Message by Chief Guest (On the Occasion of Pre-Budget Consultation)
We welcome need based suggestions of the people to incorporate into the
State Budget 2018-19. Government is ready to walk hand in hand with the
3.29 crore people of Jharkhand and fulfill its commitments, i.e., “Sabka
Saath, Sabka Vikas”
I appreciate this initiative of Pre-Budget Consultation by the Civil Society,
which shall have larger impacts in the lives of the marginalized people of
our state.

Preface
We have collected the opinions / expectations of the various people like Adivasis,
Dalits, Children, Women, Dibyangan, Farmers, Frontline Service Providers,
Teachers, SMC Members, Gram Sabha, PRI members, etc. from across the state.
The purpose is to link people’s expectation with the state budget so that Govt
resource reaches to the people effectively and make changes in their lives.
This initiative has been specifically taken up to respond to people’s need more
closely through the State Budget and bring changes in the lives of the people of
Jharkhand.
We acknowledge the contribution of all those who have supported us in this
initiative from across the State. I extend my heartfelt gratitude to UNICEF and NFI
for supporting us for this process in Jharkhand.

State Pre Budget Consultation

LEADS has been conducting the Pre-Budget Consultation for the Union Government since 2011, and at
the State level since 2014. Jharkhand has a population that contains different communities and ethnic
groups. In the absence of a stable government, the state had struggled a lot to ensure its all-round
development. Much after 14 years, a stable government has been established finally, and this is the sole
reason that people are expecting a lot from this Government. Government has also initiated Pre-Budget
Consultation since 2015. In this context, we have been rigorously assimilating the voices of Adivasi,
Dalits, Children, Women, Dibyangjan, Farmers, Frontline Service Providers, Teachers, Retd. Govt.
Officials, SMC members, Gram Sabha, PRIs members, most marginalized groups, etc. who play a vital
role in being the core of development process in Jharkhand.
Purpose and Process: LEADS in association with State Budget Group, UNICEF and NFI has
conducted community meetings, interviews with community representatives, interface with other
stakeholders across the State and finally State Pre-Budget Consultation was conducted on 29th Dec’17 in
the Hotel Le Lac, in which more than 150 CSOs, PRIs, Agriculturists, Elected representatives, Teachers
Union Representatives, Traditional Village Headman, Farmers, Frontline Service Providers,
Academicians, Social Activists, Retired Govt officials, CBOs representatives, Economists, etc.
participated and shared their expectations with a hope that they could be included in the next budget.
Purpose is to provide the unheard with a platform where their voices shall definitely reach the Honorable
Chief Minister to honor the demands of the people in the budget for the FY 2018-2019.
A. Basic Focus for Future
SDGs Aligned Development Interventions: We are living in a globalised world. The world is changing,
and so is Jharkhand picking up its pace of change. The State’s growth is gradually gathering momentum
under a stable Government in Jharkhand.
Sustainable Development Goals (SDGs) have been signed by our Honorable Prime Minister, and it’s
high time that our State aligns its initiatives with the SDG. The State’s Budget is one focus area that can
ensure response towards SDGs at the state level as per the 17 set Goals,169 Targets and 273 Indicators
under SDGs. We hope that the budget of the year 2018-19 shall provide many opportunities for “Sabka
Sath Sabka Vikas” i.e. basic commitment of the Government.
B. Policy Requirements which may Speed Up the Development Process in Jharkhand:
Gender Budgeting: Gender Budget is not only an allocation for the women, rather its covers
three aspects 1). Policy for women development and empowerment of women 2). Allocation to
meet the policy requirements agreed for development / empowerment of women and 3). Each
head should reflect budgetary commitment in the form of Gender Budget Statement (GBS).
Since, it addresses the needs of half of the population, hence this change and allocation will bring

