1. Good initiative of State Government

a) Savitribai Phule Scholarship to Schedule Caste Girl Students

Many parents of the girl’s students belonging to SC category are engagedinagriculture and other type of laborers. So theirfinancial condition is very poor. So they are least interested in their daughter’s education.

In order to prevent less attendance in class and encourage them to attend schools more regularly, scholarship scheme was introduced to S. C. Girl Students who are studying in 5th to 7th Std vide G. R. No EBC/ 1094/3238/ Case No 90/ BCW- 2. dated 12.1.1996. At that time the rate of scholarship was Rs. 30 p. m. for ten months. This scholarship rate was increased vide G. R. dated 31.3.2005 and thereon the scholarship is given

to schedule caste girl students at the rate of Rs.60 p.m. for 10 months (June to March).

In continuation to the above scholarship scheme as per G. R. No SBC 2003/ Case No 116 / BCW 2 dated 23 May 2003 the scheme named as Savitribai Phule Scholarship has been introduced to Scheduled Caste Girls students who are studying in 8th to 10th Std. Through this scheme Scholarship of Rs. 100/- per month is awarded to Schedule Caste girl students for 10 months ( June to March). The expenditure on this scheme is as under - This scheme is implemented by Social Welfare Officer, Zilla Parishad at District Level.

b) Dr. Babasaheb Ambedkar Samajik Naya Bhavan

Social, Educational and Financial development of Scheduled Caste and Nav Baudha, the Scheduled Caste Sub-Plan has come into force from 1981-82. Educational, Financial and Social Schemes were implemented by Divisional Social Welfare Officers & District Social Welfare Officers at Division and District place respectively. For Financial Assistance to Backward Class students various Corporations are also working at division and district places. For the conveyance of the backward class peoples, State Government has taken decision to bring together above mentioned various offices under one roof.

So State Government has taken decision on 1st June 2006 to build Dr. Babasaheb Ambedkar Samajik Naya Bhavan in each district. In each Bhavan there is provision for Divisional Social Welfare Office, District Social Welfare Office, Various Corporations offices, Caste Validity Committee’s office, cast verification committee In addition to that in this

bhavan, there is a provision of Cultural Hall, Study Room, Library, Information Centre, Computer Training Center, Museum, Conference Hall and Canteen. For the maintenance of these Bhavan’s various 16 posts have been sanctioned for each Bhavan by the State Government. The approx. cost of each Samajik Naya Bhavan was Rs. 4.62 Crores.

Out of sanctioned 34 Samajik Naya Bhavans at present the construction of 19 Bhavans have been completed and transfer to Social Welfare Department. ( Ratnagiri, Sindhudurg, Nashik, Nandurbar, Jalgaon, Sangli, Solapur, Kolhapur, Washi, Buldhana, Yeotmal, Wardha, Bhandara, Gondiya, Chandrapur, Gadchiroli, Jalna, Parbhani and Beed ) The construction of 7 Bhavan’s is in progress ( Raigad, Amravati, Aurangabad, Osmanabad, Nanded, Hingoli and Latur ) and 5 Bhavan’s are at Tender Level. In Akola and Ahmadnagar District the land is not available for Bhavan yet. c) Government of India Post Matric Scholarship-E-Scholarship. The Government of India has been implementing the scheme of post matric scholarship to students belonging to scheduled castes since 1944 It aims to provide financial assistance to students belonging to Scheduled castes for perusing post matriculation courses through recognize institutions. Under the scheme the central assistance is provided on hundred percent basis to all states. The scheme was last revised on.1/7/2010.

The revision includes changes in(1) Income ceiling (2) Grouping of Courses and (3) Rates of Maintenance vide letter No.11017/01/2008-SCD-V,Dated 31 Dec.2010.The state Government has been sanctioned this revised Scheme Vide G.R.No.EBC-2011/pk-4/MVK-2, Dated 2 Aug.2011.

