INTRODUCTION !Future Plans and Development Prospects: Outline for an Action Plan for the next biennium and short/medium and long-term development prospects. !!The following is a list of the Chair’s aims for the next biennial:

1. Research: To develop research projects based on the “Perceptions of Justice and Human Rights by specific social groups”, especially among university students and excluded social groups, particularly at the national and international levels.

2. Scientific meetings: To organize, with the participation of its partners, national and international seminars, collaborating with UNESCO’s Brasília Office.

3. Publications: Organization and publication of books on research project results, as well as papers and discussions presented at seminars.

4. Teaching: To prioritize Doctoral, Master’s and Undergraduate students in the Chair’s research projects, particularly undergraduate students who are awarded with Undergraduate Research Initiation Scholarships.

5. Social responsibility: To collaborate with social educators in preparing Distance Education Programs at the national and international levels, with the particular aim of sensitizing the public and attracting potentially interested institutions.

6. Networks: To consolidate participation in other Chair networks in Brazil and abroad, and to develop joint research on other activities.

This Chair faces some challenges, especially with regard to its research fundraising, particularly in this period of slow Economic/GDP growth. However, it submits projects to several governmental and non-governmental agencies such as the National Board of Scientific and Technological Development, the Ministry of Education and the National Coordination for the Advancement of Higher Education Personnel.

1 INTERNATIONAL PARTNERSHIPS

1.1 Cooperation with UNESCO Headquarters, especially with the Brazilian Office !!2012 –In the second half of 2012, the Chair held an international seminar on the theme of “Violências e Direitos Humanos: Espaços da Educação” [Violence and Human Rights: spaces for education], as has been registered earlier in this report. It proved to be an important moment insofar as partnership arrangements have been established with the University of Guadalajara, represented by Prof. Maria Teresa Prieto Quezada Ph.D. and Prof. José Claudio Carrillo Navarro Ph.D., opening up new prospects for exchanges and joint multinational research activities. The event counted with the participation of UNESCO’s Office in Brasilia (Annual Report, 2012, p. 25) !!2012 - “O Papel do Estado e da Sociedade Civil na Política Nacional Sobre Drogas” [The State and Civil Society’s Roles in the National Policy on Drugs] a seminar held during the month of April and aimed at providing the academic community and the community at large with an opportunity to draw closer to the theme, so as to debate public policies regarding drug addiction prevention, a problem that, more than anything else,


affects young people and is currently being fought by the Brazilian government through the implementation of public policies. In addition to the presence of UNESCO, the event was attended by politicians, members of the academic community and an expressive number of educators from the public education system, all of which contributed towards what proved to be a highly worthwhile debate. (Annual Report, 2012, p. 21). !!2013 - International Seminar “Direitos Humanos na Pedagogia do Amanhã” [Human Rights in the Pedagogy of Tomorrow]. Still in November 2013, UCB held three events linked to the Education of Human Rights, more specifically the “I Mostra UCB em ensino pesquisa e extensão em Direitos Humanos” [I UCB exhibition in teaching, research and extension in Human Rights] (November 14th), the “Seminário por ocasião da Convenção Internacional sobre os Direitos da Criança” [Seminar on the occasion of the International Convention on the Rights of the Child] (November 22nd); and the International Seminar “Direitos Humanos na Pedagogia do Amanhã” [Human Rights in the Pedagogy of Tomorrow], organized by this Chair in a joint partnership with the School of Humanities and Education and the postgraduate Program in Education. This seminar, held between the 18th and 19th November, 2013 at the Asa Norte Campus II had, as its main goal, to construct the theoretical framework for the research “Juventude Universitária e Direitos Humanos” [Human Rights and the University Youth] (research in progress) and contribute to construct a pedagogy for the 21st century that considers the respect for diversity a foundation upon which pacific social coexistence can be achieved. The speakers that highlighted the event were: Prof. Ana Maria Eyng Ph.D. (PUC Paraná – Brazil); Prof. Azucena Ochoa Cervantes Ph.D. (Autonomous University of Querétaro – Mexico); Prof. Carlos Alberto Vilar Estêvão Ph.D. (University of Minho – Portugal); Prof. Mario Sandoval Henriquez Ph.D. (Catholic University Silva Henriquez – Chile) and Prof. Maurice Tardif Ph.D. (University of Montreal – Canada). What can we learn from the pedagogy of tomorrow? What kind of adjustments can be done in order to change schools from what they have been in the past centuries? These, among others, were the main issues discussed in the seminar’s debates – which gathered students and professors from our campus and the community at large. In addition, this seminar will result in the publication of a book to be organized under the aegis of UNESCO. !!2014 - International Seminar “Adolescência: Configurações Contemporâneas” [Adolescence: Contemporary Configurations]. As part of the celebrations of the 20 years of the Postgraduate Program in Education at the Catholic University of Brasília, the UNESCO Chair in Youth, Education and Society, along with teachers in the Youth, Education and Society Research Group, held, from October 30 to 31, the Seminar “Seminário Internacional Adolescência: Configurações Contemporâneas” [International Adolescence Seminar: Contemporary Configurations]. The seminar intends to mobilize educators, health professionals, researchers and different segments of the community for the place that adolescence, in its several configurations, has gained in the contemporary scene. Among the participants were Lucien André Muñoz, UNESCO Respresentative in Brazil; Chair Coordinator Prof. Geraldo Caliman Ph.D., and the Readers Prof. Sandra Francesca Conte de Almeida Ph.D., Prof. Kátia Tarouquella Brasil Ph.D., and the international lecturers Jean-François Chiantaretto (University of Paris XIII), Didier Drieu (University of Caen Basse-Normandie), Catherine Matha (University of Paris XIII). !!!

