Likewise, good hygiene is not prevalently practiced. In 2011, the Health Agency recorded that less than one-fifth of households in Lombok Timur applying the practice of good hygiene behavior. Poor sanitation has resulted in such diseases as diarrhea, dysentery, and acute upper respiratory infection. Such situation has motivated Yayasan Masyarakat Peduli (YMP) Lombok Timur – through the SHAW in collaboration with SIMAVI – to carry out STBM (Community- Based Total Sanitation). With the philosophy of “total dedication”, YMP has promoted sanitation program that involves all sectors in Lombok Timur. YMP has proposed sanitation as the common issue that requires synergy from all sectors. PrograM Shaw (2012-2015)

With such legal status of STBM, Yayasan

Masyarakat Peduli (YMP) Lombok Timur in

collaboration with the Government of Kabupaten

Lombok Timur has implemented SHAW/STBM.

SHAW (the Sanitation Hygiene and Water

Programme) Program is initiated by SIMAVI and

the five partners including YMP, to apply the National Strategy of Community-Based Total

Sanitation (STBM). In order to succeed SHAW/

STBM, YMP has mentored 47 villages in 7 sub-

districts in Lombok Timur from 2012 to 2015. To

carry out SHAW Program, YMP mentored the

government and rural communities, and have

collaboration and synergy with the government

of Kabupaten, Kecamatan, and Puskesmas in

the implementation of the 5 pillars of STBM in

villages. YMP’s approach is popularly known as

the Movement of SAMBANG SANTRI that stands

for Semangat Membangun Sanitasi dan Air Secara

Mandiri (Spirit to independently develop sanitation

and water). For further information about YMP and

Although YMP has taken any possible method

and approaches for mentoring the villages,

ranging from the selection of village facilitators,

motivation training to advocacy, the impacts have

not been equally effective in all villages. Therefore, YMP has taken the control to carry out STBM

in Lombok Timur. Since March 2016, SIMAVI in

collaboration with YMP has carried out SEHATI

Program (Sustainable Sanitation and Hygiene in

East Indonesia). The method for SEHATI Program is

different from that for SHAW. In SEHATI Program, we build the capacity of the government and local

stakeholders (Kabupaten, Kecamatan, Puskesmas,

and private sectors) to ensure sustainable

application of STBM and achievement of the

universally targeted 100.0.100 in 2019 (see the flowchart of “Sanitation Improvement: with SEHATI towards 100.0.100”).

To respond the poor sanitation issue, the

government of Republic of Indonesia through the

Ministry of Health has issued the Health Ministry’s

Regulation No. 852/2008 – which was later renewed

by the Health Ministry’s Regulation No. 3/2014

concerning STBM. At the level of NTB Province,

the Governor of NTB has issued the Governor’s

Regulation No. 9/2013 concerning the Movement

of Zero Open Defecation. Sanitation has also been

included in the Strategy and Policy of Development

in the Medium-Term Development Plan NTB

2013-2018 with the vision of “Towards the Golden

Generation 2025”.
