 June 4, 2014  Mr. Ed Poprik Director of Physical Plant State College Area School District 131 West Nittany Ave. State College PA 16801  Dear Ed:  Congratulations on the successful referendum that enables the State College Area School District to move forward on this exciting project!  My staff has caught the enthusiasm and wants to add State High to the list of our successful projects for your District.   In reading through the RFP and your website, we see the efforts already expended on this much needed high school project.   Turner’s professional  team of estimators and K‐12 construction management professionals are  ready  to continue  with  that  high  level  of  commitment  and  bring  the  expertise  required  through  the  preconstruction  and construction stages to ensure that the project goals are constantly exceeded.   Turner’s  interest  in this project stems from our prior work for the District but also from the complexity challenges of the logistics,  phasing  and  schedule  that  will  allow  the  State  High  to  continue  ‘instructing  while  constructing’.    We  pride ourselves on excelling  at  the most difficult projects,  and  your project  aligns with  that  challenge.   Our  role  as  solely  an Owner’s Agent  in the K‐12 marketplace allows us to readily  identify with the administrators, staff, students, parents and community:    they  want  a  school  that  matches  their  budget,  exceeds  their  expectations,  creates  a  positive  learning environment and is ready as soon as possible!  We want to deliver that.  In considering Turner’s proposal, please review our capabilities in:  

Pre‐Planning:  We provide a management approach that focuses on up‐front planning and accurate pricing in the earliest stages of preconstruction to ensure the foundation for a successful project.   Turner’s estimators have an extensive database of unit costs based on actual purchases that reflect the latest market conditions.  Accordingly, we know both the market and the contractors, giving us the tools needed to optimize bid packaging. 

Communication:    We  are  a  team  player  and  understand  the  importance  of  communicating  with  all  the  team members  including  the Citizen’s Advisory Committee  and  the  stakeholders.   Turner’s  collection of project data throughout the project includes changes in entrances, egress, and parking at every phase, and can be assembled and customized to give the District timely information in the format most useful to them.  Monthly Board Reports, weekly Executive Summaries, even daily information available on a website can be shared as appropriate.

EXPERIENCE Greater Johnstown School District High School & Stadium, Johnstown, PA 165,000 s.f. of new construction and 83,000 s.f. of renovation work. The new building was constructed in the former parking lot and baseball field. Approximately 80% of the existing structure was later demolished. The renovation of the 1920’s historic Cochrane Auditorium included restoration of the brick exterior, refurbished seating, flooring, plaster repair, and new mechanical and sound systems. Improvements to the 22-acre site include a designated bus area, baseball and softball fields. Mt. Lebanon School District, Elementary School Renovations, Pittsburgh, PA Bob was the on-site Project Manager for the major renovations and additions of approximately 346,000 sq. ft. at 5 different elementary schools: Jefferson, Lincoln, Markham, Hoover, and Washington. The district’s intent was to renovate the schools concurrently during only the summer months, but two additional schools were renovated the prior summer with a different firm and problematic results. Bob suggested earlier bidding to allow for long lead items, and after-hours work in April and May to prepare for summer construction. The two schools requiring more extensive work were renovated in a subsequent summer. Good planning allowed new MEP systems, technology wiring, windows, roofing, and utility upgrades to be done in a compressed schedule, with no delay to school opening. There were a total of 23 primes for the 3 schools In the first phase, and 12 primes for the remaining 2 school.

Richland High School, Johnstown PA Richland had a building that was declared structurally unsafe in the middle of the school year, so they needed a fast paced, well managed program to build a new school. Bob served as the Project Executive overseeing the staff in preconstruction and construction. This $37M school was completed in 19 months with 14 prime contractors, in time for the 2007 school year, and met the district's expectation of keeping the project on time and within budget. Armstrong Area School District, West Hills Primary and Intermediate Schools, Kittaning, PA Bob was the Project Executive overseeing preconstruction and construction efforts on a tight budget project with extensive sitework at an occupied school. University Place, Morgantown, WV Two residential high rise buildings with retail, building amenities, and two levels of underground parking. The apartment style building will contain approximately 96 units varying from 224 bedrooms and will house approximately 318 beds. The suites style building will contain approximately 126 units varying from 324 bedrooms and will house approximately 490 beds. Westinghouse Electric Company New Campus Headquarters Buildings 1-3, Cranberry Twp., PA Three Class A, single tenant, office buildings containing 844,595 sq. ft. of gross building with related parking, tenant improvements, landscaping and other site improvements. Buildings are steel framed structures with concrete slab-on-deck floors with a combination of aluminum curtainwall, aluminum windows, insulated metal wall panels, brick, and polished concrete block exterior. Roof system is a Thermoplastic membrane system. Westinghouse Electric Company New Campus Headquarters Building 4, Cranberry Twp., PA Building 4 is a 122,000 sq. ft. office building and includes three occupied floors with a mechanical penthouse. The building consists of office space, conference rooms, cafeteria, small prep-kitchen and kitchenettes.

FBI – Biometrics Technology Center, Clarksburg, WV Construction of a 400,000 sq. ft. office building and a 20,000 sq. ft. Central Utility Plant. The project is being designed and constructed to achieve a LEED certification from the United States Green Building Council. ALCOA Corporate Center, Pittsburgh, PA $65M Construction of a New World Class Headquarters. The building is open landscape, eleven-foot ceilings, open atrium, glass and aluminum curtainwall with high tech workstations and a 200-car parking garage sealed for a 100-year flood. The building is 260,000 s.f. while the below ground parking garage consists of two levels totaling approximately 89,000 s.f. West Virginia University Charles Wise Library, Morgantown, WV $30M Addition to the existing library of 114,000 s.f. and minor renovations to the existing library, including data cabling and electrical, and security/surveillance systems. Project included several tie-ins to the exiting building and a connecting tunnel. Monroeville Community Park, Monroeville, PA Development of a community park on 115 acres. Work included: infrastructure installation (utilities, roads, parking lots, etc.); athletic fields: 4 baseball/softball field complexes, 10 soccer field complexes, 6 tennis courts, 2 basketball courts, & volleyball/shuffleboard/bocce ball courts; and recreational areas (picnic shelters, court area, community gardens, nature trails etc. Presque Isle Downs, Erie, PA $180M Fast-track construction on a 235-acre site of a 160,000 casino which was 65% tilt-up architectural precast panels to accommodate the fast-track construction process. Exterior façade was erected in 6 weeks. Work also included sitework prep, a Paddock Administration Building which is a stand-alone 25,000 sq. ft. masonry building housing offices for the Racing Commission and Owner administrative staff and amenities for the Jockey’s. Also construction of a thoroughbred race track facility consisting of an

eight furlong track, a grandstand and barns, and approximately 4,000 parking spaces. Majestic Star Casino, Pittsburgh, PA Performed preconstruction for this new 444,000 s.f. structural steel framed building for a 5,000 slot parlor with associated entertainment and food & beverage amenities. Also included is a new 3,422 car 10-level parking structure adjacent to gaming facility.

