Introduction

The Status of Projects in Execution (SOPE) Report for FY10 provides information on all IBRD, IDA, and trust funded projects that were active as of June 30, 2010. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes.

In addition to the project progress description, the FY10 SOPE report1 contains project level comparisons

of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

Project Development Objectives: The main development objectives of the project are to: (a) improve power sector

efficiency and reliability and reduce electricity supply costs; (b) improve standards of living and foster economic

growth in rural areas by expanding rural electricity supplies; and (c) strengthen electricity institutions, the regulatory

framework and the enabling environment for sector commercialization and privatization. The project's global

environmental objective is to overcome barriers to renewable energy development in Cambodia, including those

related to lack of policy framework, financing, information and institutional capacity.

The project was restructured, or received Additional Financing during FY 10

The project was restructured to include a two year extension of the closing date; technical assistance (TA) to

Electricite du Cambodge for medium voltage expansion planning; modification of implementation arrangements and

output targets of the pilot Rural Electrication Fund (REF); addition of a TA to support project implementation; and

design and construction of an office building for the REF.

Progress toward achieving development objective(s): Progress toward achieving the PDO is reasonable.

Construction completed so far has resulted in 5,300 new connections. Under the REF mechanism, REF has signed

subgrant agreements to connect almost 50,000 new households of which 18,225 households have been connected so

far. These works contribute to improving power sector efficiency and reliability and are improving the standards of

living and fostering economic growth in rural areas. However, the achievement of the objective related to reducing

electricity supply costs is at risk. A study to examine the present tariff structure and recommend an equitable tariff

structure taking into account future investments and incorporating long run marginal costs is recommended.

Regarding the GEF PDO, there is little progress on actual delivery of solar homes and no progress on mini and

village hydro. A TA consultancy is re-designing the solar homes delivery model and preparing feasibility studies for

the mini and village hydro plants.

Project Development Objectives: The objective of this project is to support the government to implement its

Health Sector Strategy Plan through increased access to affordable and quality basic curative and preventive health

services with special emphasis on women, children and poor and strengthen its capacity to manage its resources

efficiently.

Progress toward achieving development objective(s): Progress towards project development objective is on track,

including (i) total fertility rate (3.1 against a target of 3.4 %); (ii) infant and under 5 mortality rates (83 against a

target of 85); (iii) wasting (9% against 10%) ; (iv) underweight children under 5 (29 % against 29%) ; (v) reduction

in stunting (40% against 28%); (vi) lowering significantly dengue outbreaks and reduction of dengue case fatality

rate through preventive measures; (vii) lowering incidence of malaria and case fatality rates; (viii) increased TB

detection and cure rate (69% against a target of >70% and 91% against a target of 85%); and (ix) reduction of

HIV/AIDS prevalence among 15-49 years population (.7 %% against a target of 2%). There is little progress in

reduction of maternal mortality rate (461 per 100,000 live births) and child malnutrition and they remain off track

for MDGs. After two extensions, the project is scheduled to close on December 31, 2010. Some civil works will not

be completed but is expected to transition into the Second Health Sector Support Program (HSSP II).

Progress toward achieving development objective(s): CESSP continues to make significant implementation

progress, both relating to hardware and software aspects. Project implementation is fully in line with the original

project objective stated in the Project Appraisal Document. The project is fully compliant with the Legal Covenants.

Transparency and accountability continue to feature strongly in all project activities and a Good Governance

Framework is in place and closely monitored and updated by the Project Coordination Office. This framework is

being closely observed by project staff and continuously be updated by the PCO until Project Closing.

A restructuring was approved in late FY10 to reallocate funds among disbursement categories. This was necessary

to support the current project management arrangements.

Progress toward achieving development objective(s): Reasonable progress is being made toward achieving the

project development objective. In terms of the provision of priority goods and services at the commune level, the

commune sangkat fund is being used predominately to fund rural roads, absorbing 70% of Bank funding, and is

bringing local level socio-economic benefits to over 1600 Cambodian communes or villages each year. In FY10, the

planning processes slowed due to the salary supplement issue; however, the performance of the commune sangkat

fund overall in FY10 has been maintained and the government remains engaged in resolving blockages to the

effective execution of commune level sub-projects. Progress in terms of developing decentralized participatory local

governance systems at the commune and provincial levels is also reasonable, but is affected in some areas by the

low capacity of technical support staff, commune councilors and disempowered citizen groups.

Project Development Objectives: To assist the Kingdom of Cambodia to enhance the livelihood of the peoples

residing in the provinces of Kampong Thom, Oddar Meanchey, Preah Vihear and Siem Reap with sustainable access

to markets and essential services through (i) a program of road rehabilitation and maintenance; (ii) a program of

capacity building and training; and (iii) development of improved public policies and strategies.

