Reco, a Professional Engineer and QSP + QSD licensed by the State of California, brings twenty years of experience working in the civil and environmental engineering industry, and has served as an integral team member on a variety of high profile projects that have included enhanced sustainability goals. These goals have included innovative water resource management, Low Impact Development (LID) civil engineering design, alternative C3 compliance, and streambank restoration, among others.

Reco has extensive experience serving as the Principal-in-Charge, Project Manager and Public/Private Liaison for infrastructure projects with construction costs in excess of $300 million. He has also provided Building Information Modeling (BIM) services to provide realistic models of existing and proposed infrastructure and civil engineering works to better coordinate design services across disciplines, and better communicate the design intent to project stakeholders and the general public.

In addition management and design oversight, Reco has also put forth thoughtful and original designs related to project development, site planning, utility design and capacity analysis, grading and earthwork, drainage design, Division of State Architect (DSA) compliance, erosion and sediment control design and Hydromodification (HM) compliance.

CaliChi Design Group (CDG), while organized as a California Limited Liability Company, provides civil engineering services nationally and internationally. In addition to holding the necessary credentials, technical capabilities and experience to provide design, review and/or certification of Storm Water Treatment Measures and Hydromodification Control Facilities for Santa Clara Valley Urban Runoff Pollution Prevention Program, CDG also has provided

design in compliance with many other agencies across the Country that are on the forefront of water quality requirements and upon which many stormwater quality requirements are based, specifically:

• Maryland Department of The Environment (MDE) – CDG Principal Austin Hahn (MD PE #43558)

• Florida Regional Water Management Districts (WMD) including SWFWMD and SJRWMD – CDG Principal Austin Hahn (FL PE # 70184)

• State of Hawaii Department of Health – CDG Principal Reco Prianto (HI PE #14969) CDG also has extensive project experience in Santa Clara County under the SCVURPPP requirements. Examples are listed under Item 8 below.

5. A brief statement of the firm’s understanding of continuous simulation hydrologic models

and analysis of output data for use in design of hydromodification control measures. CaliChi Design Group (CDG) is well versed in the various hydrological models for the design of hydromodifications measures namely analytical models which include deterministic models; dynamic models; empirical models; heuristic models; interactive models; linear and nonlinear models; numerical models; probabilistic (stochastic) models; semi-empirical models; simulation models and theoretical models for water resource management, ground water modeling, urban and rural watershed management. CDG believes in leveraging technology whenever possible including constructing hydrologic models – whether SCS, Rational Method, or Modified Rational Method – in the 2019 Hydrographs Extension for Autodesk Infrastructure Design Suite. These models incorporate the characteristics of our 3-D surfaces and 3-D pipe networks created in Infrastructure Design Suite Civil 3D. Once the first iteration design is complete, the information is exported to HEC/HMS software for further analysis/refinement. When the HEC/HMS model is finalized, it is then imported back into Civil 3D. The construction documents, calculations, and other information is then generated by Civil 3D for incorporation into reports. We always make the HEC/HMS model and all Civil 3D surfaces, pipe networks and simulations available upon request to our Clients and our partners.

6. A brief statement of the firm’s understanding of on-site third-party inspections of installed

storm water treatment measures.

CaliChi Design Group (CDG) has completed many projects requiring 3rd Party review and inspections of storm water treatment measures. CDG typically reaches out to the firms pre-qualified by the municipality/agency having jurisdiction, and solicits proposals for said services which are passed on to the owner/operator for authorization. CDG is accustomed to coordinating 3rd Party review of both the CDG-prepared plans (Storm Water Control

Plans), and the installed C.3 treatment measures. CDG is also accustomed to coordinating sizing and installation of C.3 measures with contractors to ensure the volume/area requirements are met both during design and once construction is completed. We are fully qualified to perform on-site inspections of stormwater treatment measures via our QSP certification. We understand the requirements of the General Permit and the processes that have been outlined to ensure proper inspection, testing, and reporting. The most important part is that we believe in the program. We are firm supporters in ensuring that our waterways and bays are protected and look forward to assisting the County to clean up and keep clean our water resources.

7. Information on three examples of experience in the design of storm water treatment and flow control measures (including LID measures) within the past five years, including, but not limited to: type of project, size, location, a detailed description of the treatment or hydromodification control measures designed, and references/contact information for the firm and persons responsible for each project.

Projects: Audi and Mercedes-Benz Redevelopment – Palo Alto, CA (Santa Clara County) (2015-Current)

CDG is currently providing full Civil Engineering Design and Entitlement Services for the

redevelopment of 1700 and 1730 Embarcadero Road. This multi-phase, multi-year project

reimagines the current separate

lots previously occupied by a

restaurant and a stand-alone Audi

automotive showroom as multi-

brand (Mercedes-Benz and Audi)

automotive campus featuring

multiple showrooms, shared

service drives, multiple service

bays and office functions, in

addition to two (2) different

vertical car stacking solutions. As is required by the City of Palo Alto, CDG has been

providing plans and calculations for review by one of the City’s pre-qualified third-party C.3

review firms. To date, the review firm has approved all plans and calculations CDG has

provided, including the combined flow-volume method compliance calculations. Because of

high seasonal groundwater levels, and limited percolation (0.1 in/hr) through the in-situ

soils, CDG has implemented a mix of flow-through planters and lined biotreatment basins,

including an open-grated flow-through planter that doubles as a vehicle display pad. The

Project is exempt from Hydromodification.