d) Book Bank Scheme:- Book Bank Scheme for Scheduled caste students for Medical, Engineering, Law and Veterinary Degree Colleges and Institutes imparting Chartered Accountancy, MBA and Management courses and Polytechnics where Scheduled caste students are in receipt of Post Matric Scholarship. The existing Centrally sponsored scheme of Book Banks for Students stand merged with the Centrally Sponsored Scheme of Post Matric Scholarship the 50% central assistance available from central Govt. on the basis of last year expenditure met by the state Govt. The set of text books will be purchased for 2 such SC students at various stages except in respect of post Graduate Courses and Chartered Accountancy, where it will be one set for each student. However, the ratio of sets and students will have to be adjusted to the total number of sets that could be procured within the total resources allocated to the State concerned. CENTRALLY SPONSORED SCHEME The object of the scheme is to provide financial to unable the children of scavengers to dry latrine, tanners, flyers and sweepers who have traditional link with scavenging to pursue pre matric education. Scholarship will be admissible to the children of Indian Nationals who irrespective of their religion, are actively engaged in scavenging of dry latrines and other unclean occupations i.e. tanning and flaying only, which are traditionally consider unclean . Children who are born to parents who are not engaged in such occupations, but have been adopted by such person will be eligible for Scholarship only after a laps of three years from the date of such adoption provided that they have been living with the adopted parents such children will be eligible for Scholarship. There is no restriction as to the number of children of the same parents who would be eligible for the award of Scholarship upto class VIII subject to the condition that if a third or subsequent child is born after 1/4/1993, a total of only two children in the family would be eligible for award of the scholarship. In respect of Classes IX & X, only two children of the same parents would be eligible for the award of the scholarship. No income ceiling has been prescribed for award of scholarships under the scheme. The above scheme is revised vide Ministry of Social Justice and Empowered Department, New Delhi letter No. 11014/28/2007/SCD-V dated 20/1/2009 and Government of Maharashtra Social Justice and Special Assistance Department Circular No. EBC-2008/P.K 62/MVK-2 dated 17 March 2009 and the revised scheme has been admissible w.e.f. 1/4/2008. Taking into consideration State Government has introduced the new scheme 100 Scheduled Caste students studying in the country wide higher educational institutions. The main terms and conditions for this scheme are as follows- 1. Student should be Scheduled Caste and Resident of Maharashtra. 2. Maximum income limit of his parents is Rs. 4.50 Lakhs. 3. This scholarship is applicable for country wide study such as I.I.T., I.I.M.,

I.T. etc. where admissions are given through the entrance examinations. Student should apply for this scholarship to Director, Social Welfare in prescribed format along with required documents. For the scrutiny and selection a committee is formed under the Chairmanship of Principal Secretary, Social Justice, and Government of Maharashtra. And formal scrutiny committee is under the chairmanship of Commissioner, Social Welfare & other members. Awardee students will get full fee prescribed by the institution as well as Hostel and Mess Charges prescribed by the institution. Scholarship to the Scheduled Caste Students for Abroad studies. Due to weak economic and financial conditions Scheduled Caste students cannot afford the higher education in prominent universities in the foreign countries. To overcome this difficulty Government of Maharashtra has introduced this scheme as per G.R. No.EBC-2003/C No. 115/BC-2, dated 11th June 2003. Through this scheme, at first instant 10 Scheduled students from the state will be given scholarship from the year 2003-04. Scholarship will be given 8 students for Degree Courses and 2 students for Post-Graduation Courses from the year 2006-07. There after the scheme has been revised as per G.R. dated 17th June 2006 Scholarships will be given to 25 students as 8 S.C. Students for Degree courses and 17 S.C. Students for Post-Graduation Courses. Now the scheme has been revised as per G.R. dated 15-10-2010 & dated 22-10-2010 Scholarship will be given to 50 students as 26 students for Post Graduate Courses and 24 S.C. students for PHD Courses from the year 2010-11. The age limit for the scholarship is not more than 35 years & the parent's total income not exceed than Rs. 2.50 lakhs per year. After successful completion of foreign education the students will have to pay the 10 present of minimum amount of the total expenditure to the Social Justice Fund. Selected students will get full fee and maintenance allowance fixed by the

