To those millions of would-

be new voters: Good Luck.

Beginning in 2006,

for the rst time in U. S.

history, federal law allows,

even requires, U.S. Sec-

retaries of State to reject

rst-time registrants where

ofcials decide they can-

not match your identity togovernment records.

The result has been a vir-

tual voter-registry pogrom.

States have rejected

forms by the hundreds

of thousands. In just the

rst ten weeks under

the new rules, a little-

noted codicil within

the Help America Vote

Act, Republican Sec-retary of State Bruce

McPherson of California

successfully blocked 42%

of new registrations

out-of-hand, 14,629

voters in Los Angeles

County alone.

And who were the

rejected?

Typically Latino, Viet-

namese, Chinese, Muslim-

surnamed citizens, and,

in general, the poor, says

Debra Bowen, the Demo-crat who replaced McPher-

son. The new Secretary of

State told us she is hoping,

but not certain, she can re-

store the civil rights of the

tens of thousands of reject-

ed voters by November.

Others arent trying at all.

The GOP Secretary of

State of Florida is rejecting

85,000 voters, most of them

(you guessed it!) African-

Americanjust in time for

the November election.And the Secretary of

State of Coloradothe one

who disappeared one in ve

of that swing states vot-

ers. George Bush appointed

her as Chairman of the

US Elections Assistance

Commissionto police the

whole nations vote in

November. We hear he

Uh-oh.

Three million voters

showed up at the polls on

Election Day 2004 and,

instead of getting real

ballots, were handed some-

thing called a provisional

ballot, a new creature

created by the HelpAmerica Vote Act. And

guess what? About a

thirdone million votes

were then thrown away, re-

jected. In Ohio, the pile in

the dumpster would have

changed the name of the

guy in the White House.

Its about to happen

again. Big time. In the

caucus primary of 2008 in

New Mexico, one in nine

Democrats were handed

these bogus bouncing

ballots. How come so

many? Theres a big oldchallenge machine opera-

tion lying in wait to get you.

It started with a man

named Tim Grifn, Karl

Roves protg, who

directed a scheme called

caging. But we caught

him. Tims not the sharpest

knife in the drawer, so he

addressed his condential

emails to GeorgeWBush.org

instead of GeorgeWBush.

com. The .org site is owned

by John Wooden, a friend of

ours, who sent it right to us

at BBC-TV. Oops!

In one New Mexico

pueblo, hundreds of Native

Americans were forced to

vote provisionallybutlocal politicians didnt give

them ofcial envelopes.

Then these same

politicians threw the votes

away because they didnt

have ofcial envelopes.

The politicians, by the

way, were all, uh,

Democrats.

ofcially, three-fourths of a million absenteeballots were never counted last time, on the

In 2008, theyll be handing out provi-

sional ballots like candy, especially to

Hispanic voters. If your right to vote is

challenged, dont accept a provisional bal-

lot that will likely not get counted nomatter what the sweet little lady at the

table tells you. She wont decide; partisan

sharks will. Demand adjudication from

poll judges on the spot; demand a call to

the supervisor of elections; or return with

acceptable ID if possible. And be a champ:

defend the rights of others.

If youve taken Step 1 above and voted

early, you have Election Day free to be

a poll watcher. Run into troubleyouvebeen caged or purged or challengedcall