Fremont High School Modernization, Oakland Unified School District, Oakland, CA

(2016-Current)

CDG is currently serving as the Civil

Engineer of Record for the Fremont

High School Modernization and

Redevelopment project. The scope

of work includes demolition of

approximately 95% of the existing

12-acre urban campus and

construction of 9 buildings totaling

approximately 190,000 sq. ft. to

serve up to 1,200 students and future

buildings have been master planned to add 24,000 sq. ft. of additional space to

accommodate up to 1,500 students. The project also includes a regulation football and

soccer all-weather field running track. The project is a PG&E Net Zero (NZE) campus where

energy generation and use are balanced. Civil scope of work includes the design of mainline

utility relocations and on-site utility service infrastructure for water, sewer, storm, gas, data,

and electric; grading and drainage including up to 40-foot tall retaining walls around the

backside of the proposed football field; full C.3 and Title 24 storm water management,

treatment, and maintenance and public right-of way encroachment improvement plans.

CDG has addressed C.3 requirements by designing a mix of self-retaining landscaping areas,

flow-through biotreatment planters, and lined bioretention basins. The Project is

proceeding in four increments, with each increment being reviewed separately by the

Division of State Architect (DSA). To date, all submitted increments have been approved.

Baywood Repositioning, San Jose, CA

Full renovation of an existing 3-story multitenant

commercial building on an approximately 2.1-

acre parcel. The project includes modifications

of the full site on Stevens Creek Blvd, and the

parking adjacent to the back of the building.

CDG is providing full complement of design

development documents including, permitting,

storm water control plan, erosion and sediment

plans, grading and storm drainage plans, utility plans, etc.

CaliChi Design Group is very interested in being included in the Santa Clara Valley Urban Runoff Pollution Prevention Program’s Pool of Civil Engineering Consultants. We have extensive experience bringing enthusiasm and creativity to stormwater design and C.3 compliance, and would bring the same level of enthusiasm and creativity to the design, review and/or certification side as well. Reco Prianto, a Principal with CDG who holds both Professional Engineering (P.E.) and QSP/QSD credentials will serve as the Primary Point of Contact and assure his availability to lead any and all projects that arise out of this opportunity. Reco is backed by three civil engineers out of the Oakland office, one of whom previously worked for the Santa Rosa County Public Works on Stormwater design and regulations.

Reco is excited to bring his knowledge and expertise in stormwater design, and to share his methodology and innovative approach on LID and hydromodification control measures and models from both CaliChi projects as well as his prior experience working in this arena with a national civil engineering firm.

CaliChi Design Group was founded in 2009 by Austin Hahn and Reco Prianto, two senior

level engineers who both worked at a large national civil engineering firm and had the

epiphany that there could be a better way to enable an enhanced

engineering product and outcome for clients through technology

new paradigm in civil engineering services and the customer

experience.

TECHNICAL CAPABILITY

3-D Capability & Visualization

Most civil engineers ask for a 2-D CAD file, and

then complete the site civil and utility designed

based upon a snapshot of the architectural model.

Not at CaliChi! We take the architectural Revit file,

insert it into our Civil 3D model, complete the

generation of 3-D surfaces and pipe networks, and

then export that information to Infraworks and

Navisworks model. We then provide both back to

the architect. This allows the team to all be

working on the same coordinate system and

allows the team civil engineer participates in BIM, rather than just talking about it.

Software Platforms/Proposed Applications:

We will be implementing AutoCAD Civil 3-D 2019 for all projects regardless of size or complexity. BIM is

built into our culture and we have found that by utilizing 3-D models for our designs, we limit drawing

sheet conflicts and are able to implement design changes much more quickly that are instantly

propagated across our sheets universally.

COMMITMENT TO SUSTAINABILITY

We specifically designed our company to have a small environmental footprint. From three offices in the Midwest, Bay Area and Pacific Northwest, we are able to provide a full palette of civil engineering services, including design and commissioning in compliance with green building standards. Each principal has held a Leadership in Energy and Environmental Design accreditation (LEED-AP) for over ten years.

At our Chicago office, the entire staff takes mass transit. Our Oakland office is a live-work loft complete with stacked washer and dryer, full kitchen, bathroom and two bedrooms. One third of our staff has no commute and works from home. In addition to our sustainable firmwide operations, we also work with our Clients to incorporate innovative sustainable practices into their projects in ways that preserve the natural character of the land, preserve our most treasured resource of water, while creating new exterior environments to be enjoyed by all.

A Few of Our Favorite Things

• We like to perform site visits and meet with agencies immediately after authorization, and then

get to work on educating the entire development team on the project-specific issues.

• We like to develop project schedules while we are sitting down with the City and County officials

that will later review our projects. In that way, we can all be stakeholders in the project.

• We like to control expenses at all times (in-house repro, consolidate travel, minimize hotel

costs, etc.). We have in-house printing and live-work loft space that allows us to be very

competitive on expenses.

• We like to collect all surveys, record documents and complete due diligence within two weeks of

site access authorization.

we have compiled during the due diligence phase.

Collaboration:

CDG, unlike most civil engineering firms, are active participants in the design collaboration and Building

Information Modeling (BIM) process. The project Revit file is contained within our working drawings.

Navisworks models are built so that clash detection can be run. Infraworks is deployed to generated 3-

Dimensional renderings and automation using real geospatial data to make public presentations more

meaningful. CDG designs in three dimensions because our projects are experienced in three dimensions.

Contractor Coordination

We employ, and have been trained on, industry standard construction collaboration software. We

provide standard construction coordination and administration services and can play a variety of roles

on the team. One hallmark, however, is an on-site pre-construction meeting prior to mobilization for all

consultants to lay out critical design items for the contractor.

Working with new consultants always poses challenges and risks ranging from ensuring a good fit for the project team, communication, meeting deadlines and most importantly quality of all deliverables. After meeting and working with Austin and Reco, our reservations were eased. We could not be more impressed with their ability to clearly and concisely communicate - and from start to finish - the quality of product exceeded expectations.