specific changes in the lives of women which will ensure secured and supportive environment for
women to thrive. More than 18 states are coming up with their GBS reflecting commitment in
numbers in their budget documents and GoJ should also include this in its budget documents.
State nodal person should be a senior IAS officer so that movement of decisions shall be smooth.
Gender budget cell needs to be more empowered in all the 13 departments which are producing
Gender Budget Statement.
Child Budgeting: There is also a need of introducing child budgeting in the state budget to
prepare the next generation for a better Jharkhand. This initiative will provide specific support to
more than 76 lac children across the state and will be able to address issues like health, education,
nutrition and empowering environment for the children of age group (0-18) years.
Issues in implementation must be sorted out to improve utilization. There has been improvement
on various fronts, nonetheless the complex system and poor allocation of competent human
resource at the front line level affects the implementation of Government schemes and programs
effectively and qualitatively at the community level.
Think Tank for budgetary input on regular basis needs to be promoted, that should comprise of
Academicians, Social workers, CSOs, Economists, Renowned persons in the field of
development. This will effectively connect community with the various state interventions.
More provisions for research and documentation for scientific need-based budget making. A
Logical and Thoughtful Budget should be made. Usual practices of hiking 10-20% of budget to
each heads should be avoided, whereas a need-based budget making process should be promoted.
Sharing of Budget Information for greater transparency: State budget making process should
be more transparent in terms of its formulation and sharing of its summary among the common
people because it is directly related to the people and their survival. People should know the state
provisions that have been done for them, and accordingly what is the room for their participation
in its implementation. We have more budget related information at the state level but down the
line, at districts and sub districts levels, budget allocation and expenditure related information
are very limited and do not provide substantial information.
Timely Utilization Certificate to Government of India: State should plan to utilize its own
fund and then send UC to the central Government for receiving money. The current practice to
spend money after receiving the fund from the Central Government affects the complete
utilization of the state budget. Letter no. 403 of Finance Department may be reviewed in this
context to increase utilization.
Planning from the Gram Sabha to the State level: Yojna Banao Abhiyan and GPDP are being
followed, which have been appreciated widely. Now, there is a need of quality engagement of

community and other stakeholders for a better planning. The dominance of the middle men still
prevails in the planning processes, and Community Empowerment is the only tool which can be
used to ensure quality planning at the community level. It has been studied that a few components
under YBA/GPDP have been overridden and hence, people lacked the interest in creation of
proper planning at the Panchayat level. Honoring the people’s plan on priority basis was the
original thought of GPDP.
Common Property Resource Management: Jharkhand has a lot of common property in the
form of ponds, land, forest, hills, etc. Plans can be made for common property resource
management team and engage community in its preservation, promotion and marketing, and
make sure to engage people at a larger basis and support their livelihood initiatives.
Making System Accountable and Responsible: The budget making process is not an end in
itself, rather its beginning. So, there is a need to fix the accountability for appropriation of
allocated budget with quality at all levels starting from the State to down at the Panchayat level.
Since, accountability has not been fixed, so expenditure is not being monitored properly and
under various important heads, the allocated funds are not being spent.
Response to the need of Ultra Poor: A sizable number of population falls under the categories
of Ultra poor in Jharkhand. There is a need to drive a time bound campaign for economic and
social development of Ultra Poor in the state which has also been reflected in the various
speeches of Honorable Chief Minister. It will provide space for marginalized people to get
connected with the Government.
Focus on Recruitment of Personnel: The spending of funds have been meager and poor
implementation of the Government’s Programs. In spite of tremendous pressure on the system
because there is lack the human resources at all levels which delays the implementation of the
programmes. In the process of discussion, various speakers raised the issue of inadequate number
of Human Resources at different levels which is one of the important concerns and reason behind
the poor expenditure. There is a need of removal of contractual staffs and recruiting permanent
staffs to ensure the accountability.
Incompleteness of Projects: It is high time that the Government should take charge of the NPAs,
when a large amount of fund is also being spent on them. There are instances where many
villages do not even have completely constructed irrigation wells. Community people raised this
issue that State should focus on the completeness of the work. Unless the work is complete, it
shouldn’t be closed, and for any mismanagement, responsibility needs to be taken up by the
authorities form preventing such incidents in future.

