Introduction

Freedom from Covert Harassment and Surveillance (FFCHS), a human rights

organization, was founded in 2006 as a conference call group for targeted individuals

(TI's) connected over the Internet and began to realize the prevalence of group stalking

and electronic surveillance. Targeted Individuals (TI's) of domestic terrorism originate

from many different backgrounds and are affected physically, psychologically, socially,

and economically as a result of the organized stalking and DEW torture.

FFCHS battles two main types of covert actions against citizens: organized stalking and

directed energy weapons torture.

Organized stalking is an activity common to right wing hate groups. Also called "group

stalking," "terrorist stalking," "vigilante stalking," and "organized stalking,” it is a

parallel justice system designed to ruin the careers and lives of those such hate groups perceive to be acting against the group's “values”: gay and lesbian individuals, people

they perceive to be “liberals,” whistleblowers, people who live alternative lifestyles,

peace, civil rights or environmental activists, or others who have angered a member of

the group.

Methods of stalking and harassment include the following:

• killing pets

• physical assault

• verbal abuse• stealing or damaging mail

• harassment by email and phone

• vandalizing residences and vehicles

• enlisting law enforcement and firefighters friendly to their cause in the harassment

• committing a crime then framing the TI for that crime

• following TI by vehicle

• damage to TI's vehicle

• street theater – staged skits designed to frighten and intimidate the TI

• ongoing – continuing harassment over many days, months and even years

• forming a large group of stalkers with each member of the group doing a portion

of the stalking

• persistence – the group uses its connections in other locations to continue the

harassment even as the TI moves to another city or state. In some cases members

follow the TI to a new home town

• using lies, money and intimidation to coerce non group members into stalking the

TI

• noise campaign – very frequent sounds (sirens, alarms, beeping sounds, loud

engine sounds, booming sounds) which follow TI everywhere

• 24/7 surveillance – stalkers work in shifts parked in their cars around the TI's

home or workplace

• the foundation of group stalking – the slander campaign: the stalkers approach

everyone the TI interacts with: friends, family members, co workers, supervisors,

neighbors, etc., and spread lies that the TI is a homosexual or a criminal. This is

an effective tactic because most people could not imagine a stranger would lie to

them

• the stalkers present themselves as a “civic organization” that works with law

enforcement and monitors terrorists and other criminals – they may use fake

badges or fake “official files” to convince people the TI is a criminal

Today's well scripted and highly networked stalking groups can totally destroy the life of

a target, while if the target complains, he or she is likely to be regarded as mentally ill

because so many of the attacks look like life's normal mishaps. This crime is therefore

covered up seamlessly by the mental health system. Make no mistake - some of these

"mishaps" are very serious and destroy the target's reputation, credibility, ability to earn a

living, and family and business relationships.

The telling aspect of organized stalking as opposed to normal life is the frequency of

these "mishaps." Stalking groups now target around one person in every hundred, and

nowadays, you do NOT have to be "somebody special" to be targeted. Many targets do

not know why they are being targeted. Furthermore, these stalking groups: - Are

networked all across North America (and in fact, most other countries, from reports) and

truly believe they are doing great community service, based on vicious lies constantly fed

them by their leaders - they do not see themselves as criminals (some see themselves as

called by God to harass and torture) - Follow the target wherever the target travels or

moves, and that includes institutions such as prisons and hospitals - Torture and kill

animals and pets, sometimes leaving them on the doorstep of the target - never stop

harassing the target in almost every case.

Harassment often continues through painful illnesses and right up to the death of thetarget. The systematic corruption of government and quiet destruction of Constitutional

freedoms by these groups has allowed organized stalking to spread and grow, particularly

starting in the 1990s.

Directed Energy Weapons (DEW's)

Most people have never heard the term “Technological Predator.” The term carries a

connotation of paranoia or something from science fiction. However, in a declassifiedreport from the U.S. Army, confirmed what TI's have known for years: that the

government has and does use weapons that manipulate sound and energy to target the

nervous systems of individuals, torturing them and producing internal injuries.

