TECHNICAL COMMUNIQUE SETTING THE STANDARD FOR OSTRICH FARMING (SANS 994-1) South Africa’s ostrich farming industry is big business. Each year, exports of ostrich meat, feathers and leather products earn close to R 2,1 billion. However, despite its leading status, the industry can be helped to expand even further – if two realities are remembered: the industry is a high risk one, and it is capital-intensive. Growth would help sustain and provide valuable jobs, in the rural areas of the Eastern Cape, Little Karoo and Southern Cape, where employment opportunities are especially scarce. For example, consider just one statistic. In the wild, 60% of ostrich chicks that hatch will die before they reach maturity. This figure can be halved by applying good management practices when raising ostrich chicks during commercial farming operations. The publication of a new standard for ostrich farming (SANS 994-1, Ratite farming Part 1: Ostriches ) is therefore important news for this industry. “Most requirements of the standard can be seen from more than one viewpoint. For example, complying with bio-security measures such as providing fresh water each day, supplying the right food and keeping to the correct stocking density can result in healthier animals and lower stock losses, if other factors like temperature changes, circulation of diseases (especially those transmitted by other animals) can be controlled. These are important if ostrich farming is to be sustainable. But these same practices are also vital elements for these animals’ welfare: showing that looking after your animals properly is also good business sense” said Anton Kruger, a specialist on the ostrich industry who serves on the technical subcommittee (SC 1040F, Wildlife farming and breeding) responsible for the standard. Some of the more interesting requirements of the standard are: . that birds to be slaughtered for export be confined to quarantine camps for at least two weeks prior to slaughter in order to comply with EU-requirements as 90% of the ostrich meat produced in SA is being exported to Europe. By keeping these animals free of ticks for two weeks before slaughter, possible transmission of Congo fever via ticks to workers at abattoirs would be prevented . all vegetation must be removed from these quarantine camps and no plants be allowed within 3 metres of the edge of the camp. This is to prevent the ostriches from acquiring any ticks – especially the Hyalomma ticks that are known to spread Congo fever . ostriches may only be slaughtered from export registered farms and this registration includes proper record keeping in order to ensure full traceability of the product . records of ostrich movements and deaths - and their causes - be kept and sent to the South African Ostrich Business Chamber before the 7th of each month, where this is integrated into a national database that is made available to DAFF (Department of Agriculture, Forestry and Fisheries) and the European Union (EU) . because ostriches can trample natural veld, due to their weight (a full grown breeder ostrich can weigh up to 150 kg), the location of camps, feeding points and watering points need to be planned to facilitate even use of the veld . at least two handlers are needed to restrain an adult ostrich – to avoid injuries to the ostrich and the handlers . a shepherd’s crook can be used – carefully – to catch wild and aggressive birds . Ostriches do not have teeth and thus they need to peck and swallow pebbles constantly to assist with digestion, but due to this pecking, they might occasionally swallow undesirable objects like nails, screws, and pieces of plastic and care must be taken that such objects are not available.