PROJECT EXPERIENCE Cheektowaga/Sloan Union Free School District, Buffalo, NY Construction Management consulting services for cafeteria additions and classroom renovations to the elementary school and classroom additions/renovations to the high school. Technology upgrades were administered to all schools. Penn State Information and Science Technology Building, State College, PA Three-story, 207,000-sq. ft. building that houses the School of Information Sciences and Technology and the Department of Computer Science and Engineering. The building features a “cybortorium” with multiple communications and information media for 150 students; a cyber cafe featuring a video wall with images from around the world; a wireless environment for laptops and personal digital assistants; and telephone, cable television, satellite and computer backbone connections. Penn State Eastview Terrace Housing, State College, PA An undergraduate neighborhood located on a 17-acre site at Penn State’s University Park Campus. The project consisted of seven, 3- and 4-story buildings (330,000 total sq. ft.) that house 808 single-bed suites with private bathrooms. Each house averages 12-15 student rooms, a study/social space, and laundry facilities. Each of the 808 air-conditioned single rooms has a private bathroom and a refrigerator/microwave. Electricity, heat, water and TV, phone, and Internet connections are included as well. Each room has separate lines for phone and Internet connections.

University of California at Berkeley Research Center, Berkeley, CA Superintendent for the construction of this new research building on the UC Berkley campus. It included laboratories, classrooms, and offices space as well. FBI – Biometrics Technology Center, Clarksburg, WV Construction of a 400,000 sq. ft. office building and a 20,000 sq. ft. Central Utility Plant. The project is being designed and constructed to achieve a LEED certification from the United States Green Building Council. FedEx Ground, Coraopolis, PA A 135,000-sq. ft. expansion to the FedEx Ground headquarters facility, including 540 new parking spaces in a surface lot. The new expansion integrated open work areas, offices, conference and work rooms, restrooms, storage rooms, mechanical, electrical and communication rooms, elevators and other related space. Monongalia General Hospital, Morgantown, WV This project consisted of 198,000 sq. ft. of new hospital space and 192,000 sq. ft. of renovated space. New construction provided: Pharmacy, Central Sterile Supply, new hospital entrance/concourse, new Emergency Department, Imaging Department expansion, 16-bed ICU, Medical Records area and new, all-private patient units. Renovation work was performed on all levels of the existing building.. Butler Hospital New Acute Care Patient Tower, Butler, PA New 7-story, 209,678 sq. ft in patient tower. The new inpatient tower includes a 24-bed critical care unit, a 10-room surgical suite and 52 additional medical-surgical beds. The facility also includes nursing, diagnostic/ treatment, support services, administration spaces education and conference facilities and retail space.

York Hospital, York, PA New 5-story, 248,100-sq. ft. Patient Care Tower and Atrium. The new Tower, which includes provisions for 6 additional floors, includes an Ambulatory Care Center as well as bed floors. Program areas include a Heart Center, MRI, medical/surgical beds, OB/GYN beds, receiving/ materials management, and mechanical space. Magee-Women’s Hospital, Pittsburgh, PA Five-story, 450,000 s.f. ambulatory care center/ teaching hospital with a main entry pavilion, conference center and underground parking. The Medical Office Building is being built on top of two existing levels. Shadyside Hospital West Wing Addition, Pittsburgh, PA Construction of a 9-story, 171,300-sq. ft. addition to the main hospital tower. The Project also included new concourse totaling 4,200 sq. ft. which connects the new addition to the new Physicians’ Office Building. Construction included a new lab area, administration, reception and dining area, 8 operating rooms and a floor devoted to mechanical/electrical equipment. The building is a structural steel frame with concrete filled metal deck. The exterior wall consists of limestone and brick veneer with block back-up. St. Luke’s Rush Presbyterian, Chicago, IL Project involved the expansion of an existing hospital structure. The construction was built over an elevated subway. St. Mary’s of the Angels, New Community Living Center, Amherst, NY New construction of a 2-story, 104,380-sq. ft. community living center on 7 acres of land. This new construction consisted of an administrative space, residence space with 58 apartments, a chapel, 20 skilled nursing rooms, 8 Immediate Care Rooms and sitework as well.

Johnson & Johnson Canal Ponds Expansion, Rochester, NY Construction of a new 4-story research and development addition with a connecting bridge to the existing office complex. The 117,000-sq. ft. addition included offices, biological laboratories, sales and marketing areas, administrative areas and other support services.

Penn State Altoona – Port Sky Café, Altoona, PA 6,808 sq. ft. addition and 9,727 sq. ft. renovation to existing campus dining facility. Community College of Allegheny County K. Leroy Irvis Science Center, Pittsburgh, PA New 68,000 sq. ft., 5-story, science building. Building components include: microbiology labs, biology labs, geology labs, physics labs, multimedia labs, chemistry Labs. **LEED components will be incorporated. Carnegie Science Center Pavilion, Pittsburgh, PA - Major renovation of 150,000 square feet of existing space, and an addition of 70,000 square feet of exhibit space in a new, five-story east wing and entry atrium. Penn Hills School District, Penn Hills, PA Provided estimating services for the new 295,000 sq. ft. senior high school grades 9-12 and the new 172,933 sq. ft. elementary school and District Administration offices. The high school included new parking lots for visitors, faculty, and students; a new athletic practice field; and new roads and sidewalks.