Research from Uncensored confirms that "New technological capabilities have been

developed in black budget projects over the last few decades-- including the ability to

influence human emotion, disrupt thought, and present excruciating pain through the

manipulation of magnetic fields. The US military and intelligence agencies have at their

disposal frightful new weapons, that have likely already been covertly used and/or tested

on humans, both here and abroad, and which could be directed against the public in the

event of mass protests or civil disturbance. "

Until recently, people who believe the government is beaming voices into their heads

would have added social isolation to their catalog of woes. But now, many have

discovered hundreds, possibly thousands, of others just like them all over the world. Web

sites dedicated to electronic harassment and gang stalking have popped up in India,

China, Japan, South Korea, the United Kingdom, Russia and elsewhere. Victims have

begun to host support meetings in major cities, including Washington. Favorite topics at

the meetings include lessons on how to build shields (the proverbial tinfoil hats), media

and PR training, and possible legal strategies for outlawing mind control.

The biggest hurdle for TIs is getting people to take their concerns seriously. A proposalmade in 2001 by Rep. Dennis Kucinich (D-Ohio) to ban "psychotronic weapons"

(another common term for mind-control technology) was hailed by TIs as a great step

forward. But the bill was widely derided by bloggers and columnists and quickly

dropped.

Doug Gordon, Kucinich's spokesman, would not discuss mind control other than to say

the proposal was part of broader legislation outlawing weapons in space. The bill was

later reintroduced, minus the mind control. "It was not the concentration of the

legislation, which is why it was tightened up and redrafted," was all Gordon would say.

FFCHS stands in the canyon-sized gap between the suffering TI's face each day and

public understanding of the issue; moving beyond raising awareness of group stalkingand DEW's to ensuring legislators and other officials charged with upholding the public's

safety and best interest take action to eliminate the use of DEW's and impose criminal

consequences for those who perpetuate group stalking campaigns.

Current Activities

FFCHS is working with attorney Jonathan Wilson to represent them in combating covert

harassment and surveillance. Attorney Wilson states, "Many citizens are desperate to be

freed from the disturbing, intrusive and oppressive targeting."The group continues bringing awareness to local and state officials, Congress, the media,

and the general public concerning the crimes of organized stalking and DEW torture.

FFCHS is working tirelessly so that laws will be passed and other measures taken to free

those entrapped in what is known as the "secret holocaust."

FFCHS held a rally on the National Mall in Washington, D.C. [date] that drew the

coverage of the Washington Post .

The FFCHS web site includes extensive content on the problem of covert surveillance

and harassment as well as some leads to the few possible solutions that now exist. The

website, at http://freedomfchs.com/ also includes a group blog where TI's may post their experiences, and informative newsletters.

The website also leads visitors to solace and support in its Saturday conference calls,

message forums and support groups in various metropolitan areas, including the Los

Angeles and the San Francisco Bay area of California.

The group also has a YouTube page and Google group and has developed a survey for

potential TI's and to gather more information about the prevalence of the different forms

of covert harassment and surveillance.

Goals

FFCHS is organizing to convince legislators to pass laws that prohibit covert surveillance

and harassment. We are working toward this goal by setting up meetings with legislators

around the nation. Meetings with congressional representatives in Ohio and

Massachusetts have opened communication with lawmakers.

In Ohio, Green Party-endorsed gubernatorial candidate Bob Fitrakis, a Columbus lawyer,

journalist, political science professor and author, believes much of what the government

is up to is deep undercover. He points to the military's Joint Vision for 2020 program

which describes preparation for aggressive war and total dominance of air, land, sea,space and information.

Along with the rally on the National Mall, FFCHS has had rallies in Akron, Ohio, and

numerous small rallies, including a group who handed out fliers in Torrance, CA.

