Vice President’s Report

Vice President Dambroski first began by stating that April 6th will be the last InterClub Council

meeting for the Spring semester. She also reminded students to stay informed about the

upcoming Student Senate Elections, and reminded them to attend the Meet the Candidates Event.

Vice President Dambroski then stated that the “Borrow a Bike” Program will be starting shortly.

Vice President Dambroski then awarded the Vegan and Vegetarian Club with Student

Organization of the month.

Vice President Dambroski yielded the floor back to President Sarhan.

President Sarhan then yielded the floor to Chair Solowey for the next award. Chair Solowey

recognized the Gaming Club for their philanthropic successes.

Chair Solowey yielded the floor back to President Sarhan.

President’s Report

President Sarhan began by welcoming the student body back from Spring break. She stated that

the Senate has had a busy month, and one of their first events was the State of the University

Address which was a successful event for students to get their questions answered about the

Atlantic City campus. She then stated that she has asked the Public Relations Committee for their

help with a campaign to encourage students to reach out to the Student Senate with concerns.

President Sarhan then explained that a survey was conducted by the module task force about a

change in the module time, revealing that 52% of students prefer 4:30pm, while 48% of students

prefer a change in the module time. She then explained that the administration asked the Student

Senate to conduct a survey. This survey revealed around 63% of students would like the module

to remain at 4:30pm. President Sarhan also thanked Brian Tyrrell for his help with the survey

and for facilitating communication between the Faculty Senate and the Student Senate. She then

stated that next Tuesday the Student Senate will be meeting to share the results of the survey and

to present the resolution to the administration. President Sarhan has also been in touch with the

Stockton Federation of Teachers to find out how students can support faculty as they fight for a

contract. President Sarhan stated that on March 9th she attended the Access and Affordability

task force which is researching methods to make Stockton more affordable for students. She

explained that the Unify Black Students Society have approached her to consider that the

university raise the Pan-African flag, and that she will be meeting with the Faculty Senate to

discuss this initiative. She then reminded the student body of the upcoming full senate meetings.

President Sarhan concluded her report.

Finance

President Sarhan yielded the floor to Chair Solowey for the Finance Committee report.

Chair Solowey started by discussing the annual budget process. He stated that the Finance

Committee has successfully met with over sixty clubs and organizations. He expressed the

success of OspreyHub thanked Jeff Wakemen and all of the other student development advisors

for their help with the process. Chair Solowey explained that the Finance Committee plans on

presenting a preliminary budget at the meeting on April 11th. There are two supplemental to be

voted upon today.

Chair Solowey reported and moved the following supplemental requests on the Senate Floor:

The Committee approved the Supplemental Request from the Creators’ Collective in the amount

of $2,100 for their Gay Prom on April 8th.

There is a motion on the floor to approve $2,100 for the Creators’ Collective

Maggie, the president of the Creators’ Collective, said she attended a Gay Prom at Rutgers and it

was a lot of fun, so she wanted to hold one at Stockton but needs funding. She explained that

there will be a DJ and food, and that it is also open to those outside the Stockton University.

The Finance Committee approved the Supplemental Request from the Pride Alliance in the

amount of $2,500.00 for their NELGBTQ Black Queer Lives Matter Conference from April

28th-30th.

There is a motion on the floor to approve the supplemental request by the Pride Alliance in

the amount of $2,500.00.

Morgan, the president of the Pride Alliance said that they are very excited for the conference this

year because they were not able to go last year. They need funding for transportation, hotels, and

registration. She stated that fifteen students will attend the conference.

Academic Affairs

President Sarhan yielded the floor to Chair Moore for the Academic Affairs report.