Tullio Arena Expansion and Renovation, Erie, PA Renovation of approximately 26,000 sq. ft. of existing space and the construction of approximately 98,000 sq. ft. of new space. The scope of the construction/renovation includes facility lobbies, vestibules, administrative offices, team store, training areas, ice floor, mechanical rooms, food service preparation areas, concession/dining areas, concourses, arena seating areas, luxury boxes, club seating, mead production areas, box offices, exterior street scaping and related public gathering areas. West Virginia University Charles Wise Library, Morgantown, WV An addition of 114,000 sq. ft. and renovations to the existing library. The new addition was constructed in front of the existing library with connections at two floors. Phasing was necessary to allow the existing library to be operational during the construction of the new addition. Phipps Conservatory and Botanical Gardens – Center for Sustainable Landscapes, Pittsburgh, PA This one-of-a kind project for Phipps consists of construction of a new 24,000 sq. ft. classroom and office building with unique sustainability certification requirements. This building will emerge as a “living building” exceeding LEED Platinum Certification by generating its own energy with renewable resources and capturing all water used on site. Selective demolition and alterations to an existing adjacent building on the Phipps campus is also part of the project. Phipps Conservatory - Welcome Center, Production Greenhouses, Tropical Rainforest and Special Events Facilities, Pittsburgh, PA Demolition of 40,000 sq. ft. of existing buildings and construction of 60,000 sq. ft. of new facilities, including a 12,000-sq. ft. Welcome Center that will house a central area for ticketing, a new gift shop, and a café with seating for 80 under a 46’ high glass dome. A new start-of-the-art Production Growing House and Tropical Rain Forest are part of the second phase of the project, which includes a 55’ high glass roof. A new Special Events Facility will be located next to the tropical rain forest to be utilized for various functions and events. LEED Silver Certified.

University Place, Morgantown, WV Mixed use project consisting of two residential high-rise buildings totaling 315,000 sq. ft. sitting on top of a pedestal containing 41,000 sq. ft. retail space, building amenities, and one level of underground parking. Each building will have an elevated courtyard that will cover the retail, amenity, and parking uses. The Gardens, Pittsburgh, PA – $66M New construction for a 176 room limited service hotel, approximately 100,000 SF of office space, approximately 23,000 SF of destination retail, and a 300 car parking garage. Westinghouse Electric Company New Campus Headquarters Buildings 1-3, Cranberry Twp., PA Three Class A, single tenant, office buildings containing 844,595 sq. ft. of gross building with related parking, tenant improvements, landscaping and other site improvements. Buildings are steel framed structures with concrete slab-on-deck floors with a combination of aluminum curtainwall, aluminum windows, insulated metal wall panels, brick, and polished concrete block exterior. Roof system is a Thermoplastic membrane system. Included was a 20,000 sq. ft., tier 3 data center with a new 1.5MW generator and dedicated mechanical equipment. The Data Center included an access flooring system and utilized a power shedding algorithm. Westinghouse Electric Company New Campus Headquarters Building 4, Cranberry Twp., PA Building 4 is a 122,000 sq. ft. office building and includes three occupied floors with a mechanical penthouse. The building consists of office space, conference rooms, cafeteria, small prep-kitchen and kitchenettes.

Butler Hospital New Acute Care Patient Tower, Butler, PA New 7-story, 209,678 sq. ft in patient tower. The new inpatient tower includes a 24-bed critical care unit, a 10-room surgical suite and 52 additional medical-surgical beds. The facility also includes nursing, diagnostic/ treatment, support services, administration spaces education and conference facilities and retail space. Bridgeside II Office Building, Pittsburgh, PA Five-story core and shell, 165,000 sq. ft. office building and adjacent site amenities. The office building’s a steel structure with deep foundations. The exterior is a combination of curtainwall, metal panels and cast stone veneer. The sitework included a plaza to the north, a landscaped edge along the east river and a recessed loading service. The building was designed to house lab and office space. FedEx Ground, Moon Township, PA A 135,000-sq. ft. expansion to the FedEx Ground headquarters facility, including 540 new parking spaces in a surface lot. The new expansion integrated open work areas, offices, conference and work rooms, restrooms, storage rooms, mechanical, electrical and communication rooms, elevators and other related space. River Vue Apartments, Pittsburgh, PA 297,000 sq. ft. renovation of the 16-story former Pennsylvania State Office Building. The project is an interior renovation to create 218 rental apartment units, with two floors of parking and support spaces, such as, a fitness center, game room, coffee shop and a deli. Soffer Apartment Building Concept Study, Pittsburgh, PA Conceptual estimating services for a 108,519 sq. ft. apartment building consisting of 89 units. Siemens, Pittsburgh, PA – Pre-construction services for their manufacturing facility expansion.

30-Hour OSHA Certificate EXPERIENCE Seneca Valley School District High School Addition, Harmony, PA 3-story, 40,000-sq. ft. addition that added 12 classrooms to the existing high school. In addition, the current cafeteria was expanded, and the kitchen was renovated. The Project also involved an addition to the Seneca Valley TV studio. Penn Hills School District, Penn Hills, PA New 295,000 sq. ft. senior high school grades 9-12. The new high school included new parking lots for visitors, faculty, and students; a new athletic practice field; and new roads and sidewalks. Upper St. Clair School District Streams Elementary School, Pittsburgh, PA 10,000-sq. ft. addition which included 8 classrooms throughout 2 floors, a multi-purpose room, administration space and a new kitchen area. Also included on this project was the renovation of 9,000 sq. ft. of existing classroom space, the gym, and the kitchen area. Mt. Lebanon School District Hoover Elementary School, Pittsburgh, PA Superintendent for this 65,000-sq. ft. renovation to Hoover Elementary School including new MEP systems, technology wiring, windows, roofing, flooring and cafeteria and utility upgrades. The Pennsylvania State University Hetzel Union Building, State College, PA Additions and renovations to the Hetzel Union Building. The additions included a 5-story main addition; a smaller 1-story addition to the existing ballroom; a new 3-story freight elevator and other modifications to the existing loading dock; and a new full-service kitchen, main entrance portico. Interior renovations to the existing building included architectural- and code-related improvements to the entire facility.

