2003 - Starlight Maritime (an IRAQI registered Company) was established in Baghdad City in the

same year we open a branch in Erbil, Sulaymaniah, Basrah, Umm Qasr,Zakho, Safwan, Amman-Jordan and London UK.

2004 - Dubai and Sharjah United Arab Emirates offices were was established to serve as a hub for all shipments coming worldwide to IRAQ and is now serving as SLMT Head Office. On the same year we opened an office in Mersin to cover the needs of all transshipments coming by SEA and to be transported to IRAQ by LAND .

2007 - China (Guangzhou and Shanghai) was established .

2008 - We open a branch in to support the major oilfield operators. Expand the branches in China by opening an office in Beijing. Houston,Texas Another branch in IRAQ was established in Duhok on the same year.

2010 - Established an office in Yiwu China and on the first stage of establishing the new branches in Germany and Canada .

GENERAL INFORMATIONGENERAL INFORMATION

The Port of UMM QASR is located in SE Iraq and to the NE of the city of the same name (population

30,000+).Situated in the confluence of KHOR ZUBAIR And KHOR ABDDULLAH rivers, it lies on the

west bank of the KHOR AL ZUBAYR river; a well protected natural in let tidal harbour. The Kuwaiti

border is adjacent to the facility (approx 1km south).

The port has road links NW to BASRAH and S across the Kuwait border, plus a main line rail link NW

to BASRAH. The port perimeter is fenced and/or walled, with multiple entry control points and guard

towers. (a) Lat 300 02' N Long 470 57' E. (b) Grid (GR) QU 840271.

Pilot Station : The present pilot station is between buoy no. 3 and 5. Coordinates.

Anchorage Position : Vessels calling Umm Qasr and Khor Al Zubayr are waiting on the vicinity closer

b/w Buoy No. 2 and buoy no. 3. Once the agent confirms the sea pilot boarding time then can proceed

to the inner channel at the pilot station.

Max Draft in the Channel.

The maximum arrival draft at the channel should be 12.5 meters (in high water).

Limiting Depths of Approach Channels, Basins and Berths.

1. Previous maximum allowed arrival draft was 11.0m. At the Old Port draft along the berths

(2 to 8a) was 10.5m and New Port (12 to 22) varied from 9.0 -11.0m.

2. Grain Silo Berth (10) draft was 11.0m. Due to the reduction in draft levels , the maximum

size of vessels able to berth had been reduced from 50,000 to 55,000 metric tons.

3. Vessels bound for or departing from Iraqi ports and offshore oil terminals must pass

within a five nautical mile radius of (29-35n/048-53e).

GENERAL INFORMATION : PREVIOUS NAME AL BAKR TERMINAL.The BOT, itself, is a Deep Sea Island Offshore Terminal located some 31 land miles southeast of the Iraqiport of Fao located in the Shattel el Arab in Iraqi territorial waters at Al Khaja of the Upper Arabian Gulf.

The position is: Lat 29 deg 40 min 36 sec N // Long 48 deg 48 min 38 sec E

This terminal consist of two loading platforms (A) & (B). Each loading platform has two loading berths.Berth 1 and 2 of platform “A” and Berth 4 of platform “B” can accommodate tankers ranging in sizefrom 35,000 to 350,000 Dwt. Berth No. 3 of platform “B” can accommodate tankers ranging in sizebetween 85,000 to 350,000Dwt. DESIGNATED ANCHORAGE AREAAll vessels calling in BOT/KAAOT, while waiting for the laycan can use the deep water anchorage “B”. Position: Lat 29 deg 35 min N, Long 48 deg 53 min E

CARGO AND CARGO SUPPLIERThe only cargo grades supplied at the BOT at present are Basrah heavy crude and Basrah light crude.The sole cargo supplier is the Iraqi State Oil Marketing Organization (herein “SOMO”).

Loading Arms

There are up to three (3) identical 24 inches by 60 feet long “LUCEAT DUMA” loading arms will be

connected to tankers manifold. 16” to 24” connections are provided with adapters ranging in size

from 16” to 24”. The adapter must be hoisted onboard by the ship derrick. The required number of

connection will be decided in accordance with the max required by the tanker. Spools for 10”, 12” 14”

to 16” are available at the terminal if required.

(b) Gangway

A power operated telescopic personnel gangway is provided each berth.

(c ) Restrictions

Max. Arrival Draft / 54 feet

Max Sailing Draft / 69 feet

Max Allowable Length / 1200 feet

Max Dead Weight / 350,000 L/Tons

Max. Allowable Part Cargo Loaded on Arrival / 140,000 L/Tons

No. 1 and 3 berth, the berthing is only at low tide

No. 2 and 4 the berthing is only at high tide.

Un-berthing no. 1 and 3 1,5 hours before low tide, nos. 2 and 4 un-berthing 1,5 hours after low tide.

There is no restriction on night berthing and unberthing, vessel can berth or sail any time of day as

long as the weather and tide are favorable and tugs are available.

1) Will the ship be safe calling IRAQI ports ?

There have been no incidents compromising the security of international vessels calling at Iraq ports, or

their crews, for several years. SLMT team on the ground keeps close contact with the ships they handle,

providing advice and guidance to ensure the most up-to-date information is at hand.

2) Are Port DA accounts handled effectively?

We ensure accurate and timely reporting and issuance of disbursements. SLMT is able to reduce

the delays in finalizing port disbursement accounts by working closely with the relevant authorities.

3) Crew changes can be carried out in Iraq? Can Visa be obtained?

Crew changes can be effected at most Iraq ports and visas are readily obtainable for most nationalities

subject to IMMIGRATION acceptance/rules & regulations .

4) Will coalition naval operations delay ship and entail boarding and inspections?The security concerns of the Coalition naval forces in the northern Gulf have eased such that they nolonger consider it necessary to board and inspect every vessel which enters Iraq waters.

With the establishment of contingents tasked with liaising between the merchant and naval maritime communities, they recognize and actively support the need to foster and simplify Iraq’s international trade and commerce. While they still reserve the right to inspect vessels in Iraq waters, a report by SLMT to the navies’ liaison offices concerning a vessel’s Iraq call-plan will normally suffice .This reporting process also allows the coalition naval command to keep a watching brief over merchantvessels until they complete their calls and depart from Iraq waters.

5 ) Is Communications with Iraq a problem?The process of restoring the public communications infrastructure after years of neglect an damageis not yet complete and on occasion the needs of military security operations can disrupt the publiccommunications system and can also prevent travel by staff from inland offices to attend operations and calls in the ports.
