TEXTAs scheduled, another round of talks were held in Mumbai on 21.01.09 between the

Negotiating Committee of IBA and UFBU. The IBA was led by Mr. M. V. Nair, Chairman of theNegotiating Committee while UFBU was represented by leaders of constituent Unions /Associations

(a) Compassionate Appointments / Financial Compensation Scheme : Based on thediscussions held and broad understandings reached so far, it has been decided to forwardour jointly agreed views to the Government on the revised scheme providing forCompassionate Appointments under certain contingencies like death while on duty dueto and financial compensation to the family with a minimum of Rs. 3.5 lacs, Rs. 4.0 lacs &Rs. 4.5 lacs and with a maximum of Rs. 7 lacs Rs. 8 lacs and Rs. 9 lacs to Substaff,Clerks & Officers respectively. The scheme will be made effective after approval byGovernment and applicable to all cases of deaths after July, 2004, i.e., the date after newCash Compensation Scheme was implemented in Banking industry where no benefitwas extended to the family.

(b) Pension Option : On the issue of another option for existing PF Optees to join the PensionScheme, after a lot of discussions, IBA offered to take a share of Rs. 3500 crores out ofthe total deficit of Rs. 6000 crores, as per the report of the panel of common actuaries.UFBU offered to share Rs. 1500 crores and the remaining Rs. 4500 crores, to be borneby the 25 banks put together. IBA Further proposed that the new entrants in the banks areto be covered by a new pension scheme based on defined contribution. UFBU expressedits apprehensions and disapproval of this proposal of the IBA. It was decided to discussthe issue further with a view of find an early and amicable solution to the issue.

(c) Wage Revision : On our demand for wage revision, IBA made an initial offer of Rs. 2750crores of wage increase to the employees and officers. This works out around 10%increase in the wage cost. From UFBU we expressed our dissatisfaction over the offerand urged upon the IBA to substantially improve their offer to a mutually acceptable level.IBA also urged upon the unions to come forward to find a solution to their issues like needfor outsourcing of non- core services, etc. The IBA also made a presentation on comparingour salary and allowances with CTC based concept.

1. It was decided to continue the discussions further in the next round of talks to be fixedup shortly, on a mutually convenient date

2. As regards wage increase for Officers’ Community, we have reiterated our demandfor respectable wage package to commensurate with the risk, responsibility and torestore the external parity. We have also submitted a letter addressed to the Chairmanof IBA, urging upon him to initiate dialogue to fix regulated working hours for officers.A copy of the letter is sent to the CMDs of Banks for information and necessary action.We shall circulate the letter separately.

3. Comrades, UFBU / Confederation is endeavoring its best to reach expeditious andsatisfactory solutions to our demands. In the meantime, our affiliates / members arerequested not to be misled or confused by any wrong and baseless reporting in thenewspapers, etc.

Another round of discussion was held today between IBA and UFBU. The IBA was led byMr. M. V. Nair, Chairman of the Negotiating Committee, while UFBU was represented by ourconstituent unions.

1. Pension Option : In today’s meeting IBA informed that the report of the common actuariesrelating to the additional cost for extending pension option to the past retirees from 1996 hasbeen received which has identified an additional net liability of around Rs. 3,000 crores. IBAindicated that the issue can be resolved on the same-basis as will be finalised for the existingPF optees who are in the banks’ service. It was decided to discuss the issue further.

However, IBA insisted that the new employees who will henceforth join the banks should begoverned by the new pension scheme as has been implemented by the Government for newemployees from 2004. From UFBU, we vehemently objected to this condition and demandedthat the future employees should also be governed by the existing pension scheme.

In view of the divergent views on the matter, it was decided to discuss the matter further in thenext round of meeting.

Regarding sharing of the additional cost, from UFBU we maintained our earlier stand thatRs. 1,500 crores can be borne by us while the balance by the banks. The IBA, while informingthat they would like to resolve the issue by discussion, did not indicate any further offer thanthat was made in the last meeting.

2. Salary Revision : In this meeting, we emphasized the need for a substantial increase inthe offer made by the IBA. After discussion, IBA came forward to offer an increase in wages ofRs. 3,600 crores for the employees and officers put together as against Rs. 2,750 crores offeredin the last round of discussion. On behalf of four Officers’ Organisations, we insisted formaintaining external parity and better salary package. The non-monetary issues like regulatedworking hours etc. have to be settled with the salary revision negotiations. We demandedseparate meetings with the Officers’ Organisations to discuss on salary revision and otherissues pertaining to Officers’ Community.

It has been decided that very shortly further round of discussions will take place on the aboveissues with a view to find an early and amicable resolution of our demands.

ANNUAL GENERAL BODY MEETINGSBI OFFICERS’ ASSOCIATION (BHUBANESWAR)

More than 2000 militant members of SBIOA (Bhubaneswar Circle), were anxiously waitingat Hotel Swasti Plaza Auditorium, for the inaugural session of the Annual General Body Meetingof their Association, held on 1st March 2009 at Bhubaneswar. They were welcoming the Guestsand Dignitaries with sky touching slogans. The programme commenced at 11.00 a.m. with apatriotic song.

2. Com. T. N. Goel President of the AISBOF lit the lamp to mark the inauguration of the sessionfollowed by offering of floral tributes to the late N.N. Das and P.V.S. Murthy, the founders of theCircle Association. Com. Goel in his inaugural speech showered praise on the CircleAssociation for holding the General Body Meeting regularly once in a year. He listed theachievements of the Federation during the last two years. He expressed his concern for delayin clearance of SBI Pension proposal pending before the Government of India. In a Joint Lettersubmitted to the Chairman of SBI, both the Staff and Officers Federations have urged upon themanagement for early resolution of the improvements in Pension Scheme pending with theGovernment. The ensuing Parliament Election should not act as a pressure on leadership toaccept inferior settlement on salary and other demands, said Com. Goel. He expressed hishappiness for large attendance and presence of good number of lady members in the meeting.

3. Shri Bhaskar Niyogi, G. M. Network-I of SBI, Bhubaneswar Circle was the guest of Honour.He said that the financial meltdown has affected GDP growth. However, the public have re-affirmed their trust in Public Sector Banks and State Bank of India. He shared the happiness ofrecord growth of business in the Circle and thanked the employees and officers without whoseco-operations and hard work it would not have been possible. The accounting system of StateBank is a fool-proof as certified by the auditors who are appointed by the Reserve Bank ofIndia, said Shri Niyogi. Around 25000 new clerical staff have joined the bank and this hashelped to ease pressure at branches, bringing metamorphic changes for the benefit of thecustomers. He complemented the Circle Association for the co-operation extended to theManagement.

4. Com. G. D. Nadaf, General Secretary, AISBOF/AIBOC in his detailed keynotes addressshared on the present position as regards issues before the IBA and UFBU viz., 2nd Option on

Pension, Salary Revision, Compassionate Appointment scheme etc., The environment outsidehas increased the expectations of general membership in the banking industry for a respectableSalary Revision, without further delay. The UFBU has taken up the matter with the Union Financeand Labour Ministries to clear the impasse crept in on account of IBA’s proposal to introduceDefined Contributory Pension Scheme to future recruits. The ensuing Parliament elections inthe country will not influence the UFBU to agree for inferior salary revision, said Com. Nadaf.Along with the monetary issues, we also have taken up the non-monetary issues like- RegulatedWorking Hours for officers and 5 days week for its logical end. He appealed to the membershipto be patient and to wait for suitable settlement at industry level. Further, he requested themembers to be in readiness to express our anguish through agitation and strikes, if warranted,once we come to know the unpleasant response of the IBA and the Govt. The UFBU will meeton 5th March ‘09 at Chennai to take stock of situation and to decide on future course of action.Therefore members need not to be unnecessarly be perturbed, said Com. Nadaf.

5. Earlier, the inaugural session commenced with welcome address by Com. Ganesh. Ch.Mishra, General Secretary of the Circle Association. The Dignitaries on the dias, S/Shri. S. K.Haldar, G. Muthuswamy, K. N. Vyas, Raman Nigam, S. K. Mukherjee, General Secretaries ofBengal, Bangalore, Ahmedabad, Lucknow and North Eastern Circle Associations respectivelyspoke and urged upon the leadership to read the pulses of the grass root level membership foran excellent settlement with IBA in a time bound manner. They also spoke on BPR initiativesaffecting HR areas and absence of manpower planning in the bank. Com. Ranjan Pati, Presidentof SBI Staff Association, Bhubaneswar Circle and Com. A. K. Motayed, Secretary, AIBOC OrissaState committee extended their felicitations.

6. Com. L. K. Mishra, President of the Circle Association, who presided over the inauguralsession, summarized the proceedings. Com. T. C. Mishra, DGS, of the Circle Association,proposed vote of thanks. The disciplined members of the circle association, encouraged thespeakers by their continued presence in the hall and loud applauds throughout the session.The programme was well planned and systematically implemented. The General Secretarypresented his report in the business session, which was adopted unanimously after duedeliberations. We congratulate Com. L. K. Mishra and Com. G. C. Mishra the President andGeneral Secretary respectively and other leaders of the circle Association for success of theprogramme. It is another feather in the cap of the militant Circle Association.

OPENING OF NEW BRANCHES WITHOUT ADEQUATE STAFFEXISTENCE OF LARGE NUMBER OF SINGLE-OFFICER

BRANCHES DISRESPECT TO BILATERAL AGREEMENTS‘2 DAYS ALL INDIA STRIKE ON 8th & 9th April, 2009’

The State Bank of India Management is going ahead with opening of large number of newbranches in every Circle in violation of understandings reached with the Federation - withoutproviding adequate staff / insfrastructure. Pressures are being mounted by Corporate Centreon Circles in this regard, disregarding the fact that majority of branches in circles are alreadyfunctioning with skeleton staff strength and are confronted with the onerous task of completingclosing and audit work, under enormous pressure on officers. There are hundreds of branchesin each Circle where only one officer is provided though CBS requires minimum of two officersin Branches.

2. The Management has gone back on their commitments and understandings reached withFederation on various issues, be it Pension improvements, facility of Self-lease, RegulatedWorking Hours, Placement Committee for Transfer and posting of DGM (Admn) in erstwhileModules, now called Administrative Offices, providing proper industrial relations structure ine-Modules / Networks after Circle Re-design, merger of Associate Banks, to name a few.

3. Apart from above, rampant outsourcing of routine banking operations is being resortedand undue pressures are being exerted on branch staff to reduce NPA’s etc., throughquestionable methods. Cash replenishment in ATMs is being sought to be unilaterallyoutsourced. Though we have gained enough expertise in managing the ATMs, outside agenciesare pampered by outsourcing entire ATM related work at exorbitant cost to the Bank. Revisionof existing facilities are being delayed by linking to extraneous, unreasonable and unacceptableManagement issues. Hate Campaigns are being launched against Federation in theManagement Conclaves.

