SYSTEM OVERVIEW The Tennessee Department of Correction (TDOC) works with the law enforcement community to enhance public safety by operating safe and secure prisons and providing effective community supervision. At the end of Fiscal Year 2018, the Tennessee Department of Correction supervised 107,503 convicted felons. The incarcerated felon population at the end of Fiscal Year 2018 was 30,799 inmates, housed in 14 prisons, ten operated by TDOC and four operated by CoreCivic. In addition, a portion of these convicted felons are also housed in local jails across the state. The Community Supervision system, consisting of probationers, parolees, and community corrections’ agencies, supervised another 76,704 felons in the community. This annual Statistical Abstract provides detailed information on the Department of Correction, felon inmates, felon offenders supervised in the community, and the rehabilitative and educational programs targeted at helping felons have a better chance at being successful in the community.

DEPARTMENT OF HUMAN RESOURCES The Tennessee Department of Correction (TDOC) Central Office Human Resources provides technical assistance and advice and ensures compliance with Civil Service Rules, EEOC/Affirmative Action, state law, and policies. Human Resources also implements and monitors personnel related programs such as employee relations, recruitment and retention, training, performance evaluations, employee transactions, and employee benefits, including accommodations under the Americans with Disabilities Act.

TDOC prison full-time position staffing trends are presented below. Total prison positions increased 4.7% since FY17, while uniformed security positions increased 20.9%.

In FY 2018, the correctional officer series turnover rate in TDOC prisons was 41.9%; correctional officers had a turnover rate of 54.1%. The turnover rate includes all officers leaving positions, but excludes those occurring when an employee is transferred or promoted within the TDOC system in the correctional or probation/parole officer series.

Correctional Officer Salary Comparisons The ability to recruit and retain qualified staff continues to be a concern for the Department. Because salary levels are critical in recruitment and retention of staff, the Department closely monitors other correctional and law enforcement agencies to compare its salaries with those offered by agencies performing similar functions. Average Starting Annual Salaries: Neighboring States
When compared to neighboring state correctional departments, TDOC ranks 8th in the average annual starting salary for correctional officers. Of the 15 states participating in the Southern Legislative Conference (SLC), Tennessee places 11th – with an average starting salary slightly below the SLC average of $28,983. The felon inmate population data included in this Statistical Abstract is from the Tennessee Offender Management Information System (TOMIS) unless otherwise stated. Data from other sources may vary from TOMIS due to the time delay in the TOMIS data entry process. Over the past 10 fiscal years (2009 – 2018), the felon inmate population (including TDOC backup and locally sentenced felons) has increased 12.3% (from 27,414 to 30,799). During the past fiscal year, the total incarcerated felon population increased from 30,654 on June 30, 2017 to 30,799 on June 30, 2018, an increase of less than 0.5%.

DRUG SCREENS
Drug screens are conducted both randomly on felon inmates in the general population and regularly on those in substance abuse programs. Monthly, 2.5% of the inmate population is randomly screened. Collection of data on drug screens of the entire inmate population began in FY 2017.

Substance abuse program participants are given an initial urine screen at the beginning of the program and are subject to facility random and reasonable suspicion testing throughout the program. The number of drug screens has increased annually, with 4,666 performed in FY 2018, compared to 3,770 in FY 2017, 3,188 in FY 2016, and 2,780 in FY 2015. The percentage of positive or refused drugs screens was lower in FY 2018, compared to FY 2017 and FY 2016.

DEFINITIONS Fiscal Year: The State of Tennessee fiscal year begins on July 1st and ends June 30th of the following year. Fiscal Year 2018 runs from July 1, 2017 to June 30, 2018. Incidents (Prison)
Class A Incidents: Events which involve life threatening matters and breaches of security that are likely to cause serious operational problems, imminent threat to the control and order of a facility and/or to the community Selected other incidents: Less serious events where injury to staff, visitors and/or inmates may or may not have occurred that cause the disruption of the normal facility operation, or which pose a possible risk to the health or safety of the general public that did not require the involvement of outside agencies in institutional functions, as well as events that pose no threat to the local community, or to the safe and secure operation of the institution. Please note that most incidents reported in the monthly summary may include more than one participant or infraction while other incidents are by definition about a single participant (ex: death or suicide).
Mental Health Levels of Care
Level of Care: An inmate’s need for mental health services based on their ability to function in general population. Level I: No mental health services are indicated for the inmate. Adjustment and function in the general population is not impaired by mental illness. Level II: Mental health outpatient services are indicated when an inmate’s ability to function in general population is mildly impaired due to mental illness and/or mental retardation or is not currently impaired but he/she needs monitoring. Level III: Supported living unit services are indicated when an inmate’s ability to function in general population is moderately impaired due to a serious mental illness. This designation reflects a tenuous mental status that is easily overwhelmed by everyday pressures, demands, and frustrations. Level IV: Supported living unit services are indicated when an inmate’s ability to function in general population is severely impaired due to serious and persistent mental illness. This level reflects active symptoms of a major mental illness and impaired reality testing.
Offender Supervision Types
TDOC Backup: Felons sentenced to TDOC custody and held in local jails while awaiting transfer to a TDOC institution. Local or Locally Sentenced: Convicted felons sentenced to serve their time in a local jail. As felony offenders, these persons are under TDOC jurisdiction.

Other Convicted Felons: Convicted felons awaiting sentencing or not yet ready for transfer to TDOC because of other pending charges. Includes technical violators awaiting probable cause/revocation/rescission hearing or adjudication of pending charges. Convicted Misdemeanants: Inmates serving time because of a misdemeanor conviction. Pre-Trial Felony Detainees: Inmates charged with a felony but not yet convicted. Pre-Trial Misdemeanant Detainees: Inmates charged with a misdemeanor but not yet convicted. Others: Inmates held in local facilities for federal crimes, city ordinances, etc. Community Corrections: A grant program created in 1985 as an alternative to incarceration. Programs are developed based on the individual needs of the area served. Probation: Felons subject to conditions imposed by the court and subject to community supervision without incarceration. Parole: Felons originally sentenced to an incarceration period and released to serve the remainder of their sentence under community supervision.
Program Supervision Unit (PSU): A specialized unit within the Tennessee Department of Correction for the supervision of registered sexual offenders in the community. Probation and parole officers in the PSU are specially trained to supervise registered sexual offenders within the community.