Department wise Budget Tracking System: There is a need of department wise Budget
Tracking system through software, so that Chief Minister, Chief Secretary and Principal Secretary
of the department can track the utilization instantly and make plan for its utilization and remove
possible obstacle from the way of better utlisation.
Skill Based Prog: All skilled based programs should be on one page. At present, for urban and
semi-urban areas, municipality and Nagar Nikay are Responsible and State Skill Mission is also
conducting skill based training. So, there is a chance of duplication and sharing of achievements.
Establishment of Institutions: Government has taken up initiatives to establish various
academic institutions, which indeed is a welcoming step. Promotion on a large basis for the
academic institutions like Engineering, Medical, Skill Building, Higher secondary schools for
each Block, Management Institutions, Automobile Institutions and single window system shall
create an ambience in the State for new education hub in the Eastern India. State may have
resource generation, as some of the South Indian states do.
Strengthening Planning Department: There is a need for strengthening Planning Departments
from the State to the District level which shall work around the year to accommodate people’s
aspirations in the planning of the State. There is also a need of Strengthening State Institutions
to deliver the output in time.
Building Construction and human resource/Equipments planning should go side by side.
There are many buildings in Santhal Parganas and other parts of the State have been constructed,
but major work has not yet been started. So, budget should respond to operationalize such
initiatives so that people can get benefits out of it.
Social Audit: There has been social audit cell to fulfill the quorum in the government programs.
This Government has taken initiatives to make it more qualitative and independent Social Audits
Cell. Proper funds need to be allocated to make this task more vibrant to create confidence among
the people at the grassroots level. It has created a positive note among the people of Jharkhand
wherever social audits have been conducted.
Improvements in the State Commissions: Commissions/Councils like Jharkhand women
Commission, JSCPCR, TAC, etc. are not performing as per their capacity as they need resources
to work with full capacity. Such state body helps the State to run the system more smoothly and
they need to be supported appropriately, so that these commissions can work independently and
respond to the needs of the people and address their grievances.
Grievance redressal System for all Programs: CM Jansamavad Kendra and Jan Seva Kendra
have been performing well. Government can think of placing such system starting from the Block

to the State. This will be a remarkable achievement of the State if such systems are put in place
and it will be a model for others to follow.
Focus on quality delivery at community level: People have genuine and realistic expectations
from the Government. MGNREGA, Awas Yojna, Food and Social security programmes, Forest
Dwellers Act, RTE Act 2009, Pension, PDS, etc. needs to be delivered as per the state schedule.
People get frustrated if these entitlements are not delivered. Constant pressure on the system is
required as it has gathered momentum at the present. This pressure should continue to deliver the
quantitative and qualitative outcomes.
Convergence of Department: There is a need of smooth convergence of department to deliver
services at the community level. Duplication is rampant in schemes like pond excavation,
irrigation wells, MGNREGA activities, etc. If convergence is done properly, then state resources
can be spent in a planned way and collectively the needs of the people can be responded to.
Low Unit Cost: There is a need of revision of unit cost. Good results have been generated for the
toilet construction after the revision of unit cost. It’s also one of the reasons that quality services
are not ensured at the community level in the sector of health, education, livelihood, MGNREGA,
MDM, etc.
Associating Civil Society Organisations: Civil Society Organizations need to have association
with various Departments for working together. There is a lot of space where the Government and
the Civil Society can work together and empower the community. This will also create conducive
environment in the State. State should not treat CSOs/NGOs as a part of opposition, but rather it
should make plan to work together and deliver those works at the community level.
State Resource Mobilisation/Revenue Generation Need to be focused: A task force can be
formed and task can be given to find out unexcavated resources from where the resources can be
mobilized for the State fund. Review of Corporate Tax Benefit and scope for resource
mobilization should be in the agenda of the GoJ.
C. Specific Demands and People’s Aspiration from State Budget 2018-19
1. Primary/Elementary Education
The various initiatives of State for better education have been appreciated. To ensure quality
education, the foremost prerequisite is quality teachers, adequate in numbers to each school, even
then, there is inadequacy in the number of teachers. Some urban schools have more teachers
and some remote schools have fewer teachers, and there are instances where single teacher school
also exists in substantial numbers. Rationalization of teachers is still a pending task. Each
government school where most of the children belong to poor, adivasis, dalits communities, must
be provided with an adequate number of teachers to ensure quality education. State should focus
more on improving the quality of education and not the closure of Government Schools. If quality