4. Our efforts to meet the Chairman for resolution of pressing issues has failed as the Chairmanis busy otherwise. Our patience is considered as a weakness by the Management. In the interestof cordial industrial relations in the Bank, we have tried our best to resolve the crisis throughdialogues with DMD/CDO and other Management functionaries in HR Department, but there isno reciprocation from them. There is a virtual breakdown of the industrial relations machineryin the Bank. The HR area is suffering from unprecedented neglect. Hence, to protect the hardearned rights of the federation and in the larger interests of Officers and the Bank, it has beendecided by us to observe the following action programmes :-

a. Postering campaign andWithdrawal of undue co-operation(Through observance of work to ruleand regulated working hours in allAdministrative Offices, CPCs andall Branches) - 23.03.2009 onwards

b. Demonstrations in front of - 23.03.2009Corporate Office, LHOs, Network Offices - 30.03.2009RBO Units, AOs & District Head - 06.04.2009Quarters’ Branches

c. Two days Protest Strike - 8th & 9th April, 2009

d. Indefinite Strike - May 2009

5. Comrades, Many a battles we have fought and not a single we have lost. It is our dutyto protect the self esteem of Officers. We cannot be taken for granted by the Management.Hence, the need of the hour is solidarity and unity. We are confident that success of the strugglewill be ours as the demands are just and right.

STRIKE ON 8TH & 9TH APRIL, 2009UNIFORM GUIDELINES DURING THE AGITATION PERIOD

Please refer to our Circular No. 37 dated 19.03.2009.

2. As discussed in the General Secretaries’ Meeting held on 19.03.09 at Mumbai, a strikenotice has been served on the Management with list of issues involved. Accordingly, agitationprogramme has commenced w.e.f. 23.03.2009. We are receiving messages from our affiliatesas regards massive demonstrations, held in front of the Corporate Centre, LHOs, RBOs andBranches on 23.03.2009 and also observation of work-to-rule effectively from the same day.For the purpose of uniformity, we reiterate the following guidelines as regards work-to-rule inthe Circles, w.e.f. 23.03.2009.

(i) Withdrawal of undue co-operation extended to the Managements at all levels.

(ii) Observance of regulated working hours i.e., no late sitting or coming early to theoffice.

(iii) Not to attend work on weekly-off days and holidays.

(iv) Not to participate in the meetings and seminars to be held by the Management afteroffice hours or during weekly off days and holidays.

(v) Not to participate in any of the programmes organised by the Management.

(vi) To strictly follow the security norms for cash remittance and loading of cash in ATMs.

(vii) All our affiliates to address letters to the Circle CGMs communicating the decision ofthe Federation as regards opening of new branches, without minimum component ofstaff and adequate infrastructure.

(viii) To hold off-time demonstrations, whenever Central Office functionary above the rankof CGM visits the office / branches.

(ix) Not to accept oral instructions from the Management on day-to-day functioning.

(x) Not to violate laid down instructions on follow-up of advances, passing of vouchers,grant of loans etc.

(xi) In the interest of the Bank, not to obey unreasonable and unlawful instructions fromany authority.

(xii) To adhere to supervisory work only.

2. In addition to the above guidelines, affiliates may decide any other form of work-to-rulesuitable to the local conditions. Please ensure that all our members strictly adhere to aboveguidelines. Any pressure from Management quarter has to be brought to the notice of the CircleAssociation. It is a moral obligation on our part to strengthen our bargaining power for betterservice conditions. Members are aware that, behind every improvement in our serviceconditions, there is a struggle and sacrifice by our seniors. Hence, it is our duty to preserve,protect and handover the organisation to the future generation with value addition to its strength.We are confident of your positive participation in the movement to uphold the self-esteem ofOfficers and Officers’ Organisations in the Bank.

PLANNING IS MISSING IN THE CURRENT BRANCH EXPANSIONTHE BUSINESS OF THE BANK IS AFFECTED

THE FEDERATION DEMANDS IMMEDIATE STOPPAGE OFOPENING OF NEW BRANCHES

The major issue that we have raised in the Strike Notice served on the managementof the Bank on 19.03.09 is to halt the present mindless expansion of branch net work which isbound to hurt the interest of the Bank. Our members are aware that the Federation has raisedthe issue over 2 years back when there was a sudden spurt of activities in the name of expansionof the branch net work. The Chairman declared that he would like the State Bank of India toopen over 500 branches within a span of over 6 months, so that the State Bank of India canachieve the mile stone of having over 10,000 branches of its own in the country. He was notaware that the number of new branches that was required to be opened to reach the target of10,000 branches was more than 1000 branches as against his calculation of 500 and oddbranches. Never the less, there were executives who wanted to please him assured him that hewill be seeing the inauguration of 10000th branch at a place as specified by him. This was nolonger a secret by then. The Chairman was in eagerness to satisfy the ego of the former FinanceMinister, Shri P. Chidambaram by opening the 10,000th branch at his Constituency.

2. The task of reaching the deadline prescribed by the Chairman was taken as a challenge byall the Chief General Managers and they grabbed as many number as they could stomach andwent ahead with the opening of branches. It was almost a laughing stock at that moment thatthe branches were granted code numbers, the servers were fixed, whether the premises wereavailable or not. Some of the branches started operating from the nearest branches. The nameboards of extension counters were replaced with branch name. However, as the branchexpansion had saturated almost for more than one and a half-decade, the burden of openingadditional branches to the extent of over 1000 was taken up with all sincerity despite the factthat there was no additional recruitment. The retirement and resignations etc. were not

replenished since they are considered as wastage. It is an interesting study that the Officers’strength in the Bank has remained almost static for the last 8 to 10 years. When the total numberof branches were less than 9000 the total strength of the officers was around 60,000. Thereafterthe VRS took a big toll and nearly 7,000 officers left the Bank. The strength came down from60,000 to 53,000 during the year 2001. Since then, there has been a huge retirement and exitof the Officers prematurely and all the addition we could get is not sufficient to reach the oldfigure of 60,000. In course of the last 5 years the branch expansion is being taken up in a jetspeed. The Federation demanded that it needs a minimum staff strength and adequateinfrastructure at the new branches. There are hundreds of officers’ positions at branches whichare not filled up. Umpteen number of branches are managed by a single officer. In order toopen new branches, officers were drawn from the branches which already suffering withshortage. Temporary arrangements were made by deputation of officers from nearby branch tofacilitate opening of branches. The Federation, thereafter requested the Chairman that withoutproviding the requisite number of Officers, the opening up of new branches should not be takenup.

3. The Management ignored the demand of the Federation. The Chairman declared that theState Bank of India will be opening its 11,111th branch at Guwahati. Nobody knew as to howthis target was arrived at except for the number which may be having some significance to him.

4. The pressure again mounted on the Officers’ fraternity. The quality of work suffered. TheOfficers were finding it extremely difficult to cope-up with a number of new initiatives that thebank was introducing in the name of BPR. The Federation protested against this mindlessdirection of the Bank. We were surprised to note that the Bank declared the 11,111th branchopened at Guwahati again by the former Finance Minister.

5. Now, the Chairman has given an additional target of 2,000 branches during the currentyear. A rough working of the number of branches declared opened during the last 3 yearscomes to around 4,000 which works out to an average of 1,500 branches per year. There is noadditional recruitment of officers. Whatever small number of additional officers we are gettingis only by way of promotion from clerical to officers’ cadre which is still not sufficient to takecare of the existing vacancies. Services of directly recruited Officers, are not available tobranches as they have to complete two years’ probation.

6. We have been receiving a number of representations from different parts of the countryabout the sufferings of the Officers. They are unable to cope with the increasing business andadded to that there is shortage of officers in almost all branches. This has further aggravatedthe situation at the branches which are newly opened by the bank and also the branches thatwere in the pipe line. Branches are opened in a very small premises, where it is not possible tokeep two sets of tables and chairs. Basic needs / amenities like toilet etc., are not thinkable insuch branches.

7. The cash cabins are kept in such positions, which are more vulnerable to security risks. It isin this background, the leadership of the Federation met at Mumbai and discussed the issuethreadbare. The Federation is already concerned with the deterioration in the industrial relationsand the attitude of the management towards the bilateral machinery which is prevailing in the

bank for the last 40 years. The representatives of the Management have scant respect to theviews and suggestions of the Federation and have been operating in their own world withoutworrying about the quality of work, the customer service and the infrastructure that is requiredfor such a huge expansion in the Bank. It is affecting the image of the Bank too. Hence, it wasdecided to make the issue of Branch Expansion as one of the main issues for our currentagitation.

8. The Federation has made it clear to the Corporate Center that it is not against the expansionof branch net work. It believes in growth but a healthy growth. Not a target oriented growth at thecost of the quality of work and also the career of the Officers working at the operating level.Hence, we have demanded posting of minimum of 2 officers on an urgent basis to all the existingand newly opened branches and to hold up further expansion until a detailed discussion takesplace between the Federation and the Bank to arrive at a reasonable understanding on theissue.

9. We have received reports from all parts of the country about the massive participation ofthe Officers in the demonstrations on 23rd March 2009. The Officers’ fraternity were very muchimpressed with the genuine issues raised by the Federation and were confident that a lastingsolution will be worked out in resolving the current crisis in the Bank. The Federation is equallyconcerned with other issues as well. Hence, all out efforts will be made to resolve the issuesraised by us. In case, the Management continues with its casual and negligent attitude we areready with our strike action including indefinite strike, if forced by the Bank.

10. The branches are under pressure due to the annual closing. Hence, any attempt by theexecutives down the line in the name of opening new branches will add insult to the injury.Hence, all our affiliates should advice the controllers to postpone all such expansion until thematter is resolved between the Federation and the Management. We hope that good sensewill prevail upon the Management to appreciate the ground realities.

MASSIVE DEMONSTRATIONS HELDTHROUGHOUT THE COUNTRY

We have today received communication from all the Circle affiliates informing themassive demonstrations held throughout the country in a grand manner. The leaders ofFederation / Associations have addressed the huge gatherings to explain the developments.The action programmes as advised by the Federation have been put through by all concernedmeticulously and with all zeal and enthusiasm.

2. A loud and clear message has reached the Management. They are now in a confused stateof mind, which is clear from their reactions to our strike notice, which are being sent to usdirectly and indirectly. It is likely that many rumours will be spread. Members are advised not tobe misled and contact only office-bearers of Association for necessary clarifications in thematter.

3. The agitation programme has applied brakes to the Bank’s enthusiastic plan of opening ofbranches in the Server, without providing minimum staff component and infrastructure.Management is also worried that the strict and meticulous observance of agitation and strikeon 8th and 9th April ‘09 will hamper the Annual Closing work and Statutory Audit, therebyattracting criticism from RBI / Government. Comrades, we are not to be blamed for thisdevelopment, as we have given Management sufficient opportunity to correct their stand sothat, the stalemate in our Bilateralism is avoided. We, therefore appeal to our members tocarry out the action programmes with full commitment and conviction till the issues raised by usare resolved to our satisfaction.

MAMMOTH GATHERINGMASSIVE DEMONSTRATIONS AT DELHI

A large number of officers gathered before Delhi, LHO today, during lunch time todemonstrate and Communicate to the Chairman and the Management functionaries who wereat Delhi in connection with interview of promotion to DMD that, unilateralism and dictatorshipin the State Bank will not be tolerated by the AISBOF.

