various transportation plans.

Oversees highway design, construction, and maintenance as well as highway

safety programs.

Public TransportationOversees rail and bus services as well as other ridesharing functions.

Congestion Management and Air QualityCongestion Management and Air Quality

State Implementation Plan (SIP)• Required for “non-attainment areas,” where certain types of

pollutants do not meet federal air quality standards• A plan to reduce emissions of volatile organic compounds,

nitrogen oxides, and carbon monoxide to meet federal air quality standards

• Identifies how state will attain/maintain the primary and secondary National Ambient Air Quality Standards (NAAQS) outlined in the Clean Air Act

• Prepared by ConnDEP• Includes:

– Emissions budgets for stationary, mobile, and area sources in Connecticut

– Presents strategies for meeting federal air quality standards