improves, children will automatically migrate to Government Schools, as there is one example in
Jagarnathpur Government School, where number of children has eventually increased because of
the better functioning of the school.
More model schools like KGBV needs to be introduced at the Block level for encouraging
children of poor families for better education. Migration, trafficking and early child marriage can
be addressed through such model schools.
Quality training of teachers and strengthening teachers training institutions needs to be focused
on in the next budget as it is not in a proper shape at present, and we are unable to deliver quality
teachers from our institutions.
Plan for strengthening SMC involving them in making school development plan as per RTE
Act 2009 and including these plans in the district/state plan should be focused on in Jharkhand.
Allocation of fund according to the School Development Plan (SDP) to respond specific needs of
schools may improve the education in Jharkhand. Unit cost of MDM needs to be improved as it is
still very low as per the menu specification in Jharkhand.
Hike the unit cost of TLM and School Repairing and management will help the learning be
more eventful and lively.
Teachers should continue after retirement until the new recruitment of teachers is done, may be
even with a lower salary to address the need of shortage of teachers.
Digitalization of schools in every Block and introduction of smart classes in all Government
Schools must be provisioned in the budget so that children of Government schools can compete
in the market and the corporate world.
Online Schools Management needs to be provisioned in the budget. Much more than E-Vidya
shall be required. SDP can be monitored through online arrangements.
2. Improvement of Important Schemes/Programs of Government:
Primitive tribes: Dakia Yojna has not been successful up to the level of expectation because of
poor allocation and difference of rate of carriage to households.
Pradhan Mantri Matrtitva Vandana Yojna has not been implemented because of its complex
implementation structure. State should add its own contribution going beyond 5000 allocated for
the unit.
MTC number needs to be increased focusing community based rehabilitation mainly for the age
group of 6 months to 3 years.
3. Bottom Up Planning Process and Its Importance:
YBA/GPDP has broken the inertia of system and people have participated in the planning
process of their villages and Panchayats. People’s plan in Jharkhand is to create a proper working

model of the State and this should be a continued process. Participation of people in the planning
process has created ownership among the people about Government Schemes and peoples are
ensuring better implementation of planned activities at the grass root level. This year, planning
process has not been completed and people do not seem much cheerful about that, they are rather
looking forward for more intensive involvement in the planning process.
4. MGNREGA Intervention
Promotion of Water Resources: Mono cropping is mostly practiced because of water scarcity
and poor irrigation system in the State. In villages, people ask for bigger dobha. So along with
other MGNREGA work, restricted number of Dobha to the needy person should continue which
will further promote community engagements with available water and they will be earning from
such structures as it is has been happening at many other places.
Performance of CFT has been remarkable and this should continue and cover all the Blocks of
Jharkhand to gather momentum and generate employment opportunities.
Birsa Aam Bagwani is one of the most successful programs and it has created more confidence
of people in their Government. It is a benign request that such provision be made for Support to
more number of people this year.
Integrated livestock Development centers may be promoted by the State to use the opportunity
that is there at the State level. In each Panchayat, promotion of ILDC will help the villagers to get
a fare price for their animals. At present, major portion of profits are taken away by the middle
men. Some models have been created in Bandgaon and Murhu. This will help create employment
as well.
Delayed payment is still an issue in Jharkhand and the State should further smoothen out the
labor payment within 15 days of work.
5. Empowering Panchayats
Provision for Panchayat Secretariat needs to be increased. Better Panchayat Secretariat will
help the State to get the community more close to the Government, and have a sustained
connectivity. Planning and budgeting need to be ensured at the Panchayat level and monitoring of
implementation through Gram Sabha and Panchayat should ensure more transparent intervention
of the State. Panchayat Secretariat needs to be equipped with adequate newer IT technology to
make each Panchayat digital, and profits of IT must be used by villagers. Only the construction of
building shall not serve the purpose.
More financial power to the Panchayat and expenditure related freedom to spend as per the
local needs. Untied fund helps to respond to people’s needs at the local level.
Direct Allotment of funds to PRI’s with proper technical handholding support. Maintenance of
budgetary manual and financial discipline will help PRIs members to work as per the schedule.