2. Com. G. D. Nadaf, General Secretary, AISBOF, while addressing the enthusiastic membersof Delhi Circle Association declared that preparations for two days strike on 8th & 9th April2009 are in full swing throughout the country. He said that, management has gone back onunderstandings reached in bi-partite meetings with the Federation. It is violation of agreementsand breach of trust. The Federation has every right to advise the management on questionablemoves of the Bank and to perform watch dog functions. We can not be cowed down by threatsof the management. The Bank belongs to every one of us. It is not a proprietorship of anyindividual, howsoever, high and mighty. It is a public sector. We have the responsibility ofmaintaining the public trust and are answerable to the people of the country. Hence, no force onearth can stop us from performing our trade union function said Com. Nadaf.

3. Com. T. N. Goel, President, AISBOF and General Secretary, SBIOA, Delhi Circle, in hisinspiring speech dealt in detail on the issues of the strike and warned the management not todeal with the issues casually. The membership is ready for the sustained struggle and sacrificeto protect the self respect of the officers. The Management must read the writing on the wall.The management will be solely responsible for the loss of business of the Bank andinconvenience to the customers on account of their forcing us to go on strike for two days on8th & 9th April 2009. He assured the Federation that, membership is ready to respond positively

4. Comrades, we are flooded with messages from our affiliates that, membership is angry onthe stand of the management and having disrespected the bilateralism has driven us to theagitation path. The Chief Labour Commissioner [Central] Delhi has called for the ConciliationMeeting tomorrow at Delhi. We are not hopeful of any positive outcome. Hence, membershipshould be in readiness to observe two days strike on 8th & 9th April 2009. We reiterate that themembership should not believe in rumours spread by unscrupulous elements and to ignore thethreats from any quarter. The membership should rise to the occasion and hold the flag of theAISBOF, high by standing Solidly behind the Federation.

CONGRATULATIONSANOTHER FEATHER IN THE CAP OF AISBOF

“Victory comes to those who dare and act, and seldom to the timid”. Comrades, yoursolidarity, unity, vibrancy and militancy has compelled the Management to come to the Negotiatingtable and honour the feelings of our members by considering just and right demands of the mightyFederation, AISBOF. The success achieved out of the prolonged negotiations with the Managementrepresentatives headed by S/Shri. Abhijit Datta, DMD & CDO, B. B. Das, CGM (HR), A. S. Deole,DGM (IR), K. K. Das, DGM (PM & PPG) and R. C. Srivastava, AGM (IR) on 4th and 5th April 2009at Corporate Centre, Mumbai with Federation representatives headed by Com. T. N. Goel,President, Com. G. D. Nadaf, General Secretary along with Com. V. D. Deshpande, Jt. GeneralSecretary, Com. G. C. Mishra, Com. S. K. Haldar, Com. G. Muthuswamy, Com. P. V. Dighule, Com.Vijay Magon, Vice-Presidents, goes to the credit of 60,000 fighting comrades of the mightyFederation. It is another feather in the cap of the Federation. Kudos to all those who stood like arock, with the organisation, to protect the self respect and hard earned trade union rights, from outof the sacrifice of our founding fathers and senior members. It is rightly said that, All is well thatends well. The negotiations yielded desired results. The following is the gist of the understandingsreached with the Management on our issues :

(a) A minimum component of staff and adequate infrastructure will be ensured, while opening newbranches and existing branches will be provided with another officer, on achieving requisitethreshold level of business and volume of work, which will be finalised shortly.

(b) Existing IR Structure at Circles and erstwhile Zonal Office levels will continue. Periodicalstructured meetings will be held at LHO; Network and Administrative Office levels. A minimumof two meetings at erstwhile module level, out of four meetings in a year will be held at Networklevel apart from, quarterly CNC meetings at LHO level. The posting of DGM (Admn.) atAdministrative Offices will be examined and suitable decision will be taken shortly.

(c) The matter of improvements in SBI Superannuation benefits will be followed-up with theGovernment at the highest level to resolve the issue as early as possible.

(d) As regards reimbursement of rentals to the officers staying in own houses, the matter will bere-examined after collecting the relevant data from the Circles.

(e) The Management representatives assured that, at present, there is no proposal for merger ofAssociate Banks.

(f) The Compassionate Appointment Scheme in vogue in the Bank will be suitable modified totake care of the suggestions of the Federation and approval will be obtained shortly.

(g) The Bank has agreed to enhance ceilings on reimbursement of entertainment expenses fromthe financial year 2008-09. The approval of the appropriate authority will be obtained within acouple of weeks.

(h) Review of Medical Benefit Scheme for Retired Employees from JMGS-I to Scale-V will befinalised shortly.

(i) The existing guidelines for transfer of Scale IV & V officers will be followed and changes if any,suggested by the Federation will be examined.

(j) As regards extension of improvements in service conditions of Associate Banks officers,Associate Banks Department at Corporate Centre will examine the matter to take a suitabledecision shortly.

(k) A study will be conducted to ascertain requirements of officers’ shortage in the Bank to initiateappropriate steps to augment the staff strength to take care of the requirements of existing andnew branches.

(l) Review and rationalisation of ceilings on reimbursement of telephone expenses will beconsidered positively.

(m) Suitable steps will be initiated by the Management to obtain Government’s approval forenhancement in Gratuity Ceiling.

(n) A motion moved in the Hon’ble High Court of Mumbai, restraining demonstrations etc., by themembers of the Federation within the branch premises on 8th & 9th April ‘09, will not be furtherpursued, in the interest of mutual trust and relationship.

(o) The Federation will examine the Management’s proposals and a suitable decision will be takenafter mutual discussions.

(p) On all other issues discussions will continue as hitherto. Decisions taken in bilateral forum willbe respected and periodical meetings under IR structure at various levels will continue to beheld. A meeting with the Chairman and the Federation leaders will be organised at the earliestto restore good industrial relations in the Bank.

2. Comrades, in view of the change in the stand of the Corporate Centre Management and thekeen interest exhibited by them to resolve the stalemate, in the overall interest of the Bank and theeconomy of the country, our Core Committee, after discussions, decided to defer the proposed twodays’ strike on 8th & 9th April, 2009, including all agitation programmes. Programmes takes off on 19th to 21st April 2009 and 24th and26th April 2009

The NATURE has designed an exclusive programme to train the Trainers for holding theCadre Development Programme across the country for the benefit of our rank and file and to createan organizational awareness on the right perception of our movement during the last 45 years. TheTrainers Camp is designed to train about 60 candidates, 30 each in a batch who will be in turnreturning to their respective Circles and taking up the programme of one day Cadre Developmentfor their members all over the country. The programme is so designed that it would contain all thebasic ingredients that are required to be shared with the rank and file about the organizationalawareness with historical perspectives and the glorious events that the Federation has witnessedover the last 45 years in consolidation and strengthening the foundation of our movement whichcarried the entire burden of leading the bank officers fraternity over the last 40 years in an excellentmanner ensuring the mobilization of Officers fraternity in the banking industry on trade union lines.

2. Our members are aware that the Federation took a new initiative to organize a brain stormingsession for the Presidents and General Secretaries at Nagpur in order to discuss the organizationalscenario and the future of the trade union movement under the banner of the Federation. The meetingconcluded that there is a need to re-look at some of the environmental factor that is sweeping thebanking industry and design and appropriate strategy in facing these changes and converting thesame to the best advantage of our movement. The leadership of the Federation while reiteratingtheir commitments to certain core values of the Federation and also the earlier decisions whichwas taken on a similar situation in the earlier three such meetings was unanimous that there is aneed to revisit some of our activities and to tune the same in tandem with the developments that aretaking place in the trade union movement in the financial sector. The reforms that are sweepingshould not blind our vision on the strength of the Federation’s great values that our movement hasbuilt over a period of time through sustained struggles and sacrifices of our members across thecountry. The leadership of the Federation also considered the recent developments in regard tomassive recruitment undertaken by the management. On a rough estimate, the new addition in thenext couple of years is expected to reach around 20,000 at various stages in order to meet therobust growth of the business and the diversification activities undertaken by the Bank. The career

plan to these new entrants is such that they have the opportunity of reaching higher grades at a veryshort period and would be occupying various strategic positions in the organizations. Their entryinto the Officers movement is expected to bring in young and fresh blood to the organization. Keepingthese aspects into consideration, it was an unanimous decision that there has to be massiveprogramme for creation of an organizational awareness amongst the rank and file across the country.The time is an essential factor. We need to cover all the Officers within a short period by holdingmassive programmes all over the country. This activity cannot be completed in good time with thelimited manpower and reach that are available at NATURE. Hence, the leadership of the Federationdecided to come out with a new strategy and initiative to cover the members across the country ata short notice. It was decided therefore to train about 60 members from different circles for thepurpose.

3. The NATURE is a house hold name across the country. It has a high reputation of holdingprogrammes on different subjects for the benefit of the leadership of the Federation and theConfederation. The number of programmes so far held by NATURE explains the reputation thathas been created by it. The faculty sat and decided to design a totally new programme. The curriculumof the training programme was redrafted to take care of all the major areas concerning the tradeunion movement and its contribution with particular reference to the Federation. The programmethus will be rolled out during the current month. We have been receiving enquiries from differentparts of the country for taking the activities of NATURE to those part so that the members are ableto participate in our programmes. The new initiative will be yet another forward movement in reachingthe NATURE across the country in a massive way.

4. The programme will be of 3 days duration. The trainers development programme will be attendedby the senior leaders of our Circle Associations from different parts of the country in order to enablethem to conduct the Cadre Development Programme in an effective manner in their respectivejurisdiction. The Federation has taken all steps to ensure that the programme designed will beinteresting and will help the participants to carry forward the message of the Nagpur conclaveacross the country in an effective manner.

TEXT2. Units and members are aware that UFBU has been trying its best to expeditiously and

amicably settle our long pending demands for Wage Revision, Pension Option and CompassionateAppointments / Ex. Gratia scheme. Quite a few rounds of talks have taken place with IBA, but thingsare not moving in the right direction. IBA and the Government appear to have taken our reasonableapproach as our weakness.

3. Today, there was another round of talks between IBA and UFBU. During the discussions, IBAimproved their offer to Rs. 4125 crores i.e. an increase of 15% over the wage bill as of 31.3.2007.From UFBU, it was made clear to IBA that taking into account all the factors and circumstances thatwarrant a substantial wage increase for the bank employees and officers, the offer of IBA was tooinadequate and falls short of UFBU demands and expectations. Hence UFBU rejected the offer ofIBA.

4. As regards Compassionate Appointments / Ex. Gratia payment scheme, units are aware thatat the instance of the government, a mutually accepted scheme had been finalised by IBA andUFBU and sent to Government for formal clearance. It is now learnt that the Government is notagreeable to extend the revised scheme to past cases from July 2004, when the unilateral schemewas introduced in the banks even though IBA had agreed to the same. We informed IBA that it isunfortunate that a scheme finalised by collective bargaining is sought to be bureaucratically scuttledby the Government, and hence demanded that the scheme mutually finalised between IBA andUFBU should be implemented without any further delay.

5. As to our demand for extending another option to the PF optees to join the pension scheme,IBA rejected our proposals given during the last round of talks and insisted that the new pensionscheme should be accepted by the UFBU for future employees as a pre- condition. UFBU refusedto accept this unfair condition of IBA.

