INTRODUCTION
The Bureau of Standards Jamaica (BSJ) was established in July 1969, under the Standards Act of
1969, as Jamaica's National Standards Body; in order to promote and encourage the maintenance of
standardization in relation to commodities, processes and practices. The BSJ is an agency under the Ministry
of Industry, Commerce, Agriculture and Fisheries (MICAF). The BSJ is responsible for establishing a
recognized National Quality Infrastructure and achieves this through a network of national, regional and
international partners from industry, civil society and the public sector. The BSJ is a member of a number of
international and regional organizations such as the International Organization for Standardization (ISO), the
International Electro-technical Commission (IEC), the Pan-American Standards Commission (COPANT) and
the CARICOM Regional Organization for Standards and Quality (CROSQ). The BSJ functions as Jamaica’s
National Enquiry Point for the World Trade Organization (WTO) Agreement on Technical Barriers to Trade
(TBT) and the Contact Point for the Codex Alimentarius Commission.
The organization has implemented an integrated approach to standardization and has well equipped testing
laboratories offering a wide range of services in the areas of standards development, testing, certification of
products and quality systems and training. The collaborative efforts of the BSJ and its partners have resulted in
the use of standards to help to advance the social and economic wellbeing and safeguard health and safety;
while activities in the areas of metrology, standardization, testing, and conformity assessment programmes
support the strengthening of the National Quality Infrastructure (NQI).
Standards are developed by Technical Committees comprised of experts in specific fields/sectors as well as
representation from government, consumer interests and sector support agencies. Committees operate on the
principle of consensus and the public is given the opportunity to examine and comment on all drafts before they
are published as National Standards. The BSJ facilitates the adoption or the modified adoption of relevant
regional and international standards thereby honouring its obligations under the WTO TBT Agreement.
International standards are referenced in the development of national standards where applicable.
PURPOSE OF THE WORK PROGRAMME
The BSJ’s Standards Development Work Programme is published in order to meet the requirements specified in
Annex 3 Code of Good Practice for the Preparation, Adoption and Application of Standards prepared by the
World Trade Organization (WTO) in the Agreement on Technical Barriers to Trade (TBT). It was first
published in April 1996 and is published twice each year, in April and October.
The Work Programme contains a list and status of draft standards which are being developed/adopted/revised;
classification of the drafts according to the International Classification for Standards (ICS); international
standards considered in the development of the draft standards; and a list of standards published since the last
publication of the Work Programme. A complete list of all standards published by the BSJ is contained in
the Catalogue of Jamaican Standards.

STAGE CODES FOR THE DEVELOPMENT OF STANDARDS
The following coding system has been developed to apply to the various stages of development of a Jamaican
Standard. The coding system is based on the International Harmonized Stage Code System for the Development
of Standards developed by the International Organization for Standardization (ISO).
STAGE DESCRIPTION
PROPOSAL STAGE

The request for development/review of a standard (New Work Item) is received
by the Standards Development Branch . An evaluation of the subject of the work item
and a review of existing national, regional and international standards is
undertaken in order to determine if the request is pertinent. The New Work Item is
prioritized based on the results of the evaluation.
In the case of Technical Regulations, a Regulatory Impact Assessment is conducted.
PREPARATORY
STAGE (20)
During this stage, a new Technical Committee is formed or the work item is placed on the work plan of an existing Technical Committee (TC). The Committee
undertakes a study of the subject matter of the standard or initiates the revision of the
standard, establishes a project schedule / work plan and a Working Draft (WD) is
developed. Once consensus has been reached on the contents of the WD, the draft is
approved by committee members as a Committee Draft (CD).
COMMITTEE
STAGE (30)
At this stage, general editing and proofreading is done. Once edited, the draft is
registered as a Draft Jamaican Standard (DJS).
ENQUIRY STAGE

The DJS is made available to the public and sent directly to a number of organizations and parties concerned with the subject matter with the aim of gathering
and responding to the concerns expressed by the consulted parties. If the standard is
intended to be mandatory, a notification is sent to the World Trade Organization
(WTO). Comments received are reviewed by the TC and the Draft Standard revised if
necessary. Once consensus has been received after the public comments stage, the Draft
Standard is registered as a Final Draft Jamaican Standard (FDJS).
APPROVAL STAGE

The FDJS is edited and submitted to the Standards Council for approval
followed by the portfolio government Ministry for approval; other relevant
Ministries are notified if applicable.
PUBLICATION
STAGE (60)
Once approved, the F i n a l Draft Standard is published as a Jamaican Standard. The
publication stage includes pr int ing and gazetting in the Jamaica Gazet te and
promulgation.
REVIEW STAGE
(90)
At this stage a systematic, periodic review of the standard is performed in an
effort to keep it current and relevant. Following the systematic review, the standard is
revised, withdrawn or confirmed. Standards are reviewed every five (5) years routinely.
The review may be done earlier in response to specific national issues.