Ultimately, FFCHS seeks funding for more publicity, more travel to visit congressional

representatives, the hiring of the director as a full time staffer to coordinate the

organization's worldwide efforts, and most importantly to take all the necessary steps to

eliminate covert harassment and surveillance from the lives of people around the world.

Problem Statement

Group/Gang Stalking

The buzzing of your alarm awakens you. You raise your bedroom window blinds to look

outside at what was forecast to be a beautiful, sunny day. At that moment, a car drives up

and parks across the street. No one gets out. You're not an alarmist, but the same thing

has happened at this precise time every day this month. Last night as you went to bed,

you heard footsteps and saw shadowy figures running just outside your window.

Yesterday you called the police on the strange cars, but the driver was gone by the time

the police arrived. An exasperated detective obviously called from higher priorities to

answer your request grudgingly took down your information and left his card.

You dress and head to the kitchen for breakfast. A chair is pulled out from the table.

Your spouse, who is already at work, is meticulous about pushing the chair in and

generally keeping things in order. You grab and English muffin, halve it and stick the

halves in the toaster. As you press down the entire toaster falls apart on the counter. Too

hurried to fix it now and feeling your anxiety building from the strange happenings, you

decide to grab coffee and a bagel from the shop down the road. You finish dressing and

grab your briefcase from the front hall. You run out to the garage and press the button to

open the garage door. It seems sluggish but you wonder if it's just because you're anxiousand hurried.

The car is still there across the street. It's hard to tell in this light but you think the driver

is watching you. He's talking on a cell phone. You pull the car out from the garage. It's

sluggish, too. After two stalling episodes on the freeway to work (where you cannot be

sure but you think you see the same car seeming to pass you repeatedly, taking a nearby

exit and re-entering the freeway to watch you until you get the car going again) you're

late – again. It's not so bad; if you grab the file and head down to the conference room

you may make it before the meeting starts. The file was on your desk when you left last

night. Now it's gone.

Frantic, you cull through the accordion file in your briefcase and the file stand on your desk. You become increasingly anxious as you dig through drawers and tear apart your

desk. Finally in the frenzy you find the file under the blotter calendar. How weird is that?

Who would have put it under there?

You arrive late to the meeting and catch the evil eye of your supervisor. Two coworkers

look you up and down then pass a note back and forth, stifling laughter. What is this –

junior high school? The rest of the meeting passes without incident but disappointingly,

someone else is chosen for the project you had worked many long days to prepare for,

and you know your supervisor and her supervisor were aware of your efforts. You're not

upset, really, you'd just appreciate an explanation, and you're still hoping to maybe get a

piece of the assignment, but you can't catch the eye of either one of them for the rest of

the meeting and they are both away from their desks or on the phone the rest of the day.

Exhausted, you head to your car at the end of the day. Frank, someone you've never been

that friendly with, walks up next to you on the way to his car and says, “Rough day,

huh?” He smiles and walks away. You shake your head, step into your car and start the

ignition. You make it home and your spouse greets you with a grim look. You see your

child and warily ask how everyone's day was today. Your child asks, “What's

racketeering?” Your spouse says softly, “There are rumors. What's going on?”

You peer out the window and a sedan is parked across the street again. It's six p.m., but a

jackhammer starts up in the alley. Again.

If this was one day in a hundred, believing a conspiracy was the cause would seem over

the top, and friends and family would be justified in urging you to calm down. Imagine,

though, if this day was every day for a week, a month, a year. You know something is

happening. You're powerless to stop it. No one will listen to you. The incidents escalate.

Your spouse becomes suspicious of you. Your workplace starts documenting your

“erratic behavior” and “decline in work quality.” Social invitations slow. Your smiles to

friends and neighbors are greeted with narrowed eyes. No matter how many times you

take the car to the mechanic, it won't stay fixed. Your mother asks at Thanksgiving if you're in some kind of trouble.

You're window shopping with the family at Christmas and it seems like the streets are

full of people watching you. It's not just one person following you, though you believe

you are being trailed, but one pair walking in front of you stops short causing you to trip.