6. In the matter of outsourcing, IBA wants UFBU to give total freedom to management to outsourcebanking jobs and services and UFBU could not agree to the same.

7. Because of this approach and stand point of the IBA, our efforts to amicably settle our demandshave been frustrating. UFBU met immediately thereafter and decided to launch agitationalprogrammes to press our following demands.

i) Expedite Wage Settlement with adequate increase in wages of employees and officers.

ii) Extend another option for pension scheme without any pre-conditions.

iii) Do not impose anti - employee conditions in the negotiations.

iv) Implement Compassionate Appointment / Ex-Gratia Scheme as per agreed understandings.

After detailed deliberations; the meeting decided upon the following programmes :

i) Delegation and submission of memorandum to CMDs of all Banks by unions inrespective banks on a date fixed by our units.

ii) Delegation to IBA Chairman by UFBU.

iii) Centralised Mass Rally / Demonstration at all state and districts head quarters on20.5.2009.

iv) Badge Wearing on 26.5.2009.

v) Branch level joint demonstrations on 26.5.2009

vi) Dharana by UFBU units in all State Capitals and major towns on 04.06.2009.

vii) Centralized Mass Rally / demonstration in all centers on 11.6.2009.

viii) All India Strike on 12.6.2009.

ix) 2 days Strike by middle of July, 2009.

x) Further intensification / Strike Actions thereafter.

8. Comrades, we have negotiated with all our sincere efforts to expedite the settlement, but weregret that we are once again pushed to the path of agitation. We call upon all our units and membersto implement all action programmes effectively. A specimen of Poster / Badge to be printed locallyappended. I.R. CRISIS IN THE CIRCLEVIOLATION OF TRANSFER POLICY AND OPENING OF NEW BRANCHES

WITHOUT ADEQUATE INFRASTRUCTUREAND MINIMUM COMPONENT OF STAFF

In our Circle, transfer of Scale-I and II officers were done in the Modules and in respective RBOHead Quarters after shifting of RBOs to the District Headquarters. This was also the practice in 2007and 2008 during the tenure of the present CGM. In 2008 the CGM disrupted the entire transfer mecha-nism, as after the promotion of clerical staff to OJM, allotment to different Regions were made centrally atLHO by calling Regional Managers and Manager (Staff Cell) and also effected branch postings by theDGM (NCM)s at Local Head Office violating the provisions of transfer policy. Being aggrieved with theprocedure and the manner in which it was done we opposed and launched an agitational programme inthe Circle pointing out large scale violation of Transfer Policy. It is unfortunate to mention here that DGM(NCM)s, Senior Executives of the bank have willfully effected transfers violating the transfer policy. It isexpected that Senior Executives like DGMs should be the custodians of different provisions of transferpolicy as well as Corporate Centre guidelines. The Module Committees of the Association were notallowed to discharge their watchdog role. By virtue of the administrative authority vested with DGMs anddue to the direct involvement of Chief General Manager in the matter, under duress and threat of victimi-zation transfers were effected in contravention of transfer policy provisions and the same was brought tothe notice of the Chief General Manager vide our letter No. SUP/189/09 dt. 11.05.2009 and also raised inthe last CNC meeting.

Once again after this year’s CPC, Chief General Manager called all Regional Managers, Manager(Staff Cell) of all Regions, Asst. General Manager (Admn.), Chief Manager (HR) to Local Head Office andin his presence and in presence of the General Managers and Dy. General Manager (NCMs) postings aremade in branches of the 3 Modules in the conference hall of Local Head Office. Bhubaneswar Circle wascreated in June 1979. It is a Circle of 30 years and never in the past transfers of Scale-I and II officerswere centralized at the behest of Chief General Manager and in his presence at Local Head Office. Theagreed Transfer Policy clearly defines the functioning of different tiers in the Circle. Accordingly SBI Offic-ers Association which is the recognised body of the officers, representing the interest of officers alsocreated different tiers to become a true participative forum in Module level and Circle level.

The above exercise was to deunionise the officers community and to give a message to the grassroot level work force that association is not necessary in the bank. This has totally demoralized theofficers in the Circle and taking a clue from this message DGM (NCM)s, Regional Managers and evensenior Branch Managers started misbehaving with Junior Officers and compelled them to do things asper their verbal instructions instead of written instructions. In the areas of NPA management sincereattempt was made to contain the NPA figure by hook or by crook to the already decided figure at the Circlelevel. The way the statutory audit exercise was conducted in the Circle is well known to all of you andneeds no elaboration.

Recently the present CGM have also directed all tiers of management not to involve Association inany transfer posting exercise particularly module committees so that transfer and postings in branchescan be made as per the whims of DGM (NCM)s, Regional Managers violating all norms of transfer policyas it was done in the past in case of newly promoted OJMs.

It was well known to the Chief General Manager that involvement of General Managers in Scale-Iand II transfers which was suggested by the consultant of the bank was opposed by the Federation and

there after the structure was changed and the DGMs (NCM) were brought in to the structure in order tofacilitate allotment of officers to different Regions only and not for branch posting. The transfer posting ofOJM and MMGs-II officers are to be done by the Regional Managers in consultation with Asst. GeneralManager (Admn.) and Chief Manager (HR)s. This practice is not honoured in our Circle to which weoppose. Transfer of OJM and Scale-II officers in presence of Chief General Manager, General Managersand DGM (NCM) in LHO Conference Hall, gives us a feeling, that under duress Regional Managers aredirected to post officers as per the list prepared by the higher authorities without looking to the norms oftransfer policy and practice and convention at the Circle. Without involvement of association office bear-ers the interest of the officers community cannot be protected.

During the agitation period our Circle has opened many new branches without adequate infra-structure violating corporate Centre instructions. We have brought this fact to the notice of CGM vide ourletter No. SUP/200/2009 dt. 13.05.2009. We have visited few of the branches and pained to observe theinhuman working condition prevailing in those branches. It is therefore a fact that the Bhubanewar CircleManagement deliberately wants to create environment of fear psychosis among the officers and directthem to work in inhuman working environment or face victimization. The Central Office instruction in thematter is to open new branches only after the infrastructure is ready. But in our Circle to show the Corpo-rate centre the number of branches opened as per the target, Quality is totally compromised.

The Chief General Manager has promised us to provide second officer to all single man Brancheslast year but it was not honoured. Till date more than 100 Branches are single man Branches where thepoor officer is suffering immensely.

We tried our best to convince the Chief General Manager to involve the Module Committee ingetting the feedbacks for transfer and posting of Scale-I and II officers in accordance with the provisionsof transfer policy and requested him to direct DGM (NCM)s for allotment of officers to different regions inmodule headquarters and in module offices, to which he did not agree and bent upon to effect transfers inLocal Head Office in his presence.

This matter was discussed threadbare by the core committee in the Association office and inorder to protect the hard earned rights and privileges of the Association it has been decided to launch thefollowing agitational programme with immediate effect.

AGITATIONAL PROGRAMME

(1) Demonstration in Local Head Office, Module Headquarters, RBO Headquarters, all District Head-quarters and in front of all Scale-IV branches on 14th, 15th, 18th, 19th, 22nd and 25th May 2009.

(2) Work to rule with immediate effect.

(3) To Boycott all official meetings by the office bearers of the Association except bipartite meetings.

(4) Wearing of black badge w.e.f. 18.05.2009

(5) Postering campaign w.e.f. 18.05.2009

(6) Protest demonstration during lunch time when DGM (NCM)s, DGMs, GMs and CGM visit the mod-ule / RBO Headquarters.

(7) A days token strike in the month of June 2009 will be observed in the Circle. The date and notice willbe served later.

Comrades, please implement the agitational programme with missionary jeal. Victory will be ours. Nopower on earth can break our unity and solidarity.

VIOLATION OF TRANSFER POLICY AND OPENING OF NEWBRANCHES WITHOUT ADEQUATE INFRASTRUCTURE

AND MINIMUM COMPONENT OF STAFF.

Congratulations to our militant comrades for showing their unprecedented unity and solidarityto the call of the Association. The new Chief General Manager after giving a patient hearing to allour legitimate issues has assured to redress the same at the earliest. The undersigned as well asthe President while meeting the Chief General Manager on 3rd June has categorically requestedhim to look to our grievances with human touch. Accordingly not only a positive and harmoniousclimate is created but also a satisfactory understanding has been reached to all our issues.

1. Violation of Agreed Transfer Policy : It is agreed to refer all the transfer cases, whereviolations have taken place, for reconsideration and our Zonal Committees have been advised tobring to the notice of Asst. General Manager (Admns.) and Chief Manager (HR) for necessarycorrections. From Circle Association office all the representations received from individual membersas well as the letter addressed by our Zonal Secretary to the respective Asst. General Manager(Admn.) were submitted to the Circle Development Officer who in turn have sent all thoserepresentations / letters for examination at their end and to do the needful. All the module committeesare requested to be in touch with their respective Asst. General Manager (Admn.) and Chief Manager(HR) for an early but amicable solution to the issues.

2. Management Disrespect to Bilateral Forums :- The Local Head Office has already sentthe Corporate Centre letter directing the Asst. General Manager (Admns) to hold the Module levelStructured Meeting immediately. Comrades, all of you will be happy to know that due to theFederation’s continuous follow-up the revised IR forums have been created. As a result of this,annually there will be four Structured Meetings, two will be with Asst. General Manager (Admn.) andtwo will be at Network level with Dy. General Manager (Operation & Credit). Henceforth, as usualstructured meetings will be held with our Zonal Committees every quarter. This is a great achievementdue to continuous follow up by our Circle Association with the Federation. This will go a long way inresolving the issues of our members satisfactorily at the appropriate level.

3. Opening of New Branches in the Circle without adequate infrastructure andminimum component of staff : With regard to infrastructure the Chief General Manager is indeedvery much concerned and he opines strongly that proper infrastructure should be there as perCorporate Centre guidelines before opening of new branches.

4. Provision of Second Officer to all single man branches where business is morethan 2 crore : It is agreed that due to shortage of officers it may not be possible to provide 2nd

officer to all such branches immediately but the Chief General Manager has assured to look intocase by case to enusre 2nd officer in single man branches within a reasonable time.

In view of the positive assurance of the new Chief General Manager as well as to creategood will for the Association, the Core Committee of the Association has decided to withdraw theagitation including the work to rule with immediate effect.

Comrades, morning shows the day. Our Chief General Manager in his first visit to Rourkeladecided to go ahead immediately for air-conditioning of three of our important branches i.e., RourkelaMain Branch. Rourkela Commercial Branch and Rourkela Township Branch. This will enhance theimage of our branches and the productivity of workforce will also increase manifold due to suchchanged environment. Through this circular we assure the new Chief General Manager our totalcooperation to take our Circle to greater height in such a motivating yet harmonious bilateral relationclimate in the Circle.

BREAKTHROUGH IN TALKS - IBA IMPROVES OFFER -FURTHER TALKS SHORTLY - UFBU DEFERS STRIKE

TEXTIn the conciliation meeting held by Chief Labour Commissioner at New Delhi between IBA and

UFBU on 4/6/09, the CLC had advised both parties to sit together across the table to sort out theissues. While from UFBU we had agreed to this suggestion in order to find amicable solution to ourdemands, IBA however took the stand that unless the strike is withdrawn, no talks would be held.