. because feather lice and mites can damage ostrich feathers, spraying against these parasite needs to start when the birds are 3 1/2 months old – but only with registered products. . while an adult bird needs between 10 L and 15 L of water per day, a breeder bird can consumer 20 L on a hot summer day, and . ostrich eggs need to be turned 180 º at least three times a 24 h day, for three weeks. ADDITIONAL BACKGROUND INFORMATION Ostrich meat: Ostrich meat is a red meat and is extremely popular all over the world, due to its health characteristics (low in cholesterol, almost no fat), etc, and is produced under stringent hygiene standards. For this, the industry works closely with government support systems. In the last decade, previously less expensive South African ostrich meat has steadily increased in price because of increasing consumption in the First World as a result of its health characteristics, texture and taste. All 17 ostrich meat cuts consist entirely of edible meat without any bones. Most of the meat exported is the prime fillet, but locally it comes in all sorts of forms, including fillet, with wors (sausage), patties and biltong (dried and spiced meat) being among the favourites. Ostriches in history: Ostriches have been in the Little Karoo for a long time. For hundreds of years, the San have been using ostriches for their meat and eggs. The eggs are used firstly as a source of food and then, when the shell is empty, as a handy container for carrying or storing water - by burying a cache of water-filled eggs for emergencies. Ostriches were highly valued in many other cultures including the Ancient Egyptians, the Romans, the Welsh, the French and locally, the Zulus. As a result of the hunting by man the ostriches retreated into the dry, harsh deserts. This, combined with natural predation meant that ostriches became harder to find and the price of feathers rose. Today, Wales and the Welsh are linked to ostrich feathers. The heraldic badge of the Prince of Wales includes three white ostrich feathers. This badge also serves as the logo of the Welsh rugby union team, and is worn on their rugby jerseys: easily visible whenever the Springbok rugby team playas a test match against Wales. The ostrich feather boom – and bust: In 1821 the Cape of Good Hope exported 1 230 kg of ostrich feathers valued at 115 590 rix-dollars (R 17 338). By 1858, although only 915 kg of feathers were exported, they were valued at R 25 316, an increase in value of almost 100%. Seeing the potential, the farmers of the Oudtshoorn district pioneered the domestication of ostriches in the 1850s. The ostriches were placed in large fenced off areas, and soon began breeding. By 1865 the size of the feather crop had increased to 8 600 kg with a value of R 125 000, close to what it was in 1821 (R 14/kg). There was a very high mortality rate amongst the chicks because of predators, illness and injury, making this new form of farming very hazardous. This all changed in 1869 with the invention of the ostrich egg incubator, by Arthur Douglass, which reduced many of the hazards and increased production. The magistrate at Oudtshoorn, Mr Scholtz first introduced lucerne to South Africa by importing the seed and planting a small plot to feed his ostriches. The birds thrived on this diet and all the farmers started planting lucerne. The number of breeding birds rose from only 80 in 1865 to well over 20 000 by 1875, as everyone wanted to be an ostrich farmer. With so many ostrich farmers, the supply of feathers grew causing a slight drop in the price. The larger farmers were hardly affected because of the volumes they were exporting. The best quality feathers were still commanding high prices, over R 200 per kg in 1884 when the general price was only R 16 per kg. By this time the ostrich feather industry had become a significant factor in the South African economy. After gold, diamonds and wool, it was the country's fourth largest export. The slight recession did not last long and the outlook slowly improved, then accelerated into a full scale boom. The first of the famous "Feather" palaces of Oudtshoorn were constructed during this time and, because there were now so many ostriches, the laws preventing their slaughter were repealed. The industry continued to thrive through the Anglo-Boer War (1899-1902) and the decade that followed. The first indication of problems in the industry came in 1911 with signs of overproduction and increasing