- In May 2015, UCB’s UNESCO Chair will receive Érika Pioltine Anseloni, a Doctoral Student and Prof. Mark Brennan’s Advisee. Prof. Brennan is a Chair Holder of the UNESCO Chair on Rural Community, Leadership, and Youth Development. Erika is a Ph.D. Student and a Teaching Assistant at the Agricultural Extension and Education Department from the Agricultural Economics, Sociology and Education Department at Penn State University. We intend to intensify advisement agreements and joint research cooperation between the two Chairs.

- Exchange with UNESCO Chair on Comparative Education, Hong Kong University: Planned activities: Publication of a Chair’s book on theories and methodology in comparative and international education, and a Conference in Brasília to exchange experiences and information.

!Agreement: 09/12/2014!Reference: Prof. Sabino de Juán Ph.D.!!The UNESCO Chair recently consolidated a partnership with the Salesian University Centre of Madrid. On April 18, the “Convegno Annuale Human Rights” [Annual Human Rights Convention] took place in the city of Venice. A partnership between UCB’s UNESCO Chair, The Salesian University Centre in Venice [IUSVE] and the Don Bosco Higher Education Centre in Madrid. The theme was the presentation of a networked research conducted by the Chair in partnership with both Universities, entitled “Percepção dos Direitos Humanos e Educação em Grupos Sociais Específicos” [Perception of Human Rights and Education in Specific Social Groups], an extension research conducted in a network by UCB’s UNESCO Chair in association with seven national and international universities. !

!Agreement: 09/12/2014!Reference: Prof. Arduíno Salatin Ph.D.!!The UNESCO Chair recently consolidated a partnership with the “IUS Education Group”, of which the “Salesian University Institute in Venice” is a part of. The University Institute is also affiliated with the Pontifical Salesian University of Rome, which is particularly dedicated to the field research related to the youth. On April 18, the “Convegno Annuale Human Rights” [Annual Human Rights Convention] took place in the city of Venice. A partnership between the UCB’s UNESCO Chair, The Salesian University Centre in Venice [IUSVE] and the Don Bosco Higher Education Centre in Madrid. The theme was the presentation of a networked research conducted by the Chair in partnership with both Universities, entitled “Percepção dos Direitos Humanos e Educação em Grupos Sociais Específicos” [Perception of Human Rights and Education in Specific Social Groups], an extension research conducted in a network by UCB’s UNESCO Chair in association with seven national and international universities. !!

!Agreement: 14/08/2014!Reference: Prof. Mário Sandoval Ph.D.!!One of the most recent partnerships arranged by the Chair was with the Silva Henriquez Catholic University, of Chile, more specifically with the “Centro de Estudios en Juventud” (CEJU) [Youth Studies Centre], presided by Prof. Mario Sandoval Ph.D. The aim of CEJU is to develop a line of academic research on youth, articulating several research, teaching, extension and cooperations with society. !Prof. Mário Sandoval Ph.D., participated in the International Seminar “Direitos Humanos na Pedagogia do Amanhã” [Human Rights in the Pedagogy of Tomorrow], from November 18 to 19 at UCB – Brasília, giving the lecture: “Educação em Valores” [Education in Values]. !A book chapter was published in collaboration with, and as a consequence of the research project “Percepção de Justiça e Direitos Humanos em Grupos Sociais Específicos” [Justice Perception and Human Rights in Specific Social Groups].!!

