    Strategic Development Plan of Rukaj Commune for 2009-2014 isthe most important document in the field of the commune develop-ment and it is essential in preparing the Commune Development ActionPlans.

    This documentidentifies optimalstrategic directionsincluding quantityand quality, within theframework of thecommune develop-ment by taking inconsideration thesegmented eco-nomic spaces. Thefollowing documentswere also used dur-ing preparation pro-cess: Integrative Plan of the Regional Development of Dibra, preparedby the UNDP 2005, and the national strategy such as, Strategy of RuralDevelopment, Strategy of Tourism Development and Poverty Reduc-tion Strategy in the Republic of Albania.

    Strategic Plan of Rukaj Commune contains a list of prior develop-ment goals based on key characteristics of the commune, its prob-lems, and forecasted future directions, in accordance with the perspec-tive and tempo of national development.

    Members of the Strategic Planning Groups have participated in de-signing the strategic plan. The Core Group has been comprised of therepresentatives of the institutions of Rukaj Commune, the representa-tives of business organizations (private and social sectors), represen-tatives of NGOs and associations (civil society sector) who operatedwithin their competencies and by taking into consideration the method-ological principles for designing the strategic plan.

    Drafting of the Strategic Plan was assisted by the expert team of theALPIN (Center for Regional and economic Development) and fundedby Diber Regional Council. This fund is provided by the NetherlandsEmbassy for Strengthening the Effective Governance in Diber Region.

    After the public hearing, final version of the Strategic Plan has beensubmitted to the Commune Council for adoption and approval

    Strategic Plan of the Local Development of Rukaj Commune willbe implemented through the Action Plan. This means that annual pro-grams, prepared by the Mayor and approved by the Commune Coun-cil, will be directed and tracked in the level of implementation by Ac-tions of the Strategic Plan, which is opened for new recommenda-tions and additional measures due to the needs and new cases thatmay come up.

    Rukaj Commune is one of 35 locative units of Dibraregion. It belongs to Mat district and it has asurface of 3124ha. It has a very heterogeneous hilly-mountainous terrain, where 40% is lowland and 60%is hilly terrain. It starts at an altitude of 120 m, up to800 m.

    Rukaj is the center of commune and it is 20 kmfar from Burrel town.The roads are neither asphaltednor in good conditions. Rukaj commune is boundedby the commune of Derjan, commune of Macukull,commune of Ulze, commune of Lis and by Mirditadistrict.

    It is composed of 6 villages with a population of4345 inhabitants i.e. 899 families. The villages are;Rukaj, Lacaj, Bruci, Prelli, Remulli and Urakes.

    Climate: Rukaj is characterized by aMediterranean climate. The minimum temperaturedrops to - 3o C in winter and maximum temperaturereaches 32 o C in summer. The summers are hotand dry; the winters are cold and wet with snowfallsoccasionally.

    Rukaj and its folk are part of a glorious history indifferent historical periods of Mat and of the entireAlbania. It has been an inhabited place since theancient times and an important one in Mat district.Several archaeological discoveries, ruins of the oldIllyrian cities, stone and ceramic objects are a proofof this fact. They also illuminate the civilizations ofArber1) afterwards till nowadays.

    Rukaj, is well known for its fantastic caves suchas: "The cave of Prince" which is believed to be namedafter the name of Skenderbe, Blazi Cave , NeziriCave , Keputa Doves Cave a huge one with

    dimensions150 m by 140m, Birma Cave and VashaCave. Because of their natural splendor, those caveshave been declared national monuments.

    The ruins found in Rukaj denote its political andeconomic importance in Middle Ages. Some of thearcheological ruins discovered in its territory belong tothe big church of Arber or "Ishtodri I Arbrit" situated inGreshot Mountain, to "Shen Maria" church in Lac town,to "Ofemia e Prellit" church, to "Shen Marku i Rremullit"church, and to "Shenkolli I Brucit" church. Evennowadays, the inhabitants of this area, although mostof them are Muslims now, still celebrate ChristianFeasts that originate from the ancient Arberi such asthe feast of "Shengjergji", "Shenkolli", and "Shenmaria"2).

