Minister for Jobs, Investment, Tourism, and Western
Sydney
Stuart Ayres was elected to the NSW Parliament in 2010, representing the seat
of Penrith.
Since his election, Stuart has held various portfolios including Minister for Fair
Trading, Minister for Police and Emergency Services, Minister for Trade, Tourism
and Major Events, Minister for Sport and Minister for WestConnex.
In April 2019 Stuart was appointed as Minister for Jobs, Investment, Tourism
alongside his existing role as Minister for Western Sydney.
Stuart is committed to achieving the NSW Government’s target of creating
250,000 jobs over the next four years. As Minister for Tourism, he is also
committed to the Government’s target of doubling overnight visitor expenditure
by 2020.
As Minister for Western Sydney, Stuart is responsible for driving the NSW
Government’s engagement in the Western Sydney City Deal, and the
development of the Western Sydney Aerotropolis, which will shape the
development of Australia’s first 21st Century city based around the new
airport. .

speaker Jarrod Ball
Chief Economist, CEDA
Jarrod Ball joined CEDA as Chief Economist in 2017 with over 15 years of
experience as an economist across the public and private sectors. He has held
senior roles at the Business Council of Australia, in EY’s advisory services
practice and more recently at BHP.
Jarrod also worked in the Federal Government and was a lead adviser on
microeconomic reform for the Victorian Departments of Premier and Cabinet
and Treasury and Finance. He is a member of CEDA’s Council on Economic
Policy and the Melbourne Economic Forum. Jarrod holds a Masters degree in
Economics from Monash University and undergraduate degrees in Business
(Economics) and Arts from the University of Southern Queensland.

Managing Partner, PwC
Joseph’s career in the professional services sector has covered both the
practice of tax law and also managing and leading the development of new
services and practice areas -such as indirect taxes, government services
consulting, M&A and privatisation.
Over the last 15 years he has been focused on management and leadership
functions of major professional services firms, including his current role at PwC
– the largest professional services firm in Australia.
Joseph Carrozzi is a Managing Partner at PricewaterhouseCoopers. He is
responsible for managing the firm’s relationships with some of the largest
organisations in Australia, both ASX100 listed companies and also a number of
major multi-nationals operating in Australia. He has been a partner for over 22
years and has in excess of 30 years in the accounting profession. Joseph is the
Leader for the NSW Government practice, a practice of over 70 professionals in
NSW focused on providing citizen centred outcomes to NSW Government and
Government agencies.
He also leads the PwC National Cities agenda, focused on connecting PwC’s
skills to the key social, economic and urban issues facing our cities.
He is Western Sydney leader, assessing the key growth opportunities for
business, tertiary and community groups as a result of the ‘once-in-lifetime’
investment in Western Sydney by all levels of government and business.

Manager, Engagement, Communication and
Communities, GHD
Michala is the manager of GHD’s Engagement, Communication and
Communities Team. Throughout her career Michala has been passionate about
working with the community and stakeholders to design and develop places that
work for them.
Her expertise in managing genuine engagement strategies that involve the
community and stakeholders in the planning process is widely sought by the
public and private sector. She has extensive experience working on projects
across NSW with a focus on Western Sydney particularly with regards to
planning social infrastructure that will create a sense of place.

Chief Executive, Westpac Institutional Bank
Lyn was appointed Chief Executive, Westpac Institutional Bank in September
2015. She has responsibility for Westpac's global relationships with corporate,
institutional and government clients as well as all products across financial and
capital markets, transactional banking, structured finance and working capital
payments. In addition, Lyn oversees Westpac's International and Pacific Island
businesses.
Lyn has over 25 years' experience in financial services. Prior to joining Westpac,
Lyn held a variety of senior positions at the Commonwealth Bank of Australia
(CBA) including serving as Group Treasurer from 2007 to 2013 and most
recently as Executive General Manager, Retail Products & Third Party Banking.
She was also Head of Financial Institutions at Barclays Capital in Australia, held
senior roles at Citibank in Australia and Asia Pacific including Head of
Securitisation and was CEO of Trading Room (a joint venture between
Macquarie Bank and Fairfax).
Lyn is a board member of the Australian Financial Markets Association (AFMA),
the Banking & Finance Oath and the Westpac Foundation. She is also a member
of Chief Executive Women.
Lyn has a Bachelor of Economics from Macquarie University, is a Senior Fellow
of the Financial Services Institute of Australia and is a graduate of the Australian
Institute of Company Directors.

Assistant Vice-Chancellor, Strategy and Policy, Western
Sydney University
As Assistant Vice-Chancellor (Strategy and Policy), Andy drives Western Sydney
University’s collaborations with government, industry, corporates and the
community. Andy is a co-founder of the University’s ‘LaunchPad’ business
incubator. Established in 2015, with branches in Werrington and Parramatta
(and coming to Liverpool), LaunchPad is focused on expanding innovation
across Western Sydney via intensive support for Startups and existing tech-
focussed SMEs.
Prior to his current role, Andy was a senior researcher in the social services
sector. He holds a PhD and first-class Honours in ‘politics and literature’
specialising in critically interpreting the representation of politics in contemporary
culture and the media.

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s
economic and social development. Since 1960 CEDA has produced more than
3000 publications, research reports and articles highlighting emerging issues and
directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
