GENTLID1EN: I have the honor to submit the Tenth Biennial Report of the Superintendent of the Nevada Hospital for Mental Diseases, for the term ending December 31, Hl02.

JrlOVRHEHTS OF POPULATION.

At the beginning of the term there were 133 males and 49 females; total, 182.

During the term there were admitted: Males,47; females, 18; total, 65. Total number under treatment, 247. Of these 22 were discharged-17 males and 5 females; and 25 died-20 males and 5 females. Eloped, 1 male. Average popUlation for term, 189.80. Term closes with 142 males and 57 females; total, 199.

CONDITION OF THOSE DISCHARGED.

Recovered, 16, a percentage of 24.06 to number admitted, and. 6.22 per cent of total number under treatment.

PINANOIAL STATEMENT.

From pay patients there was collected· during the term the Rum of $1,1191 25. Deducting this from the total expended, $71,000, leaves an actual cost to the State of $69,408 75 fpr the 189.80 patients, ()r an average per capita per diem of 50.79 cents.

GENERAL APPJtOPJUATION.

The amount given was exactly that asked for in my last report, but it was inadequate to the needs of the institution. The continued rise in prices, coupled with the unexpected influx of new patients, made it all but impossible to get through the term without a deficiency. In compliance with the wish of the Board, a deficiency was obviated, but to do so recourse had to be had to such expedients as converting dairy cows into beef, exchanging part of our stock of hay for supplies, and allowing needed repairs to go unmade.

There is such a thing as false economy, and that we have been com­pened to practice in order to avoid a deficiency. The general appro-

. priation this term was five hundred dollars less than four years ago. Meantime the general level of prices has risen at least 25 per cent, which alone means $17,750. The influx of new patients, with the cost of their maintenance and that of the transportation of them and those in charge of them, means a considerable addition to the above sum as representing the saving effected. That all this could not have been done without leaving undone some needed repairs and improvements must be apparent to all.

That it cannot be continued indefinitely is evident. With the promise of a continuation of high prices and a still greater increase of our population, a larger general appropriation is an unavoidable neces­sity. The ·maintenance of the new hospital alone will cost probably $2,000 per annum. TherefOl'e, it sOOms wise to ask for a general appro­priation of at least $78,000.

HOSPITAL BUILDING.

The sum of $6,000 was appropriated to construct and furnish a build­ing for hospital purposes and to render more efficient the heating system of the main building. To effect the latter $1,500 was expended, and the inmates of the main building are now kept comfortably warm, regardless of the outside temperature.

The amount of this fund left available for the construction and fur­nishing of the hospital building ($4,500) was insufficient, and an additional appropriation will be necessary to complete it.

Before it was commenced, it had become apparent that provision in some way would have to be made to relieve the congestion, particularly in the female wards. Therefore it seemed imperative to enlarge some­what upon the original plan of this huilding, and to fit it for use not only as a hospital but also as a ward-room for some of the overcrowded female patients. 'I'his increase of Bize, together with the prevailing high prices of material and .skilled lahor, has made it impossible to complete the building with funds available. A plain, but thoroughly good, building of thirteen rooms has been constructed of rock from the old Prison walls, calJable of housing comfortably from fifteen to twenty

persons. It is enclosed and a considerable portion of the inside work is done. - The original estimate for the smaller building was $6,000. After the deduction for heating the main building, only $4,600 was available for the larger one necessitated as above explained. An additional sum of $2,500 will be necessary to complete and furnish it, making the total cost $7,000. There is urgent need of its immediate occupancy and authority to push it to completion will be asked of the incoming "Board of Examiners.

REPAIRS OF WATER WORKS AND FENCES.

As explained in my last report to your Honorable &ard, the bridge and flume across the Truckee river, by means of which water for power was conveyed to our lower ditch, were about to fall down, and the fences everywhere on the premises were very much dilapidated. For their improvement and repair the sum of $3,500 was appropriated. The items of its expenditure will be found in the accompanying state­ment. The fences, except where work on the new railroad line prevents, are in a fair state of repair. '

