  • INTERNATIONAL STUDENT MOBILITY IN INDIA AccordingtotheUNESCOInstituteforStatistics(UIS),thenumberofinternationallymobilestudentsglobally1hasincreasedto4.0millionin2012witha135percentageincrementfrom1.7millionin1995(seeBox1andTable1).Chinahasbeenthelargestcontributoroftheworldsmobilestudentssince1995.Indiabecamethesecondlargestcontributorsince2005.

    Box1:Definitionsofinternational(orinternationallymobile)studentsInternational (or internationallymobile) students are defined as studentswho have crossed a national border andmoved toanothercountrywiththeobjectiveofstudying.TwooperationaldefinitionsareusedintheinternationaldatasetdevelopedbytheUIS,theOrganizationofforEconomicCooperationandDevelopment(OECD)andEurostat:

    Studentswhoarenotusualresidentsoftheircountryofstudyi.e.thosewhohaverecentlymovedtothedestination(host)countryfromsomewhereelse

    Studentswhoreceivedtheirpriorqualifyingeducationinanothercountry,indicatingthattheyhavecrossedaborder

    INDIAN STUDENTS STUDYING ABROAD In2012,over189thousandIndianstudentswereenrolledinhighereducationinstitutionsabroad.Thispopulationaccounts for 4.7% of the total internationally mobile students worldwide and is the second largest source offoreignstudentsafterChina(17.3%).Despiteitsmagnitude,thispopulationrepresentsasmallproportion(0.7%)oftotalhighereducationenrolmentinIndia(29.18million).Atthesametime,Indiasgrossoutboundenrolmentratio2is of 0.11%,which is quite low comparedwithmany other Asian countries, such as China (0.6%), Japan(0.5%),Malaysia(1.9%),theRepublicofKorea(3.6%),andSriLanka(1.0%).

    Indianforeignstudentsaredispersedover50countriesoftheworld3.Outofthe189,472Indianforeignstudentsin2012,morethan85%studentswereconcentrated insixcountries: theUnitedStates(51%),UnitedKingdom(16%),Australia(6%),Canada(4%),UnitedArabEmirates(4%)andNewZealand(4%).Itisnotedthatbetween2008 and 2012, the popularity of Australia as a destination for Indian students has declined. Therewere 55%fewerstudentsin2012ascomparedto2008(Table2).

    FOREIGN STUDENTS IN INDIA India is gradually emerging as a preferred destination for foreign students, particularly from the South Asianregion.ThegrowthinthenumberofforeignstudentsinIndiahasbeenimpressive.Therecentdatafor201112showsthatwithinayear,Indiareceived5625morestudents,anincreaseofalmost20.43%fromthelastyear4.In2011, these students came from 153 countries. India is slowly expanding not only in terms of the number ofstudentsbutalsothenumbercountriesfromwhichthesestudentscome.

    AccordingtotheAllIndiaSurveyonHigherEducation(AISHE)201112,NepalcontributedthehighestpercentageofforeignstudentsinIndia.Ofthetotalforeignstudents,nearly19%werefromNepal,followedby,indescendingorder,Bhutan,Iran,Afghanistan,Malaysia,SudanandIraq(Figure1).Eventhough,theshareofforeignstudentsfromthetoptencountrieshasincreasedinayearstime,theriseisnotuniform.Thetoptencountriesofforeignstudents inIndiaconstitute62%ofthetotal foreignstudents inthecountry.Therise inthenumberofstudentsfromNepalandBhutanhasbeenthehighest,whilethenumber fromUnitedStates,ChinaandIranhasdeclinedcomparedwith201011.Outofthetotalforeignstudents,76%cametoIndiaforundergraduate5studiesand18%cameforpostgraduatestudies6.TheremainingwhocamefortheirPh.D.7studieswerefromIran(39%),Iraq(5%).Nepal,whichwasthehighest contributor for students at the undergraduate level had only 3% share of its students enrolled at thedoctorallevel.Interestingly,outofthetotal983foreignstudentswhocametoIndiaforhigherstudiesfromUnitedStatesonlysixwereenrolledatthePh.D.level(Annex19).

    STUDENTS FROM SAARC REGION IN INDIA India is gradually emerging as a hub for tertiary education in the South Asian Association for RegionalCooperation8(SAARC) region. This chapter is focused on the regionalmobility of foreign student in the SAARCregion.Table3presentsmobilestudents fromtheSAARCregion. Italso includedthestudentenrolled inUnitedStates,UnitedKingdomandAustraliafromSAARCregion.ThetableshowsthatonlyincaseofBhutan71%oftheirinternationallymobilestudentscametoIndia,howeveronly2%ofthestudents fromBangladeshcametoIndia.EventhoughIndiagets19%ofinternationallymobilestudentsfromNepal,almost60%oftheNepalesestudentsgototheaforementionedcountriesotherthanIndia

    SECTION 1: FOREIGN STUDENTS AT THE UNDERGRADUATE LEVEL This sectionanalyses themajorsubjects forwhichstudentscame to India for theirundergraduatestudies.Themajority of foreign students come to India for their undergraduate studies. In 201112, India received 25283(77%)foreignstudentsforthislevel.Outofthismajority,thehighestnumberofstudentsatthislevelcamefromNepal.