PROJECTS FOR THE NEXT YEARS!!To consolidate the partnership through the creation of the “Rede de Observatórios da Juventude do IUS Education Group” [IUS Education Group Youth Observatories Network] (Cf. item 3). !Agreement: 09/05/2011!Reference: Prof. Bernhard Fichtner Ph.D.!!The partnership with the University of Siegen, Germany, was arranged through the cooperation of Prof. Bernhard Fichtner, who participated, in the last four years, as a collaborator in the Master’s and Doctoral Programs at the Catholic University of Brasilia. He taught, in collaboration with Prof. Geraldo Caliman and Prof. Carlos Angelo de Meneses Sousa, the course“Ensino-Aprendizagem: Formas Alternativas para Educação Escolar e Educação Social” [Teaching-Learning: Alternative Forms of School and Social Education], taught by Prof. Bernd Fichtner Ph.D., from the University of Siegen, Germany, member of the UNESCO Chair in Youth, Education and Society Research Group and Prof. Geraldo Caliman Ph.D. !Our partners from Siegen, Profs. Fichtner and Benites, participated in the Research “Percepções de Justiça e Direitos Humanos de Grupos Especificos” [Justice Perceptions and Human Rights of Specific Social Groups] and International Seminars such as “Violências e Direitos Humanos” [Violence and Human Rights] (2013). They wrote two articles in the book Violence and Human Rights.!The UNESCO’s Chair in Youth, Education and Society Coordinator went to the University of Siegen in 2012 and 2013, in order to work for the establishment of joint projects between the two universities. !Prof. Fichtner participated in Master’s and Doctoral Course Concluding Dissertation and Thesis Boards, for example, in the Kelly Bitencourt and Leila Ferreira’s Master’s qualification projects. In addition, he participated, in September 2014, in the “Colóquio Pedagógico sobre Adolescentes e jovens no ciberespaço: Aprendizagens políticas” [Pedagogical Colloquium on Adolescents and Youths in cyberspace: political lessons] from the research project “Juventude e Internet: Sociabilidades e Aprendizagens” [Youth and the Internet: Lessons and Sociabilities](JISA), coordinated by Prof. Carlos Ângelo UNESCO-UCB Chair Reader. Those activities included the participation of undergraduate and postgraduate students. !!

Participation in a meeting with over 600 school teachers, principals and parents, with workshops and keynote speeches at the University of Baja California, Mexico, aiming to disseminate and to discuss academic research among educators. !Agreement: 05/06/2015!Reference: Profa. Ana Eyng Ph.D.!!Prof. Ana Eyng is a Chair Reader. The “Observatório de Violências nas Escolas” [Violence in Schools Observatory], from the Pontifical Catholic University of Paraná, is a space that seeks to establish a dynamic network of interaction between the different social actors interested in the challenge of overcoming the issue of violence in schools. The Education Program is coordinated by Prof. Ana Maria Eyng. She is linked to the UNESCO Chair in Youth, Education and Society, a partnership between UNESCO and the Catholic University of Brasília.!!Two books were published with the collaboration of Prof. Ana Eyng’s contributions, one of them as a consequence of the research project “Percepção de Justiça e Direitos Humanos em Grupos Sociais Específicos” [Justice Perception and Human Rights in Specific Social Groups]. !

Patrícia Krieger Grossi Ph.D.!!Prof. Patricia Grossi is a Coordinator at the “Núcleo de Estudos e !Pesquisa em Violência, Ética e Direitos Humanos” [Violence, Ethics and Human Rights Research and Studies Group] and a Coordinator at the “Grupo de Estudos e Pesquisa em Violência (NEPEVI)” [Violence Research Studies Group] at the Pontifical Catholic University of Rio Grande do Sul (PUC-RS). !In March 2015, Prof. Geraldo Caliman Ph.D., UNESCO-UCB Chair Coordinator visited the “Observatório Juventudes da PUCRS” [PUCRS Youths Observatory], which has partnerships with Departments of Education and Social Service at PUCRS. The project’s goal is to study themes related to youth and to produce subsidies for educators, public policy managers and people involved in pastoral human rights defense. It also intendes to produce scientific knowledge about youths, stimulating research, academic works, and events about the youth. !!


- To celebrate the Agreement with the Pontifical Catholic University of Rio Grande do Sul.

- To consolidate partnerships with PUCRS’ Youth Observatory and Prof. Patricia Grossi’s Violence, Ethics and Human Rights Research Group.

2.4!University!of!Passo!Fundo!(UPF)!!

Agreement: 15/12/2014!Reference: Prof. Silvio Antônio Bedin Ph.D.!!From the Chair’s Coordinator Visit in November 18, 2014, a partnership with the “Observatório de Juventude Educação e Sociedade” [Youth Education and Society Observatory] from the University of Passo Fundo (UPF) was consolidated. The Observatory integrates a network of UCB-UNESCO Chair partnerships in search for a solution against violence, particularly through an Education for Peace, with methods and pedagogical principles based on social pedagogy. It articulates a project of Alternatives to Violence, through the participation of volunteers who act in the training for a culture of peace in the region’s public schools. !!