Chair Moore opened by saying Senator Berry met with Gus and Eric from the Stockton library to

discuss creating an advisory board from each of Senate’s standing committees. Some initiatives

involved using personal laptops to print and incorporating the library into Freshman and transfer

student tours. Methods to enhance traction to the library was discussed with the Public Relations

committee and its resources such as E-book collections. A leisure reading survey shows that 293

out of 333 students are interested in having a by-seller section in the library. A debate to discuss

print or electronic copies for leisure reading was discussed, and further research will be done to

see what other schools are doing when it comes to renting E-books. Senator Ritter has initiated

the process of requesting the space for the ROPES Course, and is waiting for further

communication.

Public Relations

President Sarhan yielded the floor to Chair Richardson for the Public Relations report.

Chair Richardson said the committee is working very hard on the election process. She said the

rules committee went well and everyone got their headshots taken. She also advertised the meet

the candidates event on March 28 at 8 pm. Other important election dates include April 4th for

the president's debate, and then stated that elections will take place on the go portal April 18-

April 20. She also stated that Senators tabled for the Day in the Life, where incoming students

attended Stockton, and a list was gathered for students interested in running.

Chair Richardson concluded her report and yielded the floor to President Sarhan.

Governmental Affairs

President Sarhan yielded the floor to Chair Hanvey for the Governmental Affairs report.

Chair Hanvey opened by saying the Pizza and Politics event was a success, thirty-forty people

attended to hear about the importance of local politics. Senator Patel is researching a way to get

voting booths on campus and to provide it for the next presidential election. She then brought up

concerns from students about parking on the Atlantic City campus because it will be open to the

public. The next project for the committee is to work alongside the Democrat and Republican

clubs on campus to make connections that need a helping hand in future events. Chair Hanvey

then went into the amendment for the Student Senate constitution.

Chair Hanvey explained the amendment.

Senator Patton explained they are formalizing what the Senate has been doing for the entire year.

Chair Hanvey motioned to amend section 2 part b of office hours.

Student Affairs

President Sarhan yielded the floor to Chair Coburn for the Student Affairs committee report.

Chair Coburn explained they have been working on extending hours for weekend dining, and

encouraged people to take advantage of the hours. Chair Coburn said that they wanted to have a

transportation town hall, but it was postponed at the end of the semester. Students can go to learn

about changes and express to administrators what they want. The second half of the meeting will

be about dining. The event will be April 24th at 4 pm in room F-111. She then reminded

everyone about the questions and concerns option on the senate website, and also said that

Senate will be tabling all day tomorrow at the coffee house about the matter.

Chair Coburn concluded her report and yielded the floor to President Sarhan.

Announcements/Comments from the Senators:

President Sarhan opened the floor to the Senators.

Chair Moore stated that Hospitality Society is hosting their 2nd annual networking and alumni

panel on Monday April 3 from 6 to 8 in meeting room 5.

Senator Greene stated that the Stockton Quidditch Club is having an in-house tournament on

Saturday.

Senator Sanjidha announced that April 6th to the 9th will be Stockton’s production of Into the

Woods. The show starts at 7:30.

Senator Davis announced that on April 3rd, HOPE and Alpha Phi Alpha are partnering to have a

talent show from 6 to 8 at the Campus Center Theatre.

Announcements/Comments from the Public:

President Sarhan opened the floor to the public.

Steve Radwanski spoke about housing and said that there are plenty of spots at Chris Gaupp and

Seaview. He said that rising sophomores have trouble getting housing because juniors and

seniors like to stay on campus. RAs will be working in the summer to accommodate for people

living in summer.

Tom Roth announced that about 353 students have not satisfied their bill and have outstanding

payments. He also talked about paying for summer classes.

Stephen Davis announced an extension for the HERO of the year contest. He encouraged

everyone to nominate people who have done heroic things, and made sure someone got home

safely. Senators O’Kane and Lloyd are on the council and they offered their help for anyone who

had questions.

Liz Masterson, the marketing director for Chartwells, reiterated what Chair Coburn said about

weekend options.

Lauren Wilson wanted to let everyone know that nominations are open for student awards until

April 9th and that the Involvement Awards banquet is Thursday April 20.