    Rukaj inhabitants are well known for theirpatriotism and their role in wars and conventions forprotecting the Albanian territories during differenthistorical periods. They have shown resistance andfortitude in the battles against Turks Serbians andagainst nazi-fascism. The most important event was"Gerzhica convention" in 1912 where 2000 men led byAhmet Zogu who was only 17 at that time, fought in thebattle against Serbians and Montenegrins. Rukajinhabitants have been the greatest supporters of AhmetZogu during his governance and afterwards. Brucassembly on 26 July of 1943 were the antifashistmovement composed by the people from Mat, Diber,Kruje and the lider of this movement were Sul Kurtiand Ahmet Beqiri. The president of the republic mrMojsiu reward these patriots for their contribution in thesecond war and all the people od rukaj and Mat area.

    Hospitality, fortitude, and wisdom are some of thegreatest assets found among Rukaj inhabitants.

    Rukaj has a population of 4318 inhabitantsand it is concentrated in 6 villages of the commune.Demographic movements, characteristic of Dibra region, mayhave affected Rukaj commune as well. These movements hada tendency toward metropolis centers mainly, such as Tiranaand Durres. So, we have to state the fact that Rukaj had apopulation of 7000 inhabitants in 1990 and today it only hastwo times less.

    1212 families out of 212 are treated with monthlysocial assistance with an annual budget of 8 000 000Lek and 178 people are with disabled. The inhabitantsdeal mainly with agriculture, animal husbandry,fragrant and medicinal herbs, and other services forcommunity. In this context in commune, operate 28private businesses, mainly shops and other serviceslike small bars and locals, which are located in thecenter of the commune and in some other villagesas well. A small number of inhabitants are employedin public sectors such as; Education, Health CareService, Commune Administration, Postal Service,and a part of the population benefit pension.

    Since the establishment ofthe 1st school in Prell and lateron in Bruc, numerousgenerations have beengraduated in Rukaj’s schools.The high school in Bruc openedin 1977. Schools’ infrastructureis generally in a good state. Theschools have beenreconstructed and in addition, inthe high school there are evenrecreation facilities.

    Forests belong mainly to the commune and theyhave a great importance to the community. They arenot too high generally. The forests provide wood ascombustible material, food for livestock and medicinalherbs for them to collect.

    Rukaj is very rich in wooded land with chestnut andwalnut trees, but only a small amount of the productionis send in the market, that's because of not knowingmuch about the market and being far from it.

    Rukaj is also very rich in water sources. We canpoint out the Urake Lake, part of Ulza Lake, wheredifferent kinds of fish grow up like trout, carp fish, coarse

    Animal husbandry is more developed than agriculture. Wecan say that agriculture serves mainly to animalhusbandry as the amount of crops planted is mostly utilizedfor livestock feed. Cattle and perissodactyls are mostly bredin lowland, while small livestock such as sheep and goatsare bred in highland. Many inhabitants of Rukaj have increasedrecently the number of livestock, as well as meat and milkproduction. Because of this, some stimulation of investmentsis needed in animal production processing and subventionof farmers to form their own speciality

    fish etc. In the commune thereare also some other watersources used for irrigation andfish farming as well. Uraka andShushtenja Rivers which have acontinuous water flowingpermeate throughout thecommune's territory. Kurvaja andTharki Rivers are surged riversduring winter, and dry, with littlewater during summer. The

    Structure of CommuneSince 1991, with the new administrative division,Rukaj belongs to the first level governance, i.e. it hasthe status of a commune. The administration of thecommune is hired by the mayor of the commune.The mayor him/herself is elected through direct votingby the electorate of the commune, whilst the decisionmaking structure of the commune is the CommuneCouncil that is composed of representatives ofpolitical parties; the level of representation of variouspolitical parties in CC depends on the percentages

    of votes that political subjects get in the local election.Every village has its village elder who is elected

    by representatives of the neighborhoods.Some associations have recently created and they

    are dealing with different issues such as forests,potable or irrigation water. There are differentcommissions dealing with conflict resolutions, propertyissues etc. Commune has got its own administrationthat consists of 14 employers, Mayor of Commune,Services Office, Finance Office, Agriculture Office,Duty-taxing Office, Social service Office, Archive -Management Office and Communal Police. CommuneCouncil consists of 13 councilors (advisers)

