Request for Proposals (RFP) for: Beaumont Foundation Wireless Laptop Lab

Eligibility All proposals must be submitted by a 501(c)3 organization or government agency, serving citizens at or below the poverty level as defined by u.s. census bureau thresholds—http://aspe.hhs.gov/poverty/02poverty.htm. Applicants must have committed leadership and capable staff. Goals: • Assist underserved individuals in bridging the digital divide by ensuring they have access to technology

resources. • Provide technology to community-based organizations and government agencies with a basic technology

infrastructure and with dedicated, willing staff and committed, strong leadership. • Encourage programs that build capacity across an entire community involving a broad range of stakeholders

including children, their parents, and other adults. • Focus on existing programs that use innovative practices to integrate technology effectively into learning

environments. • Promote collaboration with surrounding communities and schools that increases meaningful access to

technology. Participation: The following will be required of all grant recipients: Requirements • Awardees will submit three (3) brief reports (planning, mid-term, and final) throughout the life of project to the Beaumont Foundation of America (BFA). • Awardees will sign a statement of agreement. • Awarded grants may be featured on the BFA web site. • Some awardees will be requested to participate in BFA’s annual conference (for a maximum of two days) with travel and lodging expenses paid for by BFA. • Some highly successful and innovative projects may receive additional recognition at national education conference and foundation symposiums. If asked to present, all travel and lodging expenses will be paid by BFA. Evaluation • Project proposals must include an evaluation plan that gathers information, both anecdotal and scientific, on the

effectiveness of technology programs for historically underserved populations. In the final project report, a complete evaluation plan must be included.

• Awardees may be required to participate in project evaluation under direction of an independent third-party evaluator. Awardees’ time requirement for project evaluation will be minimal.

Award Amounts: It is anticipated the South Dakota Department of Education and Cultural Affairs will award 2 Toshiba mobile, wireless labs of 15 laptop computers each. Note: The award is limited strictly to the equipment as listed. (No substitutions will be allowed.) No financial resources will be associated with equipment awards. Recipients will be expected to show their commitment to the project through in-kind contributions of all other necessary resources for the successful implementation of their projects.

DIAL is an acronym defining the Dakota Interactive Academic Link. DIAL began in the early 1990s to meet a series of significant challenges facing the education of its youth; geographic isolation’ limited curriculum; shortage of certified teachers with advanced degrees; and declining funding for K-12 schools. These challenges are compounded by the need to improve adult literacy and computer skills; improve low levels of educational achievement; retain youth with South Dakota upon graduation; and alleviate considerable socioeconomic factors affecting the disadvantaged - of which there are many. The consortium is comprised of 33 school systems, over 100 individual schools, serving 16,000 students, 1,300 teachers, and over 65% of American Indian youth within South Dakota, and covering one-third of the State’s land mass and 17 % of its population. There are currently eighty national partners from business and commerce, education and research, and government and service organizations, directly supporting DIAL’s design and delivery of distance learning curricula.

In our consortium there is a extreme need to improve adult literacy and computer skills; improve low levels of educational achievement; retain youth in South Dakota upon graduation; and alleviate considerable socioeconomic factors affecting the disadvantaged. With this grant we hope to reach several of the community members that we serve in the DIAL Consortium. These communities include Armour, Artesian-Letcher, Burke, Cheyenne River, Colome, Corsica, Ethan, Gregory, Kimball, Lower Brule, Mitchell, Mitchell Christian, Mount Vernon, Parkston, Plankinton, Platte, Stickney, Tiospa Zina, Todd County, Tripp-Delmont, Wagner, Wessington, Wessington Springs, White Lake, and Woonsocket. In the Spring of 2001, we surveyed community members to find out what their experience with technology was, if they were interested in technology training, and if so, in what format would they like the training. We conducted these surveys in a variety of ways. We used focus groups in some communities, hired high school students to conduct the surveys in other communities, as well as used members of our evaluation team to call upon community members in person. Our results show that while many people have access to technology, they do not feel comfortable with their skills to use the technology. When asked if they would be interested in technology training, there was an over-whelming positive response. Requests for training included Internet, email, MS Office products, MS Publisher, Access, FrontPage, to name a few. Is this a collaborative effort? If yes, what agencies/businesses are involved? We will be working with the other grant projects in DIAL such as the Interactive Learning Campus (ILC) and LOFTI which have goals for community awareness of distance technologies and community development, as well as the community development boards in the towns. We have also partnered with the University of Sioux Falls and Augustana College to provide distance workshops for entrepreneurs in rural communities across our consortium as well as other parts of the state. We feel that there is a need for small business training in rural South Dakota because our state’s employees earn some of the lowest wages in the nation. Poverty levels are higher in South Dakota’s rural counties than in the state’s cities with one in three households making less than $15,000 a year in counties dominated by agriculture. We will deliver these ten entrepreneurial courses to 50 different communities over the course of the next year and a half. These courses will give people some great strategies and frameworks to build a business, but many of the these people interested lack technology skills. We would like to use our wireless mobile lab to provide training sessions on Microsoft Office and Publisher, Internet Exploration, Web Page Design and Maintenance, as well as any other topics requested by the community members. Through the ILC project, funds have been dedicated to community awareness of distance technologies as well as community technology training. We will sponsor Community Technology Training Events in each district. These events will be taught by one teacher and two student assistants (to be paid by ILC grant funds) and will be taught to community members at no charge. Steering Committee members have surveyed community members to find out what kinds of training they would like and in what format. This data is being used to plan the events in each community.
