SCOPE AND CONTENT Chartered on November 20, 1811 (Chapter 79, 1811, Acts of Tennessee), the first Bank of Tennessee had its principal location in Knoxville, with branches in Clarksville, Columbia, and Jonesborough. Judge Hugh Lawson White was the first president, serving from 1811 to 1827, and Luke Lea served as cashier. By 1821 the bank had established branches in Carthage, Franklin, and Nashville. The first Bank was not under state control, and in 1841, when its charter ended, the bank closed. No record of how the bank finished its business is known to exist. Chapter 7 of the 1820 Acts chartered the second Bank of Tennessee under state ownership and control. Its principal bank was in Nashville with a branch in Knoxville. One means of providing capital for the new institution was Chapter 39 of the 1826 Acts, wherein money from land sales in the Hiwassee District and the land south of the French Broad and Holston Rivers went to a common school fund, which then loaned the money out. The 1831 Acts, Resolution 17, directed the “old” bank to pay the “new” bank $20,000.00, which the state had deposited in the “old” bank. The second bank was abolished by Chapter 1 of the 1832 Acts, leaving a large debt. Chapter 107 of the 1838 Acts established the third Bank of Tennessee, with branches in Athens, Clarksville, Columbia, Memphis, Rogersville, Shelbyville, Somersville, Sparta, and Trenton in 1839. This bank operated at a deficit as did its predecessor. In February 1862, the bank relocated in Chattanooga due to the advance of the Federal Army. In 1863 the records and capital moved to Griffin, Georgia, and later in the war to Greensboro, South Carolina, and Augusta, Georgia. The Federal Army seized the records and capital in 1865 and turned them over to the Governor and state officers. The bank was abolished in 1869. The records consist of performance bonds, schedules of bonds, statements of condition, court cases, a letter concerning the removal of records from wartime Nashville, bills, bonds, notes issued and redeemed, material relative to the sinking fund, board minutes, names of boards of directors, material on the common school fund, check ledgers, discount credit books, cash books, daily ledger, a daily journal, two letter books, an exhibit from a law suit, and certificates and registers of warrants. Due to poor penmanship and time, some of the names on these documents are illegible and therefore do not appear in the index. Of particular interest is the correspondence relating to the dividends and interest earned on Bank stock owned by the Common School Fund, and of the money secured by it through the sale of land in the Ocoee District. Series Eight (8), the Recommendations for Bank Directors and Locations, is very informative regarding the economic situation in the several communities involved. Each competing community listed its manufacturers and produce and described its trading and business interests in an attempt to win a branch office. For this reason, these files are of value for local and economic historical research. In 2019 archives staff discovered and added related volumes to this record group. One includes an account ledger book (Volume 30) for the Bank of Chattanooga, March 6 - May 6, 1862. The ledger book shows each individual account holder and their balance that was available during this time period. The ledger also notes accounts that were closed during this time period. The other volumes include a discount ledger (Volume 31) and two indexes (Volumes 32 and 33). These additional volumes do not appear on microfilm.
