SUMMARY

The incumbent is responsible to the Chief of Section for executing daily treasury tasks. More precisely he/she is responsible for executing the following tasks:

RESPONSIBILITIES

General Responsibilities

Maintaining accounting, banking and treasury guidance to be provided to finance personnel, including the NAM Finance Section collocated with the NATO Airlift Management (NAM) Programme.

Assisting with the control of NSPA current and investment accounts for managing investments maturities for bank account replenishments or currency conversions, as required.

Controlling the prompt and correct execution of NSPA investment instructions to banks.

Accounting for the investments movements as per bank statements, and ensuring up-to-date accounting and documentation of investments buy-backs between the different accounting entities.

Assisting with the Accounts Receivable and Accounts Payable compensations to optimize current account balances and to maintain a permanent payment capacity for meeting contractor obligations on time.

Liaising with Finance Directorate for a timely execution of manual transfer orders to NSPA investment accounts.

Assisting in implementing new, and reviewing existing instructions and procedures to align treasury workflows to new banking standards, EU regulations or Payment Card Industry Security Standards.

Assisting in the maintenance of enhanced internal controls related to Treasury Management, in conformance with the guidelines established in the NATO Support and Procurement Organisation (NSPO) Financial Rules and Procedures.

Assisting in the evaluation, mitigation and management of risks related to the Treasury functions, in conformance with the guidelines established in the NSPO Financial Rules and Procedures.

Ensuring that all cash movements from and to the bank accounts are secured, and coordinating new flows or procedures with the Information Systems Division (IT) to prevent from risk of fraud.

Executing other related tasks as required in peacetime and any other appropriate tasks assigned in times of crisis or war.

In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of the Agency.

Specific Responsibilities

Assessing the impact of the Agency’s enterprise software (SAP) enhancements on treasury flows, proposing improvements to existing workflows or transactions and leading tests of new developments that affect bank accounts and treasury flows.

Administering the contracts of the different e-banking conventions and ensuring the access authorisations are kept up-to-date.

Assisting with the preparation of the annual Cash Flow report and Miscellaneous Income Sharing.

Ensuring there is a sufficient audit trail in the SAP system to support all transactions posted.

Assisting with producing bank and treasury reports and statistics.

QUALIFICATIONS

General Qualifications

Complete secondary school or equivalent education.

Experience in commercial, financial accounting and/or budget control normally acquired after five to seven years as a Junior Technician in the Agency or in a similar organisation.

Knowledge of information systems at end-user level with experience in using personal computers and software packages.

Specific Qualifications

Demonstrated flexibility and practical approaches to executing assigned work based on finance management requirements.

Knowledge of the banking procedures related to transfer orders and treasury accounting.

Knowledge of SAP.

Ability and willingness to work in a multi-functional organisation.

LANGUAGE QUALIFICATIONS

NATO's two official languages are English and French. Both languages are important in the work of this post, therefore fluency in both languages is essential.

DESIRABLE QUALIFICATIONS

Knowledge of banking procedures related to transfer orders and treasury accounting would be an asset.