University of Pittsburgh Ruskin Hall, Pittsburgh, PA Renovation of the Ruskin Hall Apartments. The work includes General Construction, Plumbing, HVAC and Electrical work. The existing facility houses 176 apartment units consisting of 1- and 2-bedroom apartments, each with a kitchen and bathroom. The completed project will result in 178 completely renovated apartments. FBI – Biometrics Technology Center, Clarksburg, WV Construction of a 400,000 sq. ft. office building and a 20,000 sq. ft. Central Utility Plant. The project is being designed and constructed to achieve a LEED certification from the United States Green Building Council. Erie Insurance Arena Renovation and Expansion, Erie, PA Renovation and expansion of the Louis J. Tullio Arena in Erie, Pa. The arena was expanded from 152,000 sq. ft., to a total area of 218,000 sq. ft. The scope of work included added seating, expanded concourses, administrative offices, a team store, training areas, mechanical rooms, food service preparation areas, concession and dining areas, luxury boxes, club seating and related public gathering areas. As part of this project there were new elevators added in the new addition. University Place, Morgantown, WV Two residential high rise buildings with retail, building amenities, and two levels of underground parking. The apartment style building will contain approximately 96 units varying from 224 bedrooms and will house approximately 318 beds. Separa on of Work and Mul ple Prime ContractsManaging projects with mul ple prime contracts can be diffi cult and fraught with claims and li ga on if the proper experience and planning is not employed on your project. Fortunately Turner Construc on is experienced in the mul ple prime arena and will protect the State College School District by u lizing our proven controls and the assignment of those individuals that have performed in in the past in this arrangement.

For this project we would develop a strategy that would provide the most control, best schedule, highest quality, and safest construc on approach at the most economical price. Our ini al thoughts and approach on how we would achieve this is outlined below.

Ini al Thoughts on Separa on Strategy

Expanded Prime Packages Beyond the Required MinimumBreaking the work into more than the minimum four prime contracts is appealing in several ways but is tempered by the ability to manage the increased number of contractors, which is where Turner can provide great benefi t to the District. The available bidder pool and their capability and bonding capacity must be considered along with overlapping trade jurisdic ons, and the logical separa on of work best done by specialists. Breaking the Prime Packages up into greater numbers might also allow for local fi rms to par cipate in what otherwise would be too large a package. Below are some ini al thoughts of the

bid packaging approach beyond the standard General Trades, Mechanical, Electrical, Plumbing, Fire Protec on that is typical:

• Asbestos Abatement – Usually a cri cal path item that can be employed in advance of other work if held as a separate package.

• Sitework – Based on the ul mate scope of the project this package is o en best separate, par cularly if it involves specialty site ameni es such as sports fi elds.

• Kitchen Equipment – Defi nitely would be suitable for a separate package, providing the District with both schedule and cost advantages.

• Roofi ng - Cri cal to the overall progress of the schedule and typically having the longest warranty, the District may be best served by holding this contract directly.

• Laboratory Casework – Provide by a limited number of suppliers, this package can be a challenge if le to the General Trades contractor to manage.

• Technology - Lends itself to being a separate package, and includes hardware such as “Smartboards”, AV, wireless systems, etc.. These are o en bid at a later date to take advantage of the latest advances.

• Glazing - As a prime package, o en allows us to be er control the deliverables to ge ng a building enclosed while saving the mark ups that a Prime Contractor would place on this package.

• Landscaping – Depending on the design, this package may be so specialized that it warrants separate focus and control. The fact that the project spans mul ple plan ng seasons may also suggest that we take full control of this package.

• Security - Becoming increasingly important in school construc on, it is also becoming more complex. Breaking this package out will give the District the opportunity to ensure that the latest technology is available for integra on into the project.

• Direct Material & Subcontract Purchases - These reduce Mark Ups of General Primes and as such we would target any items that could be included as a part of the District’s Fixtures, Furniture and Equipment (FF&E) package such as site fi xtures, lockers, auditorium sea ng, library shelving, etc.

Contract Document Management for Increased Prime PackagesAny split to the tradi onal 4-part prime packages must be done in conjunc on with the Architect’s documents. The bid documents, both drawings and specifi ca ons, must carefully delineate the scope and responsibili es of each prime contract so no gaps or overlaps exist. Turner will work with the Architect to incorporate the following items into the “front end” bid documents to ensure that the risk of managing increased number of mul ple primes is mi gated:

• Scopes of Work - will be developed by Turner as a guide to the bidders as well as the designers to delinea ng the extent of each of the prime packages.

• Document Review – Turner will evaluate the design documents and their details as a part of our “Constructability Review” prior to the issuance for bids to ensure that there are clear delinea ons between the various prime contractors’ work as well as the necessary requirements to support the expanded breakdown of work.

• Fully Integrated Schedule – Turner will develop a schedule for inclusion with the bid documents which clearly iden fi es the milestones and interrela onship of the various prime packages to avoid the basis for any schedule claims during construc on.

• Logis c Plans – Turner will provide a common logis cs plan as a part of the bid documents for the various primes indica ng laydown areas and access points

• Site Guidelines – It is essen al that a set of common site guidelines are developed with the input of the District that establish the

Safety, Procedures and Processes par cular to the project. In dealing with work of mul ple prime contractors in and around an ac ve campus a set of common guidelines is key.

• Pre-Bid Conferences – In conjunc on with the District and the designers, Turner will conduct pre-bid conferences to both develop maximum bidder interest in the project as well as remove any apprehension from the bid packaging approach ul mately employed.

Turner will cooperate and assist State College Area School District in managing the collec on of all informa on, documenta on, records and other material or ac ons required in order for the State High project to receive (at a minimum) LEED Cer fi ca on. The following describes some of the ac vi es involved through each phase of construc on.

PRECONSTRUCTION PHASEDuring Preconstruc on, we review the projec t sustainability goals and objec ves. As part of this process, we also evaluate the design and offer sugges ons for materials and systems, including procurement strategies that incorporate energy and water effi ciencies, recycled content, local/regional sourcing (including locally harvested materials) and low VOC materials. Value-engineering sugges ons will be made considering both fi rst cost and life cycle costs consistent with the State High budget. We will also review bid documents to ensure LEED requirements for the Prime Contractors are specifi c and complete. Afterward, we work with Prime Contractors to ensure compliance with plans and specifi ca ons.

DOCUMENTATIONTo be compliant with specifi c LEED credit requirements, it is important that all contractors follow the documenta on and submi al protocols. Turner manages the individual contractors to fulfi ll the documenta on requirements necessary to achieve the targeted LEED goals.