competition, especially from California. The South African ostrich breeders realised that the only way they could continue to dominate the world market was to produce the best feathers in the world. This led to the fascinating hunt for the Barbary Ostrich. The hunt was successful and with the superior new feather spreading through the country, 1913 brought a bumper crop of high quality feathers with the price of the finest double-fluff feathers reaching R 650 per kg earning the country about R 6 million. The ostrich feather industry would never reach these heights again. In 1914 the bottom dropped out of the feather market and farmers who had been millionaires one day found themselves poverty stricken the next. The popular reason given for the collapse is that ostrich feather hats were no longer practical due to the growing popularity of motor cars, but there were other factors involved - notably the outbreak of World War One (1914-1918). At the end of the war there were still 314 000 domesticated ostriches left in South Africa but by 1930 this number had declined to only 32 000. After World War Two (1939-1945) the ostrich trade slowly recovered and expanded from feathers to include skins and a brand new source of income - tourism. Ostrich leather: Almost every part of the ostrich is now utilised and ostrich leather is very popular in all sorts of fashion items including shoes, clothes, handbags and most recently ostrich leather jewelry by a local design company. The great Barbary ostrich hunt: In 1911 a party was set out on an expedition to Barbary (middle and western coastal regions of North Africa - what is now Morocco, Algeria, Tunisia, and Libya), led by a South African government official Russell Thornton. Its goal was to catch breeding pairs of Barbary ostriches and bring them to the ostrich farms of the Western Cape, where the first ostrich had been domesticated in 1863. However, the birds were not found there, but in Sudan. By foot, train, horseback and paddle boat the team journeyed to Kano, in the north of Nigeria, the major trade thoroughfare, to check the stock of incoming feather caravans for the right type of feathers. Finally they found what they were looking for - the sellers were Arabs from beyond the Timbuktu. They lived in French territory, isolated by the desert, hundreds miles away from any inhabited lands. Thornton then asked the South African authorities for permission to proceed, and the team waited months for the approval to reach them. They were eventually allowed to spend seven thousand pounds to buy 150 ostriches. But the French banned the export of live birds from their territory. Anyway, the explorers proceeded into the prohibited lands. Pursued by French spies, they divided into 3 parties and in effort to put them off the scent they had been buying bales of worthless feathers. Somehow they contrived to get 156 Barbary ostriches. For more than a thousand miles, the porters carried the birds to Lagos. Then came a three thousand mile trip to Cape Town. Surprisingly, 140 ostriches survived. These ostriches resulted in a superior new type of feather becoming available in South Africa: shortly before the market for feathers as a part of women’s fashion collapsed in 1914.

NEW SMART CARD REGISTRATION AUTHORITY APPOINTED ISO/IEC 24727-6:2010 Identification cards - Integrated circuit card programming interfaces - Part 6: Registration authority procedures for the authentication protocols for interoperability was published by ISO/IEC JTC 1 on 9 December 2010. In this context it should be noted that the ISO/IEC 24727 series was developed to ensure consistency in the way smart card technology and their crucial authentication protocols are standardized. Prior to the publication of ISO/IEC 24727-6:2010 most smart card authentication protocols were either proprietary or not recorded in any publicly available reference document. Since even minor protocol differences can cause major interoperability problems the need for a central repository where authentication protocols can be publicly registered was a primary consideration in the development of ISO/IEC 24727-6:2010.

SAI Global has now been appointed as the ISO/IEC 24727-6 Smart Card Registration Authority. This means that from this point onwards

specific authentication protocols can be explicitly referenced by their unique ISO/IEC compliant object identifier (OID). The establishment of the ISO/IEC 24727-6 Smart Card Registration Authority has been welcomed by developers and adopters of smart card technology as it provides greater extensibility, efficiency and interoperability on an international level. Further information on the ISO/IEC 24727-6 Smart Card Registration Authority is now available at https://infostore.saiglobal.com/ISO24727-6/smart-card-registration-authority.aspx Since new authentication protocols can now be registered in real time the ISO/IEC 24727-6 Smart Card Registration Authority also opens the door for the latest and most innovative technology to come to market sooner. In conclusion it is noted that proprietary protocols will still have a place as the ISO/IEC 24727-6 Smart Card Registration Authority will provide the commercial, licensing and patent contact details for each authentication protocol so that potential end-users can get in touch with the owner to arrange a licence. Authentication protocols which attract no licensing fees, such as those developed for ISO/IEC standards and ones contributed by supporting organisations will also be available. One of the articles in current edition of IEC e-tech addresses electrical safety and the importance of the IECEE (IEC System of Conformity Assessment Schemes for Electrotechnical Equipment and Components) testing. According to the author of this article it is crucial to be aware of the risks associated with poor maintenance, burn hazards, electric shock and counterfeit electrical goods. “Many electrical fires can be traced back to faulty components such as cords, outlets and