INTRODUCTION !Future Plans and Development Prospects: Outline for an Action Plan for the next biennium and short/medium and long-term development prospects. !!The following is a list of the Chair’s aims for the next biennial:

1. Research: To develop research projects based on the “Perceptions of Justice and Human Rights by specific social groups”, especially among university students and excluded social groups, particularly at the national and international levels.

2. Scientific meetings: To organize, with the participation of its partners, national and international seminars, collaborating with UNESCO’s Brasília Office.

3. Publications: Organization and publication of books on research project results, as well as papers and discussions presented at seminars.

4. Teaching: To prioritize Doctoral, Master’s and Undergraduate students in the Chair’s research projects, particularly undergraduate students who are awarded with Undergraduate Research Initiation Scholarships.

5. Social responsibility: To collaborate with social educators in preparing Distance Education Programs at the national and international levels, with the particular aim of sensitizing the public and attracting potentially interested institutions.

6. Networks: To consolidate participation in other Chair networks in Brazil and abroad, and to develop joint research on other activities.

This Chair faces some challenges, especially with regard to its research fundraising, particularly in this period of slow Economic/GDP growth. However, it submits projects to several governmental and non-governmental agencies such as the National Board of Scientific and Technological Development, the Ministry of Education and the National Coordination for the Advancement of Higher Education Personnel.

1 INTERNATIONAL PARTNERSHIPS

1.1 Cooperation with UNESCO Headquarters, especially with the Brazilian Office !!2012 –In the second half of 2012, the Chair held an international seminar on the theme of “Violências e Direitos Humanos: Espaços da Educação” [Violence and Human Rights: spaces for education], as has been registered earlier in this report. It proved to be an important moment insofar as partnership arrangements have been established with the University of Guadalajara, represented by Prof. Maria Teresa Prieto Quezada Ph.D. and Prof. José Claudio Carrillo Navarro Ph.D., opening up new prospects for exchanges and joint multinational research activities. The event counted with the participation of UNESCO’s Office in Brasilia (Annual Report, 2012, p. 25) !!2012 - “O Papel do Estado e da Sociedade Civil na Política Nacional Sobre Drogas” [The State and Civil Society’s Roles in the National Policy on Drugs] a seminar held during the month of April and aimed at providing the academic community and the community at large with an opportunity to draw closer to the theme, so as to debate public policies regarding drug addiction prevention, a problem that, more than anything else,

affects young people and is currently being fought by the Brazilian government through the implementation of public policies. In addition to the presence of UNESCO, the event was attended by politicians, members of the academic community and an expressive number of educators from the public education system, all of which contributed towards what proved to be a highly worthwhile debate. (Annual Report, 2012, p. 21). !!2013 - International Seminar “Direitos Humanos na Pedagogia do Amanhã” [Human Rights in the Pedagogy of Tomorrow]. Still in November 2013, UCB held three events linked to the Education of Human Rights, more specifically the “I Mostra UCB em ensino pesquisa e extensão em Direitos Humanos” [I UCB exhibition in teaching, research and extension in Human Rights] (November 14th), the “Seminário por ocasião da Convenção Internacional sobre os Direitos da Criança” [Seminar on the occasion of the International Convention on the Rights of the Child] (November 22nd); and the International Seminar “Direitos Humanos na Pedagogia do Amanhã” [Human Rights in the Pedagogy of Tomorrow], organized by this Chair in a joint partnership with the School of Humanities and Education and the postgraduate Program in Education. This seminar, held between the 18th and 19th November, 2013 at the Asa Norte Campus II had, as its main goal, to construct the theoretical framework for the research “Juventude Universitária e Direitos Humanos” [Human Rights and the University Youth] (research in progress) and contribute to construct a pedagogy for the 21st century that considers the respect for diversity a foundation upon which pacific social coexistence can be achieved. The speakers that highlighted the event were: Prof. Ana Maria Eyng Ph.D. (PUC Paraná – Brazil); Prof. Azucena Ochoa Cervantes Ph.D. (Autonomous University of Querétaro – Mexico); Prof. Carlos Alberto Vilar Estêvão Ph.D. (University of Minho – Portugal); Prof. Mario Sandoval Henriquez Ph.D. (Catholic University Silva Henriquez – Chile) and Prof. Maurice Tardif Ph.D. (University of Montreal – Canada). What can we learn from the pedagogy of tomorrow? What kind of adjustments can be done in order to change schools from what they have been in the past centuries? These, among others, were the main issues discussed in the seminar’s debates – which gathered students and professors from our campus and the community at large. In addition, this seminar will result in the publication of a book to be organized under the aegis of UNESCO. !!2014 - International Seminar “Adolescência: Configurações Contemporâneas” [Adolescence: Contemporary Configurations]. As part of the celebrations of the 20 years of the Postgraduate Program in Education at the Catholic University of Brasília, the UNESCO Chair in Youth, Education and Society, along with teachers in the Youth, Education and Society Research Group, held, from October 30 to 31, the Seminar “Seminário Internacional Adolescência: Configurações Contemporâneas” [International Adolescence Seminar: Contemporary Configurations]. The seminar intends to mobilize educators, health professionals, researchers and different segments of the community for the place that adolescence, in its several configurations, has gained in the contemporary scene. Among the participants were Lucien André Muñoz, UNESCO Respresentative in Brazil; Chair Coordinator Prof. Geraldo Caliman Ph.D., and the Readers Prof. Sandra Francesca Conte de Almeida Ph.D., Prof. Kátia Tarouquella Brasil Ph.D., and the international lecturers Jean-François Chiantaretto (University of Paris XIII), Didier Drieu (University of Caen Basse-Normandie), Catherine Matha (University of Paris XIII). !!!