Progress toward achieving development objective(s): The Credit is closing in six months and ICB procurement is

still underway for two key rehabilitation contracts that link sections of the road network financed by other donors.

So far only 354 km of roads have been rehabilitated compared to 600km targeted at appraisal. Vehicle operating

costs have not declined as foreseen, but this is due at least in part to increased fuel prices. Counterpart funds have

been used to maintain some 995km of roads, where 600km was the target. Technical assistance for the policy and

strategy development work is underway and staff have been trained in annual road maintenance planning, annual

budget allocation, and assessment of road conditions. Overall the lack of physical progress is impeding the ability of

the project to provide sustainable access to markets and essential services to those in the target provinces.

Project Development Objectives: To assist the Kingdom of Cambodia to move forward in fulfilling the

Millennium Development Goals (MDG) in water supply and sanitation by 2015.

The project was restructured, or received Additional Financing during FY 10

The project was restructured in March 2010 to support the following changes: (a) the Provincial Water Supply

Component (Parts A.1 and A.3) was closed. Some of the undisbursed funds were reallocated to Part A.2 to scale up

the sanitation component and some funds were reallocated to the Peri-urban Water Supply component to expand

water supply. The restructuring amended the results framework accordingly and extended the closing date by one

year.

Progress toward achieving development objective(s): Progress toward the PDO is reasonable. Eleven water

systems have been implemented and are currently being operated by the investors, although quality control oversight

by the regulator needs strengthening. The Center for Development, the implementing agency of the sanitation

component (A.2), has completed the pilot stage of the provincial town sanitation component, with 1,075 poor

households having access to improved sanitation. Studies are finalized for a second stage that would increase access

to over 6000 households. Under the peri-urban water component, 6,783 poor families have water connections and

with the restructuring, the end of project target is now 15,200. These new sanitary facilities and additional water

connections will help the borrower meet its MDGs in the water and sanitation sector.

Project Development Objectives: The objective is to improve the process for identification and use of state land

transferred to eligible poor and formerly landless or land-poor recipients selected through a transparent and well-

targeted process.

Progress toward achieving development objective(s): The project is making progress in state land identification,

planning and selection of social land concession sites. Key achievements for improving land identification and use

processes in 2010 include: (a) an inclusive consultation process on site identification where more relevant

stakeholders are mandated to participate as stipulated in the project implementation manual (PIM) leading to

registration as state private land; and (b) target land recipients (TLRs) have been sensitized on the land law and their

land rights, and this is leading to more requests for social land concessions and lodging of complaints by TLRs to

seek clarity on land allocation and land revocation processes. Project administration and management have

improved as a result of capacity enhancement and this will get better with improved collaboration and

communication between the General Secretariat for Social Land Concessions and the Secretariat for Commission for

Democratic Decentralization. Overall the project is progressing in piloting transparent social land concessions

approaches which can be adopted for broader implementation in Cambodia.

Project Development Objectives: The development objective of the project is to improve public financial

management by strengthening: (a) the mobilization of public resources; (b) the management of public resources; (c)

the management of human resources; and (d) external audit capacity.

Progress toward achieving development objective(s): Overall implementation was slower than expected during

FY10 due to delays in project procurement as well as challenges managing the expansion of the program to line

ministries. In addition, the cancellation of the Merit Based Pay Initiative (MBPI) by the Government contributed to a

slowdown in the pace of implementation. As a result of these factors the project was rated marginally unsatisfactory

by Bank staff. However, during FY10 Q4 evidence of amelioration began to emerge: (1) the Government finalized a

strategy paper on catalytic actions to accelerate implementation during 2010-2011 (with the agreement of donors);

(2) MEF’s Budget and IT Departments demonstrated good progress on budget and FMIS reforms; and (3)

Government and donors made significant progress on agreeing a successor arrangement for the MBPI, which should

address the short term incentive problem for civil servants.

Project Development Objectives: The objective of the Project is to support the Recipient's strategy to promote

economic growth by reducing transaction costs associated with trade and investment, introducing transparency in

investment processes, and facilitating access of enterprises to export markets.

The project was restructured, or received Additional Financing during FY 10

The main objective of the restructuring was to adjust the project to the government's reform program, shifting from

an electronic single window to the priority given to customs automation.

Progress toward achieving development objective(s): The first phase of the Customs Automation was completed

in December 2009 covering three customs sites in Sihanoukville port, Phnom Penh International Airport and the

Dry-port. This is leading to a streamlined clearance process for traders at these customs points. The project

continues to support Better Factory Cambodia - which delivers regular monitoring of labor standards in Cambodian

garment factories. The Export Market Access Fund became active in FY10 and delivered its first few matching

grants, leading to new export contracts. Finally, both websites of the Ministry of Justice and the Supreme Court were

launched, providing a platform for disseminating commercial law information, although the content of the websites

needs further improvement.