switches. Negligence in the servicing and maintenance of electrical appliances is a major risk in this regard. It is therefore essential to keep all electrical and electronic equipment in good working order. When it comes to burn hazards the surface walls of many appliances can cause serious burns especially to children due to ineffective thermal insulation. Low quality products normally have less insulation material. Hot oven doors are a typical example of this type of hazard. Electric shock can come about as a consequence of heating, undue mechanical stress, humidity and moisture. Different environments can change how current travels through and over the surfaces of appliances. In warmer climates many cases of electrocution are due to fans that are badly earthed. People also get electrocuted because there are insufficient distances between live parts and accessible conductive parts such as touchable metallic surfaces. Counterfeit products can have disastrous consequences because counterfeiters often use low-quality materials and avoid important manufacturing steps, thus drastically reducing the cost of their products. This allows counterfeiters to sell their products at prices that no genuine brand manufacturer can match. The use of such products can provoke overheat or short circuits and lead to fire, shock or explosion, ultimately causing injuries or deaths and property losses in the home and workplace. Counterfeit products often look like very good copies of the original, thus making detection based on appearance extremely difficult. Inspecting suspicious products and performing the relevant safety tests is the only way to show that these fake products have failed to pass safety requirements and may cause serious accidents. In terms of the IECEE several types of tests are conducted. First there are tests on all touchable surfaces of appliances, including those that are meant to be held, such as handles, knobs or grips are conducted. It also tests those parts that are held for short periods of time, such as switches or the outer walls of a given appliance. The tests are carried out to ensure that specified temperature limits are not exceeded. Abnormal operation of an appliance can produce electric shocks, burns or fire hazards. Conditions of abnormal use form a part of IECEE tests. Tests also take into account temperature controls that malfunction, moving parts, such as rotors, motors or contacts of a relay that block, and failure of electronic components or software. Sometimes abnormal operation will require a protective electronic circuit to mitigate the effects. Not all hazards are obvious. The IECEE also looks at the accessibility of dangerous parts, such as rotors and blades. This is particularly important when small children, curious about everything, are keen to touch anything within reach. The tests evaluate the crushing forces of doors and gates and the pinch points in playground equipment, for example. Many of these hazards can be reduced with sensors, such as infrared detectors and pressure pads. The IECEE verifies the dimensions of these sensors, where they are placed and how they function. The interaction of hazardous liquids and gases with electric systems, especially within non-conforming appliances, is the cause of many explosions every year. There are also mechanical hazards linked to the design of an appliance. Children can get trapped in refrigerators or tumble dryers. Such dangers need to be identified and intuitive escape mechanisms applied. The IECEE also tests for hazardous substances, radiation and toxicity that may harm users. Many hazardous substances are regulated, but low-quality products may not take such legislation into account.

Finally this article in IEC e-tech highlights the importance of IEC standards when it comes to IECEE testing and conformity assessment as well as ensuring the health and safety of the consumer. Many countries including South Africa have legislation relating to the safety of electrical appliances based on core IEC standards such as IEC 60335-1 Household and similar electrical appliances - Safety - Part 1: General requirements. A good example of this would be the South African compulsory specification designated VC 8055:2009 Electrical and electronic apparatus that makes conformity to SANS 60335-1 or IEC 60335-1 Household and similar appliances - Safety - Part 1: General requirements mandatory. CENELEC

STANDARDS FOR MOBILE PHONES IN THE SPOTLIGHT CENELEC (European Committee for Electrotechnical Standardization) was established in 1973 and prepares voluntary standards that help develop the Single European Market and European Economic Area for electrical and electronic goods and services. In September 2009 CENELEC accepted a Mandate from the EC (European Commission) to develop standards satisfying the health and safety aspects of personal music players and mobile phones with a music playing function. These standards must ensure that under reasonably foreseeable conditions of use, such devices must be inherently safe and must not cause hearing damage. Listening to personal music players regularly at high volume settings over a sustained period can lead to permanent hearing damage. This was the conclusion of the