    Figure2showsthatin201112,IndiahostedthehighestnumberofstudentsforBachelorofTechnology(B.Tech),followed by Bachelor of Commerce (B.Com), Bachelor of Medicine & Bachelor of Surgery (MBBS), Bachelor ofPharmacy,BachelorofScienceandBachelorofArts.Howeverin201011,mostofthestudentscametoIndiaforBachelorofCommerce.

For instance, India received highest number (92%) of the students inNursingfromNepalandtheremainingwerefrom23othercountries(Annex25).However,Afghanistanwasthehighestcontributorforenrolmentsincommerce(13%)andtheremainingstudentscamefrom74othercountries(Annex 30). This trend suggests that, India hosted themajority of its foreign students for nursing fromNepal,however in case of commerce the enrolments were more scattered. It is worth highlighting that of the totalenrolment inMBBS themajoritycame fromMalaysia (52%), theUnitedStates (24%),andCanada (6%)(Annex23).ThepatternsshowninTable4andTable5arenotverydifferentfromthatobservedinthedatafor201011.

    Thefigures(Figure1andFigure2)observedthetoptencountriesfromwhichstudentscametoIndia(Figure1)and themostpopularsubjectsat theundergraduate levelamong foreignstudents in India (Figure2).Thenexttable (Table 6) examines the percentage of students from the top ten countries coming to India for the mostpopularsubjects.Thepurposeofdoingthisexerciseistodeterminewhetherthesesubjectsarepopularbecausetheyreceivestudentsfromthesetoptencountriesorfromotherthanthesetoptencountries.

    ThetableshowsthatinMBBS,Nursing,PharmacyandDentalSurgerymorethan80percentofstudentscomefromthetoptencountries(Annex23,25,27and29).AtthesametimeBachelorofCommerceandBachelorofBusinessManagement received less than 50 percent of students from these countries (Annex 30 and 32).Table6:ContributionoftoptenandSAARCcountriesinpopularsubjects,201112Countries

    SECTION 1.1: FEMALE ENROLMENT AMONG FOREIGN STUDENTS AT THE UNDERGRADUATE LEVEL

    Apart fromdetermininghow far India is a favorable destination for foreign students, it is important to see thegender composition of foreign enrolment. It is critical to look at this aspect keeping in mind the recent focusaroundaccesswithgenderandsocioeconomicequity.

    This section analyses the proportion of women in themost popular fields at the undergraduate level.Figure3showswomenwereenrolledinhighnumbersinNursing,DentalSurgeryandMBBS(Annex18). Inparticular,ofthetotalstudentsenrolledinNursing,97%werewomen.Ofthetotal97%womenenrolledinNursing,93%arefromNepal(Annex25).

    Interestingly,thoughwithathinmargin,forstudentsfromBhutan,MaldivesandNepalthepercentageofwomenenrolledinhighereducationinstitutionsinIndiaishigherthanthatintheirhomecountries.TheproportionoffemaleenrolmentathomecountryseemspositivelyassociatedwiththeenrolmentoffemaleforeignstudentinIndia.

    SECTION 2: FOREIGN STUDENTS AT THE POSTGRADUATE LEVEL

    This section profiles the inflow of foreign students at the postgraduate level. In 201112, India received5847(23.13%)studentsforpostgraduatestudiesasopposedto25283(77.27%)studentsattheundergraduatelevelinIndia9.

    In 201112, India received foreign students for postgraduate level programmes in 49 different fields, amongwhichonlythreefieldsMasterofScience,MasterofArtsandMasterofBusinessAdministrationhasreceivedmorethan a thousand students (Figure 4). By comparison,Master of Commerce andMaster of Technology, themostpopularprogrammesforforeignundergraduatestudents,receivedonly277and232foreignstudentsinMastersprogrammesin201112.

    As per AISHE 201112, among foreign students enrolled in Master of Science programmes, 24% of them (thehighest)comefromIraq(Annex22).Table9showsthatthemajorityofstudentsatthepostgraduatelevelwerefromIranandIraq.ThetablealsoshowsthatinMasterofArts,Indiareceivedstudentsfrom95countriesoftheworld(Annex20).

    SECTION 2.1: FEMALE ENROLMENT AMONG FOREIGN STUDENTS AT THE POSTGRADUATE LEVEL

    Despite the improved access tohigher education, proportionately lesswomenmoveup the education ladder.ArecentreportonhighereducationinAsiapointsoutthatattheBachelorsleveltheenrolmentofwomenaccountsfor47%anditdeclinesto37%atthedoctorallevel10.