CONSTRUCTION PHASEDuring construc on, Turner will manage all LEED related site ac vity of the Prime Contractors by monitoring the Construc on Ac vity Pollu on Preven on Plan, IAQ Management during Construc on, and the Construc on Waste Management. Turner has been u lizing BIM since 2004 in an increasing number of applica ons: Clash Detec on, 3D Modeling, 4D Modeling (Includes scheduling), and 5D Modeling (Includes material es ma ng), Constructability, Laser Scanning, Site Logis cs, Turnover Management, Energy Analysis, and Model Checking. And the list is expanding.

For the Butler Hospital Addi on ($85M), The Gardens mid-rise ($60M) and Preston Hospital ($28M), Turner developed a BIM Execu on Plan to provide a structured approach for crea ng and implemen ng BIM on the project according to the selected uses. The fi ve steps within the procedure include:

• Iden fying high value BIM Goals and Uses

• Defi ning BIM Roles and Responsibili es

• Developing Informa on Exchange

• Defi ning suppor ng infrastructure in the form of contracts, communica on procedure, technology and quality control to support the implementa on

Specifi c Approach for the State High ProjectRequiring the bidders to u lize BIM for the layout of mechanical, electrical, plumbing and fi re protec on for coordina on would be recommended. In doing so, Turner could u lize their 3D coordina on so ware to work collabora vely with the Prime Contractors and the Designers in advance of the start of work to eliminate the poten al for costly and me consuming confl icts in the work. Turner would incorporate this design coordina on requirement and a project specifi c BIM U liza on Plan in the bid documents for the State High Project.

Turner has the dedicated resources of several trained BIM Engineers and Modelers to support the project as well as the prime contractors if necessary. Turner’s in house BIM coordinator works closely with the Project Team to u lize the increasing capabili es of digital modeling. In addi on, Turner can produce a BIM Site Logis cs plan at various stages in the project to communicate and facilitate wayfi nding and safety precau ons through each phase.

Butler Hospital: Turner engaged a mechanical contractor in a Design Assist arrangement to allow the BIM coordina on to take place well in advance of the work to minimize the overall disrup on and schedule dura on of the work.

SECTION 01 31 13 ATTACHMENT E – LOGISTIC NARRATIVE

PENN HILLS SCHOOL DISTRICT PENN HILLS SENIOR HIGH SCHOOL

LOGISTICS NARRATIVE

The construction of the new Penn Hills High School facility will take place immediately adjacent to the existing Penn Hills High School, the Penn Hills High School athletic stadium facility and the Fralic Athletic Center. These facilities will be occupied at various times by students, staff, and visitors during the duration of the construction operations. In addition, all access to the site will be by way of existing residential streets. The asbestos abatement and demolition of the current Penn Hills High School will commence after the school district has moved and occupied the new High School. In order to provide a safe and secure environment for all parties, certain procedures must be followed while performing demolition and construction operations:

There are to be no deliveries of construction equipment or materials by way of the existing high school access roads while school is in session unless prior approval is given by Construction Manager. When access is required deliveries / construction traffic will not be permitted between the hours of 7:00 - 8:00 AM and 1:30 – 3:00 PM while school is in session.

Commencement for graduating Penn Hills High School Seniors will occur in June 2011 and a date yet to be determined for the 2012 & 2013 school years. The events will be held at the Athletic Stadium that abuts the project site at the northern boundary. No work will be permitted after 3:00 PM on those days. In addition the project site is to be cleared of all debris and dust prior to the contractor leaving the site on that date. It is imperative that no dust or debris be transported by wind to the stadium area during the ceremonies. Since the site will be visible to visitors on that day, it is imperative that the site be left in a condition that is presentable to the public. The General Contractor will be responsible for cleaning / sweeping of all paved areas within the site as well as general clean up of the site to fulfill this requirement.

The fall athletic season will begin on August 1, 2011. There will be numerous athletic events held at the stadium from that date until November 30, 2011 and from August 1, 2012 to November 30, 2012. There will be no direct public access permitted from existing high school to the athletic fields until July 31, 2011. Beginning August 1, 2011 access to be provided by General Contractor via temporary stairs and newly renovated pathways as reflected on Logistic plan as well as the new parking lot.

The General Contractor is to provide 8’-0” chain link security fencing around the perimeter of the site. General Contractor is responsible for modifying the existing fencing and adding additional fencing to enlarge the area of construction. The fence shall be mounted on posts securely anchored in the ground and not by surface supported movable supports. The exact location of the fence and gates is shown on the Logistics plans that will take place immediately upon award of the contract. The fence shall secure the project site from access during non-working hours. It will be the responsibility of the contractor to determine the amount of new fence material and gates that are required to complete the site enclosure. The contractor will be responsible for moving and or altering the fence for the limits of their work. The fence and gates must be a minimum of eight feet high at all locations. The fence and gates will be removed at the end of the project. Existing fence that is removed is to be rolled up and turned into to PHSD Maintenance Department. All site / construction fencing, E&S, signage, etc. must be in place prior to any construction activities taking place. All prime contractors must provide appropriate traffic control, fencing, signage, E&S measures, site restorations, etc. for any work that will occur outside of fencing as shown on the Logistics Plans. Proper construction signage must be provided and a minimum of 2’-0” square in size on all installed fencing by the respective Prime Contractor at a minimum of every 50’.

In conjunction with the installation of site fencing and E&S controls the General Contractor will be installing a temporary parking area adjacent to the existing Boiler House which must be in place by December 31, 2010. At the same time the new water and sanitary service along Collins Drive will be underway thereby requiring construction traffic to enter / exit via Parkridge Drive which is one way within the school property. A security officer, provided by the General Contractor, is to be staged at the gate to Parkridge Drive and allow only construction vehicles to enter during working hours. This must be closely

coordinated with the Construction Manager. Each Prime Contractor must coordinate deliveries / personnel access with Construction Manager to ensure minimal disruption to school activities and safety / security of students, staff and residents. GC shall provide secured fencing system at temporary parking lot along with necessary construction signage, E&S controls, etc. A traffic control person with appropriate apparel must be provided by General Contractor during work hours for duration of this work.