EU Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) published on 13 October 2008 in the form of an “opinion” that can be consulted on the Internet at http://ec.europa.eu/health/opinions/en/hearing-loss-personal-music-player-mp3 CENELEC Technical Committee 108X on “Safety of Electronic Equipment within the Fields of Audio/Video, Information Technology and Communication Technology” was tasked to execute the Mandate. The work was performed by a Working Group that included experts and other stakeholders from market surveillance authorities, consumer interest groups, research organisations, certification bodies and manufacturers. The end result of this exercise was the elaboration of two amendments to EN 60065:2002 Audio, video and similar electronic apparatus - Safety requirements (IEC 60065:2001 modified) and EN 60950-1:2006 Information technology equipment - Safety - Part 1: General requirements (IEC 60950-1:2005 modified) The amended standards will be based on a sound level limit of 85 dBA. This is a sound level that is considered to be safe under all reasonable foreseeable conditions of use. There is the possibility however for the user to choose to override the limit so that the sound level can be increased up to a maximum of 100 dBA. In this case the user has to be provided with warnings about the risks which are repeated following each 20 hours of listening time. The amendments in question passed a formal vote by the National Standardisation Committees at the end of 2010. After publication of the amendments in early 2011a transition period of 24 months will follow to allow enough time for the adoption of the amended standards at national level. By the end of the transition period industry in the EU should have started to apply the new requirements to their products. In the interim the TC 108X Working Group is expected to continue with the next step of the EC Mandate, which is the development of "smart" methods of providing protection against excessive sound pressure levels from personal music players based on the measurement of sound dose.

In other news from CENELEC it was reported in a recent press release that EN 62684:2010 Interoperability specifications of common external power supply (EPS) for use with data-enabled mobile phones was published on 10 December 2010. EN 62684:2010 specifies the common charging capability and interface requirements for external power supplies to be used with data enabled mobile phones. The interface is largely based on USB specifications with some additions particularly required for operation with touch phones. It is anticipated that the implementation of this new standard for a universal mobile and smart-phone compatible charger will benefit the consumer who will not have to change chargers when buying a new mobile telephone regardless of the brand. EN 62684:2010 was developed by CENELEC in terms of a Mandate issued in November 2009 by the EC to elaborate a standard dealing with interoperability specifications of common EPS for use with data-enabled mobile phones. A dedicated Task Force was set up (CLC/BTTF 135-1) for the development of this EN standard with CENELEC’s co-operating partner Digital Europe as the Convenor under the leadership of Stephen Colclough of Samsung Electronics. Prior to issuing of the November 2009 mandate the European Commission concluded a Memorandum of Understanding (MoU) with fourteen leading mobile telephone producers in June 2009 who all agreed to harmonise chargers for data-enabled mobile phones to be sold in the European Union. The intention of the MoU is to reduce the amount of waste by enabling users to use the original charger when they changed phones. Consequently the companies that undersigned the MoU regarding the harmonisation of chargers (as stipulated in the mandate) were afforded due participation in the activities of CENELEC BTTF 135-1. According to CENELEC the work begun by CENELEC BTTF 135-1 was soon taken on board by the IEC. It was therefore decided to allocate an international number to the standard instead of the original number EN 50558 to place greater emphasis on the global relevance of the standard. When it comes to the IEC version of the standard it was reported in a IEC news release that IEC 62684:2011 Interoperability specifications of common external power supply (EPS) for use with data-enabled mobile phones was published on 1 February 2011. This IEC news release goes on to explain that the foundation for their standard is the micro USB plug specifications issued by the USB-IF (Implementers Forum) at http://www.usb.org with whom the IEC has a MoU (Memorandum of Understanding). It is anticipated that this MoU will have a positive impact on future IEC standards developments as USB technology already enjoys wide acceptance both by consumers and the industry. IEC 62684:2011 combines input from all the major players including the work of CENELEC and ITU-T on this subject. In addition the standard takes into account the specifications of the major cellular telephone manufacturers including Apple, Nokia, Research in Motion, Emblaze Mobile, Huawei Technologies, LGE, Motorola Mobility, NEC, Qualcomm, Samsung, Sony Ericsson, TCT Mobile (ALCATEL), Texas Instruments and Atmel.