You see them later and one suddenly, for no apparent reason, shouts your child's name.

“Now that's a bad kid,” the other says. “That kid might have to go away for a while,”

they say, “it might be better if that kid disappears.” Your child has a common name, and

someone might say the pair could have been talking about someone else. But your year

has been full of far too many coincidences. You ask your mother to start picking your

child up from school, right at the door, instead of taking the bus.

The new year sees you fired from your job, dropped by friends, avoided by formerly

friendly neighbors, in counseling with your spouse because of the increased tension at

home, receiving frequent reports of your child's declining performance at school, and

suddenly you can't take it anymore. You loved your city, your neighborhood, your life,

having your family close, but there's an opening for a job in your field 1,200 miles away.

It's a cut in pay and responsibility from your previous position, but you email your

resume anyway. You get the job. You take it. Even your spouse is looking forward to a

new start, and your child has grown to hate school anyway.

You move over the summer, pleased with how you're settling in to the new environment,

and relieved to have regained your mental health before things really spiraled out of

control. You have a spring in your step again as you get ready for work. You grab a

coffee and head out the door. Your car is blocked in by a car with no driver in it. Your

eyes travel to the unfamiliar car parked across the street. The driver seems to be watching

you. You run for the bus stop down the street and as you get on the bus you see the same

car parked on a side street.

It's not over.

This pervasive, ongoing harassment would be disturbing enough as a rare occurrence, butestimates show group stalking affects one in one hundred people, with major damage to

career, reputation, relationships, finances, and mental and physical health.

Because these stalking groups are very careful to trade off duties so no one person is seen

near the same TI too often, it is very difficult for even concerned law enforcement to

catch anyone, much less make any charges stick. In most cases, however, this is a moot

point because law enforcement at best acknowledges the problem but sees no viable

solution, and at worst is part of the problem, as often the stalking groups rally corrupt

members of law enforcement to their ranks.

Electronic Harassment and TortureTI's have reported to FFCHS the following symptoms, which we have evidence is caused

by electronic harassment and torture:

• MIGRAINE HEADACHES / MUSCLE CRAMPS / CANCER

• HEART ATTACK / BRAIN EMBOLISM / PARTIAL BLINDNESS

• BLURRED AND DEGENERATION OF VISION / SLEEP DEPRIVATION

• UNCONTROLLABLE JERKING OF LIMBS / MICROWAVE BURNS

• NEUROLOGICAL DAMAGE / OVERWHELMING FATIGUE

• RINGING IN THE EARS /UNCONTROLLED SEXUAL STIMULATION

John Alexander, author of “Psychic Warrior,” and former scientist for the National

Laboratory at Los Alamos, has this to say about bio-electric weapons: "There areweapons systems that operate on the power of the mind and whose lethal capacity has

already been demonstrated...The psychotronic weapon would be silent, difficult to detect,

and would require only a human operator as a power source."

No longer a gleam in the Pentagon's eye, ray guns — or radiofrequency (RF) weapons, to

be exact — officially have arrived. As troops are increasingly forced to serve as an ad

hoc police force, nonlethal weapons have become a priority for the military. The

Department of Defense is currently testing the Active Denial System (ADS), which fires

pain-inducing beams of 95-GHz radio waves, for deployment on ground vehicles. (By

comparison, microwave ovens operate at around 2.5 GHz.)

The ADS heats a target's skin, producing a sensation similar to having a light bulb

pressed against flesh. This surface heating doesn't actually burn the target, but is painful

enough to force a retreat. While this may have much promise against military

combatants, we have evidence that the government is using it against private citizens in

the United States.

While the military continues to investigate the safety of RF-based weapons, defense

contractor Raytheon has released Silent Guardian, a stripped-down version of the ADS,

marketed to law enforcement and security providers as well as to the military. Using a

joystick and a targeting screen, operators can induce pain from over 250 yards away, asopposed to more than 500 yards with the ADS. Unlike its longer-ranged counterpart,

Silent Guardian is available now.

