    WWK [military administrative agency of the GDR], where he would be exposed to VSS

    [confidential material]. However, these plans have been changed, the BV division 11 does

    A first contact conversation with the candidate was carried out today, with the intention torecruit him as a collaborator for the institution. It had been communicated beforehand

    that _________ was at home since he was sick with the flu. Since the mother is pursuing

    steady employment, the circumstances for visiting the candidate appeared to be ideal.

    I introduced myself by saying that I worked for the ministry of security. We started with a

    conversation about the candidates perspectives for the future. He told me that after hisone-year internship at an editorial office and after completing one and a half years of

    military service at the NVA [national army of the GDR] in 1991, he plans on pursuing a

    four-year long university degree in Leipzig. He had originally planned to do one year ofsocial service, but because of ___________________ he decided to spend one and a half

    years with the NVA. After that, I explained the work of the ministry of security to him,

    and told him that the safeguarding of party entities plays an important role in this. He

    was then asked if he was willing to support our institution in completing these tasks. Thecandidate said that he felt like he was not able to work for the institution if he would have

    to keep information confidential at all times. He also said that he was afraid to fill this

    position, and that he felt his health would not allow it. He also said that the internship inthe editorial office would make it too difficult to collaborate with our institution at the

    same time. Since it became apparent that the candidate would not agree to work for our

    institution under any circumstances, the conversation was terminated. The candidate wasurged not to tell anyone about the conversation. He agreed. Because of the results yielded

    from this conversation, it is suggested to archive the material about the candidate in

    division 12. As part of the Who is who program, it is necessary to keep the

    It had been planned to recruit the candidate for an unofficial cooperation. Judging frominitial investigation, the candidate seemed promising enough to be approached directly.

    On Oct 26th, 1988, a first contact occurred between 10 and 10:30 am in the candidates

    apartment. During our conversation, the candidate said that he would not be able to workfor our institution if this required constant confidentiality. He also admitted of being

    afraid, and pointed out his instable health. Furthermore, he felt that the internship in the

    editorial office at _____________ would make it very difficult to collaborate with our

    institution at the same time, which is why he did not think it was possible. Due to thereasons he gave for declining, and because the candidate did not seem willing to accept

    the offer, the conversation was terminated. At the end, the candidate was urged not to tell