2. Hence UFBU decided to go ahead with the strike. In the face of our countrywide preparationsfor the strike, IBA changed their stand and came forward to hold further discussion on our demands.

3. Accordingly, a round of Bipartite discussion was held between IBA and UFBU today in Mumbai.

Arising out of the discussions, the following positions have emerged.

(i) The precondition that the unions should agree for new pension scheme to be madeapplicable to the new recruits would not be insisted upon. IBA stated that the existing pensionscheme will continue to be applicable to all new recruits upto 31/03/2010, but UFBU statedthat this should be extended upto 31/10/2012, and matter should be reviewed thereafter.The issue will be further discussed.

(ii) Regarding sharing of additional pension cost, it has been agreed that banks would take ashare of Rs. 4200 crores and employees / officers at Rs. 1800 crores.

(iii) To our demand for a minimum increase of 20% in the wage bill, IBA was willing to improvetheir offer from 15% to 17% subject to approval by Managing Committee. UFBU wantedIBA to further improve their offer to 20%.

(iv) In view of the breakthrough in the pre-conditions and the willingnees of the IBA to finaliseour demands with a positive approach within a short time, UFBU decided to defer ourproposed strike on 12.06.2009.

(v) It has been agreed that IBA and UFBU will meet again very shortly to finalise theunderstandings on our demands.

4. Comrades, our unity and our preparations for the strike have resulted in this breakthrough. Weshall further continue our efforts to achieve our demands expeditiously.

In this connection,we wish to point out that IBA’s offer of 17% of the cost of wage bill is far less to take care even of ouroriginal charter of demands not to speak of demands raised in our supplementary charter likemerger of grades, grade pay, annual increment etc. on which no discussion has taken place asyet. As these demands are exclusive to officers, we shall be glad if you please convene anexclusive meeting of the officers’ organisations. In our considered view, reasonable scalescommensurate to the aspirations of officers can only be constructed with a load factor of 30%or more.

HRMS : MONTHLY DEDUCTION OF SOCIETY DUES

As you are aware, w.e.f. April 2009 salary and allowances are being paid under HRMS.Since HRMS is at it’s initial stage and have teething problems, it has become imperative onthe part of all comrades who are our shareholders to scrutinise their own salary slips and ensurethat co-operative society deductions representing repayment of loans, thrift fund and benevolentfund are correctly accounted for. Any discrepancy noticed should be promptly advised to theHRMS project, Local Head Office for necessary correction/addition/deletion at their end and acopy endorsed to the society for our needful action.

2. Although our society is progressing from strength to strength and is adjudged as thebest society from time to time, a large number of comrades of our association are yet to becomeit’s shareholders. Thus it becomes now everyone’s responsibility to enrol all such comrades(Officers) as shareholders. As you know, all the shareholders in addition to easy, prompt andhassle free loans, are also eligible to the benefit of benevolent fund (at present Rs. 1.00 Lacs).Further, the society also offers 9% interest on the thrift fund, which is a compulsory savingaiding to the retiral benefits of the members.

3. We also request all our shareholders who have retired to take back their assets includingShares, Deposits in Thrift fund, Principal Amount of Group Insurance, Fixed Deposits etc. atthe earliest.

GENERAL SECRETARYTEXT

As decided earlier in the UFBU meeting held on 17.06.2009, presidents and General Secretariesof nine Constituents of UFBU met Shri M. V. Nair, Chairman of IBA in delegation on 14.07.2009 atMumbai; to express our displeasure on IBA reducing their earlier offer on salary revision from 17.5%to 15% and demanding resumption of talks for expedite settlement.

2. The IBA Chairman informed the delegation that, they are acting as per guidelines of Governmentand hence maintained their reduced offer of 15% on Salary Revision.

3. In view of this stalemate, the UFBU met thereafter and decided that the situation warrants seriousagitational programmes. Accordingly the UFBU decided to give a call for 2 days All India ProtestStrike action on 6th & 7th August, 2009 demanding resumption of talks and expeditious settlementof our demands, to be followed by further intensified and continuous strike actions.

4. Comrades, the situation has been created by the IBA and the Government. They have thrown achallenge to us. Hence this agitation has been forced upon us. We request all our affiliate andmembers to realise the gravity of this situation and move as one man to push back the negativedevelopment and positive realisation of our long pending demands. The UFBU will issue Strikenotice, with detailed action programme.

2. Comrades, the IBA going back on their offer is unprecedented. Government intervention in thematter adds to the gravity. It has to be resisted and fought back. RETIREMENT

Com. K. L. Rao, Asst. General Secretary of our Circle Association will be retiring from Bank’s serviceas on 30th September 2009. The Circle Executive Committee in its meeting dated 06.09.2009 placed onrecord its deep appreciation for the contributions made by Com. K. L. Rao for the growth of our Association.Sri Rao is a committed and militant comrade of our Association. He has been trying his best to protect theinterest of common members in general and members belonging to Berhampur (Gm.) PROBLEMS OF CONTRACT OFFICERS INSTATE BANK OF INDIA, BHUBANESWAR CIRCLE

CONSTITUTION OF ASSOCIATION SUB-COMMITTEE TO MONITORTHEIR GRIEVANCES FOR SPEEDY RESOLUTION

In the Circle Executive Committee meeting dated 6th September 2009, EC memberswere of the opinion that the problems of our contract officers, who have been enrolled as our membersneed to be dealt with sympathetically. The following are some of their problems which need to beresolved promptly.

i) Their variable pay is not paid in time.

ii) Their increments are not paid in time.

iii) Extension of their contracts are not automatically done.

iv) Incentives are not paid in time.

v) Their services are utilized without any monetary compensation.

Further, it is also realized that they are not getting Association’s Officers’ News and circulars intime. Office bearers are also advised to listen patiently to their grievances and suggestions whileundertaking branch visits or otherwise and must try for speedy redressal / implementation of suchgrievances / suggestions.

Taking all the above-mentioned factors into consideration, the executive committee has constituteda sub-committee consisting of the following members to consider all the above problems of contractofficers in the light of their terms and conditions of service as approved by ECCB of our Bank andfor arriving at relevant mechanism / guidelines for our office bearers of Association in differentcommittees for proper monitoring and early resolution of their problems.

MOU ON SALARY REVISION REACHEDIBA REFUSES TO PROTECT THE INTEREST OF OUR MEMBERS IN MOU

BOTH AIBOC/NCBE GENERAL SECRETARIES STAYED OUT OF THE MOUMASSIVE LUNCH HOUR JOINT DEMONSTRATIONS

HELD ALL OVER THE COUNTRY

The 9th Bipartite settlement covering the salary revision of the entire banking industry includingthe Employees and Officers in the State Bank of India has reached a very crucial stage with thedecision of the General Secretaries of both AIBOC and NCBE deciding to stay out of the signingceremony of the MOU as, the last minute efforts on the part of the leadership of both the Federationsto bring in enabling provisions in the MOU, by driving home the need for such a provision to protectthe interests of both the employees and Officers of SBI with the Indian Banks’ Association havingfailed, walked out of the negotiations in protest against the most unjustified act of both the UnitedForum of Bank Unions and the Indian Banks’ Association.

2. The leadership of both the Federations who were the major partners in the negotiating teamof the unions have been impressing upon the Indian Banks’ Association as well as the Governmentofficials through the executives of our Bank during the last couple of months that the interests of theemployees and officers of SBI will have to be taken care as regards the distribution of the wageincrease at the time of conclusion of the salary settlement with particular reference to the additionalcost that the other banks in the industry are required to meet on Pension. The IBA and the Governmentwere very well aware of the special feature that has been prevailing in the State Bank of India overthe last 40 years. Hence, there was no iota of doubt in the minds of the leaders of the Federationsthat the tradition will be broken and appropriate provision will not be made in the MOU to be signedduring the current settlement.

3. The bipartite talks resumed between UFBU and IBA on 27th November 2009 to finalize theunderstandings between the leadership of UFBU and IBA. When the draft MOU was made availablein UFBU meeting on 26.11.2009, we immediately brought to the notice of the IBA as well as theConvener of the United Forum of Bank Unions that there is a need to make a provision to the effectthat the additional cost that is being incurred by the banking industry on account of the 2nd option onPension and also the incremental cost towards superannuation that is to be provided on the revisedsalary scales should be passed on to the employees and officers in State Bank of India by way of aseparate settlement between the Management of State Bank of India and the Federations in StateBank of India. Com. K.S. Shetty, President of AIBOC also made similar request on IBA and UFBUconvener. We understand that, SBI Management also requested to IBA / Government earlier. The

IBA took some time to come back in meeting on 27.11.2009 they informed the leadership of both theFederations that the Government is not agreeable to make these provisions in the MOU. Our requestto IBA / UFBU to postpone the meeting by two days for consultations with SBI Management andGovernment fell on deaf ears. The MoU was thrust on the leadership. We do not understand thesacrosanctity on 27th November, 2009. Mere two days time would have averted the majorembarrassment. We had no other alternative but to refuse to be a party to the MOU proposed by theIBA.

4. The leadership of both the Federations abided by the directions of steering committee not tobe a party to the MOU which does not take care of the interests of the employees and officers inState Bank of India. We have immediately conveyed our decision to IBA through a separatecommunication urging upon the Chairman of the Indian Banks’ Association to intervene in the matterand take necessary steps in the interest of equity and justice. The copy of our communication isenclosed.

5. We have also conveyed our views to the convener of UFBU for his intervention and necessarysteps to correct the situation and the copy of the letter to him is also enclosed.

6. The Chairman of IBA and the convener of United Forum of Bank Unions went ahead with thesigning of the MOU along with all other constituents despite the request of both the Federations topostpone the signing of the MOU for a day or two to thrash out the issue. Despite our requests, thepresident AIBOC and NCBE decided to sign the MoU. It was a most unfortunate development in thehistory of bipartite negotiations. The major organizations having raised the issue with the Chairmanof IBA and also the United Forum of Bank Unions to protect the interest of about 30% of the totalstrength of the employees and Officers in the Banking Industry, the signing of MOU was rushedthrough without any regard to the sentiments of the employees and officers in the State Bank ofIndia. The Federations therefore decided to organise a massive lunch hour protest demonstrationsall over the country, on 27th November, 2009.

7. We must compliment our rank and file across the country that within a short notice of onehour the entire workforce came out of their establishments and showed tremendous unity andsolidarity and protested against this hasty action on the part of the IBA as well as the Government ofIndia. The reports received at both the head quarters of the Federations indicate that thedemonstrations were not only spontaneous but included the officers of all category and they wereupset about the approach of the IBA as well as UFBU.

8. Thereafter, representatives of the Steering Committee of both the Federations met theChairman, SBI to convey these developments. We have conveyed our anguish and also the needfor protecting the interest of the employees of State Bank of India. We are confident that theManagement would do its might in getting justice to our workforce. It was heartening to note that theChairman listened to our concerns with all seriousness and suggested for convening a TripartiteForum consisting of Management and the two Federations to discuss and come to amicablesettlement on the issue. He also assured that, he would convey our concerns to the Govt. with hispositive recommendations. In case Government is not considerate to our just demands, we will becompelled to resort to agitation.