As futuristic — and frightening — as the ADS "pain ray" sounds, the Air Force Office of

Scientific Research is funding an even more ambitious use of RF energy. Researchers at

the University of Nevada are investigating the feasibility of a method that would

immobilize targets without causing pain. Rather than heating the subject's skin, this

approach would use microwaves at 0.75 to 6 GHz to affect skeletal muscle contractions,

possibly by blocking the release of neuro-transmitters that carry signals to those muscles.

But the Nevada team is quick to point out that the technology also could lead to new drug-

and scalpel-free medical tools. "We envision that RF-based strategies could be developed

that would be noninvasive," says one researcher, "and could help individuals with

neurological disorders, neuromuscular disorders and chronic pain."

This project is still in the beginning stages, and has yet to attempt to stun even a mouse.

The ADS, on the other hand, is already a painful reality.

Members of FFCHS believe we are covert victims of such crimes as Voice to Skull

transmissions (v2K), mind reading and thought surveillance technology, (and we can produce the documents to show that this technology exists and is in use today - and has

been for some time), remote body manipulation, remote pain induction and much more.

We believe the source of the crimes are certain elements of the government,

corporations, and sometimes private citizens. Mind control and surveillance technology

research has been studied by our government since the early '50s. And from what we've

seen and experienced, it is pretty much perfected at this time.

Much evidence and research exists to support our very real experiences:

Research from Project Censored substantiates that, “New technological capabilities have

been developed in black budget projects over the last few decades-- including the abilityto influence human emotion, disrupt thought, and present excruciating pain through the

manipulation of magnetic fields. The US military and intelligence agencies have at their

disposal frightful new weapons, that have likely already been covertly used and/or tested

on humans, both here and abroad, and which could be directed against the public in the

event of mass protests or civil disturbance.”

The Institute of Science in Society states this: electromagnetic weapons operate at the

speed of light; they can kill, torture and enslave; but the public are largely unaware that

they exist, because these weapons operate by stealth and leave no physical evidence.

Electromagnetic weapons have been tested on human beings since 1976. By widelydispersing the involuntary human test-subjects, and vehemently attacking their

credibility, it has been possible for the United States to proceed with these human

experiments unhindered by discussions or criticisms, let alone opposition.

While voices and visions, daydreams and nightmares are the most astonishing

manifestations of this weapon system, it is also capable of crippling the human subject by

limiting his/her normal range of movement, causing acute pain the equivalent of major

organ failure or even death, and interfering with normal functioning of any of the human

senses. In other words, any of the tortures with which the words Guantanamo Bay have

become synonymous can be achieved by remote, electronic means.

Gloria Naylor, a renowned African American writer, seems to defy many of the

stereotypes of someone who believes in mind control. A winner of the National Book

Award, Naylor is best known for her acclaimed novel, The Women of Brewster Place,

which described a group of women living in a poor urban neighborhood and was later

made into a miniseries by Oprah Winfrey.

But in 2005, she published a lesser-known work, 1996 , a semi-autobiographical book

describing her experience as a TI. "I didn't want to tell this story. It's going to take

courage. Perhaps more courage than I possess, but they've left me no alternatives," Naylor writes at the beginning of her book. "I am in a battle for my mind. If I stop now,

they'll have won, and I will lose myself."

"I would lie in bed while the conversations were going on, and I'd ask: Maybe it is

schizophrenia?"

Naylor describes what she calls "street theater" -- incidents that might be dismissed by

others as coincidental, but which Naylor believes were set up. She noticed suspicious

cars driving by her isolated vacation home. On an airplane, fellow passengers mimicked

her every movement -- like mimes on a street.

Voices followed -- taunting voices cursing her, telling her she was stupid, that shecouldn't write. Expletive-laced language filled her head. Naylor sought help from a

psychiatrist and received a prescription for an antipsychotic drug. But the medication

failed to stop the voices, she says, which only added to her conviction that the

harassment was real.