    Inviewofthispyramidaltrendinfemaleenrolmentinhighereducation,thissectionexaminestheproportionoffemale in themost popular fields at the postgraduate level. Figure 5 shows thatmoremen thanwomenwereenrolledinpopularsubjectsatthepostgraduatelevel.OfthetotalforeignstudentsenrolledfromAfghanistanandNepal,12%and42%werewomenrespectively.Table7showedthattherecouldbesomerelationbetweenfemaleenrolmentsfromagivencountryinIndiawiththatinthehomecountry.

    SECTION 3: FOREIGN STUDENTS AT DOCTORAL LEVEL

    Many crosscountry studies demonstrate a virtuous circle in which Research &Development (R&D) spending,innovation,productivityandnationalgrowthanddevelopmentmutuallyreinforceeachother11.ThequantityandqualityofresearchundertakeninacountrycouldbeafactorthatcontributestohigherenrolmentsattheDoctorallevel.ThissectionprofilestheenrolmentstatusofforeignstudentsinIndiaattheDoctorallevel.

    In201112,Indiareceived920studentsforPh.D.(Annex19).Incomparisontoundergraduateandpostgraduateforeignstudents, Indiastillhas fewforeignstudentsat thedoctoral levelandreceivesmajorityofstudents fromIran,Thailand,Myanmar,Yemen,EthiopiaandIraq.

    Out of the 920 foreign studentsenrolled in Ph.D. programmes in201112, 293 (32%) were women.ThemajorityofforeignPh.D.studentswere enrolled in Karnataka (25%),followed by Delhi (23%) (Annex 18and 19).As mentioned earlier, Irancontributes the highest to theenrolment and out of the total, 361studentswere from Iran ofwhich 45%werewomen(Annex18and19).

    CONCLUSIONThe globalization of higher education has been a phenomenon since the colonial period12. Since education isregarded as a right at the elementary level, the later stages of learning need to prepare themselves for theincreasing demand in the future. There aremultiple reasonswhy focusing on enrolment of foreign students inIndiaisimportant.First,foreignstudentsnotonlybringfinancialcontributiontothecountrybutalsobringtheirsocioculturalvalues.Theyhelpcreatingharmonybetweencountries.ThemobilityofstudentsisexpectedtogrowinthecomingyearsespeciallyforSouthAsianregion.

    The increasingnumberof foreignstudents in India indicates thequalityofeducation that someuniversitiesareoffering is better than the neighboring countries. There are many reasons why students pursue their highereducationabroad.Forsome,itisachancetobroadenculturalandintellectualhorizons.Othersgoabroadtoavoidfrustrationsofunderresourceduniversities.Manyhavenochoicebuttogoabroadinordertopursueaparticularfieldofeducationortypeofacademicprogramme(UNESCO2013:P80)

    In an era where academic mobility is gaining popularity among students from all regions, it is crucial forinstitutions to recognize and prepare themselves to attract talented and selffunded students. The level ofattractiveness tomobile students depends largely on the quality of education that universities provide. It alsodependsonotherexternalandinternalfactors,suchasavailabilityofdecentfacilities,possiblejobopportunities,language, security, socioeconomic commonalities etc. Foreign students have bright employment prospects inChinaaftergraduationandmanyinternationalgraduateschosetoworkinChinainrecentyearsbecauseofmorejobopportunitiesinChinaslabormarket(UNESCO2013:P20)

    Inviewofthecriticalityofhighereducation,thispaperpresentsastatisticalprofileofforeignstudentswhocometo India for their tertiary education. India emerged as a popular destination for students from South Asia. Inparticular, majority of the students were enrolled at the undergraduate level in disciplines from medicine,technology and arts. Female enrolment at the undergraduate level was predominately in healthcare relateddisciplines.Asweprogresstohigher levelsoftertiaryeducation,theenrolmentsdrasticallydrop.Atthepostgraduate levelMasterofScience,MasterofArtsandMasterofBusinessAdministrationweretheonlysubjectstogetsubstantialforeignenrolments.Thepaperpresentsdisaggregatedinformationaboutthestatewiththehighestenrolmentandthecountry fromwhichhighestnumberofstudentswereenrolled inasubject.KarnatakaemergedasapopulardestinationforstudentsattheundergraduatelevelandMaharashtraatthepostgraduatelevel.

    Itbecomesutmostimportanttolayoutthelimitationsofthestudy,bothintermsofdataavailabilityandscope.Thestudy isbasedonAll IndiaSurveyonHigherEducation,201011and201112. In theprocessofanalysis itwasrealizedthat,inthecomingyears,itwouldbeusefultoincludemoreinformation.Forinstance,numberofforeigngraduates,newentrantseachyear,sourcesoffunding.Theaspectofstudentsatisfactioncouldalsobeincludedinthe purview of All India Survey on Higher Education or conducting a separate survey. This could focus on theenvironmentwithinandoutsidetheuniversitythatmakesenrolmentofforeignstudentsconducive.

    Indiamustnowfocusontappingitspotentialforinternationalizationandbringingmorestudentstothecountry.Itcould be useful to consider formulating a concrete policy that is dedicated to foreign students and focuses onmakingIndiaapreferreddestinationamongforeignstudents.