The new sanitary line is to be installed so that the switchover / tie-in can be accomplished during the winter break from December 23 – 31, 2010 in coordination with Construction Manager and District activities / functions so as not to impact such. Plumbing Contractor to coordinate work with General Contractor for final elevations and ongoing sitework. Plumbing Contractor will be responsible for patching Collins Drive to match existing to allow for proper maintenance by General Contractor thru completion. Care is to be taken to properly coordinate work with adjacent property owners and to maintain safe egress at all times. The temporary storm tie-in at this location cannot occur until winter break as well. Contractors to include provisions to meet backfill requirements to allow for all tie-in work and temporary construction barriers to be installed during the winter break. Plumbing Contractor to secured fencing for sanitary line installation and at Collins along with necessary construction signage, E&S controls, etc. A traffic control person with appropriate apparel must be provided by Plumbing Contractor during work hours for duration of this work. General Contractors to include provisions to meet backfill requirements to allow for all tie-in work to be installed during the winter break.

There is work that will be required immediately adjacent to existing property owners. All Prime Contractors must ensure that their work does not impact the quality of life for these residents or creates undue harm to them or their property. Proper coordination of any work within 50’ of the property line must be coordinated with Construction Manager.

The General Contractor to install barricades with fencing along slope near existing high school access road. The extents and limits of such must be coordinated with Construction Manager. Portions of the existing curbs / site have been removed under a separate contractor. Any further deviations for such must be approved by Construction Manager and will be responsibility of General Contractor. The installation of temporary barriers and elimination of adjacent parking spaces adjacent to sanitary tie-in to existing cannot occur until the winter break from December 23-31, 2010. The temporary storm tie-in at this location cannot occur until winter break as well. General Contractors to include provisions to meet backfill requirements to allow for all tie-in work and temporary construction barriers to be installed during the winter break. General Contractor will responsible for any extensions of existing fencing to ensure construction area is separated from the existing high school areas along the temp barrier area.

Egress stairs from Construction Manager trailer area to the site to be installed and maintained by the General Contractor to access the new high school site. Final location and method of construction to be coordinated and approved by Construction Manager.

All work associated with the lower parking lot adjacent to ball field including path tie-in at existing ticket booth area must be complete by July 31, 2011. All paving, site lighting, curbs, sidewalks, seeding, etc. for the new road to Parkridge drive from area near Boiler House to be complete by July 31, 2011. The Electrical Contractor to make provisions to ensure that the lighting for these areas is operational by such time. A shuttle service will be provided by the District for student access to the Fralic Center, fields, etc. from start of construction through July 31, 2011.

Each Prime Contractor is to provide a schedule of anticipated deliveries for the next seven day period to the Construction Manager by noon on Friday so that the District is aware of upcoming deliveries and can plan to accommodate such deliveries.

Construction traffic flow is to be via Collins Drive and Universal Road for the new high school project. The use of Harvard, Garland and Parkridge Drives is prohibited while school is in session unless noted otherwise or approval is given by the Construction Manager. There will be many times when vehicles must arrive and depart the site from the same entrance. At those times the Contractor will be solely responsible for all traffic control and routing necessary to access the site, make deliveries, turn around, and depart the site. Collins Drive will be the main access road to the construction site. Collins Drive is a relatively steep residential road, with several direction changes between Universal Road and the project site. The Prime

Contractors are to be aware of these conditions and are solely responsible for all access to and egress from the site.

Construction flow for the demolition / sitework of the existing high school is to be via Garland Avenue. The General Contractor will relocate and re-establish as current set up the Construction Manager trailers to location as noted on Logistics Plan. The Electrical Contractor to provide power, phone and fiber / internet service to the trailers via underground conduits from the new high school. The General Contractor will provide and maintain a safe egress path from trailer to site area with no more than 5% grade

Parking for workers’ vehicles at the site is limited. The prime contractor is responsible for all parking arrangements for workers. If each Prime Contractor elects to permit worker parking on site, it will be responsible for all aspects of the parking plan, including but not limited to, worker and vehicle safety, all insurance requirements, traffic control, and security measures. Any additional required parking for workers will be at a remote location arranged by the prime contractor. Transportation of workers to and from any remote site is the responsibility of the prime contractor. Construction parking will be prohibited outside the construction area unless approved by the Construction Manager.

The General Contractor is to provide dust control during the demolition operations. If materials must be wetted to prevent dust from becoming airborne, the contractor is to provide all items required for the operations and is to clean up all excess water from the site on a daily basis.

The General Contractor is responsible for providing any and all temporary roadways, walkways and/or stone paving on the site that are required for the performance of the work.

The General Contractor is responsible for the protection of all public roadways from damage other than normal wear due to its construction operations. The contractor is to provide road bonds for any roads if such are required by the public entity that maintains that roadway.

All vehicles must have tires and wheels cleaned of mud, dust, mortar, grout or other substances which may be tracked onto public roadways prior to exiting the site. The Plumbing contractor is to provide and maintain a wheel wash station at each rock construction entrance through completion of the new high school at which time it will be the responsibility of the general Contractor. The General Contractor is solely responsible for making certain that all vehicles departing the site utilize the wheel wash facilities.

The Electrical Contractor shall furnish and install security lighting and surveillance cameras with a DVR storage system to monitor as noted within the location of new high school. Coordinate final locations with General Contractor and Construction Manager.

The General Contractor shall provide onsite security during non working hours through the duration of the project. The purpose of such is being a deterrence. Each prime contractor will be responsible for securing and protecting their items as noted.

Parking spaces for students and staff will be eliminated at the exit of the existing High School onto Parkridge Drive for the summer of 2011 and 2011 school year.

The General Contractor is to designate a person in responsible charge who will verify in writing at the end of each work day that the construction area is locked and secure from entry prior to leaving the site.

All security measures provided by the contractors are subject to review and approval by the Construction Manager and the School District.

