True to the organization and forthe efforts take it was a grand show at Delhi.More than 7000 odd Doctors in White coat withtheir Stethoscope around their neck is a remarkableachievement. IMA Headquarters with their TEAMIMA could mobilise such large crowd. It wasorganized systematically and there was no lacunain the facility provided on the hot day. The response from the medical fraternity asusual was lukewarm for the on line response andit was primarily most of the past and present orthe aspiring office bearers who contributed thenumbers. With 2 lakh members we were able toget only 65000 on line response supporting thedemands of DILLI CHALO. Does it mean thatthe basic members are not in support of thedemands for a LAW for violence against Doctors,anti-quackery bill, Democratically elected MCI,No to cross path and NEXT. The spirit to carefor our profession is always lacking with most ofour members, but their responses for theirpersonal problems are beyond imagination.As anoffice bearers it our duty to take care of ourmembers at each and every occasion. We shallcontinue to do it expecting their cooperation overthe time. With hopes on our members we shall

Greetings to you all. Hearty congratulation to all our member’s sons &daughter who have scored well in the X & XII Standard Board Examination and made us all proud.

‘Dilli Chalo’, is the flavour of the month. Showing our solidarity by signing online petitions andjoining the Demonstration at Delhi with IMA colleagues and peers from all over India was a realshow of strength & purpose.

Wish and Hope we pursue the objectives of Dilli Chalo Movement to a positive conclusion andcelebrated as part of our Doctors Day Function. Thanks & Regards.

Dear Colleagues,

Amidst mounting heat inpolitical and geological climate, IMA alsoescalating its pressure to materialize our demandby much vociferous dilichalo events. It was anunprecedented scene of 15000 men and womenin white coat, dangling stethoscope on their neckmarch ahead in unison with vociferous voice toensure safety and security for doctors acrossthe country. From Tamil Nadu, TEAM of usparticipated and it was a great rejuvenatingphenomena to know, we are not alone.

The Doctors as individual, and Nursing Homefacing challenges are big concern. The StateConference of NHB organized byour Vibrant NHB SecretaryDr.C.N.Raja and Team was a realsuccess and empowered all to workwith much more vigor for ourbetterment.

The vision of IMA to empowerevery rural practitioner withknowledge and skill is carried byDr.B.Sridhar and Team throughIMA CGP in various rural IMA

branches of our State. The Zonal Conferenceshas real impact of discussing practical day today issues and empowering doctors with interestfor publishing their works and results.

The Paramedical wing under Dr. M.Balasubramanian and his TEAMare doingexcellent job. Nearly 1500 paramedical studentsare completing their course and our students areon greater demands in Hospitals, as the qualityof our education is really good.

I am happy the new team of FSS andPPLSSS has settled their foot and busy with theirday to day activities. The smooth transition andeffective continuation are appreciable. I urge

these two schemes to concentratemore on membership growth.Especially our scheme like FBSmust be promoted.

Why July 1 is observed as Doctor’s Day in India?The first day of the month of July is observed as the Doctor’s Day in India. It is to

commemorate the birth and the death day of legendary physician Dr Bidhan ChandraRoy, who was also the second chief minister of West Bengal and is called the state’s architectfor his visionary leadership. The Congress leader had also taken part in India’s freedommovement and joined Mahatma Gandhi’s Civil Disobedience Movement in the 1930s. DrBidhan Chandra Roy was born on July 1 and passed away too on this date Dr Roy was

born on July 1, 1882, and also died on the same date 80 years later. He was honouredwith the Bharat Ratna Award in 1961. The Government of India declaredJuly 1 as the Doctor’s Day in 1991 as a mark of respect to Dr Roy. TheDoctor’s Day is observed today to lay emphasis on the value of doctorsin our lives. It is an occasion to give them their due respect throughcommemorating one of their greatest representatives. India has shownremarkable improvements in the medical field and July 1 pays a perfect

tribute to all the doctors who have made relentless efforts towardsachieving this goal irrespective of the odds. Other countries too

have their own Doctor’s Days Several other countries also observetheir own Doctor’s Day. The US, for instance, now observes itsDoctor’s Day on March 30 while it was May 9 earlier. Likewise,

countries like Cuba, Vietnam and Iran also have their owndates to observe the occasion.

Our New Legal Committee Chairman Dr. E. Parihas started his workpreparing replies to the lawyer notices in co-ordination with Dr.K.Thangamuthu.

My intention is that all the District Co-ordinators should also preparethe reply to the legal notices of their District and send it corrected withLegal Committee Chairman. And in future I feel along with LegalCommittee Chairman a panel of District Co-ordinators who have undergone Legal Medicine Course should be formed for better functioning. Irequest the State Secretary to give direction to all the branch secretariesthose 10 to 15 minutes to be given for PPLSSS / FSS District Co-ordinator for enlightening thebenefits of the Schemes.

I request all the District Co-ordinators to discuss the court notice of their members with legalcommittee chairman before final reply was prepared.

Regarding the outside court settlement:- PPLSSS is always not for outside court settlementsor ‘Kattapanchyathu’. In extra ordinary circumstances money will be paid by PPLSSS for outsidecourt settlement if is approved by the PPLSSS Management Committee otherwise only lawyersexpenses will be paid. Regarding the appointment of PPLSSS lawyer for the local branches the listof lawyer will be sent to the PPLSSS Secretary for approval.

Suppose if the lawyer has not appeared and ex-party punishment given for the members heshould be removed and also lawyers who are continuously loosing cases also should be deleted. Itis also better to have two lawyers for every major branch for allotment of cases.

The right to life and liberty has been guaranteedby our constitution under article 21. It has beenjudicially interpreted that the word ‘life’ does not meanmere animal existence-it has been a life befitting humandignity. Blood supply in the country is linked to Rightto health. Also blood by very nature has a tendencyto deteriorate under conditions of artificial storage,unless special conditions are maintained. Thus, Non-regulation or insufficient regulation of blood bankswould violate an individual’s Fundamental right tolife.Blood transfusion with consent:

An adult has a right to refuse any treatment andit includes Blood Transfusion. The doctor mustrespect it except in rare of the rarest cases and hereburden is upon the doctor to prove the emergency.The consent to blood transfusion is a must.Cases: Malette Vs Shulman ET AL (1990) 67, DLR(4th) 321.

A serious patient required blood transfusion –while searching for blood group card found a cardmentioning “No Blood Transfusion” – religiousground-deteriorated – doctor gave blood. Patientsurvived and sued. It was held that the doctor mustcomply, no matter how ill advised he may believe thatinstruction to be. The Ontario Court of Appeal inCanada, held that the physician and the hospital