Major part of Uses of 14th Finance Commission Fund should be left to the PRIs members and
some part of it may be tied as per the State priority.
6. Promotion of Renewable Energy
Renewable Energy must be promoted and should be linked for income generation of community
and SHGs. Promotion of renewable energy in the city and remote villages will add in the
progress of State and also create a lot of employment opportunities in maintenance, installation,
assembling, etc. Provisions of subsidy need to be increased to make this more popular and
decrease the burden on thermal and hydro electricity. The state initiative to promote solar energy
in the cities is heartily welcomed. Equal focus should be given to the rural areas, which will also
help in enhancing various economic activities in rural areas once such energy is available
everywhere.
7. DAY - NULM Program
DAY-NULM Program must be regulated properly with the feeling of partnership because this
program is not performing as per the desire of the State and better program management is
required. State should also listen to the Partners and transparent arrangement needs to be ensured
in selection of Partners, timely transfer of funds and realization of plan. Dedicated people are
required to steer the whole program as it is happening on ad hoc basis and hence this program is
not performing as per the actual design. Results are delayed, and by the time results arrive,
students leave the city and the State is unable to provide them with the employment opportunities.
8. Water and Sanitation
Water and Sanitation: Rs. 100-200 crore needs to be kept for cleaning rivers and water bodies
in Jharkhand. There is a need of solid waste management policy and plan for Panchayats too.
There is a need to employ full time block sanitation officer to improve the performance of the
implementation of SBM. Villagers must be released from paying Rs. 62 for water in the villages
wherever plan has been implemented. Training of PRI members must be responded adequately
and 4 regional institutions need to be promoted. Rs. 100 crore for school management and
improvements needs to be kept. Plumber promotion is required at the Block level to respond the
local needs for regular repairing. Every district must be given need-based fund. 6 DMFT district
have running water supply, but 18 districts still do not have the water supply. So every district
must have same provisions. Water quality affected habitation must be supported with the State
fund on priority basis.
9. Women Empowerment
Gender budgeting should be accompanied with outcome budgeting to study the impacts of
provisions made for women. Policy for women development and empowerment should be at
place which will have long lasting impact in the lives of women.