9. Comrades, we have now taken up the responsibility of ensuring that justice is meted out to ourcolleagues in State Bank of India. We will not rest until the issues relating to the special features aswell as the passing of the benefit of the extra cost incurred by the Banking Industry on account of the2nd option on Pension as well as the incremental cost on account of pension in the current salaryrevision is resolved in favour of our employees and officers. The long pending demand of improvementsin SBI Pension Scheme and enhancement in Gratuity Ceiling are also our priorities. Hence, we appealto all our members to be in readiness to take up the cudgels at short notice to carry forward ourcrusade against the injustice meted out to our members across the country. The General Secretariesof affiliates of both staff and Officers’ Federation will meet on 1st December, 2009 at Delhi to chalk outfurther course of actions. Further developments would be advised in due course.

Kindly refer to the telephonic discussions we had with you this morning. While thanking you for givingus a patient hearing, we once again, reiterate that “one more Pension Option” being extended to employeesof Public Sector Banks is only an extension of introduction of Pension Scheme in 1993 and hence theproposition incorporated in the separate MOU/Joint Note with NCBE/ AIBOC at that should in all fairness,be incorporated this time also to protect interests of the employees and officers of State Bank of India.Similarly, there is no logic of passing on the incremental cost of Pension on the employees and officersof the SBI since we have a separate scheme of Pension in existence for a long time.

2. We are of the considered view that it is the responsibility of the Indian Banks’ Association to convincethe Government and obtain its approval and till such time that is done to hold the signing of wage settlementin abeyance. We hardly need to reemphasize that if interests of SBI employees / Officers are notprotected, it will not be possible for us to sign the MOU proposed to be recorded today and we will not bebound by any such MOU; if signed by any other person of our organisations.

ROLE OF THE INDIAN BANKS' ASSOCIATIONThe Indian Banks' Association is a voluntary organization of the Managements of the various banks

in the country. The membership consists of the banks in the Private, Public, Co-operative and also ForeignBanks who will be collectively represented by the Indian Banks' Association in all the forums. As this hasbecome very handy in dealing with the industry level issues, the Government has entrusted them withcertain onerous responsibilities in the larger interest of the Banking Industry. The IBA also plays acomplimentary role as far as the Reserve Bank of India is concerned in taking up the issues of theManagements of all the Banks collectively and also facilitating the dissemination of information, guidelines,policies and programmes of the RBI from time to time. Thanks to the globalisation impact, the IBA hasacquired a totally professional approach in dealing with all the matters concerning the Banking Industry inthe recent past. The Headquarters which was functioning from the Stadium House, Church Gate, Mumbaiwas shifted to the World Trade Center to give it a global look and also an aura of highly professional outlook.

2. One of the important tasks entrusted to the Indian Banks' Association was to negotiate with themajor unions for reviewing the salary scales from time to time. The IBA has been responsible fordischarging this responsibility from the middle of 1960s' in the case of the workmen staff in the BankingIndustry and as far as the Officers' fraternity is concerned from the middle of 1980's after introduction ofthe Pillai Committee Recommendations as the Government wanted that the IBA's maturity and experiencewill come handy in dealing with the issues connected with the salary revision of Bank Officers' as well.

3. The Managements of the Banks who are members of the Indian Banks' Association have handedover a mandate; so that the representatives of the Indian Banks' Association will be in a position to talk tothe unions on behalf of the Managements of the member banks. The mandate is given by each bank withlot of trust on the leadership of the Indian Banks' Association; so that they are able to resolve the issues ina peaceful manner to ensure lasting industrial relationship in all the banks, once a settlement is reachedamongst the unions and the Indian Banks' Association. The disputes arising if any, in between are sortedout through dialogue by the representatives of the Unions and the Indian Banks' Association. On behalf ofthe Officers' fraternity, the unions representing them in the Banking Industry are as follows:-

4. The Employees and Officers working in State Bank of India are having independent unions for theAward Staff and the Officers of the Bank. There are no rival unions in State Bank of India. The Officers'Federation consists of 84,000 members which includes the members of the Associate Banks (64000 +20000) and similarly the Workmen Staff are members of the Staff Federation which has over 1,41,000members. These organisations are affiliated to the All India Bank Officers' Confederation and NationalConfederation of Bank Employees respectively. Together both these organizations have a total membershipof 2,25,000/- which is more than 30% of the total strength of the Banking Industry.

5. The current salary revision was full of disputes, struggles and agitations in the Banking Industry.The major issues flagged during the agitation were a fair wage revision, the 2nd option on Pension to theemployees of banks other than State Bank of India, who are governed by a separate superannuationscheme which is in vogue for the last 200 years in the country. The number of strikes which took place inthe Banking Industry in hammering out a settlement over the 2nd option on Pension issue, is much morethan the number of strikes which were conducted on any other issue. On all these occasions, theperformance of the Employees and Officers of State Bank of India as an affiliate of their parent organizationsand leading from the front was highly inspiring to others and total. It is mere blackout; when it comes tothe strikes in the State Bank group as a whole under the banner of both Federations. Officers, uptoSMGS-V have joined the strikes. It was a show of strength and unity in the industry.

6. The unity and solidarity that was exhibited collectively by all the unions enabled the Government toconsider the long pending demand of the 2nd option on Pension. In course of negotiations, understandingswere reached for sharing the additional cost of 2nd option on Pension by the employees as well. Thesharing of the cost of 2nd Option on Pension by the entire workforce in the banks other than State Bank ofIndia and also the incremental cost by all of them again at the time of allocation of the wage load to variousheads was a matter of serious negotiations between the UFBU and the IBA. We were always endeavoringto protect the interest of the workforce and insisted that the Management should bear the major portion ofthe cost as per the convention.

7. The additional cost on account of the Pension Scheme that was borne at the industry level wasseparately compensated to the employees and officers in State Bank of India during the earlier occasionsthrough negotiations between the Unions and the Management which was known to the IBA and they alsohad supported such agreements in State Bank of India. During the current negotiations, the IBA wantedto raise the issue of the New Pension Scheme for future recruits in State Bank of India as well. The issuecame up as a surprise to the unions in particular the leadership of both the Federations in State Bank ofIndia and when they indicated that there is no question of the issue coming up for discussion in isolationand the entire gamut of the Superannuation Scheme that is prevailing in State Bank of India and theoutstanding issues that are still under consideration by the Government will have to be brought to thenegotiating table and then only the issue of NPS in SBI can be taken up for discussion. The Chairman ofIndian Banks' Association dropped the discussions on this issue and took a plea that there is no need tocontinue discussions on the issues of superannuation connected with the State Bank of India at the IBAlevel and hence it was not persisted by them.

8. In the mean time, we requested the UFBU convenor and Chairman of IBA and SBI to insert aprotective clause in the MoU at IBA level as regards superannuation and incremental cost of pension to besettle at Bank level as was done during thee previous bipartites. Our Chairman also took up the issuewith the IBA and we were informed that interest of SBI employees will be protected, at the time of drawingthe MoU. The Convenor of UFBU also assured us that the matter will be resolved amicably. Presidentsof AIBOC and NCBE pursued the matter with the IBA and UFBU along with our leadership.

9. Accordingly, at the time of the recording of the Minutes on the salient features and signing of anMOU by the unions - on 27.11.09, the leadership of both the Federations raised certain issues and theneed for incorporation of the same in the Minutes. The request of both the Federations was that there isa need to incorporate the arrangement as regards the settlement of the extra cost that the industry as wellas the workforce is incurring on account of the 2nd option on Pension and as also the incremental cost onaccount of salary revision with the employees and officers of State Bank of India since this was thetradition earlier. The representatives also wanted that the issue has to figure in the MOU and the IBAshould make these provisions to avoid conflicts at a later date.

10. The Federations insisted for such a provision in the MOU for the following reasons:-

a) For the first time the IBA wanted to bring the bank level issue of the Superannuation Schemeprevailing in State Bank of India as a part of the MOU and insist the State Bank of India managementto fall in line with other banks - which raised suspicion in the minds of both the Federations that aconspiracy is being hatched by the IBA to create industrial relations problem in State Bank of India.

b) The issue of 2nd option was settled as quid-pro-quo at the industry level - wherein the employeeswill bear a portion of the cost and also will be agreeing for the introduction of New PensionScheme which was being opposed by the UFBU earlier since the Pension Scheme that wasintroduced in the Banking Industry for the benefit of all other banks was not an additional benefit,it is in lieu of the Provident Fund and an option was given at the time of the introduction. Hence,it was iniquitous to insist that the existing Pension Scheme should be replaced by the NewPension Scheme - which is going to be handed over to the Private operators.

c) The Federations in State Bank of India were able to get the benefit of the additional cost that theindustry incurred at the time of the introduction of the Pension Scheme and also in the subsequentsettlements by way of additional benefits as also improvements in the superannuation scheme.The employees and Officers went on joint indefinite strike during April 2006 when the Governmentand State Bank Management failed to consider the improvements in the superannuation schemein the 8th bipartite and got the Pension Ceiling and Family Pension ceiling revised since it wasnot revised for the last 14 years and 20 years respectively.

d) The Steering Committee of the representatives of both the Federations who were holding periodicalconsultations amongst themselves based on the developments from time to time were of theunanimous view that these issues will have to be discussed and necessary provisions should bemade in the MOU in order to avoid the Government as well as IBA backing out subsequently onimplementation of the 9th bipartite agreement. It was also felt by the Steering Committee; in viewof the fact that both the Federations represent more than 30% of the workforce and 100% of themembers in State Bank of India should not be a party to the MOU in case these provisions are notincorporated in order to protect the interest of the employees and officers in State Bank of India.

11.The leadership of both the Federations also had serious reservations on sharing the incremental costas indicated by the IBA for the first time during the negotiations. The views of both the Federations wereas follows:-

a) The leadership of the State Bank Federations were opposing the imposing of the incrementalcost on the employees from the beginning. Keeping in view of the position of Banks during 7thand 8th bipartite a portion of incremental cost on pension was shared by the employees out ofSalary package. These were matters of negotiation on the earlier occasions. When theworkforce is already subjected to a huge burden on account of the sharing of cost of 2ndoption on Pension; sharing of the incremental cost by the entire workforce in addition at therate of 23% (10+13) was yet a very crucial blow and would cost around 6% of the wage loadthus reducing the wage hike of 17.5% to 11.5%, although it was a better percentage whencompared to the last revision. We were insisting for a dialogue on this issue and requestedthe leadership of the United Forum of Bank Unions that the tradition as regards the sharing ofthe incremental cost was through a negotiated settlement. The incremental cost at 36% ofpay indicated by the IBA is higher, which require verification by our common actuaries. Theemployees shared during the last occasion to the extent of 19.25% (10+9.25) - it was just onepercent over and above the earlier wage settlement (7th Bipartite) that is 18.25% (10+8.25).There was not only scope for negotiation but strong justification for reducing the burden on theworkforce through convincing arguments before the IBA.

b) The incremental cost was declared to be 36% without any prior discussions at the time of signingof MOU and which came as a rude shock to many of the representatives of the unions. Therewas no study nor the working to show the need for such a huge provision when there is going tobe 100% membership under the Pension in future. The leadership of both the Federationsduring UFBU meeting held on the evening of 26th November, 2009 wanted a discussion on thesubject and were asking for the postponement of the settlement by just a couple of days toenable us to study the impact of these new proposals brought by the IBA. Even the BEFIleadership was also pleading for 3-4 days time to consult the actuary.

c) In case there is stalemate on the issue of sharing of the burden of incremental cost - the issuecould be debated with the IBA representatives separately and an amicable solution could befound in case we do not rush through the MOU.