Offer technical assistance to the farmers incommune.Encourage the farmers’ specialization andinstitutional support from commune in orderto benefit from subvention scheme and otherprojects from Ministry of Agriculture anddifferent donors.Encourage milk and fruit processing incommune, support them to trade in marketwith their own trademark, and build up a dairy.Increase lobbying and promotion forprotection of local production as BIOproductions.

    Action:Change-over to the commune’s propertyforests and pasture that are within thecommune territory.Increase chestnut production in highlandvillages, as a possibility for raising theincomes of inhabitants in these villages.Support the Association of CommunalForests and Pastures for implementing themanagement planEncourage the community to collect andaccumulate other forest productions such asmedicinal herbs etc.Register the real estate and properties thatare transferred to Commune’s property.Increase the investments in the areas thathave been damaged from erosion.

    This plan is feasible since it is designed accordingto the demands of the community, real objectives,and the real existing state. The opinions of potentiallocal actors are the bases of the plan. Good modelswill also be taken in consideration as well as theMillennium Development Goal and NationalDevelopment strategy.

    The plan has critical issues like:

    Solving out urgent problems, byincreasing the investments and efforts ininfrastructure and basic services.Local economic development, byenhancing and supporting the farmers in orderto increase the BIO production and to startsubsidy for chesnuts and fish farmers.Human resorce development, by increasingthe efforts for improving the conditions inEducation, Health,and Governance in order toachive a good social development

    Projects: Through 29 projects in Infrastructure,Education, Health, Economic development, Tourism,Agriculture,and through an effective Governance the

    visions and goals of the strategic plan will be achieved.Ten of these projects are the most prior ones, and willbe implemented during the first and second year bythe commune.

    Funds: the total budget for implementing theseprojects is approximately 700 000 000 leke. In orderto implement the 10 prior projects, the necessarybudget is about 383 000 000 leke. This budget will beprovided by the local incomes, governmental grants,and different investment by the donors and cetralgovernment.

    Implementing actors: the mayor of the communeand his administration, are the main responsiblestructures for implementating the strategic plan. Theywill professionally design and display the projects andwill present the annual budget plan for approval to thecommune council. After the approval of the annual planthey will follow up the implementation of the plan everyyear. They will manage their funds and seek for otheradditional funds from central governement, donors,grants etc. The commune council will be the decisionmaker, supporter and monitor of the iplementation ofthe strategic plan according to the community demandsand legal frame.

    Other actors (partners and donors):CentralGovernment (CG), with its ministries like Internal,Education, Health, Public Trasport andTelecommunication, Finance, Agriculture,andEnvironmental in partership with the RegionalDepartments will be the main supporters through theirprograms, investments and grants.

    Regional Council (RC), will support throughtechnical assistance,as a facilitator of theintercommunal cooperation, promoter of thecrossborder cooperation and fund provider.

    Donors: ADF (Albanian Develoment Fund) mainfocus investing in infastructure, WB (World Bank)the main investment in different programmes forAgriculture, Forest, Natural Resource Management,Tourism etc. SNV provide the tecnical assistance inagriculture, forests and tourism. WorldVision the maininvestments in Education and Governance, EU

    Through their Embassies, with programmes indifferent fields of economy, environment, socialaspects etc. They are the main donors that work inDibra region.

    Local actors: local NGO like ALPIN in regional andrural development, Forest User Federation focus inenvironmental field, Agritra-Vizion that works with ruralwomen and rural development, are the most solidorganizations that contribute and support the communeto implement the strategic plan in professional ways.

    Farmers, local businessmen will contribute asinvestors and will be the main beneficiaries of thestrategic plan.