A careful inspection of our system of water works showed that we were depending for power on a water right that afforded us no water in times of scarcity; that such water as we did obtain from this source was conveyed by means of a costly bridge and flume from the south side of the Truckee to a low ditch on its north bank and thence to an enormous water wheel so constructed for a low head as to require the use of a very large volume of water to generate any power. The result was that at times, when water was scarce and valuable, this water supply failed entirely, and it became necessary either to rely for power on steam, costing $12 50 a day, or to take from our farm on the higher level all the water needed for irrigation and run it in an open flume down into this low ditch to fill the big water wheel--a very waste­ful alternative. By the purchase of the Sullh'an ditch a permanent supply was secured on the highel'levei of the farm sufficient for irriga­tion, and also for power if the higher head of thirty-four feet was utilized instead of the lower one of fifteen feet. With your approval the lower worthless right with its costly appurtenances was abandoned and a small wheel substituted for the large one, with an underground pipe line leading to a reservoir of six acres constructed within the old Prison walls. 1'his change cost less money than would have been expended in renewing the old bridge and flume, saves nearly three­fourthH of the water formerly wasted when moat needed, and e1i~tea much of the cost of future maintenance.

The reservoir, though in use, is not yet completed, hut in a few weeks next spring, by the aid of inmate labor, it can be completed without further cost. In addition to its substantial value as a utility, it will then be an ornamental pond where the inmates and others may safely indulge in flwimming, boating and skating. By the purchase of the Sullivan ditch and water right the institution bas now a water supply sufficient for power and irrigation.

EXCHA.NGE OF RAILROAD RIGHT OF WAY FOR LAND L'fSTEAD OF MONEY.

The giving of the right of way for the new line of railway across the' State farm in exchange for more land instead of money as effected by your Honorable Board was wise. Had a ~imple sale been made, we would have been left with several small, triang-ular fractions on the north side of the railroad, too small to he utilized. As it is now, the land on the north side is of such size and form tbat it can be utilized. There is, however, a small triangular strip of land belonging to :Mr. George Schafer, about two hundred and fifty feet in width at its eastern hase and running to a point at a distRnce of some eight hundred feet to the west, that intrudes itself into the State farm as now constituted. This comprises less than three acres, and a ,erbal option on it has been obtained at the reasonable rate of one hundred dollars per acre. Sufficient money for its purchase should be appropriated.

THE FARM A SOURCE OF PROFIT.

The farm affords healthful employment to the inmates, and at the same time it is being made a source of considerable profit to the Stat~. Each year some twenty-five acresoOf the old run-out alfalfa are broken up and, after being cultivated as a vegetable farm for two years, are then reseeded in alfalfa. By pursuing this sYEtem the whole farm will in a few years he brought into a high HtatB of cultivation. We have already reseeded some seventy-five acres of it and the resulting increased productivity is quite marked. For this term the net value of the farm Rnd garden products, computed, at market rates, charging against such product~ all hired labor f!mployed thereon, with hoard at tbe rate of thirty dollars pel' month, Hhows a net profit of $14,047 18 for the term, or $7,023 u!) per annum.

will soon become unsafe. It should be pointed IIp with cement and then painted. Fo!" this an appropriation of $l,F)OQ is asked.

A NEW BUILDING FOR PEMALE l'ATIENTS A NEOESSITY.

Our State has entered upon a new era oj prosperity and development that promises to continue. Its mineral and agricultural resources are beginning to attract the attention they deserve. Its possibilities, with promised water st.orage, are very great. Its unexcelled climate must prove, when recognized, another powerful attraction. The railroads are bending their energies to bring people to this coast, a ,ery small proportion of whom will double the present population of this State. Increased population means added re~ponsibi1itjes. One of these that cannot be evaded is the care of the indigent insane. With but the first slight wave of this incoming volume of population, our facilities for the care of theE": unfortunates are ulready overtaxed.

In the female wards we have now five patients crowded into space sufficient for only two. It was to afford temporary reHef from thlE ('on­gestion that the original plan of the hO!lpital building was enlarged. But that relief will be but momentary. The male wards are also over­crowded. The only substantial relief is the erection of a separate building capable of housing one hundred female patients and the devo­tion of the present building to the exclusive use of male patients. Thus far the health of the inmates has continued wonderfully good, notwith­standing the deficiency in the cubic air space; but the results of over­crowding are sure to manifef't themselves. All these poor people are, by reason of their defenselessness, entitled to the utmost consideration demanded by our own common humanity. Many of them deserve the highest praise for the fidelity and efHciency with which they discharge such duties as they are capable of. To compel them to inhabit unsan­itary quarters would be a crime against civilization.

THE TAILORING DEl'ART14ENT

Is managed by Mr. Thomas Speck with such care and efficiency as to deserve the highest commendation. During the term he has made 988 articles.