12. The points were raised in the UFBU and the Convener brushed aside these views and took astand that there is no question of further debate and the MOU has to be finalized on 27th November, 2009only. The leadership of both Federations pleaded as follows:-

a) that the issue of State Bank of India has to be resolved before concluding the MOU to avoidfurther complications;

b) the issue of sharing of the incremental cost to the extent of 23% of pay amounts to increase tothe extent of 3.75% which will reduce the salary revision percentage considerably.

c) The signing of MOU could be delayed by another two or three days since the advice of theChairman of State Bank of India and also some of the other senior executives of other banks canbe obtained and through their intervention an amicable solution could be reached. At the time of8th Bipartite when such a stalemate was created - the meeting was adjourned for a short timeand the then General Secretary of the Federation who was also the Convener of the UFBUsought an appointment with the Chairman of SBI who had taken over as the Chairman of IBA andconvinced him the need for taking a pragmatic view as regards the incremental cost. Ultimatelythe IBA had to accommodate the sentiments of the unions and the burden was reducedconsiderably. Thereafter, the meeting resumed and conclusions were reached. The Chairmanof IBA had all the time and power to introspect on these aspects and reduce the burden on theemployees which he failed to discharge thereby causing a serious damage to the workforce inthe Banking Industry.

13.When these pleadings failed to evoke any positive response from our own leadership in the UFBU andalso the Chairman of IBA, the representatives of both the Federations served a letter on the Chairman ofIBA in their capacity as the General Secretaries of the All India Bank Officers' Confederation and alsoNational Confederation of Bank Employees so that he can understand the intensity of the frustration of alarge chunk of the workforce and take a pragmatic view for sorting out the issue. We understand that theChairman of SBI also requested the Chairman of IBA to defer the MoU for couple of days, to resolve theissue.

14.As incremental cost of pension at 23% of pay, reduced from the wage hike of 17.5%, will be utilised fortransferring it to the Pension Fund of the other Banks, in case of SBI employees, incremental cost thusreduced from the wage increase cannot be credited to the Pension Fund of other banks. Therefore, weinsisted for a protective clause in MoU at IBA level or at SBI level, simultaneously before finalising theMoU. The request was just overlooked and they went ahead with signing of the MoU.

15.It is most unfortunate that the Chairman of the Indian Banks' Association himself became a party forsuch a controversy and is reported to have gone to the extent of mentioning to the press as appeared in theBusiness Line - "We have done our job after signing the wage hike agreement with UFBU and ifthere is any resentment among the unions of the SBI, which are also part of UFBU, for wagenegotiation talks, then they should settle it with their respective management. Infact, representativesof all the nine bank employees unions had signed the MoU and hence the deal is now beingconsidered as a final one. We, at IBA, can't discuss the issue which is between the bank employeesand the management of a particular bank, added Nair. However, he also said, they (NCBE andAIBOC) wanted to insert a new clause in the MoU at the eleventh hour which was not possible forus. On the preparedness of the banks to go for the wage hike, Nair said that all the banks have beenkeeping aside a substantial fund for quite sometime for this purpose and hence it will not be difficultto pay the arrears, which would be accrued since November 1st, 2007". The leadership of both the

Federations are not interested in going into the technicalities of these observations and also the questionof the application of the agreement on the Employees and Officers in State Bank of India. We are capableof sorting out the issues through our own organizational strength. But certain fundamental questionsneed to be addressed by IBA. The major ones are:-

a. Does the 30% of the workforce and their sentiments do not count for the IBA while dealing withsuch a sensitive issue;

b. What prevented the IBA Chairman to grant an adjournment and decide the entire issues raisedby the unions of State Bank of India and seek the views of the Management of State Bank of India;

c. We are also given to understand that the Government too wanted an amicable settlement withthe industry as a whole including State Bank of India;

d. What compelled the Chairman of IBA who had also witnessed a similar situation during the last2 days strike and was involved in parleys even on 2nd day of strike to reach an amicable settlementwithout making it an issue of prestige and could bring a settlement, thus helped the CLC tofinalise the understandings with UFBU leadership - to be so stubborn abruptly when it becamesuch a matter of importance in the industry and when a request had come from the Managementof State Bank of India to sort out the dispute amicably;

e. The membership of IBA consists of all the Banks - when it comes to meet the expenditure of theconduct of the affairs of the IBA, a major share is borne by the Management of State Bank of India- which is contributed out of the profits earned by the employees and Officers in the BankingIndustry, but the words of the Chairman of State Bank of India who is Deputy Chairman of IBA aswell, do not carry any extra weight.

16. We strongly feel that the major portion of the blame for the fiasco that has been created in theBanking Industry will have to be borne by the Indian Banks' Association. They are also responsible forcreating an earlier confusion in the name of the directives of the Government that the offer was reducedfrom 17.5% to 13% and forcing the industry to observe 2 days strike which could have been avoided.Now with the MOU, perhaps it would be creating yet another opportunity for the large section of theworkforce in the Banking Industry to launch bitter agitation if these injustices are not sorted out by theconcerned parties. What is intriguing the leadership of the Federation is that, what was the need for theChairman of the IBA to rush through the MOU knowing well that there are certain sensitive issues to besorted out? A little bit of patience would have averted industrial unrest in the Banking Industry.

17. Our attention has been drawn to circular issued by one of the minority unions in the BankingIndustry which claims credit for having signed MoU by the retired employees of the Banking Industry andcommenting on the stand of the Federations in State Bank of India and also claiming credit for theachievements of the current revision exclusively for themselves. They are happy that they are successfulin making IBA and UFBU to sign a MoU on the death anniversary day of their leader. It is ridiculous andinsult to a great leader, whose name has been drawn in the unfortunate event. We have no hesitation toproclaim our philosophy that the leadership of the Officers should remain with the serving Officers only.The Bank Officers have an excellent team of leadership at all the levels and there is no need to dependupon those who retired from the banks on superannuation. They are always welcome to give theirsuggestions and advices. We also have seen the legendary personalities in the Banking Industry.Com.L.V.Subramaniam, the founder of the Bank Officers' movement is from the State Bank of IndiaOfficers' Federation, followed by yet another legendary figure Com.R.N.Godbole, whose contributions forstrengthening of the Bank Officers' movement is part of the history of our movement. The other iconicfigure and a legend who scaled new heights in the last salary revision by removing the age old malady ofthe discrimination of the neutralisation of dearness allowance and the differentiation in the date of theimplementation of the salary revision Com.Shantha Raju, who was the former convener of the UFBUunder whose leadership the UFBU achieved new heights of glory, also comes from our own banks. Com.P. Laxminarasiah, Com. Y. Tarakanath and Com. Praful Kumar Patnaik are also from State Bank of India.They trained and inspired hundreds of leaders in State Bank of India to lead our movement and we areproud of the philosophy that they have handed over to us over the last several decades. They are equallycapable of taking the frontline in the movement but look at their visionary approach; they not only retiredwith dignity and grace but also ensured a smooth succession plan in their own organizations. Even nowthey are at the beck and call of the services of the organization as volunteers but not to claim the leadershipand perpetuate the life long stay in the office ignoring the interest of the serving members. We have been

ignoring such vicious campaign against our organization. But now we thought we should respond sinceit questions the wisdom of our predecessors and their firm belief in the philosophy that they have beenadvocating so far. It is for the members of those highly capable leaders to ponder over these issues andnot to get confused by the statements which their leaders have been making about the indispensability ofthe retired leaders and the successful signing of the MOU by such leaders. The managements woulddefinitely be comfortable since they can make such leaders to toe the line of the management even if it isat the cost of the interest of the general members.

18. Comrades, we congratulate all of you for showing a tremendous maturity and a sense ofcommitment towards the Federations. We are conscious of the challenges ahead of us and the detractorswho are always ready to have a dig at the workforce of the State Bank of India at every opportunity not onlyamongst the officials of the Government but also our colleagues in the trade union fraternity. We arecollectively capable of resolving all the issues raised by us. We have no quarrel with the State BankManagement nor our colleagues in other banks. But it is for them to ponder over the issues that havebeen raised in this circular dispassionately and come to their own conclusions. We wish to assure eachand every member of the Officers' fraternity that we are interested in their welfare and have struggled inequal measure in ensuring, their demands are met adequately. It is now our turn to get the issue that arerelating to SBI exclusively sorted out to our mutual satisfaction. We would have been happy if some ofour colleagues had shown a little patience and perseverance so that the interest of the entire workforce inthe Banking Industry including that of the State Bank of India could have been resolved in an amicablemanner.

19. The Steering Committee took stock of these developments and has demanded an exclusivemeeting with the management of State Bank of India to resolve the current impasse. We are happy toinform all our members that the Management has readily responded and has convened a tripartite meetingon the 9th of December 2009 since we had given a dead line of the end of December 2009 to sort out thewhole dispute and to come to an amicable settlement with the management of State Bank of India. Weare confident that given the maturity and the statesmanship of the executives of State Bank of India - theissue could be resolved in an amicable manner. However, that should not lead to any complacencyamongst our rank and file. They have to share these developments with the colleagues from other banksin right perspectives and also make our position clear to them so that there is no confusion in the rank andfile of all other banks. We also wish to make it clear that the tripartite meeting is only a beginning toexplore the possibilities for resolving the stalemate and reaching an understanding and hence they shouldbe in readiness to jump into action at short notice.

GOODBYE 2009WELCOME 2010 WITH A HOPE FOR THE BEST

The year 2009 was eventful and for our Association it was a year of struggle and sacrifice.While biding goodbye to 2009 it is pertinent on our part to introspect, analyse the events and musttake lessons from them to make our association more vibrant and valiant.

It is important to mention below the series of activities undertaken by the association in orderto safeguard and protect the interests of our members. Circle General Body Meeting: Our Circle General Body Meeting was held on 01.03.2009 at hotelSwosti Plaza. This mega event was graced by Com. T.N.Goel President, AISBOF and Com. G.D.NadafGeneral Secretary, AISBOF and AIBOC. Sri Bhaskar Niyogi G.M. Network-I of SBI, BhubaneswarCircle was the guest of honour. Other distinguished leaders on the dais were S/Shri S.K.Haldar,G.Muthuswamy, K.N.Vyas, Raman Nigam and S.K.Mukherjee, General Secretary of Bengal, Bangalore,Ahmedabad, Lucknow and North Eastern Circle Association respectively. Around 2500 officers hadattended the function.