Nate, the advisor for the club Active Minds, thanked the senate for their support. With senate

funding, they were able to train thirty-five people in CPR for the brain. He then encouraged

people to attend another training on April 19th.

Craig Stambaugh addressed the parking issue at AC that Chair Hanvey mentioned. A

transportation committee is working on parking in AC including student senators. There will be

space designated for students. There are working on a survey about parking and transportation.

Dean Santana acknowledged that he has had several Drop-In-With-The-Dean sessions and talked

to students about their experience at Stockton. He also announced that another microwave was

placed in the Campus Center food court. Also, he wanted to celebrate a milestone for Dr. Joe

Liza as he has worked at Stockton for ten years.

Dr. Johnathan Johnson spoke about the summit on how to better serve college men of color. He

said that retention rates have been declining, and the summit is a conference designed for

collaboration to better serve men of color in college and helping to raise graduation rates.

President Sarhan called the meeting to order and provided background about the issue that is to

be discussed. She explained that the Student Senate conducted a survey and that 63.4% of

students would prefer the meeting module to remain at 4:30pm. President Sarhan then motioned

to approve Resolution Sp17-002.

There is a motion on the floor to approve Resolution Sp17-002: Recommendation in

regards to the Open Meeting Module.

Resolution Sp17-002:

Recommendation in regards to the Open Meeting Module

Whereas, The Student Senate is the elected voice of the approximately 8,500

students who attend Stockton University; and

Whereas, Recently the Faculty Senate has presented a recommendation from their

Module Task Force requesting that Stockton University change its open meeting module on

Tuesdays and Thursdays from 4:30-6:00pm to a starting time between 12:00-2:00pm /12:30-

1:50pm on Tuesdays and Thursdays; and

Whereas, According to the Faculty Senate’s Module Task Force survey conducted last

April, 52% of the 769 students who responded indicated that the current module is convenient

for them (Module Task Force: Final Report, p. 10); and

Whereas, Most students who responded to the survey preferred meetings between 2:00-

6:00pm (Module Task Force: Final Report, p. 10); and

Whereas, The Student Senate was asked their official opinion on a module change

that would begin at 12:30pm on Tuesdays and Thursdays; and

Whereas, We believe that a 12:30pm open module time would negatively impact

both the University and student’s extracurricular meetings and activities; and

Whereas, We believe that a 12:30pm open module time would overburden the eating

facilities on campus, significantly reducing available meeting time;

However, We understand the importance of this change and the circumstances under

which some faculty are advocating for an earlier meeting module; and as per the request

of the University, we the Student Senate conducted another survey this semester to

measure the preference of our constituents; and

Whereas, The results of this survey illustrated that 64.3% of students prefer the open

meeting module to remain at 4:30pm; 20% of students would like the module to begin at

2:30pm, and 15.7% of students would like the module to begin at 12:30pm;

Be it Resolved, We believe the University should continue the open meeting module at

4:30pm as per the results of both the Student Senate and Faculty Senate surveys; and

Be it Further Resolved, The Stockton University Student Senate hereby submits this request to

President Kesselman, All Cabinet Members, the Faculty Senate, and the Board of Trustees.

President Sarhan opened the floor to the Senators for discussion.

Chair Solowey stated that he is in support of the 4:30pm module start time because a majority of

the students are in favor of this start time.

Chair Hanvey explained that she feels the Student Senate should listen to the voice of the

students when making the decision.

Chair Solowey motioned to yield the floor to the public for comments.

