoriese omgewing waarbinne die komitee funksioneer, word in die volgende
organogram geïllustreer.
Let wel: Ingevolge artikel 17 van die Wes-Kaapse Taalwet, 1998, behartig amptenare in die
taaldienstekomponent van die Wes-Kaapse Departement van Kultuursake en Sport die
administratiewe werk van die WKTK. Die administratiewe werk behels die behartiging en tref van

5.3 Beskrywing van strategiese beplanningsproses
Die Taalkomitee het in 2014 ʼn strategiese beplanningsessie met lede van die Wes-Kaapse
Taalkomitee en amptenare van die Departement van Kultuursake en Sport gehou.

PSD 5: Vestig effektiewe regering en geïntegreerde dienslewering deur vennootskappe en
ruimtelike oriëntering.

PSD 3 Die WKTK ondersteun gelyke behandeling van die drie amptelike tale van die Wes-Kaap;
herstelling van taalongelykhede van die verlede; en ontwikkeling en bevordering van die
voorheen gemarginaliseerde inheemse tale van die provinsie en Suid-Afrikaanse
Gebaretaal. Die praktiese implementering van die Wes-Kaapse taalbeleid sluit die
voorsiening van professionele redigering, vertaling en tolkdienste aan departemente van
die Wes-Kaapse Regering in. Dit bevorder die vermoë van departemente om met mense
te kommunikeer in die taal wat hulle die beste kan verstaan. Beter kommunikasie fasiliteer
beter dienslewering. Beter dienslewering verhoog welsyn en veiligheid in die Wes-Kaap en
dra by tot die aanspreking van maatskaplike euwels in die provinsie.
PSD 5 Die WKTK moniteer en ondersteun die implementering van die Wes-Kaapse Taalwet, 1998,
en die Wes-Kaapse Taalbeleid. Die bevordering van die vermoë van die Wes-Kaapse
regering om met mense te kommunikeer in die taal wat hulle die beste verstaan, lei tot
beter kwaliteit regering en verbeter geïntegreerde dienslewering deur wedersyds
voordelige vennootskappe.