Jointly organized with the Vice President of UNESCO’s German Commission, Prof. Christoph Wulf (Free University of Berlin); Prof. Geraldo Caliman (Catholic University of Brasilia); e Prof. Wivian Weller (University of Brasilia). The event will have UNESCO representatives from Brasília.

- International Seminars in the next years dedicated to the “Youth and Human Rights” theme.

The UNESCO Chair at UCB was invited to participate, in July 2014, at the city of Paris, at the Expert Group Meeting - "Youth Civic Engagement: Enabling Youth Participation in Political, Social and Economic Life”. The participation was not materialized, but a paper was written for the occasion. !!

- In May 2015, UCB’s UNESCO Chair will receive Érika Pioltine Anseloni, a Doctoral Student and Prof. Mark Brennan’s Advisee. Prof. Brennan is a Chair Holder of the UNESCO Chair on Rural Community, Leadership, and Youth Development. Erika is a Ph.D. Student and a Teaching Assistant at the Agricultural Extension and Education Department from the Agricultural Economics, Sociology and Education Department at Penn State University. We intend to intensify advisement agreements and joint research cooperation between the two Chairs.

- Exchange with UNESCO Chair on Comparative Education, Hong Kong University: Planned activities: Publication of a Chair’s book on theories and methodology in comparative and international education, and a Conference in Brasília to exchange experiences and information.

The Centre has, as its goal, to work as an academic space for the discussion and development of research, studies and projects on public security and criminal justice in its maximum amplitude, including issues related to youth, violence and delinquency. To do so, it has established the necessary internal and external partnerships, seeking the due support for the attainment of success. The first internal partnership that CEIJUSCRIM established since its resumption is being developed at UCB’s UNESCO Chair. !!UCB’s UNESCO Chair, in partnership with CEIJUSCRIM, is preparing a project for the “Desenvolvimento de modelo de pesquisa de vitimização juvenil” [Research Development Model of Juvenile Victimization] to be conducted, in its pilot project, at the Federal District in the year 2016. O project aims to model, in specific ways, a victimization research that is geared towards the peculiarities of the young, trying to identify, quantify and comprehend the types and levels of victimization to which the different Brazilian juvenile cohorts are being submited, turning the research results into subsidies for actions, projects and governmental programs for the youth. It deals with the modeling of a pioneer study in the country, given that the few researches on victimization being conducted in Brazil have not taken into consideration the specificities of the Brazilian youth. The experience at the UNESCO Chair at UCB in developing and implementing programs for the youth is essential for the project. !!Project "Consultores Comunitários de Segurança Pública e Paz Social" [Community Public Security and Social Peace Consultants]. This project aims to give community representatives the skills that will allow them to develop community projects related to the betterment of security conditions in their respective communities, through actions related to peaceful conflict resolutions development of secure urban spaces, formation of a support system network for the youth and adolescents, social mobilization, among others, contributing with its action, to the betterment of the community’s quality of life. This project intends, initially, to serve community representatives in the Federal District and surrounding areas and could be extended to include other regions, depending on its success and demand. !!

- The UNESCO Chair at UCB, in partnership with CEIJUSCRIM, is preparing a project for the development of a research model on juvenile victimization to be conducted, in its pilot-project, at the Federal District during the year 2016.

- The UNESCO Chair at UCB, in partnership with CEIJUSCRIM, is preparing an extension project for the training of what has been denominated “Community Public Security and Social Peace Consultants”.