Brian Tyrrell, the President of the Faculty Senate, stated that in the results to the meeting module

survey showed, 5% of the students voted more than once. He also stated that one out of three

responses to the open-ended portion indicate that students chose the 4:30 start time because there

is no class at that time, indicating that the students did not understand the question posed by the

survey. He also pointed out that the survey did not offer anonymity. President Tyrrell then

explained the reason for the desired switch in the meeting module time. He explained that it is

difficult for some faculty members with families to stay at work until 6:00, when the current

meeting module ends. He then stated that 60% of the current faculty have been here for five

years or less, meaning that most of the faculty members are young. He explained that Stockton

University must cultivate the next generation of leaders amongst its faculty, and if they are not

willing to stay until 6:00 to participate in meetings, the faculty may not excel, which will have a

negative impact on students. President Tyrrell then stated that the resolution is not correct in the

sense that the faculty did consider a start time of 2:30. He also explained that open meetings

were held about this issue and no students appeared at the meetings. He then asked if there were

any questions.

Chair Solowey then asked what other start time would be practical during the 12:00-2:00 time

period besides 12:30.

Brian Tyrrell then explained that 12:30 would currently be the only practical time to begin the

module, unless the provost chose to rearrange the class schedule. He then explained that he did

place the 2:30 time suggestion among the choices on his survey because he does not agree with

the 12:30 start time. President Tyrrell then explained that the faculty has been discussing the

issue for six months, and that the Student Senate has only been discussing it for about a week. He

then called into question the reliability of the responses to the student survey, again stating that

one out of three of the respondents did not offer an explanation that conflicted with either a

12:30 or a 2:30 start time.

Chair Solowey then stated that he reassessed the math, removing 33% of the votes that are

unreliable, revealing that 54% of the students who did understand the survey are in favor of a

4:30pm start time.

Chair Senator Hanvey then asked if the meeting module were moved to an earlier time, would it

create more late class modules.

Brian Tyrrell then stated that the faculty selects their own class schedule. He stated that

currently, the period before the 4:30pm module is completely utilized, and the period after the

4:30pm module is also completely utilized, suggesting that if the start of the module was shifted

by two hours and replaced with a class that there would still be complete utilization of the class

module. President Turell then explained that a change in the meeting module time will have a

more drastic, long-term effect on the faculty than it would on the students.

Chair Hanvey then stated that most of the students stated that a 4:30pm meeting module is

preferable, so she is in support of her constituents.

Vice President Dambroski then explained that if the 5% of students who supposedly took the

student survey more than once were removed, the student survey still received more responses

than the task force survey. She then stated that the task force survey also revealed that most of

the students would like the module to remain at the same time. Vice President Dambroski then

explained that the lack of anonymity was not an issue with the survey.

Brian Tyrrell then stated that the anonymity of a survey response is very important for providing

accurate, credible results, and that the lack of anonymity is very concerning.

President Sarhan then stated that the students were aware that they were not taking the survey

anonymously, and that it was important for them to take the survey with their school email to

ensure that only Stockton students were replying. She explained that students knowingly entered

their email address in two places on the survey. President Sarhan then stated that the survey

question was posed objectively and clearly.

Brian Tyrrell then stated that non-students could have taken the survey if the Stockton email

address was the only form of security. He explained that there is a system called Qualtrics which

would have prevented the 5% of students who voted twice to do so. He then stated that there are

respondent biases that enter into a response when there is no promise of anonymity.

Senator Solowey then stated that if 33% of students did not understand the student survey, then

that could also mean that 33% of students did not understand the task force survey question.

Brian Tyrrell then explained that the task force survey had more context than the student survey.

He also added that in the past, surveys have received twice the response rate in a quarter of the

time, suggesting a lack of concern for this issue among the students. President Tyrrell then stated

that 72% of all faculty responded to the survey, demonstrating the importance of this issue

among faculty.

Chair Solowey then stated that he must not vote against his own constituents, and that a majority

of the students answered that they would prefer a 4:30pm start time.

Senator Davis then asked why they are considering the 12:30pm start time when this was the

minority selection of both surveys.

Brian Tyrrell then explained that the Provost chose the 12:30pm start time.

President Sarhan then motioned to end the question.