Women Empowerment: Various state initiatives for women empowerment have been
appreciated. Women skill based hub for women employment and linking it with market should be
done. Women policy and accordingly, budget allocation is required. Gram Sabha level problem
identification to the district and then to the State level budget making process should be
strengthened. Separate and more allocation for Beti Bachao Beti Padao with specific targets are
required.
Connecting women with the cyber world to generate employment and facilitating them to get
benefits from the digital world.
Adequate number of shelter houses for rescued women from trafficking is required. At least
one in every district.
10. Health Services
Health Services: Chhatisgarh has a good model of Health System Resource Society which
plays an important role in planning for health issues. We may also plan to ensure delivery of
health services at the level of beneficiary. More allocation for staff and infrastructure and its
quality implementation is required as we lack such resources and hence are not able to relate the
health issues of community as per IPHS norms. Focus should be laid on the demand side. There is
a need of more institutional development in the field of health like medical colleges, para medical
institutions, upgraded rural health centers, etc. Large scale recruitment of doctors for rural areas is
required statewide and it’s only possible when allocation is made to a higher extent.
11. Livelihood Support
There is a claim by the government to provide food security to 67% of the total population
through the food security act 2013. There is a demand that unless we construct an adequate
number of godowns, it’s impossible to provide food grains to 67% of the population. So, there is
a need to prepare the storage facilities of food grains. Budget should focus on making farmer-
centered economy which will also contribute in the GDP. There is a need of adequate allocation
and utilization for farmers in terms of making available quality indigenous seeds, organic
manures, organic pesticides, technology based farming arrangement to increase the food grains to
meet the requirement of increasing demand of food grains in the State. There is a need to respond
to the requirement of Farmers. We lack the irrigation facilities across the State. There is a need of
large scale micro watershed promotion in campaign mode in these three states to fulfill the
requirement of irrigation. There is a need of redefining the common property rights related to
land, water and forest (Jal, Jungle and Zamin) and making budgetary allocations to enrich the
process of common property rights. This will help the community specific ownership of these
natural resources. Value addition to local produces should also be of high priority.
12. Agriculture and Rural Development
State should focus more on agricultural development/promotion and marketing of produces
rather then welfare of the farmer for sustainable development.

Provisions in budget to purchase the produces of farmers on fare prices will help them to grow
as during last ten years, every progress of farmers are not up to the mark although they contribute
a lot in GSDP.
Connecting KVK and ATMA should be on higher priority of state and they should function in
integrated fashion which is not happening.
Organic Farming Hub: Jharkhand may be hub for organic farming in eastern India. Since state
has initiated the process of increasing water storage for irrigation purposes through Dobha and
Irrigation wells. We may proceed towards the commercial production of organic agri produces.
Specific cell may be suggestive modus of operandi for promotion of organic farming in the state.
Cold storage and food grains storage at Block, district and state level is required in large scale
we lacks such facility and not able to market our products properly.
Promotion of small and marginal farmers will also help the state economy. Chain of market
for marketing of productions of small farmers may empower them economically. There are
instances in Jharkhand where people are using the marketing chains to sale their produces. A
special Marketing & Transportation Corporation needs to be developed to connect each village
with urban markets and reduce middle man’s intervention.
Priority based allocation – Proper identification of beneficiaries and emphasis on backward
areas and time bound sustained support for Agriculture, irrigation, income generating assets, self
employment etc. We have programmes at present but facilitating it till end is the issue. We have
initiated many projects but not completed and hence people are not getting benefits out of it.
Lac Board for brood lac promotion in Jharkhand having very large potential.
There is large scope for dry land farming. A concrete focus may help us in more employment in
rain fed areas.
More Budgetary allocation for protection and development of traditional seeds.
In order to increase grain productivity it is require more budget in favor of land reform,
subsidy on manure distribution and seed bank. Timeliness of seed distribution is remain a concern
in our state.
Climate and region based agriculture budget will be helpful in our state as state climate differs
from district to district.
More micro and middle size watershed project in low rain area will be helpful