Government Hostels

In order to enable Backward class Boys and Girls to take advantage of educational facility, hostel facilities are also provided by Government. In these hostels students are admitted on merit and are provided with not only free boarding and lodging, but also with text books, stationery articles, clothing and bedding, medical aid, conveyance facilities and special coaching facilities including computer training for their physical and intellectual development. By the end of 2008-2009 there are 271 Government Backward Class Hostels in the state. Government has decided to start a new 100 Government Hostels at taluka level having capacity of 100 student at each hostel.Govt. also decided to construct Govt bldg. with the cost 3.26 crore each.out of 100, 53 bldg are complted. Government Residential Schools for Scheduled caste and Nav Buddhas Boys and Girls

Government Resolution dated 1st june 2006 Government has taken decision to start 353 Government Residential Schools for Scheduled caste and Nav Buddhas Boys and Girls for 1st to 7th standard. Out of this 353 Government Residential Schools Government has also taken decision to start 100 Government Residential Schools in first phase from the academic year 2007-2008. As per Government Resolution dated 29 June 2011 Government has given the guidelines to start the Government Residential Schools for 5th standard to 7th standard and 8th standard from 2012-2013 and then 9th,10th standards as per natural growth. As per Government Resolution dated 4th June 2007 at different taluka levels places were fixed for Government Residential Schools for Scheduled caste and Nav Buddhas Boys and Girls with the cost 4.42 crore each. UNEMPLOYMENT BENEFITS

a)Vocational Training to Backward Class Students As per G.R. No. EBC-2009/PK 155/MVK-2 Dt.29.1.2010 The scheme is started for Scheduled caste & Non Budhas graduate students for employment. The scheme is introduce by the state Govt. with co-ordination through NIIT Ltd. Mumbai for Scheduled Casts student for coaching in various modules for a career in various Organization. The scheme was started on experimental basis for 2010-11 with the seven Divisions. The NIIT provide the following courses in 7 divisions in the state. 1. Accelerated program in Hard ware & Net Working. Accelerated programme in selling & customer service The NIIT has completed the first Module i.e. in the year 2010-11 under this

scheme 220 boys & 116 girls total beneficiary covered 336. The expenditure on this scheme is Rs.2.10 Cr. The second module course is not sanction by the Stat Govt.

b) TRAINING IN MOTOR CAR DRIVING:-

There is a dearth of trained Motor Drivers and the demand for trained and qualified Motor Drivers increased from year to year, The backward Class persons are however, unable to take training. As per G.R., S.W.A.Cs and S. department No. Misc-1095/CR-57/DCW-2, dated 26 the July 1995 Government has decided that such training should be given by voluntary agencies in Jalgaon and Nashik accordingly. This scheme is extended on State level and amended as per G.R. No. ´ÖÖê¾ÖÖ¯ÖÏ/¯ÖÏ. Îú.14/´ÖÖ¾Ö ú-2, dated 4 Feb. 2008. As per the availability of grant, maximum 30 candidates are admitted in each session in a district. The type of training various rate has been given to the trainee as under. After completion of training, the R.T.O. gives the licenses to all trainees.

e) PRE-MILITARY OF POLICE RECRUITMENT TRAINING FOR SCHEDULED CASTES AND NAV BUDDHA YOUTH It is observed that unemployment in Scheduled caste and Nav-Buddha youth

is on large scale. Because of last of training in spite of being capable those people do

not get chance in Military and Police recruitment. Considering the back, the

OLD-AGE BENEFIT GRANT-IN-AID TO HOMES FOR AGED AND INFIRM:- Several Voluntary organisations have taken up themselves the responsibility

of providing shelter. treatment care, etc., to the old persons aged 55 years and above

and informs below 55 who have no means of subsistence and who are without any

relatives to look after them. There are no Government Institutions for this purpose.

However Government gives grants to the voluntary organisations as per prescribed

rates. Capitation Grants are paid at the rate of Rs. 900 per persons for 12 months

while building grants at the rate of Rs. 750 per inmate. In the Maharashtra State 39

old age homes are run by voluntary agencies.

Matoshri Vruddhashram

Vide Government Resolution, dated 17th November 1995, the Matoshri

Vruddhashram has been sanctioned During 2001-2002 after due review, Government

has decided to run the total schemes through the voluntary organisations on no grant-

in-aid basis since 2002-2003. The said decision is issued vide G.R. No OAH- 2001/

C.No. 288/sudhar-1, dated 3 December 2001.