Motion passed: 22-1-0

Senator Patel asked about the duration of both surveys.

President Sarhan explained that the task force survey was open for 2-3 days, and the student

survey was open for a little bit over a week.

Chair Solowey then asked why only the two extremes of 12:30pm and 4:30pm are being

discussed.

President Sarhan explained that herself and Vice President Dambroski attended the Faculty

Senate meeting and proposed a 2:30pm compromise, and were then prompted to conduct the

student survey which revealed that students preferred 4:30pm overwhelmingly, and that 2:30pm

was in second place.

Chair Solowey then asked if 2:30pm would be an ample compromise between the two times.

President Sarhan then stated that that is a decision for the Senate to make.

Senator Greene then asked that if the module was moved to an earlier time, if classes would then

be available at 4:30pm.

President Sarhan then stated that yes, the new class module time would be 4:30-5:50pm.

Chair Solowey then asked if Senator Moore was the student representative for the module task

force, and asked, if so, how many meetings were attended.

Chair Moore explained that he was the student representative, and that he did not attend any

meetings because the meetings were held during his class, but he was heavily involved online.

Chair Solowey then asked if the task force asked for any other student input besides Senator

Moore.

Chair Moore said that they did not.

Senator Greene explained that the Senators have sympathy for the Faculty Senate’s wishes, but

that the Student Senate must vote in favor of the students since they are their constituents. He

then explained that this resolution is merely a suggestion and is not the final decision.

Senator Mamounis then stated that the faculty voice is very important, but that the faculty also

must rely on the students and their input and values.

Chair Hanvey stated that if this resolution were not approved, it would be a minimization of

student voice.

A former student stated that faculty retention is very important and that we must consider the

home life of the faculty when making the decision. He also suggested a referendum to the

student body about the issue, generating more clarity in the question.

President Sarhan stated that the survey was clear, and that even with the subtraction of the

students who did not understand the question, there was still a majority vote for a 4:30pm start

time. She also added that this issue was not one that was initiated by the Student Senate.

There is a motion on the floor to close the debate.

regards to the Open Meeting Module.

President Sarhan then stated that this resolution is simply the student opinion and that the

administration will make the final decision. She wishes that everyone will respect, and listen to

one another, and she recognized the importance of the faculty.

Chair Hanvey then stated the importance of the bridge between the Student Senate and the

Faculty Senate.

The future president of the Faculty Senate asked the senators to attempt to empathize with the

faculty who wish to be involved on campus but have obligations at home.

President’s Report to the Stockton Community:

April 25th

, 2017

There are a few items for our last full meeting including the Pan African flag and

increasing internships for students. The Student Senate unanimously endorses the creation of a

new position of a full-time Internship Coordinator tasked with obtaining and centralizing

internships for Stockton students. We prefer that internships assigned to students are paid so that

students can balance their class schedules and personal responsibilities.

The Student Senate is grateful to have had a busy and productive year. The

accomplishments we achieved were a product of our team work, dedication, and guidance from

numerous mentors.

On a personal note, I would like to thank you all for making this year truly remarkable.

We faced challenges with pride, and blazed the trail for Senates to come. Good luck to all who

have been re-elected!

Vice President’s Report to the Stockton Community:

April 25th

Vice President Dambroski would like to wish all students luck with finals and a happy

summer break! To those graduating she wishes the best for your future endeavors. Vice President

Dambroski is extremely delighted to announce that sign-ups for the borrow a bike- Stockton

Ride program have been sent out and spots are filling up quickly! Thanks to everyone who

voted in this spring’s election, she is looking forward to next year as her final year as a Student

Senator. A quick thank you to all of the Student Senators this year and special thank you to our

advisors Jeff Wakeman and Craig Stambaugh for tirelessly answering emails and texts and

emergency meetings! In the coming academic year Vice President Dambroski hopes to

accomplish green initiatives on our campus, like composting, as well as working on the Students

Helping Students Mentor Program as its self-sufficient club for community outreach!