The contractors may submit alternative proposals for the site logistics, but due to the proximity of the site to other School District facilities and to residential areas, only minimal changes should be anticipated. Any such proposals must be approved by the Construction Manager, the Architect and the School District, and if the alternative measures result in a reduction in cost, a deduct change order will be executed to return savings to the District. VALUE ENGINEERING

STATE HIGHCM RFP

Value Analysis is correctly defi ned as confi rming that the District’s program is delivered in the most eff ec ve and effi cient manner. With this defi ni on in mind, our approach to Value Engineering is to ensure that the end goal is met: Create the op mal learning environment while adding value for the District. The Value Analysis process is a disciplined eff ort to objec vely analyze the func onal requirements of a project and determine if poten al budget savings can be realized without impac ng the overall goals of the project. Through a systema c evalua on, high cost components are iden fi ed and are either modifi ed or eliminated if they do not contribute to the system’s basic func ons. Less costly alterna ves for specifi c func ons are developed and proposed for considera on by the team. The specifi c process used in conduc ng a Value Analysis assessment involves:

• Reviewing design informa on to establish poten al cost savings by iden fying the cost of components and the least-cost alternate(s) which performs the same func on;

• Determining the components of largest poten al cost savings;

• Performing a life-cycle cost analysis on those alternates and the original components;

• Iden fying secondary func ons which would be sacrifi ced by adop ng the alternate(s);

EXAMPLEFor the construc on of Penn Hills High School, Turner iden fi ed over sixty items for review and discussion. These included items that would become bid alternates, along with sugges ons to simplify the exterior envelope for both cost and construc blility reasons. For instance:

Turner’s detailed evalua on of the exterior wall uncovered the premium spent to locate casework on the exterior wall, with windows above and below the wall cabinets. The addi onal steel and framing premiums were out of line with a typical exterior wall, and provided exterior aeste c but minimal program value for the school district. Viewed from a construcability standpoint, the fl ashing details also were of concern. Turner off ered this as a Value Engineering item, at an es mated savings of $133,130, but it was not accepted.

A ached is the report and analysis for this project, labeled “Value Management – Budget and Decision Matrix” dated 3/12/10”, update issued 5/5/10. This spreadsheet was a working document throughout preconstruc on, and provides a history of the items considered, their value, and the team’s decision. In summary, $467,808 of Value Engineering items were accepted as a savings, and $1,750,319 were declined. Of the items declined, twenty- three (with a value of $662,896) became alternates to the base bids, which gave the district another opportunity to revisit benefi t vs. cost in light of the bid totals.

• Selec ng the alternate(s), which provide the maximum cost savings with the minimum loss of func on.

• Working with designers to determine the impact on the design itself, if any.

As each Value Analysis item is proposed, the value is tracked independently in the Value Management Report. The Project Team can con nuously evaluate prior sugges ons at any me during the budge ng process so as not to impede the design schedule.

CHANGE ORDER MANAGEMENT

STATE HIGHCM RFP

Turner’s approach to Change Orders is to eliminate them when at all possible in advance of bids through our collabora ve preconstruc on process. This is done by our; 1) Constructability Reviews, 2) Development of Scopes of Work, 3) Establishing a Master Schedule, 4) Developing an effi cient site logis cs plan, 5) Requiring the u liza on of BIM for coordina on, 6) Establishing the requirements for safety, quality and coordina on mee ng in the “Front End” documents.

When Change orders do arise for any number of unavoidable reasons, Turner has processes and controls in place to an cipate them, categorize them, and provide an ini al es mate to the project team, which can ini ate discussion on cost, schedule issues and alterna ve solu ons.

For work that cannot be quan fi ed at the me of bidding, Turner will an cipate their need and establish holds amounts in the project es mates to ensure that the overall budget is not impacted. With regard to bidding the quan fi ed work, Turner will direct the bidders to include the task as a unit price add/deduct to the bid form. For example, ‘ Provide a unit price per man hour to add miscellaneous paint touch up as directed by the Construc on Manager at the end of the project’. When a task is known but the quan ty is uncertain, as in the case of asbestos removal, the bidder is instructed to include a named quan ty in the base bid; in addi on, the bid form will read ‘Provide a unit price for addi ons or dele ons to the base bid quan ty for block wall demoli on for asbestos abatement.’

For work that arises during the course of construc on, Turner will have a previously established con ngency amount for fi eld condi ons to minimize the impact to the overall project budget. With regards to controlling these changes in the fi eld, Turner includes a process for submi ng a change order in the front end documents. We request that each prime contractor submit labor and machine rates when he is awarded the contract, not as he prepares a change order. We establish the format for a change: Show quan es, unit prices, labor hours, labor rates, taxes, allowable overhead and profi t per the contract, and include invoices from suppliers as backup. For me and material work, me slips lis ng the names of the workmen must

be submi ed daily. Prompt submission of change requests with complete paperwork to enable prompt resolu on is a requisite so as not to impede or delay the work of other prime contractors.

Once the possibility of a change is known, whether Owner-ini ated or as a result of Error & Omission, Field Condi on, Code Related, or Value Engineering, we add the item to the Poten al Change Order Log with a nota on to indicate the reason. Another chart, the Construc on Cost Status, tracks a change order from incep on to payment, and is included on Board Reports and Owner-Architect-Turner Mee ng Agendas. The chart includes columns for three categories:

• “approved”, i.e. a change es mate has been executed and approved by the owner;

• “pending”, i.e. a change es mated has been submi ed and awaits approval by the owner;

• “approximate”, i.e. an approximate es mate has been developed and submi ed to the District as an early warning system for informa on and review.

Addi onal columns summarize prime contract totals, current budget and con ngency values allowing the District to monitor the current fi nancial status of the project. Turner’s mely repor ng allows for discre onary changes during construc on to keep the project on budget.

We review the spreadsheet and back-up documenta on, verify the Overhead +Profi t rates from the contract, and check the math. We review any discrepancies with the contractor and request a revised CO. At mes, nego a ons are needed to arrive at a fair

and reasonable price before proceeding.

The change order request is reviewed with the Architect and District as a fi nal check before a formal recommenda on is made to the Board of School Directors. The Poten al change order moves to the Pending and later the Approved column on the Construc on Cost Status chart.

EXAMPLEK. Leroy Irvis Science Center – Community College of Allegheny College

The basis of design for Air Handling Unit #1 (AHU-1) was a diff erent manufacturer than the unit included by the low bidder. In reviewing the submi als, the design Engineer realized piping was inadvertently missed on the bid drawings. The Engineer provided a revised drawing outlining necessary piping along with an added condensate reclaim system. This reclaim system was originally a bid alternate, which had not been selected by the Owner at bid me although it represented a $15,000 per year savings. The Owner was reconsidering, so Turner requested a cost proposal for the condensate reclaim system separate from the missed piping. The Prime Contractor’s proposed change was $89,916. Upon review, Turner’s Project Manager was able to point out discrepancies and fi nalize on a price of $64,116 resul ng in a much more aff ordable change that will quickly pay for itself in energy savings.

