EXECUTIVE SUMMARY CREDENTIALS EARNED BY SECONDARY NC CTE STUDENTS EXCEED GOALS Credentials earned by secondary North Carolina Career and Technical Education (CTE) students have increased steadily since 2010-2011, the first-year data were collected in the state. Students earned 246,338 individual credentials. Credentials are endorsed by business and industry and document student mastery of skills required for employment and advancement in a career. TOP CREDENTIALS Conover Credential Workplace Readiness were earned by 7,319 students. Microsoft Office Specialist Word (11,721) and PowerPoint (9,451) and were also among the most frequently earned credentials. Students in Gaston County report the highest number of credentials earned at 14,986 individual credentials earned. Gaston County Schools also had the highest percentage of credentials earned based on enrollment in CTE courses that offered a credential. Rowan-Salisbury Schools, Caldwell County Schools, and Burke County Schools ranked in the top 15 for both the number of student credentials earned and percentage of students who passed a credential for the CTE course offerings that offered a credential. HOW THE DATA WAS COLLECTED Educators and business and industry representatives recommend credentials each year that are aligned to the CTE curriculum and valued by employers. Proposed credentials are investigated to ensure they meet requirements for reporting. Credentials earned data is collected for each student and matched to enrollment information. Many of the NC CTE credentials earned data was collected directly from the credentialing agency. Additional results were collected from students using third-party software. Care was taken to protect the confidentiality of student information during the collection and analysis process. MORE INFORMATION The 2019-2020 NC CTE Credentialing Data report provides a more detailed analysis of credentials earned by secondary NC CTE students. It includes statewide, regional, and individual school district information disaggregated by student demographic information when available. INTRODUCTION

Since 2010-2011, when North Carolina Career and Technical Education (CTE) began collecting data on credential attainment by secondary students, 1,560,736 credentials have been earned – 241,338 in 2019-2020 alone! For this report, credentials are defined as certifications issued by professional associations, vendors, or employers. Credentials demonstrate that the student or employee “has acquired the designated knowledge, skills and abilities to perform a specific job” (Bielick, Cronen, Stone, Montaquila & Roth, 2013). A credential can be based on a written, oral or performance-based examination, or some combination of the three, and may require a prescribed period of supervised practice after successfully passing the exam.

Credentials differ from licenses, which are generally issued by a governmental entity. Licenses frequently are required for a practitioner to enter a field, while credentials help potential employees get hired or qualify them for a higher pay level but are not legally mandated. Secondary students benefit from earning credentials in several ways, including the following:

• Credentials provide an advantage to students seeking entry-level employment as they document student proficiency in required skills against a state or national standard.

• Employees with credentials may start at a higher pay rate or be eligible for a pay raise or promotion more quickly than employees without a credential.

• Because the cost of the credential is usually covered by local or state sources, students can save considerable money as they prepare for their future careers.

• As credentialed employees, students can earn money for postsecondary education through employment that is well paid and often provides experience in their chosen field.

• Preparing for the credential examination educates students about what it takes to be successful in their field and exposes them to networking opportunities that can smooth their transition to the world of work.

STATEWIDE RESULTS OVERVIEW

NC CTE students earned 241,338 statewide individual credentials in 2019-2020 school year. The 131 different credentials available to students included those that measured workplace readiness skills, general job skills applicable to many different careers (for example, Microsoft Office Specialist certifications in Word, Excel, PowerPoint and Access), and specific job-related proficiency (for example, Nurse Aide). CREDENTIAL TIERS NC CTE partners with the NC Department of Commerce to assign a three-tier value ranking to each industry credential. Consideration is given to both academic rigor and employment value as part of the credential tier assessment. In 2019-2020, NC CTE students earned 115,452 Tier 2 credentials, and students also earned 2,471 Tier 3 credentials. MICROSOFT OFFICE SPECIALIST CREDENTIALS Through an agreement with Microsoft, Certiport, and the NC Department of Public Instruction, students can take Microsoft Office Specialist (MOS) and other Microsoft credential examinations at no charge. During 2019-2020, there were a total of 27,584 MOS credentials earned by NC CTE students. As part of the MOS certification process, students are eligible to compete in the Certiport Microsoft Office Specialist World Championship, the next of which is scheduled to be held in Orlando, FL on August 1-4, 2021. Due to COVID-19 the Certiport World Championship 2020 was cancelled.

NATIONAL CENTER FOR CONSTRUCTION EDUCATION & RESEARCH CREDENTIALS The National Center for Construction Education & Research (NCCER) credentials are aligned to many CTE course offerings. These credentials offer professional skill credentials in a module format that validate students’ knowledge and skills in our Trades and Industrial Education course offerings of:

• Core and Sustainable Construction

• Masonry I, Masonry II, and Masonry III

• Carpentry I, Carpentry II, and Carpentry III


CAREER READINESS CREDENTIAL The ACT WorkKeys examination is administered each year to CTE Concentrators, students who earned four related technical credits, at least one of which was at the second level. WorkKeys measures students’ employability skills in three areas – Applied Mathematics, Locating Information, and Reading for Information. Test-takers who score high enough on the assessment receive a Career Readiness Credential, which is available at four levels –Platinum, Gold, Silver and Bronze. Employers use Career Readiness Credentials as a screen to improve the quality of their workforce and to help potential employees understand the level of performance necessary to be successful in a field.

STATEWIDE REGIONAL RESULTS

Using the State Board of Education regions, the Southwest District has the highest number of

credentials at 52,079. The Northwest District has the highest credential earned percentage. As such,

119% of students in the Northwest were enrolled in a CTE course that offered an industry recognized

credential and earned the credential.

Students have entered the workforce or further education better able to demonstrate proficiency in skills that are important to employers. Priorities for the coming year include the following:

• The list of credentials will be further expanded.

• NC CTE will continue to focus on developing the most efficient way to collect and report on credential data.

• NC CTE will work with other Divisions to automatically list student credentials earned on the student transcript.

• The state will continue to refine a process to comply with the NC General Assembly’s law that provides for teacher payment for students who earn selected credentials.

• NC CTE will continue to develop a mechanism to report on secondary students’ credential attainment to the Office of Career, Technical and Adult Education of the U.S. Education Department. Reporting directly on credential attainment of secondary CTE students is required under the Strengthening Career and Technical Education for the 21st Century (Perkins V) Act beginning in the 2020-2021 academic year.