Recommendation in regards to the Pan-African Flag

Whereas, The Student Senate is the elected voice of the approximately 8,500 students who

attend Stockton University; and

Whereas, Recently the Unified Black Student Society, and its many members have agreed,

and are deeply invested in raising the Pan-African flag year-round

Whereas, We believe the Pan-African flag embodies the powerful, shared history of our

Black students, faculty, administration, and staff, and accordingly should be

protected and respected by the University throughout the year

Whereas, We are proud of our students’ lineage and history 365 days a year, and believe the

flag should be regarded as a constant symbol on campus

Be it Resolved, the Unified Black Student Society has formally requested that the Student

Senate endorse the request for the Pan-African flag to be flown permanently at a

campus location visible to all

Be it Further

Resolved, The Stockton University Student Senate hereby submits this request to President

Kesselman, Cabinet Members, and the Board of Trustees.

The Finance Committee worked tirelessly and efficiently all year long. I would like

to say thank you to Nhi, Chris, Ryan, and Matt for working hard this year, without you four,

this committee would not have been successful. Thank you all for working hard on annual

budgets, on the supplemental, and for meeting late at night and even on the weekends. You

all had a special role on this committee, and I will always remember how much fun we had

working on something we were all so passionate about. Again, I would like to say thank you

Agenda:

Senator Fischer, Gernale, & Berry are working on library outreach and making helpful

library resources more accessible to students. Gus and the library staff are really excited to

collaborate with us and would like to see the library resources added to blackboard. Actions to be

taken next year would be to take initiative to meet with blackboard project leaders and the library

staff together, and see what we can do to associate the library resources with classes. Another

option would be to have professors more directly use the library databases for coursework that

directly affect their classes. Finally, a change we would like to see is having an updated library

website that more explicitly stated purposes of certain programs and how to use them.

The Governmental Affairs Committee has been in contact with Service Learning on voter

registration on campus.(Meeting is on Friday -will update when meeting is done) We all

collectively have been in contact with Cristian Moreno (Stockton University Democrats) Town

Hall Forum discussion with five New Jersey Democratic Gubernatorial Candidates. We will be

hosting John Wisniewski, Jim Johnson, Ray Lesniak, Bill Brennan and Mark Zinna tommorrow

in the Campus Center Theatre. Their event was on April 18th

and it was informative.

Congratulations to my committee member Maharshi, you have done so much for this committee

and have been an amazing leader on senate! You will be missed truly. Congrats to all the new

senators and I look to do great work next year!

Agenda:

The Student Affairs Committee hosted its final event, The End of the Semester Town

Hall, yesterday in F-111 at 4pm. It was event where students could come and pose their

questions and discuss their concerns directly with administrators. Jim Rottler, Joan Fortune,

Barbara Foder, and Mike Sullivan from SASI came as well as Stephanie Moye and Liz

Masterson from Chartwells. We would like to thank SASI and Chartwells for working with us on

this event and we look forward to working with them in the future. The Weekend Dining Trail

run was a success. They will continue these changes for the rest of the semester and then get

together to talk about what will be happening next year for weekend dining hours. This was an

initiative started by the previous chairperson Carly Bulgia and something we were able to

complete this semester, so overall it was a big success.

Throughout the year, Camillo has been working with the tutoring center to create a

survey for an online tutoring survey. The survey is completed, and we are going to send it out

next semester so that we can get a real feel about what the students want and then we can over

the data. Jeremy has been working on getting the Student Senate Questions and Concerns Form

on the Go-Portal, and he set up a meeting to try and bring about this change.

This whole year, the Student Affairs Committee has worked hard to make a difference at

Stockton, and I am so happy that I got the chance to be a part of it. Every single member of this

committee stepped up and worked to do important tasks. I am also so proud of the senate as a

whole, because we have made done substantial work to make a difference at Stockton.