On the a ached documents, we include a history of the discussion from the Owner-Architect-Turner (OAT) Mee ng Minutes, and ini al reports to the Owner that list the proposed cost of $89,916 for HC-06 on the PCO log, and the accompanying Construc on Cost Status Chart dated 4-20-12. The fi nal change order cost of $64,116 is shown on the corresponding documents dated 9-20-12.

11/22/11 - L. Londino reported that he is awaiting a decision from D. Fedor on the condensate reclaim system. L. Londino stated that he has told S. Osterwise that a separate cost proposal will be initiated if CCAC decides to add the condensate reclaim system to the project.

12/20/11 - L. Londino reported that he is still waiting to receive the cost proposal from East West.

MINUTES

K. Leroy Irvis Science Center Owner-Architect-Turner Meeting # 21, 3-27-12

2/28/12 - L. Londino reported that he has received the requested information from Siemens, and he will forward PCO HC-06 to J. Carthew upon completion of his review. L. Londino further stated that he wants to include the Bid Alternate price of $74, 400 as a separate line in the proposal so that all of the costs for this work scope are captured with explanation. Note that only the additional piping costs will have OH&P. The bid alternate will be added at the end so that the total cost is presented to the board.

1/03/12 - No change in status.

1/31/12 - L. Londino reported that the Owner has decided to install the condensate reclaim system in order to obtain the LEED credits. L. Londino also stated that he met with S. Osterwise to review the work scope and quantity takeoff, and he is awaiting a more detailed explanation of the Siemens controls cost proposal. Additionally, as soon as these costs are received/reviewed the COR for this PCO will be forwarded to CJL/HLA for their review.

1/17/12 - L. Londino reported that he has received the cost proposal for the condensate reclaim system and would review with S. Osterwise on 1/20/12.

L. Londino reported that CJL provided a revised drawing outlining the additional piping required for AHU #1. This revised drawing was provided to assist in the determination of costs for PCO HC-03. L. Londino further reported that he met with S. Osterwise to perform a joint take-off so that work scope and material quantities were in agreement prior to cost the revised PCO. However, during their review it was determined that the revised drawing included the additional piping needed for the Condensate Reclaim System. However, this alternate was not taken by CCAC as part of the HVAC contract. L. Londino asked J. Vizzini to attend this meeting and to discuss with D. Fedor if CCAC would like to include this alternate and the additional piping so that the additional cooling could be obtained during the operation of the AHU. D. Fedor asked J. Vizzini to provide the energy model calculations. D. Sterling suggested that a separate PCO be initiated for the condensate reclaim system as the timeframe for the bid alternate price had elapsed. Post Meeting Note - CJL provided D. Fedor with the energy model calculations on 11/09/11, and estimated that CCAC could save $15K/year by using the condensate reclaim system.

Turner provided construc on management services for the Erie Insurance Arena (formerly the Tullio Arena) 80,000 sq. . expansion and 120,000 sq. . renova on which took place in four phases while the Arena remained

fully opera onal. The project also involved signifi cant demoli on. Turner provided preconstruc on and construc on services for the project and managed ten prime contractors.

The construc on/renova on included numerous design improvements, with the most signifi cant being the addi on of arena sea ng and circula on areas. To allow for these new areas, the exis ng arena was expanded from 152,000 sq. . to a total area of 218,000 sq. . New sea ng capaci es increased to 6,500 for hockey, 6,750 for basketball and nearly 9,000 for concerts.

The project also included larger lobby spaces, expanded concourses with restroom and concession areas, addi onal cke ng box offi ces, private suites, club ameni es, administra ve offi ces, mechanical rooms, training areas, new locker rooms and a team store. On the exterior, the arena underwent a complete faceli and looks like a brand new building.

BUTLER HOSPITAL NEW INPATIENT TOWER

Turner provided preconstruc on and construc on services for this new seven-story, 214,000 square foot inpa ent tower, which houses state-of-the-art opera ng and recovery rooms as well as intensive care units. The new entrance including a grand atrium, two stories high, is capped off by a full length triangular skylight in order to greet visitors. A new grand stairway connects the new atrium entrance fl oor to the original entrance lobby.

The new hospital houses 24-bed cri cal care unit, a 10-room surgical suite and 52 addi onal medical-surgical beds, nursing, diagnos c/ treatment, support services, administra on spaces, educa on and conference facili es and retail space.

Under a separate phase, Turner constructed a new access road and traffi c light off of Rt. 68, which accesses the main entrance.

Building Informa on Modeling (BIM) was u lized on this project for MEP coordina on and 4D-scheduling, which greatly enhanced produc vity.

Notes: This was Turner’s second project for the school district based on a proven track record on the previous project.

Extra Credit: Final Cost including Change Orders were 0.3% below CD es mates. The rela onship between the District and the Township was enhanced when Turner suggested the required re-paving by the District of the adjacent township road be accomplished by an alternate bid on the Township’s yearly roadwork bidding, to be paid for by the District. This eliminated the District hiring a designer and bidding outright, and gave the Township the assurance that their specifi ca ons were met.

Opportuni es for Improvement: The General Trades contractor did not understand the concept or the importance of the natural, na ve habitat landscaping specifi ed for the project. This would have been be er controlled through a direct prime contract with a landscaper experienced in natural landscaping.

PINE RICHLAND EDEN HALL UPPER ELEMENTARY SCHOOL

The Upper Elementary was built on a 32 acre green-fi eld site and includes the extension of u li es and reconfi gura on of an exis ng intersec on. Built for grades 4 through 6, the building contains 190,000-sq. ., and accommodates 1200 students. The school is divided into two wings with a library and large group ac vity center connec ng the two wings. Each wing includes space for special educa on classrooms, computer labs, and other support services. The large group instruc on area contains retractable sea ng to allow fl exibility for assemblies and performances. The cafeteria includes a full service kitchen and the ea ng area provides egress to the playground. Site ameni es include a soccer fi eld, designated bus parking and parent pick up.

Turner managed 9 prime contractors during construc on, and brought the project in on me and under budget.