PROJECTS FOR THE NEXT QUADRIENNIUM !

- Consolidation of the partnership with the Youth and Violence in Schools Observatory through the mutual invitation to participate in Seminars, research and publications

- Participation in the Seminar "Educação, Espiritualidade e Cultura do Bem Viver" [Education, Spirituality and the Cultre of Wellbeing], which will have its second edition October 27th to 29th of this year, in partnership with UPF’s Youth, Education and Society Observatory

- Extension: Specialization Course, predicted for 2016 and 2017, entitled: "Educação, gestão do cuidado e cultura de paz" [Education, care management and the culture of peace].

!Agreement: 26/04/2005!References: Prof. Sonia Koehler Ph.D. and Prof. Joviane Marcondelli Dias Maia Ph.D.!!The “Observatório de Violências nas Escolas” [Violence in Schools Observatory] is based on a research study core at São Paulo’s UNISAL, headquartered at the Lorena campus and, since 2005, belongs to the Violence in Schools Observatory. The network is based on national and international institutions and the heardquarters are at the Catholic University of Brasília – UCB. Thusly, a joint work is developed by means of Technical, Scientific and Cultural Cooperation. !From this partnership emerged, for example:!

- Joint International Seminars, articles and book publications. Among the seminars we can cite: “Seminarios de Violencias, Educaçao e Saude” [Violence, Education, Health Seminars], which are conducted annually.

Accession: 22/05/2015.!Reference: Prof. José Ivaldo Araújo de Lucena MSc.!!The Youth Traning Popular Centre – Life and Youth, (www.vidaejuventude.org.br) is a Public Interest Civil Society Organization [OSCIP], partner of the UNESCO Chair in Youth, Education and Society, and acts in the defense and promotion of Human Rights among children and adolescents who are threatened by the risk of death, as well as in the promotion of courses, seminars, and training events geared towards the develpment of a culture of peace in situations undergoing social vulnerability situations in the Federal District and Nationally.

3.2!Interdisciplinary!Criminal!and!Justice!Studies!Centre!(CEIJUSCRIM)!

!Reference: Prof. Nelson Gonçalves Souza!!The Interdisciplinary Public Security and Criminal Justice Studies Centre [CEIJUSCRIM], linked to UCB’s Law School, regained its academic, extension and research activities in the month of June, when it will be reinaugurated. The Centre has, as its goal, to work as an academic space for the discussion and development of research, studies and projects on public security and criminal justice in its maximum amplitude, including issues related to youth, violence and delinquency. To do so, it has established the necessary internal and external partnerships, seeking the due support for the attainment of success. The first internal partnership that CEIJUSCRIM established since its resumption is being developed at UCB’s UNESCO Chair. !!UCB’s UNESCO Chair, in partnership with CEIJUSCRIM, is preparing a project for the “Desenvolvimento de modelo de pesquisa de vitimização juvenil” [Research Development Model of Juvenile Victimization] to be conducted, in its pilot project, at the Federal District in the year 2016. O project aims to model, in specific ways, a victimization research that is geared towards the peculiarities of the young, trying to identify, quantify and comprehend the types and levels of victimization to which the different Brazilian juvenile cohorts are being submited, turning the research results into subsidies for actions, projects and governmental programs for the youth. It deals with the modeling of a pioneer study in the country, given that the few researches on victimization being conducted in Brazil have not taken into consideration the specificities of the Brazilian youth. The experience at the UNESCO Chair at UCB in developing and implementing programs for the youth is essential for the project. !!Project "Consultores Comunitários de Segurança Pública e Paz Social" [Community Public Security and Social Peace Consultants]. This project aims to give community representatives the skills that will allow them to develop community projects related to the betterment of security conditions in their respective communities, through actions related to peaceful conflict resolutions development of secure urban spaces, formation of a support system network for the youth and adolescents, social mobilization, among others, contributing with its action, to the betterment of the community’s quality of life. This project intends, initially, to serve community representatives in the Federal District and surrounding areas and could be extended to include other regions, depending on its success and demand. !!


- The UNESCO Chair at UCB, in partnership with CEIJUSCRIM, is preparing a project for the development of a research model on juvenile victimization to be conducted, in its pilot-project, at the Federal District during the year 2016.

- The UNESCO Chair at UCB, in partnership with CEIJUSCRIM, is preparing an extension project for the training of what has been denominated “Community Public Security and Social Peace Consultants”.