Zonal General Body Meeting: Our Berhampur Zonal Committee had organised their 4th triennialGeneral Body meeting in the ITI Ground, Berhampur on 28.11.2009 in a grand way. Com. S.K.Haldar,General Secretary of Bengal Circle was the Chief Guest and Com Jyoti Bhusan Mohapatra, GeneralSecretary of SBI Staff association, Bhubaneswar Circle was the guest of honour. This mega eventwas graced by the Circle President Com L.K.Mishra, Circle General Secretary Com Ganesh ChandraMishra and all the office bearers of the Circle Association along with the EC members. The ZonalPresident Com B.N.Das and the Zonal Secretary Com. M.R.Das of Bhubaneswar module werepresent on the occasion.

Circle Executive Body Meeting: The Circle Executive Body Meetings were held on 25.01.2009,20.02.2009, 10.05.2009, 06.09.2009 and 25.10.2009.

Zonal Executive Body Meeting: The Zonal Executive Body Meetings were held as mentionedbelow.

Bhubaneswar : 25.03.2009 and 10.05.2009Sambalpur : 18.04.2009 and 11.10.2009Berhampur : 22.03.2009, 13.06.2009, 30.08.2009 & 01.11.2009

District Committee Meeting: To strengthen the Association at the grass root level our DistrictCommittees had organised small meetings at small centres along with branch visits. At big centresthough district committee General Body Meetings could not be held, members' meets were held asmentioned below.

Kalahandi on 15.02.2009, Sundergarh on 23.03.2009, Balasore on 03.05.2009, Koraput on16.08.2009, Nayagarh on 19.08.2009, Jajpur Road on 26.08.2009, Puri on 29.08.09, Sambalpur on29.08.2009, Ganjam on 30.08.2009, Sundergarh on 30.08.2009, Balasore on 30.08.2009, Cuttackon 09.09.09, Dhenkanal on 01.11.2009. Phulbani is the lone exception because of continuing unrestin the district.

Cadre Development: As per the direction and course design of the Federation our Circle Associationhad organised training programmes to develop and empower our activists as Cadres at variouscentres to enable them keeping pace with the rapid and radical changes in our Bank, Banking sector,economy and market situations. The Circle President, General Secretary and a few Office-bearersand EC members are the trainers of the said programmes. The details of such training programmesare as follows:

1. 31.05.2009 at Bhubaneswar-Participants were activists and EC members from Cuttack District,Puri District and Bhubaneswar Zonal Committee Members. The number of participants were 35.

2. 07.06.2009 at Sambalpur- Participated by Sambalpur Zonal Committee EC Members and all theDistrict Committee members and activists of Sambalpur Module. Number of participantswere 48.

3. 14.06.2009 at Berhampur- Participated by Zonal Committee EC members, all District CommitteesEC members and activists of Berhampur Module. Number of participants were 51.

4. 19.07.09 at Balasore- Participated by Balasore District Committee EC members and activists ofBalasore and Mayurbhanj districts. Number of participants were 39.

Training Programme to become effective Defence counsels:Our Berhampur Zonal Committee had organised a three day workshop on the subject from date15.05.09 to 17.05.09. The Circle General Secretary and Circle President and other Circle Office-

bearers had attended and participated in the workshop to enthuse as well as enlighten the participantson different aspects. This workshop was fruitful and helpful for the new defence representatives asthey all have taken up the job of defence after the workshop most impressively.

Felicitations to Newly Promoted OJMs: All most all District Committees had felicitated the newlypromoted OJMs of 2009 batch with comradely feelings with an intention to mobilise their membershipand to involve the young and willing members urgently but profoundly in the Association activities.The meetings were held at Jajpur Road on 26.08.09, Berhampur on 30.08.2009, Cuttack on 09.09.09and Baripada on 22.09.2006.

MROs and CREs: Efforts are on to bring all the contract officers like MROs and CREs to the mainstream i.e. to enrol them as our members and organise them. A sub-committee was formed underthe leadership of Com T.C.Mishra, D.G.S. to examine the Service Rules of the Contract Officers andfind out the ways and means to protect them and achieve their legitimate rights. In this connectiona meeting was also held on 13.06.2009 at Red Cross Bhawan, Bhubaneswar where all the MROsand CREs, Circle Committee and Zonal Committee Office bearers participated. Some of the problemshighlighted there are as follows:

1.Their variable pay is not paid in time. 2. Their increments are not paid in time. 3. Extensions oftheir contracts are neither renewed in time nor automatically. 4. Incentives are not paid in time. 5.Their services are utilized besides contractual ones without monetary compensation and theirconsents.

Circle Negotiating Council meeting: Circle Negotiating Council meeting was held at LHO,Bhubaneswar on 16.01.2009 only. This forum is to meet on a quarterly basis.

Network Structured Meeting at Administrative Units: After de-layering of Zonal Offices the structuredmeetings at the Administrative Units were stopped without any reason. However, after continuousefforts of the Federation, Bank has agreed to start Network Structured Meetings as well asAdministrative Unit's Structured Meetings alternatively at quarterly basis at Administrative Units. Themeeting of this kind took place at the Administrative Units at Bhubaneswar on 16.12.09, at Sambalpuron 18.12.09, at Berhampur on 30.12.09 and also a structured meeting of Commercial branch,Bhubaneswar (Mid-corporate group) was held on 23.12.2009. All issues relating to our memberswere discussed across the table and management has assured to take care of the issues.

Branch Visit : Office Bearers of Circle Committee, zonal committee and District Committees hadpaid periodical visits to various branches of the Circle to meet our members to know the problemsfaced by the members at the branches and steps had been taken to solve their problems at appropriatelevel.

Welfare Activities : Circle Committee and zonal Committees had arranged many welfare activitiesfor the under privileged people of the society and our members.

Bhubaneswar Module: 1. Mega Health Check-up Camp on 06.09.09 at Zonal Office, Bhubaneswarfor our staff members. 2. Two Personal Computers were donated to Slum School, Bhubaneswar on15.08.09 3. Distribution of sweets in orphanage, Dumduma, Bhubaneswar..

Berhampur Module: 1.Relief materials to the victims who had lost their house and properties in amassive outbreak of fire at Janpanka, Boudh on 12.03.09. 2. In Thakurani Yatra, Berhampur puredrinking water was provided to around 3000 devotees on 02.05.09. 3. On 15.07.09 Identity Cardswere distributed to 100 students of Kalipalli M.E.School, at Kalipali, Ganjam.

Strike and Agitation: Due to reduction of offer in our salary revision by IBA from 17.5% to 15% UFBUdecided to launch strike on 6th and 7th August 2009. The strike was complete and total in our Circle.

The year 2009 witnessed agitation in the circle on account of violation of agreed transfer policy andopening of new branches without adequate infrastructure and minimum component of staff. Thefollowing agitational programme was chalked out by the Association and was implemented with fullvigour.

2. Work to rule with immediate effect.

3. Boycott all official meetings by office bearers of Association except bipartite meetings.

4. Wearing of black badges w.e.f. 18.05.09

5. Posturing campaigning w.e.f. 18.05.09

6. Protest demonstration during lunch time when DGM(NCM)s, DGMs, GMs visit the Modules/RBO headquarters.

7. The agitational programme was a grand success and with joining of new CGM Sri Shivakumarthe issues were addressed and required human touch was given to the Association.

Get-to-gathers: As a very special activity of the Association all the District committees had organisedyearly get-to-gathers. Some of them had arranged with their families.

Balasore-18.01.09, Cuttack-01.02.09 Puri- 25.01.09,Bolangir-22.11.09, Ganjam-28.11.09, Baripada-06.12.09, Sambalpur-13.12.09, Cuttack-20.12.09, LHO- 23.12.09.

Farewell on Retirement : During the year 2009, Secretary Finance Sri B.K.Chand, AGS Sri K.L.Raoand EC member Sri Chakradhar Sahu of SBIOA, Bhubaneswar were retired from Bank service.Graceful farewells were given to these dedicated leaders in the meetings organised by the CircleAssociation and respective Zonal Committees. The contributions made by them were placed onrecord by the Association.

Elections:New Office-bearers and EC members were elected and co-opted to the Circle Association. Theyare as follows:1. Sri A.B.Rao elected as the Vice-President 2. Sri A.K.Bishoyi elected as the Secretary, Finance

3. Sri K.K.Mishra elected as Assistant General Secretary 4. Sri S.S.Swain elected as AssistantGeneral Secretary of the Circle Association.Sri G.D.Raulo and Sri A.K.Panda were co-opted as the Circle EC members.

REIMBURSEMENT OF COST OF PETROL TO ALL OFFICERSOne of the issues taken up with the management was to cover and enhance the ceiling on

reimbursement of petrol entitlement to all JMGS Officers, including PO's and TO's, irrespective of lengthof their service or position. The moped category should be clubbed with two wheelers. During the previousreview of the conveyance scheme for higher petrol ceilings, monetary ceilings on reimbursement ofexpenses on certificate basis was not considered by the Management. We took up the matter with theCorporate Centre for the inclusion of the above in the Conveyance Scheme and are happy that, thefollowing improvements are made in the conveyance scheme w.e.f. 01.01.2010

i) All JMGS I officers including PO's and TO's who maintain cars/four wheelers are covered forthe entitlement of petrol ceiling irrespective of length of service or position as under:

CO-OPTION/ELECTION OF OFFICE BEARERS/E.C. MEMBERSSAMBALPUR ZONAL COMMITTEE/BERHAMPUR ZONAL COMMITTEE

The Sambalpur Zonal Committee in its meeting held on 26.02.2010 unanimously elected Com.Lalit Kumar Mishra, Commercial Branch, Sambalpur as President of Sambalpur Zonal Committee inplace of Sri Arabinda Kumar Mishra, retired on 31st January 2010. Com. Shantanu Kumar Mishra wasco-opted as a member of the Sambalpur Zonal Committee and was unanimously elected as ZonalSecretary of Sambalpur Zonal Committee after superannuation of Com. A.K. Hota from 1st May 2010.The Zonal Committee meeting was held in presence of the President, General Secretary, OrganisingSecretary and the Zonal Secretary, Bhubaneswar Zonal Committee. All the 5 District Secretaries ofSambalpur Module were present in the meeting. Circle Committee office bearers and members SarvashriK. K. Mishra, Asst. General Secretary, Santanu Kumar Mishra and Saubhagya Panda were also presentin the meeting. All have assured the General Secretary to maintain unity and solidarity of the Association.The newly elected President and the Zonal Secretary were introduced to the Asst. General Manager(Admn.) and Regional Manager (Region-II) of Sambalpur Module by the Circle Committee President andthe General Secretary.

2. The Executive Committee of Berhampur Zonal Committee in its meeting held on 21.02.2010 atBerhampur has co-opted Com. P. Rambabu, SBLC, Gopalpur-on-sea, Com. Santosh Kumar Mishra,Phulbani Branch, Com. B.P.K. Prusty, RBO, Berhampur as executive members unanimously in place ofSri S. N. Pradhani, Sri Udayanath Behera and Sri S. P. Panigrahi who have since been transferred toother module. Com. Malaya Kumar Mund, E.C. member was also co-opted as Vice-President of BerhampurZonal Committee.

3. Sri Arun Kumar Behera, Regional Business Office, Phulbani has been co-opted as President ofPhulbani District Committee in place of Shri Majira Pradhan since transferred to Kalahandi Region.