Project Development Objectives: To reduce the threat of Avian Influenza infection in poultry and humans.

Progress toward achieving development objective(s): The project got off to a slow start, but continuous efforts,

particularly in the last six months, in capacity building, institutional organization and the establishment of

implementation procedures are now paying off. Key achievements in 2010 include: (a) appointment of the core

teams in each of the three implementing agencies; (b) signing of technical assistance contracts with the World

Health Organization and the Food and Agriculture Organization to build capacity; (c) establishment of the

monitoring and evaluation system; and (d) effective responses to three H5N1 (avian flu) outbreaks and the H1N1

(swine flu) pandemic. Some 592 possible cases of H5N1 were reported in humans and these were investigated

within 24 hours. The project has also trained over 1100 staff in infection control and case management, and some

7500 village animal health workers have been trained. Overall, the project is now making reasonable progress

towards reducing the threat of avian flu infections in poultry and humans.

Project Development Objectives: To enhance the demand for good governance in priority reform areas by

strengthening institutions, supporting partnerships, and sharing lessons

Progress toward achieving development objective(s): The project got off to a slow start, but is making some

progress toward enhancing the demand for good governance in priority areas. For example, the Arbitration Council

(AC) has handled a record number of disputes thus averting numerous labor strikes which could have been

detrimental to the economy. The Radio National Kampuchea (RNK) has been running talk-back and news programs

that are promoting knowledge and awareness of good governance issues. The Non State Component is showing

demand from civil society organizations, and there are good examples of constructive engagement which could be

scaled up to improve service delivery and governance. The One Window component has seen delays due to the

Project Development Objectives: The Project objective is to support the implementation of Cambodia’s Health

Strategic Plan 2008-2015 to ensure improved and equitable access to essential quality health care and preventive

services with particular emphasis on women, children and poor. It supports (i) expansion and improvement of

health facilities in line with the government’s health coverage plan; (ii) the finance of innovative sub-national grants

to leverage improved performance and service delivery through institutionalizing internal contracting; (iii)

strengthen health finance management with emphasis on social health protection of the poor and the disadvantaged;

(iv) strengthen human resources in health and human resource planning and management in the public health system;

and (v) improving governance and stewardship of the sector.

Progress toward achieving development objective(s): Implementation progress has been slower than expected

because of startup delays. However, indicators are improving and are on track for national targets for child mortality,

immunization, skilled birth attendance, reduction of HIV/AIDS prevalence and other communicable diseases. The

health equity schemes have benefited over 407,317 cases as of 2009. Internal contracting has been implemented in

15 Special Operating Agencies (SOAs) through sub-national grants. A service monitoring group has been

constituted to provide internal oversight of the schemes and performance of public facilities and service delivery at

various levels. Dedicated technical assistance is provided to improve the health information system. The HSSP II

Program was planned to be fully integrated with the MOH Line Departments as a sector wide program by 2011;

however, progress has been slow.

Progress toward achieving development objective(s): Progress toward achieving the PDO is very slow.

Procurement of goods and works for the supply and installation of both transmission lines has not yet started due to

delays on the Cambodian side of the project. During FY10 Electricite du Cambodge and Electricite du Laos jointly

requested a project restructuring to upgrade the 115kV transmission line to a 230kV line in order to increase line

capacity and meet demand for more power. Systems designs and technical specifications will need to be updated,

resulting in further delays and requiring an extension of the closing date, which is yet to be requested. Electricite du

Cambodge also requested to cancel the 115kV transmission line from Cambodia to Vietnam from the project

financing, since other financial resources were secured for this transmission line.

cancellation of the Merit Based Pay Initiative. Implementation delays now exceed one year and may lead to cost

overruns and reduced economic efficiency. Discussions are under way to address the cause of the staff shortages and

the borrower is still committed to the project, as road maintenance is a high sectoral priority for the country's

economic development.

is in place. This should gradually turn into development results along the lines of the Project Development Objective.

Progress toward achieving development objective(s): Progress toward meeting the development objectives has

been good. Between academic year 2008-2009 and 2009-2010, the grade 1 entry ratio increased from 91.7% to

93.2%; and net enrolment increased from 94.4% to 95.5%. Between academic year 2007-2008 and 2008-2009, the

promotion rate increased from 78.6% to 81.1%, the dropout rate reduced from 10.6% to 8.8%; and the survival rate

of grade1 to 6 increased from 52.50% to 59.33%. The main efforts were to establish schools in rural remote areas,

provide primary scholarship to poor students, and upgrade teacher and school principle competencies.