For almost four years, Naylor says, the voices prevented her from writing. In 2000, she

says, around the time she discovered the mind-control forums, the voices stopped and the

surveillance tapered off. It was then that she began writing 1996 as a "catharsis."

Colleagues urged Naylor not to publish the book, saying she would destroy her

reputation. But she did publish, albeit with a small publishing house. The book was

embraced by Tis.

Naylor, who hasn't written a book since 1996, is now back at work on an historical novel

she hopes will return her to the literary mainstream. She remains convinced that she was

targeted by mind control. The many echoes of her ordeal she sees on the mind-control

forums reassure her she's not crazy, she says.

Of course, some of the things she sees on the forum do strike her as crazy. "But who I am

to say?" she says. "Maybe I sound crazy to somebody else."

The general outlook for TIs is bleak; many lose their jobs, houses and family. Depression

is common. But for many at the rally, experiencing the community of mind-control

victims seems to help. One TI, a man who had been a rescue swimmer in the CoastGuard before voices in his head sent him on a downward spiral, expressed the solace he

found among fellow TIs in a long e-mail to another TI: “I think that the only people that

can help are people going through the same thing. Everyone else will not believe you, or

they are possibly involved.”

In the end, though, nothing could help him enough. In August 2006, he would commit

suicide.

Nich Begich is executive director of the Lay Institute for Technology, founded by the

heiress to the Lay potato chip fortune to ferret out the truth behind government secrecy.

He compiles evidence from patents, mainstream media articles and government

disclosures.

His sources are legit. Trade journal Defense News, as well as Newsweek and U.S. News

& World Report, have reported on emerging technologies like directed energy and

acoustic weaponry. Generals have gathered for conferences on directed-energy weaponry

and other exotic technologies. Patents have been awarded for sound-throwing devices

and microwave conductors that allegedly can alter states of being.

Begich says sound-transfer equipment is already developed. In the late '90s, he showedthe European Parliament how it's done. He also presented his case about weather

manipulation technology as well as non-lethal microwave and electromagnetic weapons,

which he says could be developed to cause not just burning sensations in targets but also

lethargy or even death. In 1999, the parliament passed a resolution calling for an

international ban on weapons that would enable the manipulation of the human brain.

“Our intention is to look for ways to address problems with advancing technologies at

least through disclosure and education,” he says.

“A lot of this knowledge holds keys to human physiology. We could develop that

technology, for instance, for the deaf [or] in other ways much more productive than whatit's being used for now. But to do it safely and responsibly, you have to open the door.”

Purpose and Objectives

FFCHS will continue to seek the support of congressional representatives. Awareness of

this cause and a call for accountability from government officials will come only from

strong action. For this reason we are, with the help of attorney Jonathan Wilson, writing

letters to government agencies, including the Senate Judiciary Committee, and eventually

commencing a lawsuit against the United States Government demanding redress for the

ruined careers, health and lives caused by unjust, covert harassment and surveillance.

FFCHS will launch a mail campaign, expand its website, and work with a mediacompany to develop a compelling public service announcement about covert harassment

and surveillance.

Through calling for accountability from the government, testifying before Congress, and

raising public awareness of this issue so we have strength in constituent numbers to

demand accountability and redress, we will achieve our goal of stopping the government

and other entities from targeting private citizens for these invasions of privacy and

operations of torture.

Strategies

• Commencing a federal lawsuit against authorities who use gang stalking and

electronic harassment against private citizens

• Outreach through the website, television PSA's, and other media to reach TI's and

create strength in numbers

• Information sharing – organized stalkers share information on us – we will share

information on them.

• Support and sharing of resources – devices are available to counteract the effects

of electromagnetic torture but they are very expensive. By sharing expenses we

can help each other reduce the physical effects of remote torture.

• Calling for accountability – removing the shroud of anonymity perpetrators

currently enjoy

• Working with receptive law enforcement professionals to develop methods of

empowering TI's to defend themselves against gang stalking and electronic torture

attacks.