Establishment of seed bank at community level and encouragement through state budget support
to such activity
More Allocation for dry land agriculture which is important for Jharkhand.
Need to develop the food processing units for preserving the seasonal fruits/ vegetables/ and
other food items at district and block headquarters.
13. Governance Issues
Strengthening of CSOs for better implementation of government schemes in association.
Substantial allocation and expenditure should be ensured on awareness of Gov. Schemes.
Gram Panchayat should be given power to approve schemes up to 10 lakhs.
Approval of area wise schemes by local authority and more flexibility in such cases are required.
Planning from grassroots, fund allocation on demand by local authority should be handed over to
them.
Completion of implemented programmes should be approved by the local authority.
There should be a cell /unit at the Panchayat/ Municipal level / Single window for receiving
applications and giving receipt related to development programmes.
There should be participation of CSO’s in district planning committee and state planning
department.
14. Dibyangjan
In the forth coming census 2021, there should be separate allocation for budget to know the actual
data of disable people so that there should be a strategic plan for them by making Adhar card. On
the basis of PWD, at present only 8 types of disability proofing category are included in the list
but there is need to include more disability criteria.
To insure the rehabilitation, sports, health, skill training, and vocational education there should be
more budget allocation as special component for needy people and this allocated budget should
not be transferred to the other department or other social security programmes.
There should be establishment of research centers and residential special school from Panchayat
to District level. There should be an establishment of rehabilitation center for handicaps.
There should be enhancement of disability pension amount and timely distribution by allocating
more budgets for disable person.

There should be relaxation of tax on means of transport, hospital and construction of school for
disable persons. Under Social Welfare Department, provisions for regular resource teachers and
trainers in Special Schools and Educational Institutions are to be thoroughly maintained in order
to have continuous education up to the Higher Secondary Level.
Department of Higher, Technical Education & Skill Development to have reservation for Skill
Based Training and Learning for PwDs in order to enhance their Livelihood Skills.
15. Tribal Sub Plan (TSP) and Scheduled Caste Sub Plan (SCSP)
In Jharkhand there should be establishment of ST / SC development authority and budget for the
development of STs/SCs should be transferred to the authority and no diversion of funds to be
allowed and expenditure should be monitored by the State for its quality utilization. Budget
allocation for micro level planning for SC, ST populated village should also be done. Establishing
Dispensaries/ hospital in Tribal area to address their health issues. Opening of high schools
/colleges in tribal and dalits populated area. Establishing the cold storage for tribal on reasonable
rent. Establishing small scale industries for ST/SC. More focus to be on MUDRA for tribal areas.
Ownership of land among tribal women needs to be thought off.
Demands for Dalits: Most marginalized people like mochi, safaikaramchari, bhangi, musahar in
palamu, dalit youths, they need the support of the government for their survival. Stipend to
children should continue. Scheduled Csate Research institutes needs to be established. Dalit
Women should be supported with special drive for economic development.
16. Suggestions for Major Urban Areas
Restriction on encroachment of Roads to be put in the priority list, lining on each road to be made
to restrict the encroachment on the road side.
Adequate flyovers in time bound manner, arrangement of parking, better drainage system, strict
traffic management, etc. can be some suggestions to make major cities a better place to live.
Better regulation of water and electricity are the need of the time otherwise system will collapse
in spite of all readiness.
Solid waste management is also important concern and a task force needs to work on it to
replicate the best practices within our country. Nagar Nikay is poorly funded and hence they do
not take much interest in their works. Fund with proper technical support is required for such
people’s representatives. There is a need of identifying resources for Nagar Nikay so that their
resource based is strengthened.
SMART city must be inclusive for all. It should be culturally inclusive responding to all human
concerns and not only facilities. Local culture should also be reflected in the smart city.

17. Resources from various sources (issues like mining, royalty, environment tax etc)
Increase in Royalty of minerals and approval from Panchayat, Blocks, Districts and States.
Provision for controlling mineral leakages.
Appropriate tax must be imposed on industries, corporate sector, etc. and that fund should be
spent for the development of that area.
There must be a system of Value Based Royalty.
There must be a plan for environment tax.
Maximum part of the revenue received from royalty and taxes from the State must spend on the
development of Jharkhand only.
Jharkhand fulfills all category of being a special state and it should receive its deserved status.

a. Expansion of tax base from GP/ Municipalities / Districts and State.
b. Based on per capita income – More clear/Precisely defining the different groups of
income and different rate of taxation for different groups
